improve the efficiency of the Parliamentary legislative activities has always been one of the regular and basic requirements of current practice In fact, over the past years, the legislative activities of the National Assembly of the Socialist Republic of Vietnam has become an urgent task in the entire operation of the whole political system, the main decisive stage to realize the strategic line, guidelines and resolutions of the Communist Party of Vietnam into real life, contributing mainly to the overall goal of successfully building Vietnam into a rich socialist country, strong country, fair and civilized democratic society Legislation is the top function of Congress The National Assembly, including national assembly deputies at the new session, is the only subject competent to approve law projects on behalf of the people Therefore, the legislative activities of the National Assembly are important in the implementation of legislative functions and the process of law-making contributing to the winning implementation of the cause of innovation Access to the system – the structure allows to make the assumption that: the organic relationship between the National Assembly on the one hand represents the democratic will and power of the people, and the entire activities of the National Assembly and National Assembly deputies, including the legislative activities to implement those democratic power wills, On one side is The whole people, which is the great national unity bloc - the subject of the entire socialist democratic power system being built in Vietnam activities, the legislative activities With the strength of images and vivid sound, television journalism has been contributing in no small way to the labor contract process: providing suggestive information for legislative initiatives, proposals to build a law project; providing information that is suggestive to draft, promulgate additional laws or laws, promulgate documents guiding the implementation of new laws and policies; conveying information to disseminate, educate law, raise legal awareness for organizations, individuals and people; conveying information about the thoughts and aspirations of voters on laws and draft laws to the National Assembly and reflecting the realities and diversity of life issues, creating a practical basis for law-making research In addition to the great and important contributions to improving the efficiency of the legislative activities, television in the legislative activities is also facing a number of issues that need to be realized and solved, which are issues related to the management of television activities in the legislative activities of the National Assembly of Vietnam; Issues related to the staff of legislative television; issues related to the training, use and retraining of the staff for legislative television; issues related to the interaction of television in the legislative activities The entire operation of television in the legislative activities, both the advantages, achievements, both shortcomings and problems posed, is requiring the implementation of necessary research for the direction and solutions to improve the quality and effectiveness of serving the legislative activities of the legislative television press However, so far, there have been no basic, systematic research on the issues mentioned above Especially, there is a lack of studies following the approach to journalism, combined with social media access in the legislative activities This is the main reason for phD students to choose the issue of the role of television with the Current National Assembly of Vietnam as the topic for their doctoral thesis in journalism Research purposes and tasks 2.1 Research purpose The thesis studies the relationship of television with the legislative activities of the National Assembly of Vietnam, thereby proposing solutions to promote the role of television journalism in the current National Assembly's legislative activities 2.2 Research mission - Firstly, to conduct an overview of the results of the scientists' research on the back and forth relationship and role of television journalism with the legislative activities; - Secondly, the argument for the theoretical basis, the practical basis of the study of the back-and-forth relationship and television role with the legislative activities of the National Assembly of Vietnam; - Thirdly,survey and evaluate the status of the relationship and role between television and the legislative activities of the National Assembly of Vietnam; - Fourth,the argument for the main solutions, scientific recommendations to promote the role of television with the National Assembly's legislative activities in Vietnam Research National Assembly are the only subjects, having a major role in performing the legislative functions of the National Assembly of the Socialist Republic of Vietnam The press in general, the television press in particular have close ties and have a great role in the legislative activitiess of the National Assembly Strengthening and strengthening the combined relationship between the subjects of the legislative activities and the subjects of legislative television journalism is the basic direction and solution of promoting the television role with the legislative activities of the National posing urgent requirements, requiring corresponding changes in legislative television activities Building and developing a team of legislative television journalists with solid political skills, good professional qualifications, capable of mastering and promoting the features of modern television media is a fundamental direction of promoting television roles with the legislative activities The fourth theory The quality of content and information content is a fundamental factor for the quality and effectiveness of communication of media products The form of creation and transmission of media journalism products and television journalism programs is also a fundamental factor for the quality and effectiveness of communication of media products Therefore, improving the quality of information content and renovating the form of television programs is an important solution to effectively promote the role of television with the Current National Assembly of Vietnam Subjects and scope of study 4.1 Study subjects The subject of the thesis is the relationship and television role with the Current National Assembly of Vietnam 4.2 Scope of study The scope of the thesis is to assess the status of the relationship back and forth and television roles with the P-Council,survey the legislative television works in the General News programs on VTV1 Channel,survey the television program of The National Assembly Television (National Assembly TV) from 2016 to the present Theoretical basis, practical basis and research methods 5.1 Theoretical and practical basis - The theoretical basis of the thesis is modern communication theory, about development communication, about the role of the media press for social development, these theories are carried out in an interdisciplinary way between the media press and the theory of state and law - The practical basis of the thesis study are the Party's basic views on the Revolutionary Press of Vietnam, in directing the construction of the socialist NNPQ in Vietnam and the major decisions of the Party and the State in the roadmap to build and gradually improve the legal system in Vietnam 5.2 Research Methodology 5.2.1 Methodology Based onthe methodological basis of historical materialism,, directly the theory of the relative independence of forms of social consciousness,the, thesis conducts the study of the relationship, the interaction between the media and the COUNCIL with the personality of being elements of the superstructure of an economic form - New society in the transition to socialism 5.2.2 Mainstream research methods clarifying a number of instrumental concepts: legislative television journalism, the legislative process of the National Assembly, clarifying the back and forth relationship and role between television journalism and the legislative activities 6.2 Practical meaning - The thesis can be used as a reference for media studies with the Current Vietnam legislative activities - The thesis can be used as a reference in teaching and learning for journalism and communication students; provide information to the leaders managing the press in the legislative activities, the leadership and to the object and the scope of the thesis, the PhD student has pointed out three groups of research results mentioned by domestic and foreign PhD students: - Firstly, the research results clarify the concepts of mass communication, journalism, television journalism, the role of the media and television in social development in general and in each area of social life in particular; The National Assembly's legislative activities and the role of the media in domestic and foreign legislative activities; - Secondly, the research results, at multiple levels, have surveyed and analyzed the current situation of the issue, and on that basis, have mentioned the role of the media and television in the legislative activities There have also been a number of articles and scientific presentations on the role of the press in public policy communication, legislative activity communication, including the legislative activities of the National Assembly of Viet Nam; - Thirdly, the research results published in a number of conference papers, scientific articles that studied the reciprocal mechanism of interaction between the press and the legislative activities The above research results are very useful and valuable to carry out researches related to the role of the media in the basic fields of social activities in Viet Nam In which, there are research works related to the role of the press and television journalism in socio-political life, including the operation of organizations, major governing and democratic institutions, and the State However, the results of the review also show that no scientific monograph has systematically studied the role of the television journalism in the legislative activities of the National Assembly of Viet Nam, in regard to the reciprocal relationship between the two groups This is the main reason for the PhD student to choose the issue of the reciprocal relationship between the television journalism and the legislative activities of the National Assembly of Viet Nam as the main research direction for her doctoral thesis in journalism In this thesis, the PhD student has inherited, applied and developed the research results of Vietnamese and international scientists on television journalism, the role of the press and television journalism, in legislative activities and The National Assembly's legislative activities, etc in surveying the reality of television in the legislative activities, uncovering problems and causes, proposing solutions and scientific recommendations to promote the role of television in the legislative activities of the National Assembly of Viet Nam Sub-conclusion In order to achieve the purpose of the study to propose and argue for some scientific recommendations to promote the role of television in the legislative activities of the National Assembly of Viet Nam, the thesis has used the modern research achievements outlined in the review However, in order to be able to research and propose solutions and recommendations to promote the role of television in the legislative activities of the National Assembly of Viet Nam, the thesis has built a solid foundation for studying the role of television journalism in legislative activities, and on top of that designing and implementing appropriate research tools in order to properly survey and assess the current situation of the role of legislative television with the legislative activities of the National Assembly of Viet Nam Chapter One THEORETICAL AND PRACTICAL BASIS OF RESEARCH ON THE ROLE OF TELEVISION IN LEGISLATIVE ACTIVITIES OF THE NATIONAL ASSEMBLY OF VIET NAM 1.1 Basic concepts of television 1.1.1 Concept of television 1.1.1.1 Television is a form of social media Television (or television journalism) is "a type of mass media that conveys information by means of moving images" [106, p.128] “The information conveyed includes many different types: Journalism, science education, cinema, music, entertainment, advertising Therefore, when studying television, it is necessary to distinguish the types of information , purposes and communication objects of those programs” [104, p.184] 1.1.1.2 Television is a form of media Together with written newspapers, radio and television newspapers, online and electronic newspapers, television forms the press and media system of society The characteristic and also the advantage of television is that television uses the language of animation, combining the advantages of other types of journalism in the same television product With the increasingly strong application of modern media, television has a great advantage in designing and implementing specialized television programs and products, with high interactivity, attracting more and more crowds television public participation 1.1.2 Basic functions of television Television has six basic functions, including information function, cognitive and educational function, ideological function, social organization and management function, entertainment function, and social monitoring and criticism function Every piece of television journalism is aimed at performing a certain function of the aforementioned functions But while focusing mainly on performing these key functions, broadcasters need to pay attention to the reasonable correlation with the remaining functions Among the six basic functions of television, the researcher believes that the functions of awareness & education, ideology, supervision and social criticism are the main functions of television in legislative activities The remaining functions are carried out to implement these key functions 1.2 The National Assembly of Viet Nam and the legislative activities of the National Assembly of Viet Nam 1.2.1 The National Assembly of Viet Nam The National Assembly of Viet Nam in the State apparatus of the Socialist Republic of Viet Nam In the State apparatus, the National Assembly is the highest representative body for the democratic power of the people, the highest body of state power in the Socialist Republic of Viet Nam; the only agency that can exercise constitutional and legislative rights, and decide on basic domestic and foreign policies, socio-economic 11 the impact of legal policies, including newly promulgated laws Moreover, it is a very important stage in a legislative process Sub-conclusion of Chapter One The specific content and main research results of Chapter include: firstly, research on the argument for the theoretical basis of the thesis; These are the analytical mentions of the concepts: television in the legislative activities, the legislative concept, the basic content, the process of legislative activities, etc.; secondly, analyze and argue for the practical basis of the thesis research, through the analysis, raise the basic perceptions related to the National Assembly of Viet Nam, the subjects of legislative activities and the process of legislative activities of the National Assembly of Viet Nam The research results that the PhD student has completed in Chapter are the direct premise for survey studies to assess the current status of television's role with broadcasting activities, achievements, shortcomings, issues and causes, etc are the next basic research tasks of the thesis that will be deployed in the next chapter Chapter Two CURRENT SITUATION OF THE ROLE OF TELEVISION IN LEGISLATIVE ACTIVITIES OF THE NATIONAL ASSEMBLY OF VIET NAM 2.1 The role of television in legislative activities 2.1.1 The bridge between legislative activities and the public 2.1.1.1 Providing information for legislators The survey results from a number of legislative programs on VTV and the National Assembly TV show that: firstly, television programs have always closely reflected reality, raising many issues related to inadequacies in law enforcement that are of concern to society, contributing to creating forums for discussion and debate, promoting the role of shaping public opinion of TV, etc; secondly, many programs have actually provided important information for legislators to use and refer to in the process of formulating laws and policies; thirdly, by using its programs, television has made practical contributions to the legislative activities, participating in national criticism of bills, new draft policies, and projects that are important to the nation's livelihood However, the duplication of content and topics is also an existing shortcoming 2.1.1.2 Providing legislative information to the public - Frequency of legislative information on television 12 In addition to producing television products in related categories, live broadcasting is a method that is valued in practice, especially in National Assembly sessions with legislative agendas that always attract attention from the public However, the number is not too high, as the regular monitoring rate is only 50.8% with VTV1 and 9.6% with the National Assembly TV - The level of interest of the television public in the content of information about legislative activities Information content of the legislative activities on the National Assembly TV channel is of interest of the public This TV channel has had a fairly abundant number of programs devoted to reflecting the opinions of experts, researchers, etc., along with a series of analytical articles, in-depth interviews with National Assembly deputies and legislative experts As a result, a positive number and percentage of the public are interested: 46% are interested in the content of law dissemination and propaganda, while the content of completing the law has an interest rate of 38.5% - The evaluation of the television public on the topic of information content of the legislative activities The survey results show that there is a large difference in the assessment of the same information between VTV and the National Assembly TV The highest difference belongs to the general topics: 80.1% compared to 31% The lowest difference belongs to information on the news channel: 68.1% compared to 51.8% The cause is believed to be related to the time, duration and the frequency of each channel's broadcast - The evaluation of the television public about the form of television in the contract There are three forms of televised legislative activities that have been surveyed: one is the form of text transmission; second is to interpret legal documents and thirdly, to convey expert advice The survey results are as follows: Most people rated all forms as ‘average’ Accordingly, 54.4% were for text transmission, 50.8% for instruction interpretation and 51.9% for expert advice Next is the ‘good’ rating, with figures of 28.2%, 31.8% and 27.8%, respectively Finally, the ‘bad’ rating had the lowest rate, 17.4%, 17.4% and 20.3%, respectively On VTV 1, the information on law is carried out in many categories, combined with legal interpretation or implementation guidance, and most of these programs are usually in the form of dialogues with experts Meanwhile, on the National Assembly TV channel, the PhD student recorded a low number of programs transmitting legal documents in summary and general form, and the content of legal 13 dissemination information appeared with a low frequency The dissemination of legal documents has not been noticed and this channel only reports the adoption or application of laws and policies in real life 2.1.1.3 The role of television in legislative activities of the National Assembly of Viet Nam - Proposing law amendments and new laws In groups of news in accordance with the content surveyed by the PhD student: firstly, the group of articles that suggest ideas, proposals for legislative authorization, and amendments to policies; secondly, group of articles that suggest ideas, suggestions for amendments in the direction of supplementing and perfecting legal documents; and thirdly, group of articles that suggest ideas, initiatives and legislative proposals The survey results have recorded an overwhelming proportion of articles (in all groups) on the topic of legal policy in the field of social issues; the next topic is the issues of education, culture, and art; and the third one is the economy - Assessing television’s level of participation in law-making About ½ of the respondents said that television participates in legislative activities at an average level, specifically: 59.3% of television products suggest draft laws; 57.8% report law-making opinions, and 48.5% convey people's opinions to the National Assembly Next is the ‘good’ assessment, with the rates respectively: 33.7%, 29.2%, and 25.4%; the rates of ‘not good’ assessment are as follows: 7%, 12.8%, and 25.9% respectively - Creating a forum for discussion The results show that: 27.4% rated the television’s reporting law amendments suggestions as ‘good’, 58.4% as ‘average’, and 13.7% as ‘not good’ Regarding to creating a forum for discussion, the ratings are: 34.3% ‘good’, 51.54% ‘average’, and 13.8% ‘not good’ Such rates for suggestions for amending and perfecting the law, through expert opinions, are: 29.5%, 45.2%, and 24,8% respectively In summary, the analysis of statistics, in-depth interviews and questionnaire survey have helped the PhD students to grasp the essential role and impact of television on the National Assembly's legislative activities Vietnam Accordingly, television has had an important impact on legislative activities on the basis of: providing information for legislators; convey information about legislative activities to the public; the impact of television on the process of legislative activities These successes are due to the fact that television, in the legislative activities, has not only applied and performed the basic functions of television journalism, but also always 14 ensured good orientation, comprehensiveness, and accuracy in the production and transmission of legislative television programs Moreover, legislative television has fulfilled the role of shaping public opinion, creating a forum for social criticism for the legislative activities However, the statistical indicators also show that a lot of people rate think the level of implementation is not good enough, as the rating of average has the highest percentage of all 2.1.2 Current situation of the impact of legislative activities on television 2.1.2.1 Creating a legal basis for the press and television The fundamental role of the legislative activities in promoting the role of the press in general, and of television in the legislative activities in particular, can be found in the Press Law in 2016 and the Law on Access to Information Additionally, legal documents related to the functions, duties, powers and responsibilities of television in legislative activities and legislators participating in legislative television programs was promulgated and took effect, creating an increasingly solid legal basis for promoting the role of television in legislative activities The step-by-step perfection of working regulations of the press and television in legislative activities and on information provision has made significant progress in terms of legalization and institutionalization of the Law on Press and the Law on Access to Information, which are believed to be the reasons for promoting the role of television in legislative activities 2.1.2.2 Enhancing the status of legislative television The establishment of the legislative media system, including the National Assembly’s Portal (Cong thong tin dien tử Quoc hoi), National Assembly TV Channel (Kenh Truyen hinh Quoc hoi), People’s Deputy (Bao Dai biểu nhan dan), Legislative Research Magazine (Tap chi Nghien cuu lap phap), Press Center in National Assembly’s sessions, and the cooperation agreement between the Office of the National Assembly and VTV, VTV, has enhanced the status of legislative television, pushing them to periodically conduct radio and television columns about activities of the National Assembly to promote the role and enhance the status of the legislative press and television 2.1.2.3 Fostering the television staff on politics and legislation Fostering professional expertise and professional ethics for the legislative television crew has become an urgent mission in today's context Due to legislative television's unique nature, such training programs focus on short-term courses that provide fundamental and modern knowledge of the legislature and legal documents related to their professions and have yielded some positive results 15 2.2 Current issues and the causes of the relationship between television and the legislative activities of the National Assembly of Viet Nam 2.2.1 Management issues 2.2.1.1 Methods and tools of management The upcoming challenges is to develop plans to organize production line, check information about the National Assembly effectively and quickly by avoiding unnecessary intermediaries Thereby, new messages can be up-to-date and meet the expectations of the public 2.2.1.2 Competition on information In the context of the increasing competitiveness for information, the requirement for each legislative broadcaster today is that, in addition to being agile, must have courage to get fast, authentic information and successfully process such information to create a television program attractive to the legislative television public 2.2.1.3 Mechanism of providing information In the coming time, an increase in the number of reporters, especially television reporters, to improve production ability to promote the role of legislative television is a very important issue 2.2.2 Staff training - Issues related to fostering political and legal knowledge for legislative television staff Many limitations and inadequacies in the production and implementation of television programs, especially live TV programs, are caused by a lack of understanding of politics, law, the National Assembly, and the legislative activities - Issues related to the remuneration mechanism, improvement of working conditions, and operational equipment The results show that many limitations and shortcomings in the production and broadcasting of legislative television programs are partly related to the remuneration mechanism, improvement of working conditions, and operational equipment 2.2.3 The interactivity of television and the legislative activities of the National Assembly of Viet Nam The analysis results show that the quality, attractiveness and competitiveness of a lot of major legislative television programs are only at the average level The main reason is that the interactivity of these programs is not high, sometimes even monotonous The need to create and broadcast more interactive legislative television 16 programs is one of the main problems that need to be overcome in order to promote the role of legislative television 2.2.4 Causes 2.2.4.1 Cause of the advantages It can be affirmed that the reform attitude of the Party and State in leadership and management of the press is a prerequisite for the strong development and the aforementioned achievements of the National Assembly TV channel and VTV1 Entering the ‘Doi moi’ period, the Party and State continued to reaffirm the importance of the press to the revolutionary cause In particular, the Party's idea on the role, functions, tasks, and powers of the press in socio-political life is reflected in many Party documents The Party adheres to the principle of leadership mainly in terms of guidelines without drifting too far from the principle that ‘the Party must lead the press’ The State manages the press by law but ensures broad democracy, and always monitors and listens to the public’s feedback on the press as well as the press agencies themselves on issues related to the their activities The press staff possessing a firm political will, improving their skills continuously and being dynamic to new things has helped the National Assembly TV Channel and VTV1 not only stand up to the challenge of the market mechanism but also gradually adapt to it and seize the opportunity for greater development in terms of professional level, technical and technological management level, and operating model 2.2.4.2 Causes of shortcomings First, the mechanism of information dissemination of sectors and localities has been implemented slowly Second, professional training and moral education on journalistic qualities have not been paid attention regularly Third, the rapid growth in number and arising in the movement of the press system make the functional agencies passive before problems arise in leadership and management of the press Fourth, the National Assembly TV channel and VTV1 are not strong enough to perform the function of monitoring and social criticism that the Party and the people expect Sub-conclusion of Chapter Two When arguing for the situation of the role of television in the legislative activities of the National Assembly of first, the role of television in providing information to legislators; second, the role of television in conveying information on legislative activities to the voters, who considered the public of legislative television; third, the role of television in the legislative process of the National Assembly of Viet Nam The above contents are analyzed based on data obtained from the survey of legislative television programs on VTV and the National Assembly TV, questionnaire survey, and in-depth interviews with experts, experienced legislators As a result, the situation of the reciprocal relationship between television and legislative activities has been properly identified according to the research approach of a journalism thesis Besides, the main task of the Second chapter, which is to analyze and clarify the causes of the three groups of problems, has also been completed These are the basis and premise for the PhD student to propose and argue for the main solutions and scientific recommendations in order to promote the role of television in legislative activities in the next chapter Chapter Three SOLUTIONS AND RECOMMENDATIONS FOR PROMOTION THE ROLE OF TELEVISION IN LEGAL ACTIVITIES OF THE NATIONAL NATIONAL OF VIET NAM 3.1 Major solutions 3.1.1 Strengthen the leadership role, improve the management capacity of the Party and legislative television’s governing body - First, strengthen the leadership and management of the Party and the State according to the motto of development in accordance with good management In promoting the role of television with the legislative activities, strengthening the leadership and management is mainly done through the leadership of the Party and the management capacity of the television’s governing body - Second, continue to perfect the planning of the legislative television journalism and television system in an organic and synchronous relationship with the legislative press and media system of the National Assembly Promote the proactive and creative role of the leadership and management staff in each legislative press, media and television agency 18 - Third, improve the political bravery of the Party of legislative television agencies in grasping, forecasting the situation, proposing and leading the implementation of tasks that adheres to the orientation of information, upholding the goal of building and protecting the socialist Rule-of-law State in Viet Nam - Fourth, propose and apply strict regulations in the selection and appointment of the Editorial Board, especially the Editor-in-Chief to ensure that the appointed people not only possess solid political qualifications and good journalism skills but also good management ability to strictly implement the principles and purposes of each press agencies - Fifth, raise the sense of self-discipline, proactive role and self-responsibility in an independent environment of reporters, operational staff, etc., along with strengthening inspection and supervision of the Party and the governing bodies for the observance of professional regulations and raising the political and ethical consciousness of journalists At the same time, promoting the development of regulations on remuneration regimes, creating motivation to improve political bravery, self-discipline and promoting the professional capacity of Party members who are reporters and employees - Sixth, promote the role of State management agencies in inspecting and supervising press agencies in implementing the Law on Press and the Law on Publication, the Law on Access to Information, advising the Party Committee and the government authority on new problems to take timely measures Press governing bodies need to improve their management responsibilities, raise the sense of responsibility and the role of journalists and each press agency in implementing the Party's guidelines for press, communication and publishing In short, strengthening the leadership of the Party and the management of the State with specific measures, reasonable and effective mechanisms and policies will help the legislative television journalism to improve their role and position in the legislative activities, making an important contribution to serving the country in the cause of socialist-oriented renewal 3.1.2 Strengthen the relationship between legislative subjects and legislative television - Solutions for fostering and improving journalistic skills for National Assembly deputies The results of the research show that the journalistic skills of some National Assembly deputies are still limited, so it is necessary to strengthen the knowledge 19 about journalism and television of delegates having to communicate and work with the press - Solutions to develop communication activities of the National Assembly Focus on developing communication activities of the National Assembly in an organic relationship with the activities of the press and media through the following specific activities: first, the National Assembly provides service packages for mass communication; second, the National Assembly provides information for press agencies to operate with their professional characteristics and communication capacity; third, the National Assembly organizes its own communication on its National Assembly Television channel - Solutions to attract public participation in legislative television journalism of the National Assembly The National Assembly should consider adding a number of regulations related to observing the direct participation of citizens in the discussions of the National Assembly deputies, increasing the duration of the National Assembly television program, thus creating favorable conditions for the press to be in touch with National Assembly deputies - Solution to complete the legal framework for legislative press and media The National Assembly and Standing Committee of the National Assembly need to issue resolutions or legal documents related to propaganda and communication activities of the National Assembly - Solutions to diversify and improve the quality of communication forms Besides the traditional communication channels between the National Assembly and voters, it is necessary to establish other forms of voter contact by National Assembly deputies through television programs This is a necessary solution to create more mechanisms and communication channels between the two sides, helping to create an open and close atmosphere between public authorities in general and the National Assembly in particular, and the people 3.1.3 Solutions of capacity building for legislative television staff - Training to improve professional skills for journalists The content of the training program on operational skills for legislative television journalists should focus on realistic requirements: Improving journalists' skills when covering activities of the National Assembly, requiring journalists to have a sensitive view and approach the issue in a subtle and professional manner; must have a multi-dimensional and comprehensive view when reflecting on an issue related to the operation of the National Assembly Journalists must stand from the 20 point of view of the target audience that policies or legal documents are aimed at in order to understand and empathize with people's thoughts and aspirations; The method of transmitting or disseminating information must be suitable for the target audience - Focusing on fostering and training political skills for legislative television staff The political stance is the top factor for journalists and media workers Implement solutions to foster political positions in combination with assigning tasks and challenges so that journalists gradually gain a solid political courage This is a prerequisite for legislative television journalists to be able to fulfill their responsibilities - Strengthening education and fostering professional ethics Media subjects need to cultivate professional ethics in accordance with the law, always provide truthful information, think and act for the benefit of the people and the country first; put the interests of the majority above their own; strengthening and promoting good friendship with friends around the world for the cause of national construction and defense; living responsibly and humanely - Fostering and developing professional capacity Organize professional capacity building classes for legislative television staff in reasonable forms that meet the requirements of practice and focus on the following contents: first, fostering, developing develop theoretical thinking capacity; second, the capacity to organize the implementation of policies on journalism, and journalism and television in the legislative activities; third, fostering creativity, communication, policy dialogue, law and legislative activities 3.1.4 Solutions to improve the quality of information content and the form of legislative television programs In order to improve the quality of communication about the National Assembly’s legislative activities, broadcasters must pay attention to both the form and content of the information they transmit on the mass media The main feature of reporting on the National Assembly’s legislative activities is that the information must respond to the information needs of the public and meet the expectation of the public Therefore, in order to have quality information, besides sticking to the orientation of political communication, it is necessary to focus on public research, detecting information needs and legislative information topics of interest from the public 3.2 Scientific recommendations 21 3.2.1 Recommendations to the National Assembly of Viet Nam 3.2.1.1 Strengthening coordination among communication channels on activities of the National Assembly In order to improve the effectiveness of communication on the activities of the National Assembly, it is necessary to implement a strategy of coordinating two or more communication channels at the same time so that information about different activities of the National Assembly is transmitted in a reasonable manner, with appropriate communication frequency and communication tactics between different channels, media or types of communication, on channels or multi-channels 3.2.1.2 Increasing information content in television programs and products By analyzing the interview samples, the PhD student saw that a large part of the people were satisfied and highly appreciated the information about the activities of the National Assembly that television journalism had provided In order to improve communication efficiency, it is necessary to improve the quality of information, including taking into account what to say, in what location, in accordance with the specific needs and conditions of receiving information 3.2.1.3 Improving the quality of press services with the orientation of the National Assembly's communication objectives To improve the quality of press services, the National Assembly's media agency needs to closely coordinate with the mass media This cooperation not only highly promotes the role of television journalism in legislative activities, but also provides information to serve the communication objectives of the National Assembly That is because: first, the media provides the National Assembly deputies with information about the will and aspirations of the people; second, the media contributes to fostering trust, sentiment, and legal consciousness, from which people voluntarily comply with the law; third, the people can inspect and supervise the activities of the National Assembly deputies, especially the National Assembly deputies in their regions; fourth, through live television programs, contributing to the National Assembly deputies' higher sense of responsibility, better working style, more serious attitude and behavior 3.2.2 Recommendations to TV agencies 3.2.2.1 Specializing in the information and communication channels of the National Assembly Currently, the National Assembly’s communication channel is the National Assembly Television of Vietnam, which was formed from the VOV Cchannel of the Voice of Vietnam and then transferred to the National Assembly Office for 22 management This is not a good way to because when a TV channel from a national station is transferred to the management unit of the National Assembly, the objectivity and professionalism in the management and information department is also reduced due to the lack of professionalism in press management Therefore, there should be specific regulations, along with professional training to increase the specialization of each individual, department in charge of information This includes providing – receiving information, checking and directing issues related to content and the way to publish information on mass media channels 3.2.2.2 Strengthening financial resources, renovating mechanisms, facilities and technical means in media production In order to improve the quality and efficiency of the management apparatus at the National Assembly TV and VTV1 channels, the following issues should be well resolved: - First, it is necessary to develop specific and clear regulations in order to regulate the functions, tasks, and coordination mechanism between the agencies’ leaders and its departments - Second, it is necessary to develop new and more specific regulations to reorganize the team in charge of producing television programs about the National Assembly as well as to improve the importance of coordination among the teams involved in the process - Third, apply technical means and modern management technology to the human resource management system In addition, it is necessary to develop a strategy for human resource development 3.2.2.3 Recommend some team development measures doi - First, the selection of management personnel must be public and transparent, because the human resource team is essential to the quality improvement of the service management - Second, it is necessary to build a team of editors who are professional, journalistic and have professional skills - Third, besides paying attention to improving the quality of the staff, there should be a change in the salary mechanism for staff, especially reporters, editors and technicians - Fourth, focus on building a team of collaborators Sub-conclusion of Chapter Three On the basis of the problems posed and the causes of the achievements and limitations of television in legislative activities as argued in Chapter 2, in Chapter 3, 23 the PhD student proposed and argued for three main groups of solutions to promote the role of legislative television in the legislative activities of the National Assembly of Viet Nam; proposed and argued for scientific - practical recommendations to realize those solutions With the research results of Chapter 3, it can be asserted that the four research hypotheses proposed by the PhD student in the introduction to the thesis have been proven In addition, as an applied research work, the thesis has not only built itself a solid theoretical and practical basis, a survey and assessment of the actual status of the role of television in the legislative activities but also proposes arguments for groups of impact solutions to contribute to promoting the role of television in the legislative activities of the National Assembly of Viet Nam today Not only that, the PhD student also tried to propose some scientific recommendations to the National Assembly, its agencies and to the legislative television and press agencies 24 CONCLUSION It can be affirmed that the issue of promoting the role of the television journalism in the legislative activities of the National Assembly of Viet Nam is an urgent scientific and practical issue that needs to be studied This has been presented by the PhD student in the Introduction to the thesis and in the Overview of research results related to the thesis topic In terms of theory and theoretical basis, there are two challenges that the thesis has overcome: the first one is related to the role and relationship between the press, television, politics and state activities There are many existing research results following this approach in the world However, due to the rather fundamental difference in the nature of political institutions, the inheritance of such research results requires a serious scientific study, thoroughly grasping the basic views of Marxism-Leninism, Ho Chi Minh's thought on the origin and nature of the state, the law to examine the researches and modern arguments on legislative activities and journalism in the legislative activities by the scientists around the world; The second challenge, in Vietnam, is related to the fact that the role and relationship between the press and television and the political system have also been studied in many research However, the issues of the relationship of legislative television with the legislative activities of the National Assembly of Viet Nam are almost never addressed That said, to a certain extent, the PhD student's thesis has also made some new contributions, but it is clear that the thesis may still have many
