HỌC ii would like to propose solutions: developing criteria and priority order as the basis for allocation and use of public investment capital in accordance with Resolution 973/2020/UBTVQH14 (July 8, 2020), which stipulates the principles, criteria and norms for allocation of public investment capital from the state budget in the period of 2021-2025 The allocation of public investment capital from the state budget must be consistent with the ability to balance investment capital from the state budget in the 5-year financial plan, ensuring macro balances and public debt safety Promoting public investment restructuring, rationally calculating the structure of central and local budget resources, ensuring that the central budget plays a leading role; increasing the mobilization of non-state capital sources, promoting the attraction of sources of social capital for the implementation of infrastructure investment projects It is necessary to comply with the priority order for allocation of public investment capital from the state budget in the period of 2021-2025, which is as follows: Allocation of enough capital to pay the outstanding debt for capital construction as prescribed in Clause 4, Article 101 of the Law on Public Investment (if any); Allocation of enough capital to pay the advance capital in the medium-term public investment plan in the previous period, which has not been paid because of no source for paying (if any); - Allocation of capital for projects that have been completed and handed over and put into use but have not been allocated enough capital; capital for projects using ODA and concessional loans from foreign donors (including counterpart capital); investment capital of the State participating in the project implementation under public-private partnership; transitional projects implemented according to the approved schedule; the projects expected to be completed in the planning period; Allocation of capital to implement planning tasks; Allocation of capital for investment for preparation, appraisal and decision on investment policies and preparation, appraisal and decision on investment in programs and projects; Allocation of capital to commenced projects that meet the requirements specified in Clause 5, Article 51 of the Law on Public Investment The Resolution emphasizes the need to ensure publicity, transparency and fairness in the allocation of capital for public investment plans, contributing to promoting administrative reform and strengthening anti-corruption, thrift practice and waste combat Key, urgent projects, which can be completed soon are prioritized for allocating capital, projects that not meet the conditions and investment procedures will resolutely not be allocated capital The quality of survey, design, project preparation and consulting team should be increased In addition, it is necessary to tighten discipline for project adjustment Tightening the ability to adjust the schedule, cost estimate and financial plan to force the employer to exactly calculate before the project implementation, specifically: Firstly, for the projects, which have been arranged with capital basically meeting the total investment, the province needs to 110 actively urge employers and contractors to promptly construct to complete the bidding package and work items to promote efficiency soon Secondly, for projects that advance capital is disbursed higher than the amount to be implemented, the province needs to strengthen the strict inspection and supervision of the construction so as not to affect the efficiency of capital Thirdly, for completed projects, the employers actively coordinate and require the contractors to make final settlement documents in accordance with regulations 4.2 Completion of public investment management For solutions to improve the public investment management efficiency in Dong Thap Province to overcome the causes of reducing the efficiency of public investment from the state budget such as the bidding and tenderer selection are not objective, the paper would like to propose measures, specifically as follows: Enhancing efficiency and transparency in the selection of tenderers for public investment projects Strictly implement the provisions of Law on Bidding No 43/2013/QH13, Decree No 63/2014/ND-CP dated June 26, 2014, Directive No 47/CT-TTg dated December 27, 2017 of the Prime Minister, Directive No 03/CT-BKHDT dated May 24, 2019 of the Minister of Planning and Investment, Circular No 03/2015/TT-BKHDT dated May 6, 2015 of the Ministry of Planning and Investment detailing the preparation of Request for Proposals for construction and installation, Circular No 23/2015/TT-BKHDT dated December 21, 2015 of the Ministry of Planning and Investment detailing the preparation of reports on evaluation of proposals and relevant current regulations to ensure strictness, publicity, transparency and objectivity in tenderer selection, in which, it should pay attention in the following points: + Preparation of Request for Proposals - Ensure that the required contents in the Request for Proposals are made according to the form of Request for Proposals in the Circulars issued by the Ministry of Planning and Investment It is not allowed to arbitrarily modify the provisions stated in the form of Request for Proposals or make inappropriate requirements - Request for Proposals must be prepared objectively and fairly It is absolutely not allowed to provide contents that are oriented, creating advantages for one or several tenderers or interfering the participation of tenderers, leading to unfair competition + Issuance of Request for Proposals - Ensure publicity and transparency of the entire process of issuing Request for Proposals and receiving Proposals All acts of obstructing tenderers in purchasing Request for Proposals and submitting Proposals are strictly prohibited - Regularly coordinate with local law enforcement agencies to ensure security and safety for the process of issuing Request for Proposals and submitting Proposals 111 - The Party calling for tenders shall take full responsibility if the tenderers are prevented from accessing information in the bidding, cannot purchase the Request for Proposals or are obstructed from submitting Proposals + Evaluation of proposals - The bid evaluation must ensure the principles of honesty, objectivity, fairness, based on the criteria for evaluation of proposals and other requirements in the Request for Proposals, and comply with legal regulations on bidding and related regulations; it is absolutely not allowed to favor or interfere any tenderers in the bid evaluation process - In bid evaluation, all capacity, experience, financial, technical criteria, etc must be comprehensively evaluated; at the same time, all contents and results of implementation (including evaluation of experience, financial, technical criteria, eligibility, etc.) should be promptly informed to tenderers to ensure no complaints or lawsuits Timely and definitively handle problems in compensation and site clearance Problems in site clearance are one of the important reasons that prolong the time and increase the cost of project implementation, thereby reducing investment efficiency It should be proactive and positive in resolving difficulties and obstacles and speeding up the progress of compensation and site clearance and handing over to employers The immediate and timely resolution of project problems such as the appraisal of projects submitted the site treatment, problems of compensation, support and resettlement will help the project to be timely implemented in efficient manner Enhancing inspection and supervision of the implementation of public investment projects The inspection and supervision of the public investment implementation by governments at all levels always plays an important role in ensuring that public investment capital is used for the right purposes, in effective way, without loss or waste Therefore, in order to improve the public investment efficiency, the inspection and supervision of public investment implementation should be enhanced The province should tighten discipline in order to improve the effectiveness of state management of public investment activities, especially strengthen the responsibilities of agencies in public investment management; terminate the situation of assigning persons, who not have professional capacity to perform project management; promptly detect arising problems and propose measures to strictly handle violations in the use of state budget for public investment For transitional and unfinished projects that need adjusting, there must be a close assessment of the content to be adjusted When adjusting a project, it is necessary to ensure investment efficiency, investment objectives, the ability to balance capital sources and the ability to complete the project on schedule; remove unnecessary items, ensuring not to exceed the approved total investment If the total investment is still increased, prioritizing the projects, reporting to the competent person to decide to stop the projects that not ensure investment efficiency and less necessary so as to give capital for more urgent, key 112 and effective projects The province must strictly control the preparation, appraisal and approval of investment projects, minimize the adjustment of the scale, the increase of the total investment, and only approve the projects in case balancing the capital sources, resolutely stop ineffective projects, not allocate capital for projects that not have enough investment procedures Before approving the adjustment, it is required that the projects proposed to be adjusted have detailed justifications These justifications must be evaluated and approved by the competent authority At the same time, accuse organizations and individuals of causing the project adjustment 4.3 Increase mobilization and diversification of capital sources for public investment Dong Thap is a province with mainly rural areas, in which there are many rural traffic works Therefore, if contributions are mobilized to build rural traffic works, the burden on the state budget will be greatly reduced As a result, the efficiency of public investment from the state budget will be improved Accordingly, the province should take following measures: Socialize financial resources for construction of rural traffic works The subjects participating in that contribution are economic organizations inside and outside the province, non-governmental organizations that have cooperation in the locality These organizations can contribute to the new construction, repair of small traffic facilities then their own names will be recorded, or they can participate in a combination with other funding sources for the construction of bridges and roads by cash or directly by construction materials, etc This is a small mobilized source for the construction of rural road works, but equally important to supplement to the resources that are now seriously deficient In addition, to reduce the burden on the budget, the province should: Mobilize public investment capital from the private sector The Government issued Decree 35/2021/ND-CP dated March 29, 2021 on public investment in the form of public-private partnership, creating a legal basis for localities to implement The demand on capital for infrastructure construction investment of Dong Thap is very high, the state budget in general and the local budget in particular must disburse for many areas, thus it is unable to meet all investment capital demand in the field of transport infrastructure; For this reason, the State has been developing appropriate mechanisms to attract capital from the domestic and foreign private sectors to invest in the development of the road system THAP PROVINCE AFTER THE COVID-19 PANDEMIC Trần Trí Quang Vice chairman, Dong Thap Provincial People’s Committee ABSTRACT While individuals and businesses complying with social distancing measures implemented by the province’s People’s Committee, the complicated developments and prolonged effects of the Covid-19 pandemic have affected economic growth Nonetheless, the suitable environment for business investment has improved continuously The province’s policy “Together with businesses” has permeated the thoughts and actions of all levels and sectors The channels of connection and interaction between the province’s leaders and the business community are increasingly diverse, fast, practical and effective The business community, general public and organizations’ confidence in the government apparatus has improved; the results of Dong Thap’s Provincial Competitiveness Index (PCI) in 2020 continue to maintain the 2nd position out of 63 provinces and cities For the 13 years in a row, Dong Thap province is in the Top 5, and for the years in a row in the Top provinces and cities “having the best quality of economic management in the country” Keywords: business, commerce, 3.374 km2 and a population of nearly 1.7 million The province is located in the country’s key region of food production – ranking third in the country in terms of rice production with over million tons per year, of which million tons 115 are for markets Aquaculture is the second key strength after rice Dong Thap is currently the leading province in catfish exports Furthermore, the logistics system in Dong Thap has developed uniformly after putting into operation the Tan Cang – Sa Dec container port, its capacity has reached a steady 6000 TEU per month Despite the communal effort, complicated developments of the Covid-19 pandemic have made agricultural production and business activities stagnate, made goods difficult to circulate as well as disrupted supply chains… Although the province has adjusted mechanisms and policies to adapt accordingly to the pandemic, negative consequences are still significantly affecting the province’s economic growth rate, especially in 2021 This paper presents the measures and results of economic recovery policies and development plans for Dong Thap province after the Covid-19 pandemic METHODS The paper applies qualitative research methods including deductive and inductive reasoning, descriptive statistics of secondary data provided by provincial administrative departments, economic recovery plans submitted by the provincial Department of Planning and Investment, multiple formal and informal webinars, direct and virtual exchanges by phone and discussions with 10 associates holding leadership positions in the province’s Party Committee, People’s Committee and Departments – all discussions revolve around how the Covid-19 pandemic has affected the province’s economic growth, and how to recover and develop as the community moves on forward RESULTS Overview of key strengths in economic development before the Covid-19 pandemic The province’s industrial infrastructure was planned and developed synchronously Dong Thap master-plan of border-gate economic zone within an area of 32 thousand hectares, which is a multi-sectorial and multi-functional zones compatible with exchanges between international border gates, suitable to serve as the center of trade and development between Mekong River regions Specifically, Dong Thap is able to serve as a trade gateway with Cambodia Eight industrial parks within a total area of 1.266 hectares, of which three are concentrated parks (Tran Quoc Toan, Sa Dec, Song Hau) on a large scale to ensure requirements of infrastructure for land and waterways transportation, as well as the planning of 31 industrial clusters spanning a 1.500 hectare Of these 31 industrial clusters, 14 have been planned in detail within a 411 hectare of being in the process of compensation, site clearance, and infrastructure investment have been implemented for the first 345 hectares The province is still bidding for investment for the remaining 17 clusters and 617 hectares Industrial parks and clusters all have high and medium-voltage power lines and clean water systems to satisfy investors’ production and business requirements Dong Thap is an agricultural province producing a significant amount of rice and other agricultural and aquatic products of high export value It supplies rice stock for the whole country market There is a special floating rice variety that grows naturally from April, May, 116 to be harvested in October with minimal requirements of human labor or fertilizer Furthermore, Dong Thap is also a promising area for short-term industrial crops such as sugarcane, soybean, and other fruit trees like the mango, longan, tangerine, pomelo, rambutan, star apple and custard apple giving fruits whole year-round In 2020, total rice production was near to two million tons The province has about 644 business establishments operating in the rice industry, of which 89 specialize in polishing, 555 in milling, and 22 establishments are qualified for export (13 establishments in the province and out-of-province) Output by processing establishments reached nearly million tons in 2020 Along with increasing technology application, industrial production has developed and improved the added value of agricultural goods The contribution of industry-construction sector to the province’s total Gross Regional Domestic Product (GRDP) is on the upward trend (from 17.4% in 2015 to 19.6% in 2020), increased from 13.8% in 2015 to 15.7% in 2020 Industrial production in 2020 reached a net worth of 66.320 billion VND (2010 constant price), ranking 4th in the Mekong Delta region Dong Thap currently has 03 industrial zones in operation: Sa Dec, Song Hau and Tran Quoc Toan, and 01 in the stage of technical infrastructure investment: the Tan Kieu industrial zone in Thap Muoi District It is expected that more industrial land will be available for the investment bidding process in 2022 The average occupancy rate of the zones in operation is 99%, and within the province, there is also a border-gate economic zone Trade and service continue to develop rapidly, connecting and providing for countrywide retail systems such as Co.op Mart, Big C, VinMart, and Bach Hoa Xanh Hundreds of the province’s products are present on the most popular e-commerce platforms in Vietnam such as Shopee, Lazada, Sendo, Tiki, Voso and Postmart… contributing to a total of 99.264 billion VND in 2020 in retail sales of goods and services (2010 price) Dong Thap also has suitable conditions for many seasonal tourism goods and services, especially during the flooding season to enhance tourism revenue In 2020, Dong Thap organized for and served nearly million visitors, for total revenue of 1.050 billion VND As of June 30, 2021, the province has 96 private-invested tourist accommodation establishments, counting for over 2.000 rooms Of which, 53 establishments are rated officially (counting for 1.351 rooms) with an initial investment capital of 1.455 billion VND Overview of the economy during the first months of 2021 Agricultural production was maintained, serving as the foundation for general economic development The production value for the first months of 2021 for the agriculture, forestry and fishery sector was estimated at 34.541 billion VND (2010 price), equaling 75% of the same period last year Crop production had a slight growth, whose output of winter-spring and summer-autumn rice crops reached 2.64 million tons (accounting for 80% of the expected yearly output), pangasius output reached 327 thousand tons (accounting for 70% of the expected yearly output) Mango production was equivalent to 1.638 billion VND, increasing by 10.7% over the same period The livestock sector slightly grew, livestock output met consumer needs in general Fishery 117 faced many difficulties in marketing: many processing establishments were obliged to pause their operations due to unmet product requirements The production value of the fishery sector decreased by 2.3% over the same period last year, and pangasius alone decreased by 5% Industrial production was greatly affected by the pandemic During the implementation of social distancing in the province according to Directive No 16/CT-TTg (from July 14 to September 5, 2021), 323 industrial businesses stopped operating due to the lack of “3 on-site” working conditions; the number of active enterprises was only 108 enterprises From August 17, 2021, the province’s People’s Committee issued new conditions for production organization, an upgrade to “4 on-site” due to the new context (additional on-site medical care compared to the previous “3 on-site” policy), facilitated businesses’ reopening, so that 142 enterprises were operating and complying with “4 onsite” requirements, with 17.591 workers The production value of the whole industry in the first months of 2021 was estimated at 48.401 billion VND (2010 price), equal to 99% of the same period in 2020 The province’s key industrial products had a slight increase in output over the same period last year Nonetheless, some products had a slight decrease in output over the same period, including processed seafood reduced by 0,4%; filter-ended cigarettes reduced by 24%; drugs of all categories reduced by 19%; beer reduced by 17%; mined sand decreased by 3% Activities in the construction sector also encountered many setbacks 319 works/contracting packages were temporarily held on pause, accounting for about 57.5%; 188 works/contracting packages were under construction, accounting for about 42.5%; 207 projects were in the preparation process; 316 works/contracting packages were in the middle of implementation and selection of contractors The number of registered construction in July decreased by 38%, in August it decreased by 84% over the same period, with 100% of domestic accommodation projects put on pause Public roads’ maintenance, reparation and building ran behind schedule, obliged to reduce the workforce The construction sector’s budget disbursement was estimated to be about 32% only as of September 30, 2021 The trade sector still maintained a slight growth, with the retail sales of consumer goods and services about 73.979 billion VND in the first nine months of the year, increasing by 3% over the same period in 2020 The export value of goods in the first nine months of the year was estimated to be 793 million USD (excluding temporary imported crude oil), up 21.6% over the same period in 2020, reaching 65.5% of the planned 1.21 billion USD Various exported goods of the province all increased compared to the same period in 2020 However, around 76 wet markets and 09 convenience stores and supermarkets were closed Currently there are 157 operating establishments (106 wet markets, supermarkets and 44 convenience stores) The tourism industry has been severely affected, from June until now all accommodation establishments, tourist attractions and service businesses have had to pause 118 all their activities In the first months of 2021, number of visitors was estimated at 1.3 million, decreased by 10% compared to the same period in 2020; Total tourism revenue was estimated at nearly 400 billion VND, increased by 19.6% over the same period in 2020 (this increase is due to the successful Culture and Tourism Week organized by Dong Thap Province at the beginning of the year) Within the first months of 2021, business development saw 350 newly-registered enterprises, 103 fewer enterprises compared to 2020 (a decrease of 22.7%), and 130 enterprises resumed their activities However, 150 enterprises dissolved, 200 temporarily suspended all activities and 150 removed business addresses It is estimated that the total number of enterprises in the province now reaches 4.300 enterprises All investment activities and production expansion were suspended temporarily Within the first months of 2021, the province approved investment registration certificates for 14 projects for a total registered capital of 905 billion VND (02 projects less, and 53 billion VND more in capital over the same period last year); in which there were 02 FDI projects with a total investment capital of 163.4 billion VND, 02 industrial zone-based projects with a total investment capital of 56 billion VND Implementing public investment plans in 2021 encountered many difficulties: many projects and works were behind schedule The total disbursed value reached 1.599,8 billion VND, or 39.5% of allocated funds, 5% higher than the same period last year (34.1% in 2020) Strengths and weaknesses, opportunities and threats Strengths The province’s investment and business environment are open, the government has dynamic and creative management and administration; in addition to that, there is mutual consensus between the business community and individuals in their desire to achieve Dong Thap Province immediate as well as long-term objectives There have been many positive changes in current prevention and control procedures to fight against the Covid-19 pandemic The healthcare system has been consolidated, accumulating experience; the general public’s awareness is increasing day by day; many “green zones” have been established and firmly protected As the province’s economic model is based on agriculture, this helps maintain general economic growth Agricultural output ensures raw material requirements for the processing industry in the 4th Quarter of 2021 Weaknesses and difficulties The province’s vaccination coverage is still low, about 28% of the population due to the dependence on supply As the disease is yet to be under control, it still breaks out locally within communities, posing potential risks for production and business recovery Production costs have the economy, as well as aiming to open up freight flows across the country The African swine flu situation is under control thanks to standardized sanitary requirements and widespread vaccination across the country Along with rapid changes in business models, production, consumption methods and science-technology advancement, new trends in investment, trade and digital transformation are providing opportunities for businesses to change and refuel Threats As the situation of the Covid-19 pandemic is still complicated and unpredictable within the province and the whole country, this may cause a shortage of local goods supply as well as a disruption of the short-term production-supply-consumption chain In the last months of 2021, fishery exports (pangasius) will face many difficulties due to the Covid-19 pandemic’s impacts, especially for establishments providing for the Chinese market (due to barriers other than those caused by the pandemic) Enterprises specializing in pangasius processing have not fully recovered, therefore the total stock of non-harvested pangasius is estimated at 26 thousand tons only 120 OBJECTIVES, ECONOMIC RECOVERY AND DEVELOPMENT SCENARIOS General objectives The province ought to continue to work on the dual goal of “pandemic prevention and economic development” Gradually adapt and restore activities in order to support and promote start-ups and business development as the ongoing situation is still not under control Create motivation to stabilize people’s lives Focus on easing difficulties, speeding up the disbursement of public investment capital funds, attracting investment and rapidly implementing projects in line with the new sanitary context Coordinate with local departments to effectively achieve missions as stated in the Plan No 298/KH-UBND dated October 4, 2021, issued by Dong Thap province’s People’s Committee on economic recovery and development in Q4-2021 Detailed objectives Strive to achieve a public fund disbursement rate of 75% or more before the end of 2021 In fourth quarter of 2021, strive to support the establishment of 120 new businesses, so that the cumulative number of newly-established enterprises in 2021 shall reach 470 (accounting for 82.5% of the plan) In the fourth quarter of 2021 the province will attract 07 new projects with a total registered investment capital of 400 billion VND So the cumulative number reaches 24 investment projects for a total registered investment capital was nearly 3,184 billion VND Economic development scenarios - Scenario 1: the economic growth culture, physical training and sports, environment, judicial expertise within the province, to promote encouragement and attract investment in socialization projects in the province in the incoming CONCLUSION The Covid-19 pandemic has had a heavy impact on the entire economy of Dong Thap Province, but with mutual determination to achieve dual goals of both maintaining economic growth and preventing holdbacks, the pandemic has seen many positive developments: the healthcare system is consolidated, many experiences are accumulated, the general public’s awareness of pandemic prevention and control is increasing; many “green zones” have been established and firmly protected Agricultural production is maintained, playing the main role for economic growth, exports develop rapidly, the output of textile – footwear products, seafood, non-rice products still maintain a good upward trend in growth despite unfavorable pandemic conditions; the retail sales of goods and services still
