6/2007 PROJECT’S GOAL: Orientation and measures for decentralization of higher education management in Vietnam towards creation of rational relations between macro- and micro-management and increased autonomy and accountability for institutions of higher education RESEARCH CONTENT: Formulation of theoretical base on decentralization of higher education management in market economy and international integration Some countries’ exprience in decentralization of higher education management Evaluation of the current status of decentralization of higher education management in Vietnam Proposal for orienationas and measures for decentralization of higher education management in Vietnam RESEARCH SCOPE: Due to some limitations, this study focus on the scope Of management decentralization in training and rseearch, organization and human resources, financé Of higher education institutions, including regional universities, universities belonging to MOET RESEARCH METHODS: The research team use case study in universities using an uniform predefined outline and four types of questionnaires: for training, organization and human resouurces, fiance and research administration officers in 23 universities The number of collected questionnaires is 92 The study used also theoretical methods to review the theoretical base of the project, to draw experience lessons, groups discussion and interviewing management staff of universities, expert methods in collegium to exchange ideas and getting comments on theoretical base, studs and orienationas and measurres for decentralization of higher education management in Vietnam as proposed by the project ACHIEVED OUTCOMES: - The focus of the theoretical base addressed and clarified issues: concepts (education management, state management in education, management in educational institutions, decentralization of education management); training of manpower in the socialist oriented market economy — issues for the decentralization of higher education management; nature of decentralization of higher education management, autonomy and accountability of higher education institutions, power and responsibilities of higher education managing authorities; contents, forms of decentralization of higher education management; advantages of decentralization and conditions for cenoalization; legal basis for decentralization of higher education management - Status of the researched topic: through statistics, data collected by case studies and questionnaires the project has analyzed and got conclusions on 1) status of policy in state management of higher education; 2) status of decentralization of training management; 3) status of decentralization of research management; 4) status of decentralization of organization and human resources management; 5) status of decentralization of finance and infrastructure management and 6) status of decentralization of international cooperation Also t5he project has reviewed some countries’ experience and drawn lessons for status of decentralization of high education management in Vietnam - The project has made orientation and models for status of decentralization of higher education management in Vietnam; identified requirements of autonomy and accountability of universities, proposed content of autonomy and accountability by universities The project has proposed measures for decentralization of higher education management and these plans of achievment, including: Clear identification of responsibilities by MOET and ministries related to management of higher education institutions Autonomy and accountability of universities in training Initiatives in research and development Initiative in income generation and finance uses Competition, international integration in the globalization trend Building training and upgrading strategies for managers of universities Modernization of higher education management Among them number 1, 2, and could be considered as the focal measures in market economy and international integration Finally the study has made some conclusions and recommendations to the authorities related to the use of these study outcomes
