The Project 1.1.1 Project overall The Government of Vietnam has requested the Asian Development Bank (ADB) to provide a loan to construct 436.673 km – long Pleiku – My Phuoc – Cau Bong 500kV transmission line that starts from Pleiku, goes through My Phuoc and finishes at Cau Bong in the South of Vietnam The proponent and Executing Agency for the loan is the National Power Transmission Corporation (NPT) The Central Vietnam Power Projects Management Board (CPMB) is responsible for the operation of the power system in central Vietnam and will be the Executing Agency of the Project NPT has identified the 500kV Pleiku–My Phuoc -Cau Bong transmission line as a high priority project and one of several construction projects conducted in order to meet the target of connecting 90% of the population to electricity by 2020 and 100% by 2025 The proposed 500kV transmission line from Pleiku in the Central Highlands to Ho Chi Minh City will meet energy demand in the South of Vietnam which is growing at 14% per year and expected to balloon out to 25% by 2015 The construction of 500 kV Pleiku – My Phuoc – Cau Bong transmission line together with expansion of Pleiku substation will be an enhanced and more reliable energy supply to the South of Vietnam, especially to industrial zones in the area Objectives of the Project are as follows: - - The 500kV Pleiku – My Phuoc – Cau Bong transmission line Project is a part of the National electricity transmission network which was developed to maintain the power supply that meet the demand of economic growth in the Southern area during 2014-2015 Besides, the Project will ensure the connection of transmission network within Vietnam, Laos and Cambodia by 2015 The Project also helps to increase the reliability of power supply, reducing the risk of electricity losses It will also optimize capacity of power plants in order to provide electricity continuously and safely to the sub-loading lines of the South in particular and the whole country in general 1.1.2 Scale and scope of the Project The Transmission Line (TL) takes place within the boundaries of 06 provinces and city namely: Gia Lai, DakLak, Dak Nong, Binh Phuoc, Binh Duong and Ho Chi Minh City In DakLak province the TL passes through 09 communes of DakLak include Ea Sup, Cu M’Gar and Buon Don with the total length of 74.841km; The components of the Project independent monitoring The implementation of RAP and REMDP is a complicated task that requires regular monitoring of CPMB and relevant local authorities This monitoring process is known as the internal monitoring Besides internal monitoring, ADB always requires that REMDP implementation is monitored by a professional independent monitoring unit for ensuring regulations in REMDP are properly implemented as approved RP, concurrently giving arisen problems during REMDP implementation, then proposing overcome measures 1.2.1 Objectives of independent monitoring The main objective of the consultancy service is to ensure that the APs of the 500kV Pleiku – My Phuoc – Cau Bong Project will receive full supports and benefits as stated in REMDP (RP and REMDP) as approved The monitoring activities are conducted in order to: (i) Ensure the rehabilitation and improvement of APs’ livelihood; (ii) Supervise the whole Project to check if the current resettlement activities are aligning with the RP or not Propose addressing methods if necessary; (iii) Assess if the rehabilitation and compensation methods are fully complied with the REMDPs, and ADB’s SPS (2009 and other amended) or not; (iv) Detect arising problems during the implementation of the Project and propose mitigation measures 1.2.2 Monitoring location Monitoring locations is categorized into types which are (i) the administrative units related to the project and (ii) in the area that project was constructed Specifically: (i) At the office of PMU, the Compensation Committee/Center for Land Resource Development (CLRD) and People's Committees of district, ward/commune that the project goes through (ii) In the project area, where to interview the AHs During the third periodic monitoring, the consultant has
