I INTRODUCTION

- Any business when starting up, the first thing to face is how to train and develop people to serve that business That includes objectivity and subjectivity, how each business mobilizes its resources, makes the most of its personnel strengths to maintain the development of the business, and stands firm in the competitive business market Besides, businesses also face billions of other problems, so management science was born as a light source for businesses They have successfully applied the PEST model and achieved high efficiency in their work

- The PESTEL model is an extremely useful strategic tool that any business can use

It is like a tool to analyze how the market (past, present and future) will affect, it also affects plans when a business starts to launch a project or service there especially helps to devise human resource training methods according to changes in each stage of social development

II PESTEL ANALYSIS FOR HUMAN RESOURCE MANAGEMENT.

1.POLITICAL.

1.1 World political scene

- In terms of politics and society, there are still many changes like today, when there

is a war between Russia and Ukraine Along with that, the embargo policies of countries towards Russia make the main energy supply blocked Causing a serious decline in the world economy, a sharp increase in global inflation, a reduction in tax rates in countries around the world to maintain a stable level of inflation, and a scarcity of natural resources This shows that the important role of politics has a huge influence on the economy

1.2 State stability:

- The government regularly holds congress meetings to introduce many changes such

as elections, new resolutions to create favorable conditions for domestic and foreign businesses, and offer more opportunities for employees

- The world state apparatus in general and Vietnam in particular is being purified to fight corruption Diplomacy between countries is increasingly connected, making import and export markets in countries around the world recovering and on the rise again after the pandemic

1.3 State policy:

- The Vietnamese government is actively introducing policies to create favorable conditions for workers such as: policies to support job transition for workers in rural areas, preferential credit policies to create jobs

2 Economic

2.1 Current world economic situation

- The world economy is in the recovery phase after the pandemic All economic

activities are gradually reopening

- But just earlier this year when the economy started to recover, the global growth forecast for 2022-2023 has been significantly lowered compared to the beginning of 2023 Accordingly, more than 90% of developed economies, 80% of developed economies Both developing and emerging market economies have had their growth forecasts downgraded for

2022 and 2023.

2.2 Unemployment rate

- The economic downturn after the pandemic caused the number of unemployed workers to increase because the company could no longer afford to pay wages According to the ILO, the total number of youth unemployed worldwide is expected to fall to 73 million

by 2022, down 2 million from the previous year But still a pretty large number, 6 million people higher than in 2019, before the covid-19 pandemic

- Along with that, interest rates are increasing, leading to inflation, making the exploitation of current labor resources become limited

2.3 Average income in VietNam

- The income of salaried workers in Vietnam in the 9 months of 2022 is 7.5 million VND, up 12.1% over the same period in 2021 (increasing 805 thousand VND) That shows

us the positives that the economy is gradually recovering and posting on the momentum of growth again

2.4 Recruitment

- Large companies in the world are also making the most of their labor resources when building more factories in places with cheap labor resources such as Vietnam, India, and China Creating job opportunities for people can reduce the current unemployment situation and save production costs to the maximum

- For the HR segment to improve work performance and find talented employees through remote employee recruitment, work online through online working sites Although there are many limitations in terms of information exchange and meeting, thanks to that, we can exploit potential human resources and make reasonable use of them

3 Social

3.1 Extensive data

-The development and management of human resources is considered one of the important factors in business development in the current era Compared with other countries

in the region and the world, Vietnam has an abundant labor force In 2021, the total population of our country will be 98.51 million, making it the second most populous country

in Southeast Asia Of these, 50.5 million people are of working age, accounting for 67.7% of the population This shows that the labor force in Vietnam has enough criteria to meet the

demand for labor supply for domestic and foreign enterprises Although the number is large, the level of expertise is still low

3.2 Policy

-In order to overcome and improve the level of education, the Government as well as business agencies have introduced the following recruitment support policies:

+ Policy on career guidance and vocational training (The business side will support the cost)

+ The policy ensures the legitimate and legitimate interests of employees

+ Professional and specialized skills training

-In addition to the benefits, the employee will have to sign a labor contract with the enterprise in case of dissatisfaction between the two parties and at the same time ensure the working performance of the human resources

-Simultaneously, it is necessary to raise the correct awareness and continuously update the socio-economic development situation in each period, this process will help to use and arrange resources correctly, minimize risk of overload or shortage of labor resources

4 Technology

4.1 General awareness

-Improved technology has always been the most concerned issue in today's modern generation At the same time, it also plays an extremely important role in national politics in general and large and small businesses We are living in the 4.0 era, so it is inevitable that many technological factors and changes of the globalization trend can be avoided Obviously, with recent trends and major changes in technology, the banking industry in general and commercial banks must invest in technology infrastructure, upgrade system software and application software to be compatible with the above changes At the same time, recruiting and training information technology human resources in both quantity and quality to accelerate the digitization process and build applications to increase the points of interaction and enhance the convenient experience for customers row These factors will increase constantly and directly affect economies and labor markets, requiring labor markets

to quickly adopt and take measures to avoid risks continuity Although we cannot predict

what will happen in the future, we do know that technology is an indispensable feature of a developed society

4.2 Employees need to learn:

-There will be many different opinions that when technology develops strongly, it will replace manual labor, which is not wrong, but it is also a challenge as well as a source of motivation for employees to develop self-development to raise consciousness so as not to be replaced by modern machines In addition, in this development era, students majoring in information technology will have more opportunities to apply for jobs Businesses will prioritize workers with expertise and deep understanding of technology in the hope that they will bring great achievements to business owners

- In order not to have to work hard to apply for a job after graduating, you need to

"actively learn" while you are still in school, to build a solid foundation of knowledge and

"regularly" experience with the "specialization" you are doing follow Looking up information and supporting cultivating practical skills in any field, time and place all require the help of technological devices So, with the growth of technology will help you be more active in mastering your own knowledge base

4.3 Businesses must deal with:

5 Legal

5.1 Lacbor contract

5.2 Bonus and insurance

- Social insurance, the company will be responsible for the purchase of social insurance for employees specified under the compulsory social insurance, if the company does not perform this work despite the agreement between the company and employees, the company is still subject to discipline

5.3 Training fee

- For every business, there will be staff training The employee and the enterprise themselves will have an agreement on who will be responsible or the employee's time to continue working after the training process and the compensation policy if either party violates the contract

5.4 Workshop

6 Environment

6.1 Environment of human resource management:

-Is all the environment to ensure the operation of the company or organization, the quality of the business, etc It also shows through the weakness of the management of employees in the enterprise or ways to manage human resources The better the environment

6.3 Internal environment:

- Is the training or objectives set by the enterprise, the policies or strategies of the enterprise to help the enterprise develop, the policies and regulations set forth by the enterprise, the trade union is a place to protect members' interests, organizational culture and conflicts

-The Pestel model appeared and brought many advantages as a lifeline for businesses

in all aspects It helps every business to anticipate opportunities and threats in an extremely efficient way However, it also has many unavoidable limitations, so it is necessary to be prepared with preventive strategies to avoid encountering serious karmic consequences PEST will be a powerful tool for those who know how to use it, and at the same time will be difficult for those who are still subjective
