urgency of the thesis topic Research to show the nature, position, and role of human in relation to the objective world, society and himself is always an issue mentioned in the entire history of philosophical thought However, scince Marxism was born, the human was fully studied as a creative subject and the development goal of history This is the basic view of historical materialism Since its founding, the Communist Party of China has always combined the basic principles of Marxism with China's actual conditions to create a theoretical system with the spirit of “Chineseization of Marxism”, and using this theoretical system for practical guidance Mao Zedong, the nucleus of the first generation of leaders who upheld the people's mastery position in the life of the Chinese nation; Deng Xiaoping, the nucleus of the second generation of leaders, stated "Three Benefits" (Three beneficial things are: It is beneficial for the development of socialist productive forces, beneficial for growth), with the main purpose of improving people's living standards; Jiang Zemin, the nucleus of the third generation of leaders, put forward the theory of “Three Representatives” whose key is to represent the fundamental interests of the masses of the people; Hu Jintao, the representative of the fourth generation of leaders gave a view of “scientific outlook on development”, its core meaning environmental modes Especially since entering the “New Era”, the problem of unbalanced and inadequate development has made limitations even more difficult, requiring the Chinese Party and Government to take synchronous measures to fix them effectively Therefore, the successful and unsuccessful lessons of China in comprehensive development will be meaningful experiences for Vietnam The Communist Party of Vietnam always attaches great importance to the position and role of people in the development of the country, especially in the context of the period of industrialization, modernization and international integration, our Party has always placed the goal of comprehensive human development in Vietnam at the center of the goal of comprehensive reform of the country However, in Vietnam, there have not been in-depth and complete studies on the issue of comprehensive human development in the process of building the socialism with Chinese characteristics This is a significant gap about this field in research Many problems in comprehensive human development that Vietnam is facing today are the same problems that China is facing, therefore, it is important to study the issue of comprehensive human development in the process of national construction Socialism with Chinese characteristics has profound scientific and practical significance, helping the Communist Party of Vietnam to come up with guidelines, policies and solutions for comprehensive human development in Vietnam to successfully implement the strategy developping high-quality human resources to serve the country's renovation, accelerate industrialization, modernization and international integration With the main reasons mentioned above, it can be seen that it is very practical to study deeply the issue of comprehensive human development in the process of building the socialism with Chinese characteristics, therefore drawing the experiences of comprehensive human development in Vietnam in the current period The purposes and research tasks of the thesis 2.1 Research purposes The purpose of the thesis is to clarify theoretical and practical issues, lessons that China learned on comprehensive human development in the process of building the socialism with Chinese characteristics and the suggestions for Vietnam in the current period 2.2 Research mission - To study and clarify the Marxist theory of comprehensive human development and the inheritance and development of that theory in the process of building the socialism with Chinese characteristics - Analyze and clarify the current situation, especially achievements and limitations in comprehensive human development in China in the process of building the socialism with Chinese characteristics; directions and solutions for comprehensive human development in the process of building the socialism with Chinese characteristics in the current period - Drawing lessons from experiences on comprehensive human development in the process of building the socialism with Chinese characteristics and suggestions for Vietnam Subject and scope of research 3.1 Research subjects The research object of the thesis is the issue of of the Communist Party of Vietnam on the issue of comprehensive human development The thesis is also based on research results, accepted scientific views of previous researchers on the issue of comprehensive human development in the process of building the socialism with Chinese characteristics 4.2 Research Methods - The thesis uses the methodology of dialectical materialism and historical materialism to study the issue of comprehensive human development in the process of building socialism with Chinese characteristics, in order to identify the characteristics and development steps on the basis of applying Marxist-Leninist doctrine on human beings and comprehensive human development through leadership periods - The method of analysis and synthesis will be used in all chapters and sections of the thesis to discover and interpret the contents related to the thesis topic - The information collection method: Collect and exploit information from available sources related to the thesis topic, including original documents such as documents of the Party; statistics, research works of Chinese scholars, research works of international scholars related to the thesis topic - The characteristics, the studies have analyzed and pointed out the achievements as well as some issues affecting comprehensive human development in China 1.3.2 Issues that need further research Firstly, there have not been many studies by Vietnamese scholars related to the Chinese Communist Party's view on comprehensive human development Studies have also not shown specifically the results of China's application and development to this issue, so a comprehensive and objective view of the process of Chineseization of Marxism since perspective of Vietnamese scholars Second, the research of scholars on the issue of comprehensive human development mostly just stops at general judgments and assessments, lacks specific and vivid arguments and arguments So it is difficult to form comprehensive content on the issue of comprehensive human development in the process of building the socialism with Chinese characteristics Third, previous works have not really clarified China's experience in comprehensive human development to suggest Vietnam in the process of solving arising problems related to comprehensive human development in the current stage Chapter SOME THEORETICAL ISSUES OF COMPREHENSIVE HUMAN DEVELOPMENT IN THE SERVICE BUILDING SOCIALISM CHINESE CHARACTERISTICS 2.1 MARXIST PHILOSOPHICAL THOUGHTS – THE BASIS FOR THE COMMUNIST PARTY OF CHINA’S IMPRESSIVE HUMAN DEVELOPMENT VIEW 2.1.1 Overview of Marxist works on comprehensive human 19 based on public finance, effectively improve the capacity to provide basic public goods China's achievements in the period of reform and comprehensive human development, and at the same time has to face factors that hinder comprehensive human development Therefore, the Party and Government of China need to have the right direction, and come up with synchronous and appropriate solutions to the new situation in order to overcome the factors that hinder the comprehensive human development realize the goal throughout since the founding of the Communist Party of China is human liberation and comprehensive human development Chapter REFERENCE MEANING OF THE VIEWPOINT ON COMPREHENSIVE HUMAN DEVELOPMENT IN THE PROCESS OF BUILDING THE SOCIALIST WITH CHINESE CHARACTERISTICS FOR VIETNAM 4.1 OVERVIEW OF COMPREHENSIVE HUMAN DEVELOPMENT IN VIETNAM 4.1.1 Perception of the Communist Party of Vietnam on comprehensive human development President Ho Chi Minh was the first to apply Marxism-Leninism to the specific historical situation of Vietnam The concept of building a 20 comprehensively developed human being has become a consistent and crosscutting thought throughout his revolutionary activities Aware of the role and position of human resources in the process of national development, the Communist Party of Vietnam adopts Marxism-Leninism and Ho Chi Minh's thought on human issues and comprehensive human development Especially since entering the 21st century, the Communist Party of Vietnam's viewpoint on comprehensive human development has been fully expressed and increasingly perfected through the congress documents 4.1.2 Some achievements and problems in comprehensive human development in Vietnam 4.2.1.1 Some achievements in comprehensive human development in Vietnam The reform policy after more than 35 years has proved that our Party is more and more aware of the role of people in socio-economic development: People are both the goal and the driving force of socio-economic development; humans are both products and subjects of history From that awareness, our Party and State have always paid attention to caring, fostering and promoting the human factor for the sake of a rich people, a strong country, a democratic, fair and civilized society; At the same time, human is identified as the center and also the subject of all development On the basis of these strategic perceptions, the building of a new socialist human being in our country in recent years has also achieved a number of positive aspects: people's lives are increasingly improved; culture, education and training, science and technology have made many advances; the building of an advanced culture imbued with national identity in combination with absorbing the cultural quintessence of mankind has made many progress; the protection of natural resources and environment is increasingly focused; the life of all social strata has also been significantly improved It is these common values that motivate Vietnamese people to fight, work and study voluntarily, enthusiastically; is one of the important causes that directly determines the victory in the cause of national construction and defense, creating 21 an important step forward in the process of national renewal, bringing the whole country into a period of economic promotion, industrialization and modernization 4.2.1.2 Some problems in comprehensive human development in Vietnam In addition to the achieved results, we see that there are still many outstanding issues that need to be focused on solving in order to bring the cause of human construction in Vietnam to a step forward to be worthy of a country in the advanced stage Socialism as it is today, that is: (1) In the term of economic: achievements have not been commensurate with potentials and advantages; economic growth is not high and stable; renovating the growth model, restructuring the economy is slow, the results achieved are limited; the scale of the economy is still small; growth mode has not changed significantly, still relies heavily on increasing investment capital, labor, and input factors; the speed of raising the science and technology level of the economy is still slow; low quality of human resources, slow change; internal resources of the economy are not strong enough, the effectiveness of international economic integration is still limited; Vietnam's Human Development Index (HDI) increased, but the Human Development Index (GHR) tended to decrease; the trend of the impact of economic growth on the improvement of people's mental and physical capacities is getting lower and lower because the fruits of economic growth have not been used to make adequate investments in education and training development medical; (2) In the term of politics: In the direction of continuing to build and perfect the socialist rule of law state, we mainly focus on building and perfecting the rule of law institution of the State, with almost no attention paid to building of the legal system of people and citizens; Awareness of democracy and building a socialist democracy is still limited, incomplete and systematic, has not timely explained and clarified many problems posed by practice, has not well resolved the relationship between democracy and discipline, has not given due importance to the development of forms of direct democracy; Vietnam's legal system is not 22 synchronized, inconsistent, often adjusted, causing difficulties for law enforcement agencies and the people, affecting the practice of democracy in society; (3) In the term of culture and education: Cultural development has barely kept up with the rapid movement of the times and the requirements set forth by the renovation cause; education and training have not yet developed on a par with leading national policies; (4) In the term of social: The phenomenon of inequality in society is increasing day by day; Not meeting the employment needs of people of working age; Multidimensional poverty reduction results are not really sustainable and uneven, the risk of falling back into poverty is still high; The health index associated with the Millennium Development Goals, the Sustainable Development Goals, and the quality of medical examination and treatment services and the accessibility to health services have large disparities between regions, and medical line; (5) In the term of environment: Environmental protection activities, exploitation and use of natural resources are inefficient; Responding to climate change has been implemented slowly, with unclear directions and solutions, low investment efficiency, and limited technology The efficiency of management, exploitation and use of natural resources, especially land resources, is not high The state of environmental pollution in all ecosystems, from forests, seas, to urban areas, to rural areas is prolonged, adversely affecting people's living conditions 4.2 SOME OF CHINA'S COMPREHENSIVE HUMAN DEVELOPMENT EXPERIENCE THAT MEANS REFERENCES FOR VIETNAM In order to overcome the limitations in order to realize the comprehensive human development of Vietnam in the new situation, in addition to proactively giving the right guidelines, guidelines and measures, it also consults international experiences, including: The experience of China, which has many similarities with Vietnam both in terms of political regime and level of development, is necessary The following China's comprehensive human development solutions also suggest a lot for Vietnam to come up with solutions to develop 23 comprehensive Vietnamese people in accordance with current conditions 4.2.1 Persevering in the comprehensive development of people; 4.2.4 Solve well the relationship between socio-economic development and human development; 4.2.5 Building a socialist culture, creating a good cultural environment for comprehensive human development; 4.2.6 Building a socialist ecological civilization, creating a beautiful ecological environment for comprehensive human development 4.3 SOME PROPOSES TO DEVELOP COMPREHENSIVE HUMAN DEVELOPMENT OF VIETNAM On the basis of the general theory of comprehensive human development, refer to China's experiences for comprehensive human development and at the same time derive from the requirements of the practice of comprehensive human development in Vietnam in this period At present, the thesis proposes a number of solutions to promote comprehensive human development in Vietnam, namely: 4.3.1 Developing a sustainable and healthy economy, ensuring material foundations for comprehensive human development 4.3.2 Expanding democracy, ensuring institutions for comprehensive human development 4.3.3 Building a good cultural environment, creating conditions for comprehensive human development 4.3.4 Prioritize solving social problems, creating intrinsic Comprehensive human development is the highest value goal of Marxism Along with the process of social modernization and international economic integration in Vietnam, comprehensive human development has become the highest goal of development Referring to China's comprehensive human development solutions and comparing it to the reality of Vietnam, the thesis has pointed out experiences that CONCLUSIONS Marxism holds that comprehensive human development is the goal of social development; Communist society is a form of society that takes the free and comprehensive development of people as a basic principle, a society in which people have the best conditions for comprehensive development According to the Marxist point of view, everyone can have free and comprehensive development, that is: on the one hand, everyone can have the same comprehensive development as others, meeting the requirements demand in all aspects of society; on the other hand, everyone has the conditions for comprehensive development In addition, comprehensive human development is realized on the basis of equality among individuals, and the comprehensive development of each individual promotes the comprehensive development of all people in society Comprehensive human development is the comprehensive development of human activities, needs and capabilities, comprehensive development of human personality, and comprehensive development of human social relations The Communist Party of China, on the basis of inheriting, enriching and developing Marxism, has combined with domestic practice, in comprehensive human development, China also faces many limitations and challenges In the economic field, the economic growth rate is too fast, the development is not balanced; in the field of culture, the unbalanced development between material civilization and spiritual civilization as well as the impact of cultural ideas from the West; in the social field, the unbalanced development between regions, the conflict between the increasing needs of the people and the slow rate of improvement in the quality of public services, the conflict between the allocation of educational resources and the unequal education, increasing health care needs of people with health care services, and inadequate public health system, imbalance in income distribution…; in the field of environment, air pollution, land and water pollution and poor environmental management efficiency All affect the comprehensive development of people Since the 18th National Congress of the Communist Party of China, China has entered a “new era” with unprecedented favorable conditions for comprehensive human development China is already in the group of uppermiddle-income countries with high levels of human development and is currently working to achieve the goal of building a moderately prosperous society in all 27 respects by 2021 (100 years since the Party establishment), towards completing the goal of building a socialist modernized country by 2049 (100 years since the country's founding) Facing the unprecedented favorable new opportunities and opportunities in history as well as the intractable challenges affecting the comprehensive development of human beings that the “new era” brings, China has made the following decisions: direction and solutions for comprehensive human development in order to take advantage of good conditions, overcome difficulties and challenges with the core content of “people centered” and strive for the comprehensive development of the entire
