The urgency of the topic In the process of leading the revolution, our Party is always aware that the publishing career is an acute inner thought of ideological activity, an important part of an advanced Vietnamese culture imbued with national identity which has the task of accumulating, storing and propagating spiritual values, contributing to raising the people's intellectual level, developing culture, protecting the Party's ideological foundation, forming a worldview and a revolutionary and scientific outlook on life; building morality, lifestyle, comprehensively developing Vietnamese personality; contributing to human resource training, fostering talents, forming a learning society Publishing activities must protect, affirm and promote the national cultural values, expand cultural exchanges, absorb the quintessence of human culture and fight uncompromisingly against wrong and backward views However, in the context of the international, regional and domestic situation with many unpredictable and complicated happenings, promoting the role of ideological work in managing publishing activities has not yet met the requirements and tasks in the new situation and still exist many inadequacies and limitations The direction, orientation and provision of information for publishing have not been proactive and timely, the effectiveness and efficiency are not high The signs of decline in political ideology, morality, lifestyle, "selfevolution" and "self-transformation" have been increased in the contingent of publishing workers The role of state management agencies and the Vietnam Publishing Association in fostering morality, professionalism and skills for its members has not been properly promoted The training and retraining of management officials and editors of publishing agencies has not yet met the requirements of the new situation; publishing and ideological staffs have not really focused on "cooperative cooperation" with each other closely and integrated in the ideological and cultural front, so on Because of the demands and requirements of the renovation, from the above theoretical and practical basis, the PhD student chose the issue: "The role of ideological work in publishing activities management in Vietnam today" as a doctoral thesis in Politics, specialized in Ideological work Research purpose On the basis of research, interpretation, clarifying a number of theoretical and practical issues on ideological work and the role of ideological work in management of publishing activities, the thesis proposes a number of views, solution to promote the ideological role in managing publishing activities in Vietnam in the new situation Research tasks - To overview of research related to the thesis, pointing out the arising issues that need further studied - The thesis clarifies some basic theoretical issues about ideological work, publishing management and the role of ideological work in managing publishing activities in Vietnam today - To survey, evaluate the current situation of management of publishing activities and situation of the role of ideological work in publishing management in Vietnam in recent years and to identify the issues that need to be addressed at the present condition - To propose a number of key views and solutions to promote the role of ideological work in publishing activities management in Vietnam in the coming time Research subject and scope 4.1 Research subjects The role of ideological work in managing publishing activities 4.2 Research scope - The thesis focuses on analyzing issues related to the role of ideological work in managing publishing activities in Vietnam today - Time: The situation is studied from 2004 to present Since the Secretariat of until 2025 Theoretical basis, practice and research methods 5.1 Theoretical and practical basis - The thesis is based on the theoretical basis of Marxism - Leninism, Ho Chi Minh thought; resolutions, directives of the Party, laws of the State on ideological work and management of publishing activities; to acquire, selectively inherit research results of relevant domestic and foreign scientific works - The thesis is researched on the basis of practical implementation of ideological work in management of publishing activities in our country; documents, directives, final reports, quality assessment, management effectiveness of publishing activities; actual survey results on publishing activities management and the role of ideological work in publishing activities management in Vietnam 5.2 Research methods On the basis of the scientific method of dialectical and historical materialism, the thesis uses a combination of research methods: desk review; indepth interview method; the historical - logical method; sociological investigation method In addition, methods of comparison, statistics, analysis, and synthesis are also used New scientific contributions of the thesis - To analyze and clarify the approach and connotation of the concept of ideological work, especially clarifying in this concept itself the constituent parts of ideological work in Vietnam - To interpret and clarify the general role of ideological work and the role of theoretical work, the role of propaganda, the role of advocacy for the management of publishing activities At the same time, to clarify the objective and subjective factors of promoting the role of ideological work in managing publishing activities in Vietnam today - Overview of the situation of publishing activities management and Suong; Actual situation and solutions to overcome the situation of pirated books in our country by Le Van Yen; Protection of security in the publishing field in our country: the current situation and solutions in the current situation of Tran Anh Vu; Organization, management and publishing policies of some countries – Experience for Vietnam by Nguyen An Tiem These books mention issues such as position, role and function and current status of publishing activities; a number of organizational and economic publishing issues; the publication of a number of books and the book market, especially today by Tran Quang Luong The content of the articles discusses the theoretical and practical issues of publishing and publishing activities management; Party orientations, guidelines and viewpoints there are also many different views on this field For countries with similar political institutions like Vietnam, ideological work is also an issue that is focused on improving the effectiveness of publishing 1.2 Research works on the role of ideological work and the role of ideological work in managing publishing activities in Vietnam 1.2.1 The research works on the role of ideological work the role of ideology work in publishing activities management Thus, it can be seen that the relevant researches on the work of ideological impact on publishing activities are very few and there are no in-depth studies on this field At the same time, in most published works and accessible resources, the researcher have found that the issue "The role of ideological work in publishing activities management in Vietnam today" is a new and challenging topic The thesis has identified a separate direction, which does not overlap with any previous studies 1.3 Overview of researched results and arising issues that need to be addressed 1.3.1 The content has been researched and clarified Firstly, the above-mentioned studies mainly presented the theoretical and practical issues of publishing activities, as a specific scientific field In particular, the listed works have given the system the problems of publishing activities from theory to practice: The system of concepts, standards, characteristics, content and requirements of publishing; organizational models and mechanisms in publishing activities; key directions and solutions to improve the quality of publishing activities, from topic building, collaborating with collaborators, editing, , designing, printing and pricing for to the release, so on Secondly, there have been many works mentioning the issue of building law based state, implementing social management by law, and state management for publishing in recent years, namely: general issues related to the management of the field of press, publishing, systematizing the documents of the Party and the State related to this field; analyzing the current situation of management and development of publishing in the current period and proposing solutions to improve the efficiency of publishing activities Thirdly, in terms of concept and approach method to ideological work, there are also many different conceptions of scientists These approaches have inspired the author of research orientations for this thesis which has the most scientific approach to the concept of ideological work Fourthly, on the role of ideological work in general, the research works have provided the most basic and basic knowledge about ideological work, criteria for evaluating the effectiveness of ideological work and solutions to improve the effectiveness of ideological work These are valuable documents, which are the theoretical basis for the deployment of research contents related to the field of ideological work, including the role of ideological work in managing publishing activities Fifthly, in term of the role of ideological work in managing publishing activities, there have been a number of studies on certain aspects: the theoretical and practical basis of the requirements to improve public quality and efficiency of the Party's directing and publishing activities; fighting against wrong or hostile views; a number of limitations in the press - publishing work; methods of improving the effectiveness of ideological work, overcoming the limitations of the trend of mass media popularization; solutions to improve the quality of press and publishing staff training; quality and competency requirements of thought workers However, these are separate studies on specific issues of ideological and press-publishing work, ideological and press-publishing officials, who have not yet released specific studies on the role of thought work in the field of press - publishing 1.3.2 Issues that need further research Given the requirements and important tasks of the management of publishing activities in the current situation, many issues are posed for ideological work both theoretical and practical aspects that can be generalized in the following topic: - Theoretical research on the role of ideological work in publishing activities, the role of each form of ideological work, such as theoretical work, propaganda and advocacy for activities publishing - Researching on objective and subjective basis regulating the role of ideological work in publishing activities - Studying the impact of socio-economic, political-social, cultural-social and ideological factors on promoting the role of ideological work in publishing activities - The impact of market economy and international integration on the management of publishing activities and on promoting the role of ideological work in the management of publishing activities - Forecasting the situation, identifying views, directions, tasks and solutions to promote the role of ideological work in managing publishing activities in Vietnam today These are urgent issues both in theory and practice of ideological work in managing publishing activities in Vietnam today, which need to be studied thoroughly, comprehensively and deeply Therefore, it is very important and necessary to research the theoretical and practical basis, propose perspectives and solutions to enhance the role of ideological work in publishing management in Vietnam today 1.3.3 The research issues of the thesis Within the scope of the doctoral thesis, the topic focuses on researching and solving the following issues: Firstly, to research and systematize the theoretical issues on publishing activities management and the role of ideological work in managing publishing activities in Vietnam today Secondly, to assess the current situation of management of publishing activities and the role of ideological work in publishing activities management in Vietnam in recent years Thirdly, to propose a number of views and solutions to promote the role of ideological work for publishing activities management in Vietnam in the coming time Chapter THEORETICAL ISSUES OF THE ROLE OF IDEOLOGICAL WORK IN PUBLISHING ACTIVITIES MANAGEMENT 1.1 Ideological work and the role of ideological work in social life 1.1.1 Approach method and concept of ideological work The conceptual approach to ideological work has many different opinions, points of view and concepts There are dozens of definitions and concepts of ideological work in scientific documents There are many approaches to the concept of ideological work However, the most current scientific approach is the ideological approach from the need to produce and reproduce or spread the ideology of the dominant social class With this approach, the concept of ideological work can be stated as follows: The ideological work is the purposeful activity of the ruling class or the political party to build, develop and spread the ideology, making the ideology of the ruling social class into dominate ideology system in the social spiritual life, encourage and support people to participate in building and protecting the regime In socialism, ideological work is the activity of the Communist Party, the State and socio-political organizations in order to develop and spread socialist ideology, making socialist ideology a dominant factor in the spiritual life of society, encourage and support the people's activeness, self-awareness and creativity in building and protecting the socialist regime The ideological work in Viet Nam is a purposeful activity of the Communist Party of Vietnam, the State of the Socialist Republic of Vietnam and socio-political organizations in order to build, develop and propagate Marxism Leninism, Ho Chi Minh's thought, guidelines, policies and laws which become the dominant factor in the social and spiritual life, encouraging and promoting the positive, self-conscious and creative nature of cadres, party members and people in the cause of national construction and defense 1.1.2 The role of ideological work in social life - The ideological work motivates and organizes the implementation of revolutionary tasks of the nation in each period - The ideological work contributes to build a strong political, ideological and moral Party, maintaining political and social stability and consensus in the society - The ideological work contributes to the propagation, dissemination and realization of the Party's lines and undertakings, policies and laws of the State in life - The ideological work contributes to build and promote the human factor 1.2 Managing publishing activities and the role of ideological work in publishing activities management 1.2.1 Publishing activities and management of publishing activities 1.2.1.1 Publishing activities Publishing is an essential part of cultural life Publishing was the achievement of human civilization It is both an achievement and an important tool to promote human culture development Along with other cultural activities, publishing towards the noble goal of perfecting people with the Truth - Kindness - Beauty values system, creating a driving force for social development The Publishing Law (2012) states: "Publishing activities cover the fields of publishing, printing and distribution of publications" Thus, we can understand that publishing are activities of exploiting, preserving, disseminating spiritual cultural values, contributing to popularizing and improving people's intellectual standards, cultural and educational development, building up the ideological foundation, worldview, human viewpoint, building morality, lifestyle, personality of the people and contributing 11 Thirdly, the capacity of publishing units Chapter SITUATION OF THE ROLE OF IDEOLOGICAL WORK IN PUBLISHING ACTIVITIES MANAGEMENT 2.1 The system of ideological work and the management system of publishing activities in Vietnam today 2.1.1 Organization and operation of the ideological work system in Vietnam Ideological work is the task of the entire Party, the entire political system and the people under the leadership of the Party Therefore, where the Party's organizational system and the political system exist, the ideological work there Theoretically, the system of ideological work in Vietnam includes: 2.1.1.1 The ideological work of party organizations and party committees - The Communist Party of Vietnam is the nucleus leading the political system at all levels and being the ruling party, therefore, it should mention to the ideological work of the groups party organizations and party committees firstly when talking about the ideological work in society The committee of propaganda at all levels has the task of advising the party committees and party organizations on ideological work - Regarding the mechanism of operation: The Propaganda and Education Committee at all levels is the advisory board of the Party Committee for the work of ideology, culture, arts, sciences and the study of the Party's history The Board helps the Party Committee to monitor, summarize, propose the implementation, guide and inspect the implementation of the Party's guidelines, directives and resolutions in the above fields Therefore, the party committee directed the operations, organizational management and officials of the propaganda committee The higher propaganda committee helps the lower ones (the Central Propaganda Department for the provincial propaganda committee, the provincial operate in accordance with its Statute, relevant Party and State regulations 2.1.2 The system of direction and management of publishing activities in Vietnam today 2.1.2.1 Agency directing publishing activities According to the functions and assigned tasks, the central steering agency is the Central Propaganda and Education Department; The agency directing the publishing activities in the locality is the propaganda committee of the provincial and city Party Committees 2.1.2.2 State management authority on publishing activities The central agency in charge of publishing is the Ministry of Information and Communications; the ministries and ministerial-level agencies shall coordinate with the Ministry of Information and Communications in performing the state management of publishing activities according to their competence People's committees of provinces and cities under central authority shall perform the state management of publishing activities in their localities (authorized Departments of 13 Information and Communications of provinces, cities under the centre) Ministries and ministerial-level agencies shall, within the scope of their tasks and powers, coordinate with the Ministry of Information and Communications in performing the state management of publishing activities 2.2 Current situation of publishing activities management and the role of ideological work in conducted with various forms and methods 2.2.1.2 Limitations Firstly, the system of legal documents is not synchronized and timely Secondly, there is no clear division between publications for political missions and publications for business Thirdly, the publishing policies are incomplete and reasonable Fourthly, the inspection and examination has not been thoroughly handled Fifthly, the contingent of leaders and managers is still lacking and weak Sixthly, technical facilities and management technology have not been properly invested 2.2.2 Situation of the role of ideological work in publishing activities management in Vietnam from 2004 to the present Firstly, theoretical research and practical review on publishing activities management; contribute to build a scientific basis for proposing views, guidelines and policies on publishing and managing publishing activities - Advantages: Firstly, theoretical research and practical summarizing publishing activities management, contributing to build a scientific basis for the drafting of the National Party Congress representative documents for all Congress Secondly, on the basis of the Party's congress documents, in recent years, as an advisory body for the Party Central Committee to lead the cultural- 14 ideological front, the Central Propaganda and Education Department studied practical review, formulated projects to submit to the Secretariat for promulgation a number of important documents related to the direction, management of publishing activities and publishing career development strategy In addition, based on their assigned functions and tasks, relevant agencies organize expert seminars on the role of ideological work in managing publishing activities; to manage publishing activities in the context of the fourth industrial revolution; reforming administrative procedures in the field of publishing and releasing in order to meet the requirements of the fourth industrial revolution Thus, the conduct of theoretical research and practical summation of publishing management has contributed significantly to build a scientific basis for proposing publishing views and policies and managing publishing activities - Limitations: The system of state management documents on publishing and implementation of Party’s policies on publishing has been delayed and inconsistent, so it has not been timely solved difficulties in publishing activities The process of developing and improving the operation regulations between the governing body and the publishing house is slow, the work of building and strengthening the party organization, the inspection and examination work, the organization of officials and examinations emulation and commendation have not been conducted regularly and effectively In the publication of theoretical research books, summarizing practical results, there are few works with high theoretical, political and practical reviews Secondly, the political and ideological orientation to fight negative phenomena, with "self-evolution", "self-transformation" and with the "peaceful evolution" plot of hostile forces in publishing activities - Advantages: Ideology work always affirms its important role, proactively directs political orientation, ideology for publishing activities and management of publishing activities, ensures publishing activities and management activities always ensure the undertakings and guidelines of the Party, policies and laws of the State Periodically organize the assignment of the governing body of the publishing house, in order to remove and solve difficulties and problems in the management of publishing activities; promptly solve new complex issues that are negatively affecting publishing activities to restore discipline and order in the publishing industry, creating necessary conditions for new development steps of the industry in the coming years The role of ideological work in managing publishing activities in Vietnam not conducive to the perception of readers, especially for the younger generation Thirdly, contribute to the formulation of State policies and laws on publishing activities and publishing activities management - Advantages: In each specific period, practical conditions, the context of the situation in the country and the world, the ideological work has promoted its role in the orientation, direction, construction and improvement, issuing many documents related to publishing activities in order to create the best conditions for publishing activities in our country, and at the same time, the above documents have created the legal corridor for better promotion the role of ideological work in managing publishing activities in Vietnam today - Limitations: So far, the laws on publishing struggle to protect new factors has not been proactive and timely Chapter 17 ARISING ISSUES AND VIEWPOINTS, SOLLUTION TO PROMOTE THE ROLE OF IDEOLOGICAL WORK IN PUBLISHING ACTIVITIES MANAGEMENT IN VIETNAM IN THE COMING TIME 3.1 Issues raised for promoting the role of ideological work in managing publishing activities in Vietnam today 3.1.1 Awareness of the Party Committee, officials and party members about the role of ideological work in publishing activities management is limited In practice, there are still a number of party organizations, party committees, governing bodies, officials publishing activities management Active, positive and timely is a mandatory requirement in current publishing management This not only creates the initiative and agility in publishing activities but also helps the publishing activities enhance innovation and creativity so that the publishing activities are compatible and meet the demands of the publishing house Increasing demand of the readers in the enjoyment of published products However, the lack of management sanctions, as well as the timeliness of ideological work in the process of participating in solving issues related to publishing activities, are creating a number of major obstacles Moreover, the participation in solving the problem of ideological work in connecting and sharing among manufacturers, providing goods and services with the consumer consumer in society is still weak Thus, it is clear in the management of publishing activities, the passivity and lack of timeliness of ideological work in the process of participating in solving issues that have greatly affected related parties Therefore, the propaganda needs to be strengthened so that a large number of readers can see the role and requirements of managing publishing activities in the new situation 18 3.1.3 Ideological work has been slow to innovate in the process of carrying out its role in managing publishing activities; It has not combined well the ideological education method with administrative method and economic method in managing publishing activities Reforming the publishing management method is a requirement nowadays In fact, the importance to the ideological educational method A number of issues have not been clarified, such as the relationship between the implementation of ideological and business function; the peculiarity of publishing activities; publishing operation management mechanism; the process of professionalizing publishing activities has brought the publishing up to the modernity; book promotion and development of reading culture in the context of integration; publisher operating models; The level of participation and control mechanisms of other economic sectors in joint ventures and publishing links Therefore, in the context of market economy development and international integration, in order to both affirm the socialist orientation and create the necessary motivation for the process of development, integration and modernization of the management mechanism, it has become an urgent requirement 3.1.4 Ideological work has not really performed well its guiding role in contributing to limit and reverse the tendency of commercialization in publishing activities management Market mechanism affects all aspects of social life, in which, publishing activities management is not out of the trend Currently, in the publishing activities, there has been the phenomenon of "privatizing and hiding", commercializing publishing activities Many publishers are too serious about business purposes This is really a problem that has been posing in society and it is no longer a "trend" anymore Therefore, publishing activities management must strictly comply with the political and ideological orientations of the Party's information lines and comply with the laws of the State, first of all the Publishing Law 3.1.5 Conditions to ensure material facilities, means and technology for promoting the role of ideological work in publishing activities management are limited The facilities for publishing activities are still limited and inadequate The technical equipment and supplies used for publishing activities are mainly imported from abroad, the main equipment for publishing activities in Vietnam has not been produced yet Investment in facilities for training and retraining 19 editors and contingent of publishing workers is still very weak The issue of modernizing facilities of the entire publishing industry is also problematic 3.2 Viewpoints on promoting the role of ideological work in managing publishing activities in Vietnam in the coming time 3.2.1 Promoting the role of ideological work in management of publishing activities must be based on the continual renewal of thinking about leadership and publishing activities management in the new situation In the coming time, it is necessary to continue to innovate from the leadership, direction, management to the team of people directly managing the publishing activities, deeply immersed in the aforementioned thought in order to contribute to promoting this activity At the same time, it is necessary to create sufficient conditions, from leadership, direction, management to the promulgation and implementation of appropriate policies and regimes, so that this field works and develops in the right direction, healthy, in accordance with the conditions of the market economy mechanism and the current trend of extensive international integration 3.2.2 Promoting the role of ideological work in publishing activities management based on innovation, increase the effectiveness and efficiency of publishing activities management Law-making agencies should thoroughly grasp the Party's provide information, receive and respond to the information, and at the same time facilitate publishing activities On the other hand, the agencies and officials working in the field of ideology in general, the publishing agencies, the contingent of publishing workers in particular also need to actively promote the provision of information and content The publication reflects the Party's guidelines and policies, the State's policies and laws timely CONCLUSION Ideological work has a great role in social life and in the ideological work Publishing activities management in the context of socialist-oriented market economy development and international integration needs to be politically and ideologically oriented, conducted on the basis of theoretical and summarized practice It means that the ideological work, according to its inherent function, must actively participate in the management of publishing activities The role of political and ideological orientation for publishing activities management is necessary, an inevitable trend stemming from the requirement to improve the quality and effectiveness of publishing management and from the leadership function of the Party, functions and duties of ideological work The role of ideological work in publishing activities management should be studied from the role of the whole of ideological work as well as the role of each element, component, and form of ideological work That is the role in shaping the political thought for the management of publishing activities, fighting against negative phenomena, against the "peaceful evolution" plot of hostile forces; contributing to theoretical research, practical review, building a scientific basis for the planning and propagation, dissemination of the Party's guidelines, the State's policies and laws on publishing and publishing activities management At the same time, contributing to the discovery, encouragement and replication of advanced examples in managing publishing activities Currently, ideological work has shown its good role in managing publishing activities However, in carrying out the role of ideological work for publishing activities, there remains some shortcomings and problems To thoroughly solve these issues, it is necessary to implement simultaneously, synchronously and effectively views and specific solutions 24 The role of ideological work in managing publishing activities is quite a new issue, a complicated and difficult issue On the other hand, the theory about ideological work is incomplete, the practice of ideological work and publishing activities management are always mobilized and developed in the context of socialist-oriented market economy development Therefore, the theory and practice of the role
