Tài nguyên nước, tài nguyên khoáng sản, vùng biển, vùng trời,… hay đơn giản chỉ là chiếc ghế đá ngoài công viên, hàng hoa đẹp bên đường,… đều là tài sản thuộc sự quản lý của Nhà nước mà toàn dân có quyền sử dụng bình đẳng. Không chỉ vậy, ngoài việc sử dụng họ cũng phải có nghĩa vụ bảo vệ, giữ gìn chúng tránh những tác động xấu.
