Cadres are the root of all jobs In order to promote the role of cadres and civil servants in the Party's revolutionary career in the new situation, our Party determines: “To build a contingent of qualified cadres, civil servants and officials with good virtue, political stuff, ability, high professionalism, dedication to serve the people" In order to build a contingent of cadres, civil servants with sufficient qualifications and professional ability to meet requirements and tasks, it is necessary to well organize and implement the steps and stages in the cadre work process In particular, one of the especially important issues to be implemented is the proactive prevention and combat against the manifestations of "self-evolution" and "self-transformation"; prevention and combat against the degradation in political ideology, ethics and lifestyle among cadres, especially the cadres and civil servants in the current grassroots public administration apparatus The commune-level cadres and civil servants are those who hold management and leadership positions in the agencies of the Party, the State, socio-political organizations in the political system in communes, wards, towns and equivalent units This is a force that plays a key role in the process of leadership and direction for implementation of resolutions and guidelines of the Party, the provincial Party Committee, districts, towns and legislation policies of the State at the grassroots level In order for the contingent of the commune-level cadres and civil servants to successfully complete the assigned tasks, in parallel with the development of this contingent in quantity, special attention must be paid to enhancing their political and ethical qualities in which the most important task is to prevent and combat against the manifestations of "self-evolution" and "self-transformation"; prevent and combat the degradation in political ideology, ethics and lifestyle in this contingent In recent years, Ho Chi Minh City Party Committee and its subordinate districts have attached great importance to the prevention and combat against the manifestations of "self-evolution" and "self-transformation" in the contingent of commune-level cadres and civil servants, identification of guidelines, solutions and direction of implementation organization to achieve the initial results Therefore, the great majority of the communelevel cadres and civil servants have a strong political stance, moral qualities, clean and healthy lifestyles, especially, many commune-level cadres and civil servants are good examples of morality and lifestyle in the contingent of cadres and civil servants and people in the communes to learn and follow, well fulfill the assigned duties and tasks However, in the contingent of commune-level cadres and civil servants in Ho Chi Minh City, there is still a significant quantity of members with manifestations of degradation in political ideology, ethnics, lifestyle, and "self-evolution", "self-transformation" in awareness and action Such cadres and civil servants were detected and handled in previous years, especially through the process of reviewing the implementation of the Resolution of the 4th Central Conference of the XII term "On strengthening the construction and re-organization of the Party; prevention and combat against the degradation in political ideology, ethnics, lifestyle, the manifestations of internal "selfevolution", "self-transformation"” In addition to the cadres and civil servants detected and handled by the levels, one part of the contingent of commune-level cadres and civil servants still has manifestations such as: fading the revolutionary ideal; having no absolute trust in the success of innovation and socialism; doubts about the correctness of Marxism - Leninism; not affirming the pioneering and exemplary role in study and work; no consistence between talk and action; supply of misleading and distorted information about foreign policies and lines of the Party and the State; onesided information about the international situation, leading to disadvantages in relations between Vietnam and other countries; advocating views on extreme democracy, etc Furthermore, there are manifestations of degradation in ethnics and lifestyle such as: Self-indulgence; waste and depravation; sexual liaison; improper attitude to the people, authoritarianism, arrogance, etc One of basic causes is that the leadership of the Party Committees at all levels of Ho Chi Minh City Party Committee, directly the district Party Committee, the commune Party Committee in the prevention and combat against the manifestations of "self-evolution" and "selftransformation" in the contingent of commune-level cadres and civil servants still have weaknesses and shortcomings; specifically, there are no clear determination of leadership contents; no strong policies and solutions, no focus on drastic direction; no close and regular coordination between the committees at all levels and organizations in the political system and relevant authorities; There is no strong promotion in the role of the Fatherland Front, socio-political organizations and people in this work, etc It is really essential and urgent to study on solutions for overcoming the abovementioned weaknesses, and prevent and combat against self-evolution”, “selftransformation” in the contingent of commune-level cadres and civil servants in Ho Chi Minh City, thereby, contributing to improving the quality of this contingent, successfully implementing the assigned tasks In order to contribute to solving the above current situation, the PhD student chooses and implements the doctoral thesis topic: “Prevention and combat against "self-evolution" and "self-transformation" in the contingent of commune-level cadres and civil servants in Ho Chi Minh City today” Purposes and tasks of the study 2.1 Purposes The study clarifies the theoretical and practical bases for prevention and combat against "self-evolution" and "self-transformation" in the contingent of commune-level cadres and civil servants in districts of Ho Chi Minh City and on that basis, the views and solutions for prevention and combat against "self-evolution" and "self-transformation" in this contingent in the coming time are proposed 2.2 Tasks - Providing an overview of the domestic and foreign study related to the thesis topic in order to determine the study direction of the thesis - Analyzing theoretical issues about "self-evolution" and "self-transformation" in the contingent of commune-level cadres and civil servants; contents and methods of prevention and combat against "self-evolution" and "self-transformation" in the contingent of commune-level cadres and civil servants in Vietnam today - Surveying and assessing the current situation of prevention and combat againt "self-evolution" and "self-transformation" in the contingent of commune-level cadres and civil servants in Ho Chi Minh City from 2013 up to now (through the survey of the commune-level cadres and civil servants in districts of Ho Chi Minh City) - Proposing views and solutions to strengthen prevention and combat against "self-evolution" and "self-transformation" among the commune-level cadres and civil servants in Ho Chi Minh City in the coming time Object and scope of the study 3.1 Object The thesis focuses on the study of the prevention and combat against "selfevolution" and "self-transformation" in the contingent of commune-level cadres and civil servants in Ho Chi Minh City today, as one side in the work of the Party Committees and the Government at all levels 3.2 Scope Scope of thesis contents: Prevention and combat against "self-evolution", "selftransformation" in the contingent of cadres and civil servants who hold leadership and management positions in the commune-level leadership apparatus, authorities and organizations in the districts of Ho Chi Minh City today in the perspective of ideological science Objects and scope of the survey: The contingent of commune-level cadres and civil servants in districts of Ho Chi Minh City (Can Gio, Nha Be, Hoc Mon, Binh Chanh and Cu Chi) Such objects work in rural areas at fast urbanization speed, with many complicated changes The thesis does not study and survey the contingent of cadres and civil servants in the wards of Ho Chi Minh City's districts Survey period: From 2013 to present Theoretical and practical basis and study methods of the thesis 4.1 Theoretical basis The thesis’s theoretical basis is the system of views of Marxism - Leninism, Ho Chi Minh thought on cadres, building up a contingent of cadres and party members; undertakings, lines and policies of the Communist Party of Vietnam on cadres, cadre work, prevention and combat against the degradation in political ideologies, ethnics and lifestyle, manifestations of "self-evolution" and "selftransformation" in the contingent of cadres and civil servants; During the study, the writer chose and inherited the theoretical study results of relevant scientific projects on development of the cadres 4.2 Practical basis The practical basis of the thesis is the situation of "self-evolution", "selftransformation" and prevention and combat against the manifestations of "selfevolution" and "self-transformation" in the contingent of commune-level cadres and civil servants in Ho Chi Minh City from 2013 to present 4.3 Study methods The thesis bases on the dialectical and historical materialism of Marxism Leninism to consider and evaluate the situation of "self-evolution", "selftransformation" and prevention and combat against "self-evolution”," Selftransformation" in the contingent of commune-level cadres and civil servants at present, applying the study methods such as: Method of analysis -synthesis; logical and historical method; statistical, comparative and observational method; method of practical summary and theoretical study; method of sociological investigation; interview method, expert method New scientific contributions of the thesis Contributing to systematize theories of prevention and fight against "selfevolution" and "self-transformation" among commune-level cadres and civil servants Concretizing the manifestations and causes of "self-evolution" and "selftransformation" among commune-level cadres and civil servants Contributing to summarize experiences in prevention and fight against "selfevolution" and "self-transformation" among commune-level cadres and civil servants in Ho Chi Minh City Contributing to explain the system of solutions on prevention and fight against periods Chapter OVERVIEW OF STUDY SITUATION RELATED TO THE THESIS 1.1 Studies on "self-evolution" and "self-transformation" among cadres and civil servants 1.1.1 Foreign studies The Chinese authors, in the book: “Discussing about the fight against "peaceful evolution”” translated by author Nguyen Huy Quy, discussed about “peaceful evolution” and clarified the schemes and tricks of the enemy against Marxist – Leninism theory, Mao Zedong Thought in the process of building unique socialism in China Author Coc Van Khang in the book: “The duel between the two social regimes”: Discussing about the fight against “peaceful evolution”, mentioned the leading role of the Communist Party in the struggle against the opposite views to build a clean society The author analyzed and compared the superiority of socialist regimes and capitalist regimes in the leadership of political, economic and social regimes Author Luu Dinh A, in the book: “Be alert to world war without gunfire Study on peaceful evolution”, analyzed the nature and formation process as well as methods and tricks in the strategy of "peaceful evolution" of imperialism against socialism and revolutionary movement of the world, etc 1.1.2 Domestic studies Author Nguyen Manh Huong, in the study: “Some issues about "peaceful evolution" and the struggle against "peaceful evolution" in the ideological and cultural fields”, Tran Nham, in the overview of studied issues of the project KX.01.03 in the Science and Technology Program KX.01: “Evaluation of real socialism over the past seven decades - The causes of the crisis and the collapse of the Soviet Union and Eastern European countries”, showed the subjective factor with an important role in the collapse of the Soviet Union and Eastern Europe, in which the most direct factor is the fact that the cadres and civil servants "evolved", "self-transformed", and degraded in ideologies, ethnics and lifestyles Author Tran Thanh, in the ministerial-level project: “The risk of degradation of ruling party - Problems and solutions”, showed that the political and ideological degradation was the most concrete manifestation of the "self-evolution" and "selftransformation" process among cadres and party members, which was a great challenge in the current task of building the Party Author To Lam, in the ministerial-level project: “Factors affecting "selfevolution" and "self-transformation" in our country today”, analyzed and showed factors affecting self-evolution and self-transformation The study gave an overview of international, regional and domestic situation affecting the political life of our country and expressed the challenges in the integration process; showed that theoretical issues were still controversial, not keeping up with the ensuring the quantity, structure and improving the quality identified as a crucial role 1.2.2 Vietnamese studies Many authors paid attention and implemented the studies on prevention and combat the book: "Criticizing wrong views, defending the foundation of ideology and the lines of the Communist Party of Vietnam" The book is a combination of articles by prestigious scientists in Vietnam today in order to fight to defend the foundation of ideology and principles of the Communist Party of Vietnam It can be said that the studies on prevention and combat against "self-evolution", "self-transformation" among cadres and civil servants is paid attention by many authors Some works also show that some cadres and civil servants, due to negative impacts of the market mechanism, fall in degeneration, corruption and bribe for titles and rights, thereby, affecting the prestige of the Party and the State 1.3 Overview of study results and the issues to be solved 1.3.1 Overview of study results Regarding the views of "self-evolution", "self-transformation" and manifestations of "self-evolution", "self-transformation", the studies make an in-depth analysis of the relationship between "self-evolution" and "self-transformation" in the contingent of cadres, civil servants and party members, manifestations of "selfevolution", "self-transformation" in the awareness and action of this contingent, in which a focus is given to the political and ideological degradation Regarding the causes, conditions and consequences of "self-evolution", "selftransformation", Many works analyzed and clarified the causes, conditions and consequences of "self-evolution" and "self-transformation" The works studied, approached and clarified the origins, objective and subjective conditions leading to the manifestations of "self-evolution", "self-transformation" in the contingent of cadres and party members today Regarding the contents, methods of struggle and prevention against "selfevolution" and "self-transformation", the works approached, proposed many solutions to prevent, repel the degradation of political ideology, "self-evolution", "selftransformation" The proposed solutions mention about the implementation of the personnel and organization work, etc towards contributing to prevention and combat against the degradation of political ideologies, ethics and lifestyle in the contingent of cadres and civil servants 1.3.2 Issues to be further solved Firstly, clarifying the concepts of "self-evolution" and "self-transformation"; analysis of origin, contents, manifestations and characteristics of "self-evolution", "self-transformation" in the contingent of commune-level cadres and civil servants; prevention and combat against "self-evolution" and ON PREVENTION AND COMBAT AGAINST "SELF-EVOLUTION" AND "SELF-TRANSFORMATION" IN THE CONTINGENT OF COMMUNE-LEVEL CADRES AND CIVIL SERVANTS 2.1 Conception, origin and manifestations of "self-evolution" and "selftransformation" among commune-level cadres and civil servants 2.1.1 Conception and origin of "self-evolution" and "self-transformation" 2.1.1.1 The concept of "self-evolution" and "self-transformation" * Concept of “self-evolution”: "Self-evolution" means the process of changes within an organization or individual; the process of self-transformation of ideology, politics, ethnics, lifestyle in the negative direction against the norms and values of society * Concept of “self-transformation”: "Self-transformation" is an inevitable consequence, a continuation of the "self- evolution " process, a process of qualitative transformation of the views, thoughts, politics, ethics, lifestyle of an organization and personal 2.1.1.2 Manifestations of "self-evolution" and "self-transformation": “Selfevolution”, “self-transformation” among cadres and party members is a "disease" of political opportunity, pragmatism, dishonest, indifference, diminished trust, fading ideals, disciplines, non-strict discipline, talk and action contrary to the Party views and policies The more serious manifestations are vague, lack of vigilance, degradation, bribe for position, bribe for power, scrambling and riving to gain status, corruption, harassing the people, violating laws and norms of culture, ethnics, lifestyle 2.1.1.3 Relationship between "self-evolution" and prevention and fight against "self-evolution" and "self-transformation" among the contingent of commune-level cadres and civil servants currently have an important meaning and role, contributing to the protection and maintenance of views and beliefs in Marxism-Leninism and Ho Chi Minh's thought; the Party's policies and guidelines; State law, maintenance of the socialist orientation in all fields of social life; creation of consensus between society and people, the struggle and criticism of the wrong views of the hostile and reactionary forces The prevention and fight against "self-evolution" and "self-transformation" among commune-level cadres and civil servants is an important issue in the strategy of protecting the socialist regime In "prevention" and "fight", the "prevention" must be considered as the main task and the best way to protect themselves, the socialist regime and the results of the revolution The prevention and fight against "self-evolution" and "self-transformation" is aimed at maintaining a stable state of socialist political regime When the political and socio-economic regime of the country is stable and cadres and civil servants with "SELF-TRANSFORMATION" IN THE COMMUNE-LEVEL CADRES AND CIVIL SERVANTS IN THE DISTRICTS OF HO CHI MINH CITY – CURRENT SITUATION, THE CAUSE AND THE ISSUES 3.1 Overview of socio-economic situation and contingent of communelevel cadres and civil servants in the districts of Ho Chi Minh City 3.1.1 Overview of Ho Chi Minh City’s socio-economic situation As an important economic, political, cultural and scientific center in the South of the country, Ho Chi Minh City is paid special attention under direction by the Party and State During years (2016-2020), the city's economy has achieved high growth, improvement in growth quality, the shift of economic structure in the right direction, in association with the growth model transformation, initial results in economic restructuring, promotion of social resources, which contributes to the country's inflation control and macroeconomic stability However, as an important economic, political, cultural and scientific center in the south of the country, Ho Chi Minh City has always been the target and key place for sabotage of hostile forces The hostile forces often take advantage of social contradictions to incite lawsuits, explode "hot spots", leading to volatility, breaking the socio-political foundation of localities in the city 3.1.2 Situation of commune-level cadres and civil servants in Ho Chi Minh City’s districts The with the good implementation of these views, it is necessary to synchronously implement a system of basic solutions to prevent and fight against "selfevolution" and "self-transformation" among commune-level cadres and civil servants in Ho Chi Minh City, in order to carry out this task smoothly, methodically and with a roadmap, ensuring the inheritance and development, the Party Committee and the city government should create conditions for Party committees at all levels to regularly improve the efficiency of ideological work on the prevention and fight against "selfevolution" and "self-transformation" among the contingent of commune-level cadres and civil servants; promote self-cultivation and self-training activities of the contingent of commune-level cadres and civil servants in the prevention and fight against " selfevolution" and "self-transformation"; step up the prevention and fight against corruption, bureaucracy and some negative manifestations in the contingent of commune-level cadres and civil servants; enhance the leadership of the Party and the management of the State over the prevention and fight against "self-evolution" and "self-transformation" in the contingent of commune-level cadres and civil servants; and bring into full play the strength of the authorities, people, and political and social organizations in the prevention and fight against "self-evolution" and "selftransformation" among the contingent of commune-level cadres and civil servants CONCLUSION Ho Chi Minh City is a special urban area and the contingent of cadres and civil servants play a very important role in fulfilling the economic, political, cultural and social tasks of a Southern key city Over the past years, the Party Committee and the City government have attached great importance to building, fostering and developing the contingent of cadres and civil servants at commune and ward levels, especially the prevention and combat against "self-evolution" and "self-transformation” in this contingent In the most general way, the "self-evolution", "self-transformation" is the process of objectively changing the inside aspect of things, phenomena In dialectical aspect, "self-evolution" is a qualitative transformation in which "self-evolution" may bring positive or negative results From the perspective of internal political security protection, "self-evolution" is always put in quotation mark to refer to subjective aspect and internal political aspect of "peaceful evolution" of hostile forces The consequence of "self-evolution" is "self-transformation" of ideology, ethnics and lifestyle Therefore, the nature of "self-evolution", "self-transformation" is within the scope of negative developments in political ideology This is a process occurring in a certain time long or short depending on each person, each specific organization; it depends on political stability of each cadre and civil servant and the "integrity" of their ethnics and lifestyle According to the Resolution of the Tenth Municipal Party Committee, the degradation in political ideology, ethics and lifestyle of cadres and civil servants at all levels, especially at the commune and ward levels in Ho Chi Minh City does not simultaneously occur; it occurs and develops step by step: from insignificant to significant level, from mild to severe level, from narrow to wide range, from one field to the other The process of this degradation is also the process of "self-evolution" and "self-transformation" among cadres and party members, pushing the Party 24 increasingly far from revolutionary goals and ideals; increasingly bureaucratic, away from the people, gradually losing the trust of the people and eventually leading to the consequences: The Party loses its leading role to the people In recent years, the Party Committee and the City government have paid much attention and applied many guidelines and measures to struggle against "self-evolution" and "self-transformation" among commune-level cadres and civil servants However, the obtained results are still limited The corruption and wastefulness have not been prevented, repelled and this phenomenon continue to complicatedly develop in some grassroots-level agencies and units through increasing sophisticated and cunning tricks, causing great economic damages and making cadres and civil servants dissatisfied and worried The hostile forces took absolute advantage of this gap to distort and incite in order to create separation between the Party, the State and the people In order to prevent the degradation in political ideology, ethics and lifestyle of the contingent of cadres and civil servants at wards and communes in Ho Chi Minh City today, it is necessary to drastically implement a system of consistent solutions; focusing on the following groups of solutions: solutions for subjects who are responsible for struggling against "self-evolution" and "self-transformation"; solutions for self-study and self-improvement of commune-level cadres and civil servants; solutions for promoting anti-corruption, bureaucracy and other negative manifestations; strengthening the Party's leadership and the State's management over the prevention and combat against "self-evolution", "self-transformation" and solutions for promoting the strength of the people and socio-political organizations, the press and public opinion In the contingent of above-mentioned solution groups, the solutions for promoting the strength of the people and socio-political organizations, the press and public opinion play a particularly important role Through the role of social supervision and criticism of the people through the Fatherland Front and mass organizations, it is necessary to establish more communication forums in the press and mass media to attract discussions and comments of the classes on the Party and State's major policies and
