report for period of January to March of 2015 EXECUTIVE SUMMARY The subproject of 220kV Cau Bong – Duc Hoa TL has a total line of 13.42km long, 43 supporting towers Its ROW is 22m wide, 11m from each side of line centre The line that starts from 220kV Cu Chi substation traversing Nhuan Duc, Trung Lap Ha, Phuoc Hiep, Phuoc Thanh and Thai My communes of Cu Chi district, HCMC and Duc Hoa commune, then ends at 220kV Duc Hoa substation, Tan My commune, Duc Hoa district, Long An province Implementation progress: the subproject was executed on June 10, 2014 and expected to be finished in September 2015 As of June 30, 2015, the work progress has achieved about 78.6 % of all works The progress in the second quarter was not remarkably made because of the delay in the compensation to the affected households The environmental safeguard monitoring results in the second quarter of 2015 showed that the constructor’s environmental compliance is good The typical achievements in terms of environmental safeguard, results of resolving the environmental issues found in the previous quarter and several shortcomings on the environmental performances identified in this period and measures recommended for overcoming them are summarized as follows: The main achievements For implementations of the mitigation measures at sites, the contractor’s achievements were that they performed well in reducing dust, noise, vibration, landslides; not blocking water flows, protecting the natural environment by making the turbid water from foundation holes clear before discharging it into the water body and preventing the trees and works adjacent to the construction sites from any damages The contractors mostly rehabilitated the environment after construction, fully repaired and compensated for any damages and losses caused by the construction and have improved in collecting and classifying the construction wastes such as cement bags, iron materials and plastic cans to be reused or recycled; Dragging wire ensured safety and no negative Impacts on rice field and disturbance of public traffic For protecting health and ensure safety for the workers and local communities, the contractors were in compliance with the regulations of CEMP, particularly: - All migrant workers registered as the temporary residents to local authorities, respected local cultures and have a good relation with the community; - Contractors installed a warning signal board surrounding the excavated holes of foundations and on the erected towers to prevent local people from any potential accidents; - All workers have been educated to improve their awareness on social diseases especially HIV/AIDS; - The contractors have issued the labor safety regulations and provided the workers with the labor protecting equipment and reminded them to use during the time of working at site - The contractors have built the temporary camps for the workers at sites for guarding the construction materials at night time and taking a short rest at lunch time with the adequate provisions of portable water and first aid kits The Southern Power Project Management Board 220 KV Cau Bong – Duc Hoa Transmission line Subproject Quarterly environmental monitoring report for period of January to March of 2015 camps which are located at the ventilated and safe places are equipped with garbage bins and hygienic toilets The progress and results of resolving the environmental issues found in the first quarter of 2015 In compliance with the Letter No 2260/AMN-ĐB dated 06 April 2014 requested all contractors to resolve the environmental issues identified in the first quarter of 2015, all contractors have resolved these issues within a period of 06 – 30 April of 2015 All contractors complied strictly to surmount all the shortcomings found in the first quarter of 2015 Concretely, IEC rehabilitated the irrigation canal crosses the entrance to tower No 43 in Tan My commune, Duc Hoa district, Long An province by dredging the sedimentation, collecting and removing all construction residues of wood sticks, cement bags, so that grasses could grow, covering the banks of canal preventing it from landslide and improving its water quality Contractor Song Da 11 was in compliance with implementation of the mitigation measure of keeping cement and blamable materials at least 20m far from the kitchen and sleeping place of workers to ensure health and safety for the workers staying in the camps Contractor Song Da 11 Thang Long dredged and removed all residues of stone and sand out of the lot of rice field next to the site of gathering the construction materials for constructing the tower No located in Bau Tron village, Nhuan Duc commune, Cu Chi district All the shortcomings were observed not to be repeated in the second quarter However, when NES interviewed the households whose lands are temporarily affected by the subproject and the wiring workers, several remaining points need to be further resolved were as follows: - The lot of rice field located surrounding the tower No of household Tran Van Nhuan, Bau Tron village, Nhuan Duc commune, Cu Chi district was contaminated with stone, sand and clays caused by drops during transporting materials to the tower and storing the excavated land, which needs rehabilitating (Song Da 11 Thang Long) - The wiring workers were not provided a mobile tool kit with necessary medicines at sites to be ready to respond to urgent accidents; Recommendations - Contractor Song Da 11 Thang Long should restore the lot of agricultural land/compensate to the affected household with an amount for his self – rehabilitation; - Both contractors of Song Da 11 Thang Long and Song Da 11 should equip their workers with a mobile tool kit including necessary medicines to ensure that the workers would be aided first before transporting to the nearest health station when an accident occurs at sites ***** Southern Power Project Management Board 220 KV Cau Bong – Duc Hoa Transmission line Subproject Quarterly environmental monitoring report for period of January to March of 2015 INTRODUCTION 1.1 Project background To carry out its plan to expand power generation, transmission and distribution capacity to meet the rapidly growing electricity demand throughout the country, the Government of Vietnam has requested the financial resource from a Multi – Tranche Financing Facility (MFF) funded by the Asian Development Bank (ADB) to invest the power development program The program will include the physical investments in transmission and distributions of power with an expectation to (i) facilitate power transfers, (ii) remove transmission bottlenecks and (iii) reduce transmission losses and voltage fluctuation To deploy its master plan on the national power development, the subproject 220KV Cau Bong – Duc Hoa transmission line is invested under the Tranche II with a total budget of around 20 million USD1,2 NPT is the executive agency and SPPMB is the implementing agency for the subproject 1.2 Project scale and description The subproject of 220kV Cau Bong – Duc Hoa has a total line of 13.42km long, 43 supporting towers Its According to the IEE of Cau Bong – Duc Hoa transmission line approved in December 2012, the subproject construction scale leading to the potential environmental impacts in the subproject areas includes (i) excavating 46 tower foundation with the quantity of excavated earth and rock is about 30,793 m3 and average of each tower is of 669 m3 and all earth and rocks will be temporarily stored within the construction site and will be used to fill back the tower foundation after the concrete reinforcement; Gathering construction materials such as irons, cements, sand, stones to sites for concreting the towers with the requirement of concrete in total is around 6,045.17 m3 and average of each tower requires 163.84 m33 The materials will be transported by trucks to prepared sites as district 4.2 Compliance in safety and health for workers and affected communities In the stage of executing tower foundations, which requires simple works, contractors mainly mobilized local laborers Worker camps serve as a temporary place for workers staying at noon time and for protecting materials at night time only All contractors have their office located close to the sites, which is also the technical staff Activities to ensure labor safety and community health are concerned by SPPMB and contractors During the period of second quarter of 2015 the environmental monitoring of health and safety of the workers and local communities showed that the contractors complied with the regulations of CEMP, particularly: All migrant workers have registered as the temporary residents to local authorities, respected local cultures and had a good relation with the community; All workers have been educated to improve their awareness on social diseases especially HIV/AIDS; The contractors have issued the labor safety regulations and provided the workers with the labor protecting equipment and reminded them to use during the time of working at site The contractors built the temporary camps for the workers at sites for guarding the construction materials at night time and taking a short rest at lunch time These camps were equipped with the adequate provisions of potable water and first aid kits The camps are located at the ventilated and safe places with suitable provision of sanitary toilet, separate garbage bins, solid waste disposal site and preliminary domestic wastewater treatment system Wiring workers were provided with technical knowledge and appropriate labor protective equipment Nevertheless, contractor should provide a mobile first aid tool kit and necessary medicines for the wiring workers because their working characteristics is moving from place to another within a day therefore no temporary camps at site to be built The achievements and some issues in period SUMMARY ON KEY ENVIRONEMNTAL ISSUES NEED TO BE RESOLVED 6.1 Identified key environmental issues 6.1.1 Environmental issues at site The land surrounding tower located in the rice field of household Tran Van Nhuan was complained to be polluted with stones, sand and clays from the foundation construction activities This was admitted by the contractor and environmental consultant at the site (Bau Tron village, Nhuan Duc commune, Cu Chi district, HCMC); 6.1.2 Mitigation measures addressing these issues Contractor of Song Da 11 Thang Long should rehabilitate the quality of land Thang Long were not provided with a mobile tool kit and necessary medicine to respond to urgent occurrences at sites; 6.2.2 Mitigation measures addressing these issues Both contractors of Song Da 11 and Song Da 11 Thang Long should equip their wiring workers with a tool kit and a box of medicine to ensure that the wounded workers would receive a first aid before being transported to the nearest implementation progress has achieved about 78.6% against the overall plan The construction progress of contractors is not significant made due to the delay in issuing compensation policies of reducing negative impacts caused by acquiring land to the affected household, which is under the consideration of HCMC’s PC The EMP and EMoP were properly performed by SPPMB and its related contractors, which local authority and the household’s owner to evaluate the status of his adjacent house before continuing the excavation - VNECO must abide by Article of Decree 14/2014/ND-CP dated 26 February 2014
