of exporting and managing society Good management of public property is considered a standard to evaluate the quality of management of that country Viet Nam's economy is gradually developing towards a socialist orientation for the goal of "rich people, strong country, fair, democratic and civilized society" Therefore, public property is the capital for economic development, to create a solid premise for the state economic sector to play an important role, to improve people's lives to realize the set goals Although not directly involved in the production, public property is important for the development of the economy For public universities, public property is a decisive factor in the performance of assigned functions and tasks Currently, there are five sports universities in the country and nearly 60 physical education departments of universities offering bachelor's degrees in physical education There are three universities specializing in physical training and sports training which are public universities directly under the management of Ministry of Culture, Sports and Tourism, including Bac Ninh Sport University, Da Nang Sport University and Ho Chi Minh City Sport University With the three universities specializing in physical training and sports, the quantity and value of public property are usually more than universities of the same size in other training disciplines; especially the complexity of management and use of public property in these universities to perform assigned political tasks With that characteristic, public property has specific roles in the educational and training activities of schools, shown in the following specific aspects: Firstly, the thesis contributes to the current theoretical system on the management of public property in the sports universities in Viet Nam by Ministry of Culture, Sports and Tourism Accordingly, the theoretical system of the thesis includes the concept and content of public property management used in public educational service units in Viet Nam In addition, the thesis explains and clarifies some issues about the theoretical basis of public property management used in public educational institutions in Viet Nam Second, in general, drawing practical experience in the management of public property in the sports universities in Viet Nam by Ministry of Culture, Sports and Tourism Analyzing, evaluating and drawing out some successes and limitations in the management of Ministry of Culture, Sports and Tourism for public property used in the sports universities in Viet Nam Third, proposing directions and solutions to improve the management of Ministry of Culture, Sports and Tourism for public property in the sports universities in Viet Nam These limitations directly affect the comprehensive renovation of education and training of schools, and at the same time reduce the effectiveness in the route of autonomy and self-responsibility of the sports universities in 1.1 RESEARCH DIRECTIONS RELATED TO THE THESIS THEME 1.1.1 Research related to public property management mechanism In general, international studies have provided rich theoretical frameworks and practical experiences of the government for public property management practice in different countries with different aspects: public property management reform, public property management cycle, legal framework and development law… human resources development for universities around the world However, these are models of developed economies, which are applied at universities that are not similar to those of Viet Nam's universities, the thesis, therefore, will evaluate the suitability of these models for inheritance and selective reference to the circumstances of Viet Nam 1.1.2 Studies related to public property management in public service units The author has systematized the theoretical basis of public property, public property management and public property management mechanism in the administrative and non-business sectors in Viet Nam; conceptualized and analyzed the basic contents of the state management mechanism for public property in the administrative and non-business sector, at the same time, proposed the evaluating criteria for the effectiveness and efficiency of the public property management mechanism in the non-business sector Research works related to the state management of public nonbusiness units on public property are generally of practical and applicational nature For developed countries, these studies mainly appear as organizations with blueprints 1.1.3 Research related to public property management in public universities The previous studies have systematized and evaluated the research contents for public property management in Viet Nam in general and public property at universities in particular On that basis, a theoretical framework is built on the management of public property in the public service sector and based on the theory to analyze and clarify the nature of the issues affecting the objectives, requirements, quality and effectiveness of public property management, the thesis also studies the management of public property according to the movement of assets in the scope of a university that is not yet autonomous and there is no Law on Management and Use of public property 1.2 OVERVIEW OF THE ISSUES BEING INVESTIGATED AND SOME ISSUES ARE NEEDED FURTHER RESEARCH 1.2.1 The issues been investigated: The previous research of the authors has focused on clarifying the following basic issues: Firstly, the studies have systematized the basic issues of public property and public property management including concept, characteristics, classification of public property; content and factors affecting public property management Secondly, the studies have analyzed the characteristics, models, methods, tools and mechanisms and policies of public property management in Viet Nam in general and in some specific types of agencies and units under the Government On the basis of those outcomes, important lessons are drawn for reference, and feasible, to help researchers, policymakers, and professionals in the field of public property management perform well in their related works Thirdly, domestic research works have assessed the status of public property management in general and public property management in public service units in Viet Nam in the period 2009-2017, analysing achievements, shortcomings, challenges and causes Accordingly, making recommendations and solutions to improve the efficiency of public property management 1.2.2 Issues that need further research Firstly, inheriting the published research results, the thesis continue to research, supplement and complete some basic theories on public property and public property management: concept, analysis type and role of public property; concepts, models and principles of public property management in public educational units; contents and factors affecting public property management in public educational units Secondly, studying some international experiences in public property management of some public service units in Vietnam and drawing lessons on public property management for sports universities in Viet Nam Thirdly, from the theoretical issues studied, the thesis deeply analyzes the current situation of public property management in sports universities in Viet Nam in the period of 2017 - 2021 and evaluates the success, limitations and causes of limitations based on property management processes Fourth, on the basis of determining the point of view of improving 10 achievements of the world’s scientific and technological revolution 2.2 THEORETICAL BASIS ON MANAGEMENT OF PUBLIC PROPERTY IN PUBLIC UNIVERSITIES BY THE MINISTRY 2.2.1 The concept of management and management of public property in public universities by the ministry Management of public property in public universities by the public universities by the governing ministry The ministry's management of public property at its subordinate units must be organized according to the following principles: First, the principle of unity Consistency in policies, mechanisms and management regimes; at the same time, there must be a guarantee for the use of assets with specific characteristics, sectors, localities and organizations that use assets for specific activities Second, managing and using public property for the right purposes such as; investing, and equipping according to standards to ensure publicity, transparency, fairness and efficiency 11 Third, the management of public property in the public service units must be implemented consistently, with clear assignment and decentralization of authority and responsibility of each agency and unit in performing the tasks of state management Fourth, public property management must be associated with state budget management Fifth, public property must be fully accounted for in kind and value according to the provisions of law and maintained, repaired and protected according to the prescribed regime 2.2.4 Contents of management of public property in property Firstly, management and approval of investment for the construction plan Secondly, organizing the implementation of an investment plan for construction 3.2.1.2 Status of managing process of purchasing public property First, planning to purchase assets Second, approving the asset purchase decision Third, purchasing the property Property purchases also have the following shortcomings: Firstly, the purchasing method has not been effective Secondly, the contractor selection method also has negative effects 3.2.2 Current situation of formulating and implementing plans on the use of public property 3.2.2.1 Status of the property registration and reporting regime After accounting for assets, sports universities register assets with management agencies, Currently, it is the Department of Public Property Management - Ministry of Finance The registration is done in accordance with current regulations, as the following: + Fully register groups of assets: Land, House, Car and Other Property with a value of at least equal to 500 million/1 property + First registration: Declaring sufficient quantity and quality of assets for each asset group as above, specifying the source of property formation, within 30 days from the date of completion of the purchase and equipment of the property + Periodic subscriptions: annually, after 30 days from the end of the calendar year, the sports universities must send a report on the publicity of implementation and the management of the use of public property at their institution to the superior management agency directly and to the investing 15 financial institution 3.2.2.2 Situation of standards and criteria for using public property * Standards and criteria for using working houses and non-business assets Decree 152/2017/ND-CP stipulates standards and criteria for using non-business facilities of public higher education institutions Accordingly, the Ministry of Education and Training is responsible for detailing guidelines on standards and criteria for using non-business facilities in education and training in the field of state management of the Ministry of Education and Training * Standards and criteria for using machinery and equipment Regulations applicable to public higher education institutions include standards and usage norms for machinery and equipment serving general operations and for specialized machinery and equipment Regarding decentralization of authority, the Ministry of Education and Training shall detail guidelines on standards and criteria for the use of specialized and qualified machinery and equipment for fixed assets 3.2.2.3 Current status of joint ventures and associated assets being assigned for management and use The current mechanism has very specific regulations and created many conditions for sports universities to use public property for the purpose of leasing, joint ventures, and association in order to increase revenue for the universities The joint venture, association, and asset leasing activities have been carried out in the sports universities The sports universities have carried out joint venture and association activities, but the value brought is low, reflected in the small number of property for lease, joint venture and association 3.2.2.4 Current situation of depreciation and amortization of fixed assets Depreciation activities of fixed assets are regulated with the following contents: + Object for calculating property wear and tear: Fixed assets not 16 involved in production, service business, capital contribution to joint venture are calculated property wear and tear of fixed assets as prescribed in Circular 162/2014/TT - BTC; no depreciation + Object for calculating depreciation: All fixed assets of the sports university used in production, service business, and contribution to joint ventures and associations without forming a new legal entity or leased in accordance with the law must be depreciated + Depreciation results: The sports university shall allocate the registered depreciation amount for accounting purposes to the cost of public service provision, production, service business, and rental costs accordingly; accounting for the depreciation of fixed assets for the registered depreciation amount + The management and use of the amount of depreciation: Amount of depreciation of fixed assets invested or purchased from the state budget or from the state budget, the university is used to supplement the fund for the development of career activities The amount of depreciation of fixed assets invested and purchased from the mobilized capital, the university of sport and physical training shall be used to repay the principal and interest; the rest is to be added
