Regions Rural Water Supply and Sanitation Sector Project (CRRWSSSP) scheduled to be completed by 31 December 2016 The Project has a total budget of US$ 50 million and is expected to provide access to clean water and hygienic sanitation for about 200,000 rural people in 14 communes in the six coastal central region provinces of Vietnam: Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Nam and Binh Dinh The Loan Agreement was signed on 2nd February 2010 On 26 July 2011, the National Centre for Rural Water Supply and Environmental Sanitation (NCERWASS) of the Ministry of Agriculture and Rural Development (MARD) signed a Contract for Consulting Services for Project Implementation Assistance with CDM International Inc in a joint venture with Nippon Koei Co Ltd and national consultant access to safe water supply system, improve sanitation for local communities, enhance the environmental conditions and quality of people living in the Subproject area The potential adverse impacts of the Subproject may cause to the environment and affected people, propose the effective mitigation measures and environmental management and monitoring plans Impacts on environment: The air temperature in construction area increases due to wastes and toxic gas from transportation vehicles Construction activities may cause erosion and vegetation disturbance Impacts on affected people: During construction duration, the operation of equipment and construction activities are the main cause for dust, noise, and obstructing the traffic Report all mitigation measures that have been implemented during construction: Planting trees in the area where vegetation is disturbed; covering exposed soil from diggings and stock piles and soil during the rainy days; and selecting disposal site Scheduling transport and hauling of construction materials during light traffic hours, arranging adequate traffic detour, and providing sufficient signal & warning lights; Regularly spraying water on dry and exposed soil in construction site and along the road; Trailer-truck hauling and transporting construction materials must be covered with canvas, tires and body of vehicles must be washed with 10 Noise: Operation and maintenance of machinery and transportation vehicles must be complied with regulations and ensure that the noise reduction equipment has been installed to reduce the noise Implement working hours between 07:00 and 17:00 Toxic gases: strictly follow the standards for effluent discharge specified in Environmental Protection Law 2005 Every machines and equipment used in construction site must be complied with the current regulations and must be maintained regularly to ensure the safety Construction of temporary latrines must ensure the regulated minimum distance to the exploitation wells of the WTP, wastes and garbage must be collected and transported to the disposal site as regulated Oil and fuel: Oil, fuel, and materials used in construction site must be managed carefully, barriers must be installed around the fuel storage area; the storage and handling area must be located at least 10m far from drainage system and water sources; and any oil that is spilled out must be chemically neutralized and reported to CSC 2.4 Opinions of Local Organizations and Community Representatives Opinions of Local Authorities Mr Nguyen Cong Trinh, Thinh Loc CPC’s túc tuân thủ xây dựng như: Gây trông lại xanh cho khu vực bị xáo trộn lớp phủ thảm thực vật; che phủ hố đào, hố cọc đất đào ngày mưa nhằm chống xói mịn trơi đất; Lựa chọn khu vực để đổ rác thải hợp vệ
