Monitoring construction of the subprojects in compliance with both policies of ADB and the Government on the ES - Monitoring the construction contractors complying with the mitigation measures against the approved EMP and CEMP - Recommending measures to improve the effectiveness of mitigating the negative impacts on the environment during the construction phases - Identifying the environmental impacts non-determined in the designing stage, based on which solutions for monitoring and mitigating the impacts shall be recommended Implementation progress: the subproject was executed on June 10, 2014 and expected to be finished in September 2015 As of March 31, 2015, the work progress has achieved about 70 % of all works The environmental safeguard monitoring results in the Quarter 1st of 2015 have shown that the constructor’s environmental compliance is good The typical achievements in terms of environmental safeguard, results of resolving the environmental issues found in the previous quarter and several shortcomings on the environmental performances identified in this period and measures recommended for overcoming them are summarized as follows:  The main achievements - The contractors have agreed with the AHs on the compensation of damage and land clearance after construction, before execution; Southern Power Project Management Board 220 KV Cau Bong – Duc Hoa Transmission line Subproject Quarterly environmental monitoring report for period of January to March of 2015 - The contractors have fully assigned their environmental staff responsible for supervising implementation of the CEMP and preparing the monthly CEMP compliance report to SPPMB; - The contractors have seriously complied with the construction measures that are approved by SPPMB; - In terms of implementations of the mitigation measures to address the negative impacts on environment at site,  The contractors did well in reducing dust, noise, vibration, landslides; not blocking water flows and preventing the trees and works adjacent to the construction sites from any damages; no cause of landslides, sedimentation and pollution to the surrounding environment  The contractors mostly returned the ground in time, repaired and compensated to the AHs and agencies for any damages and losses caused by the construction  The contractors improved in collecting and classifying the construction wastes such as cement bags, iron materials; plastic cans to be reused or recycled;  The contractors gathered the materials of erecting towers at site tidily, without affecting on public transportation - In terms of health and safety of the workers and local communities, the contractors were in compliance with the regulations of CEMP, typically:  All migrant workers have registered as the temporary residents to local authorities, respected to local cultures and have a good relation with the community;  Contractors have installed a warning signal board on the erected towers to prohibit local people from climbing on the towers, which may pose to an accident  All workers have been educated to improve their awareness on social diseases especially HIV/AIDS;  The contractors have issued the labor safety regulations and provided the workers with the labor protecting equipment and reminded them to use during the time of working at site Southern Power Project Management Board 220 KV Cau Bong – Duc Hoa Transmission line Subproject Quarterly environmental monitoring report for period of January to March of 2015  The contractors have built the temporary camps for the workers at sites for guarding the construction materials at night time and taking a short rest at lunch time with the adequate provisions of portable water and first aid kits The camps which are located at the ventilated and safe places are equipped with garbage bins and hygienic toilets  The progress and results of resolving the environmental issues found in the fourth quarter of 2014 In compliance with the Letter No 9760/AMN-ĐB dated 31 December 2014 requested all contractors to resolve the environmental issues identified in quarter th of 2014, all contractors have resolved these issues within a period of 02 – 30 January 2015 The environmental monitoring in the first quarter of 2015 has resulted that contractor IEC repaired a public road section that conjuncts with the entrance to site of tower No.40 in Tan My commune, Duc Hoa district, Long An province to its original condition right after erecting the tower completed; It also pumped the turbid water from the foundation hole No 43 into a closed canal covered with multi -wild grasses, that serve as an ecosystem to make the water clear before discharging it into the water body; Contractor Song Da 11 has enhanced training for the workers on occupational health safety to improve their awareness on using appropriately protective equipments during the period of working at site As a result, most of the workers complied with wearing mashes during mixing concrete and adequately use of the protective equipment especially when erecting towers  The environmental safeguard issues found in the first quarter, 2015 - The site of tower No 43 in Tan My commune, Duc Hoa district, Long An province, which is constructed by contractor IEC has been finished its construction but it is found to be still clutter with the remaining cement bags and wood sticks around the site, which may be harmful to the environment and landscape surrounding the tower - The towers No 36, 37, 38 and 39 that are under managed by contractor Song Da 11 have been completed the erection, however the environment surrounding the sites need to be further resolved because some construction Southern Power Project Management Board 220 KV Cau Bong – Duc Hoa Transmission line Subproject Quarterly environmental monitoring report for period of January to March of 2015 waste such as cement bags, nylon are still on site, which is able to impact negatively on the top soil quality and landscape surrounding the tower foundation (Thai My commune, Cu Chi district, HCMC); - Cement materials are stored inside the worker’s camp of tower No.32 that is under managed by Contractor Song Da 11, which may pose to a negative impact on the worker’s health living inside the camp (Thai My commune, Cu chi district, HCMC) - The materials of stones and sand gathered to construct the foundation tower No under contractor Song Da 11 Thang Long spread on the paddy filed, which is probably harmful to the quality of soil and operation of cultivating tools (Nhuan Duc commune, Cu Chi district, HCMC);  Recommendations - Contractor IEC should remove all residues of cement bags and wood sticks surrounding the towers of No 43, Tan My Commune, Duc Hoa district, Long An province to ensure the ground has been completely rehabilitated, without any negative impacts on the environment - Contractor Song Da 11 should collect and treat all cement bags and nylon still on sites of tower No 36, 37, 38 and 39 in Thai My commune, Cu Chi district, HCMC to ensure that no substances/materials difficult in biodegrading to be buried or littered at sites - A group of constructors under the management of contractor Song Da 11 working at the site tower No 32 should store the cement material outside the worker’s camp, which may be at risk of the worker health living in the camp - Contractor Song Da 11 Thang Long should remove all residues of stones spreading on the paddy field to fill up the foundation before the field is starting its next crop to prevent the soil from any adverse impact on; ***** Southern Power Project Management Board 220 KV Cau Bong – Duc Hoa Transmission line Subproject Quarterly environmental monitoring report for period of January to March of 2015 prevent hazardous dust from cement while mixing concrete (at tower No 28, Phuoc Thanh commune, Cu Chi district, HCMC); The workers have not used their labor protective equipment properly when working at sites Some of the workers ignored to wear the protective caps when they were supporting other workers in assembling power tower right on their head at a significantly high level (tower No 39, Thai My commune, Cu Chi district, HCMC); those are mixing concrete should wear mashes to prevent dangerous dust of cement from getting into the respiration system, which is very harmful to worker’s health Contractor has implemented the mitigation measures but not perfectly Song Da 11 contractor should equip their workers with adequacy of labor protective equipment and force them to use that reasonably when working at site Specifically, those are assembling power tower must wear protective caps and other necessary protective equipment to avoid labor accidents Song Da 11 05 - 31 Totally January complied 2015 In sum, the contractors resolved the improperly environmental performances found in the previous period and continued maintaining and improving them in the next time SUMMARY ON KEY ENVIRONEMNTAL ISSUES NEED TO BE RESOLVED 6.1 Identified key environmental issues 6.1.1 Environmental issues at site - Contractor IEC has rehabilitated the environment after construction, including removing the sewer temporarily used for irrigation and drainage during the time of constructing the foundation and erection of tower No 43 in Tan My commune, Duc Hoa district, Long An province However, the site is still cluttered up with the remaining cement bags and wood sticks around the Southern Power Project Management Board 220 KV Cau Bong – Duc Hoa Transmission line Subproject Quarterly environmental monitoring report for period of January to March of 2015 section of canal that has just been removed the sewer This may be harmful to the environment and landscape surrounding the tower - Contractor Song Da 11 has already rehabilitated the environment after construction at the towers No 36, 37, 38 and 39 to their original conditions as committed However, the environmental issue need to be further resolved because the construction wastes such as cement bags, nylon are still on site This may impact negatively on the top soil quality and landscape surrounding the tower foundation - Song Da 11 Thang Long let the construction stones and sand spread on the paddy field when gathering the materials to construct the tower No in Nhuan Duc commune, Cu Chi district, HCMC These kinds of waste will be harmful to the soil 6.1.2 Mitigation measures addressing these issues - Contractor IEC should remove all residues of cement bags and wood sticks surrounding the towers of No 43, Tan My Commune, Duc Hoa district, Long An province to ensure the ground has been completely returned, without any negative impacts on the environment - Contractor Song Da 11 should collect all cement bags and nylon still on sites of tower No 36, 37, 38 and 39 in Thai My commune, Cu Chi district, HCMC to ensure that no substances/materials difficult in biodegrading to be buried or littered on sites - Contractor Song Da 11 Thang Long should remove all residues of sand and stones spreading on the paddy field to fill up the foundation before the field is starting its next crop to prevent the soil from any adverse impact on 6.2 Environmental issues in safety and healthy for workers and communities 6.2.1 Identified environmental issues - Construction materials and wastes at the site camp of tower No 32 in Thai My commune, Cu Chi district, HCMC were stored inside the camp, which could Southern Power Project Management Board 220 KV Cau Bong – Duc Hoa Transmission line Subproject Quarterly environmental monitoring report for period of January to March of 2015 generate hazardous dust negatively impacting on the worker health living in the camp (Contractor Song Da 11); 6.2.2 Mitigation measures addressing these issues - A group of constructors under the management of contractor Song Da 11 working at the site tower No 32 should store the cements outside the worker’s camp and keep the other materials tidily to ensure safety and health for the workers living in the camp A summary of the main negative impacts and the mitigation measures need to be implemented is presented in Table Table 7: Main environmental issues and mitigation measures need to be implemented No Main environmental issues I At construction sites The site ground of tower No 43 has not been totally rehabilitated, the residues of cement bags and wood sticks are remaining on site, affecting to the environment The sites of towers No 36, 37, 38 and 39 have not been entirely rehabilitated after the construction completed The construction stones and sand spreading on the paddy field surrounding the tower No.6 may harm the soil Mitigation measures All residues of cement bags and wood sticks surrounding the towers of No 43 should be collected to ensure a proper rehabilitation of ground, without any negative impacts on the environment Implementing Agency IEC Contractor All cement bags and nylon still on sites of tower No 36, 37, 38 and 39 should be totally collected to ensure that no substances/materials difficult in biodegrading to be buried or littered at sites Song Da 11 contractor All residues of sand and stones on the paddy field should be removed to ensure no adverse impact on the soil and cultivation activities Song Da 11 – Thang Long contractor II Occupational health and safety of workers and community health and safety Cements are stored inside Contractor at tower No 32 Southern Power Project Management Board Contractor 220 KV Cau Bong – Duc Hoa Transmission line Subproject Quarterly environmental monitoring report for period of January to March of 2015 the worker’s camp at tower should store cements outside No 32 will generate the living camp to protect the hazardous dust harmful to worker’s health the health of workers; Song Da 11 CONCLUSION AND RECOMMENDATIONS 7.1 Conclusion As from March 31, 2015, the implementation progress has achieved about 70% compared with the overall plan The EMP and EMoP were properly performed by SPPMB and its related contractors, which is in compliance with both environmental policies of ADB and the Government All involved parties mentioned in the institutional arrangement performed well their assigned tasks The SPPMB’s staff and its contractor’s workers have improved their awareness on their occupational health and safety as well as the community health and safety throughout the training workshops In terms of implementation of CEMP of contractor at site, the first quarter of 2015 environmental monitoring shows that contractor resolved most of the environmental safeguard shortcomings found in the previous quarter Concretely, IEC repaired the community road to be damaged by transporting materials to site of tower No 40 to its original condition and the turbid water from the hole of foundation No 43 was made clear before discharging it into the body water; and workers under Song Da 11 contractor have raised their awareness on occupational heath safety in compliance with using mashes when mixing concrete and wearing belts and protective caps when erecting towers However, there are several negative impacts on environment identified in this quarter, which is needed to be immediately resolved - Contractor IEC have already returned the ground after construction, including the rehabilitation of canal to its original condition However, the site is found to be still clutter with the remaining cement bags and wood sticks at both banks of canal that has just been removed the sewer (tower No 43, Tan My commune, Duc Hoa district, Long An province) Southern Power Project Management Board 220 KV Cau Bong – Duc Hoa Transmission line Subproject Quarterly environmental monitoring report for period of January to March of 2015 - Contractor Song Da 11 has already rehabilitated the environment at the towers No 36, 37, 38 and 39 located in Thai My commune, Cu Chi district, HCMC after the tower erection completed, but the remaining construction wastes still litter on site and cause adverse impact on the natural environment and landscape surrounding the towers - Construction materials and wastes at the site camp of tower No 32 in Thai My commune, Cu Chi district, HCMC were stored inside the camp, which may be at risk of generating hazardous dust impacting adversely on the worker’s health and safety; - The construction stones and sand spreading on the paddy field when the Song Da 11 Thang Long constructed the tower No in Nhuan Duc commune, Cu Chi district, HCMC It is the fact that the residues of sand and stones on the field will probably damage the cultivating tools and quality of soil 7.2 Recommendations - Contractor IEC should remove all remaining cement bags and wood sticks surrounding the towers and on the banks of canal to ensure the environment has been totally rehabilitated after construction (at tower No 43, Tan My commune, Duc Hoa district, Long An province); - Contractor Song Da 11 should take away all residues of cement bags to rehabilitate the environment and create a natural landscape at the towers No 36, 37, 38 and 39 in Thai My commune, Cu Chi district - A group of constructors under the management of contractor Song Da 11 working at the site tower No 32 should store the cements outside the worker’s camp to ensure safety and health for the workers living in the camp -
