VIETNAM ACADEMY OF SOCIAL SCIENCES GRADUATE ACADEMY OF SOCIAL SCIENCES BUI TRONG TAI IMPLEMENTATION SCIENCE AND TECHNOLOGY POLICY FROM THE PRACTICE OF THAI NGUYEN UNIVERSITY NOWADAY SUMMARY OF DOCTORAL THESIS PUBLIC POLICY HA NOI – 2022 The work is completed at: The academy of social sciences - the Vietnam Academy of social sciences Scientific instructor: Dr Dang Duy Thinh Dr Hoang Xuan Long Review 1: Assoc Prof Dr Hoang Mai Review 2: Assoc Prof Dr Ngo Phuc Hanh Review 3: Dr Ta Doan Trinh The thesis will be defended before the Thesis Judging Committee The Academy meets at at ……hours……minute, day……month……year The thesis can be found at the library: PREAMBLE The urgency of the thesis Science, technology and innovation play a key role in the socio-economic development in each country, an important key to transform the economic growth model from broad to large depth Successful lessons from a number of developed countries in Asia recently such as Japan , Korea, Singapore, China show that development based on science, technology and innovation is the right direction In that context, the Party and State have placed science and technology as the top national policy, the driving force for socio-economic development, the foundation and decisive factor for the success of the country's construction and development eh However, Vietnam is standing at an important turning point The GDP growth rate has decreased in the context of the impact of the Covid-19 epidemic, potential risks of conflicts and wars (such as Russia - Ukraine) which have a great impact on the recovery of the economy world economy The previous source of growth is dwindling , increasing the risk of falling into the “middle income trap” Vietnam needs to rely more on increasing labor productivity through innovation To so, Vietnam needs to significantly improve its S&T and innovation capacity in the country One of the measures is to improve the contribution of higher education institutions and state research institutions , and to increase the socialization of investment in science, technology and innovation Therefore, the completion and well-organized implementation of the S&T policy for higher education institutions is an urgent requirement Thai Nguyen University (TNU) is a regional university, established under Decree No 31 CP dated 4/4/1994 of the Government on the basis of rearrangement and reorganization of universities and vocational training under the Ministry of Education and Training in Thai Nguyen city Over the past 25 years of construction and development, the organizational structure and training scale of TNU has been constantly improving Along with training, the S&T activities of TNU has made positive changes: S&T activities have continued to be renewed in the direction of improving efficiency, serving training, associated with production and life The S&T management model has transformed from a non- business unit to a S&T enterprise model The management of S&T activities has been done well through the development, amendment and supplementation of regulatory documents in accor with the law and the actual situation In addition, the implementation of policies for science and technology at TNU also revealed a number of shortcomings such as : Firstly, the subject implementing the S&T policy still has an overlap that has not clearly defined the role of the Party Committee, University Council, Board of Directors; Factors affecting policy implementation such as investment resources for S&T (human and organizational, financial, facilities , information) have not been given due attention The content of policies on development and implementation of S&T tasks, cooperation on S&T, technology transfer and IP still reveals shortcomings and limitations that need to be overcome In order for the University to be able to well implement the S&T policies that bring positive changes to the unit's S&T activities and contribute to the overall development of the country , it is necessary to promote the role of the university the role of implementers and measures to implement S&T policies at TNU; Focus on exploiting the strengths of factors affecting policy implementation, such as external factors, including: Specific factors of regional universities compared to current Vietnamese higher education institutions ; Institutional factors affecting the implementation of S&T policies in higher education institutions; Socio- economic environmental factors of the Northern Midlands and Mountains and Thai Nguyen province; Internal factors include resources: S&T organization and human resources; finance, facilities , information for science and technology activities of TNU; Besides, focusing on the process associated with the content of implementing S&T policies: implementing policies on formulating and implementing S&T tasks; implementing the policy of cooperation on science and technology, implementing the policy of technology transfer and intellectual property at TNU At the same time, it is also necessary to point out the inadequacies, limitations, causes and solutions to improve the implementation of the S&T policy at TNU and its implications for regional universities throughout the country Therefore, within the framework of the doctoral thesis majoring in Public Policy at the Academy of Social Sciences, the author decided to choose to research the topic: "Implementation science and technology policy from the practice of Thai Nguyen University nowaday" as the content research Research purpose and tasks 2.1 Research purpose: The topic aims to complete the implementation of S&T policy at Thai Nguyen University and has policy implications for regional universities in Vietnam today 2.2 Research tasks: - Overview and evaluation of research works on: public policy, science and technology policy for higher education institutions at home and abroad ; studies on the implementation of S&T policy at TNU and points out the contents of the legacy thesis, the contents that need to be further researched - Clarifying the theoretical basis for the implementation of S&T policy at higher education institutions in general, with emphasis on regional universities; point out the role of the subject and measures to implement the S&T policy at regional higher education institutions ; Factors affecting the implementation of S&T policies at regional higher education institutions ; The process is associated with the content of implementing policies on formulating and implementing S&T tasks, cooperation in science and technology, technology transfer and IP at regional higher education institutions - Survey, investigate and analyze the actual situation of implementing S&T policy at TNU including Subjects and Measures of policy implementation; Factors affecting policy implementation; The process is associated with the content of implementing policies to develop and carry out S&T tasks, cooperation on S&T, technology transfer and IP at TNU - Point out inadequacies, limitations, propose some orientations and solutions to improve the implementation of S&T policy at TNU and policy implications for regional universities in Vietnam today Object and scope of research 3.1 Research object: The situation of implementing S&T policy at TNU, towards completing the implementation of S&T policy at TNU and policy implications for regional universities in Vietnam today 3.2 Research scope The thesis is limited to implementation within the scope of completing the implementation of S&T policy at Thai Nguyen University and policy implications for regional universities in Vietnam today Regarding the content of implementing S&T policy, the thesis has classified human, financial, facilities and information factors as resource factors affecting policy implementation The thesis is only limited to consider contents of implementing policy on S&T activities, including: 1- Implement policy implementation and implement science and technology tasks, 2- Implement science and technology cooperation policy and, 3Implement policies on technology transfer and IP; About the scope of the research object: The topic only focuses on looking at regional higher education institutions according to the model of the National University, but does not consider all higher education institutions In which, the thesis considers: 1- Subject and measures to implement the policy of science and technology at TNU; 2- Factors affecting the implementation of S&T policy at TNU; 3- The process associated with the implementation of policies on formulating and implementing science and technology tasks, cooperation on science and technology, technology transfer and intellectual property at the university Regarding the scope of the subject implementing the policy: In the thesis, the thesis only limits the consideration of the subject implementing the S&T policy for the regional universities, which is the agencies themselves, the leadership and management apparatus of the regional universities that does not consider actors at a higher level ( superior) and also does not consider actors at a lower level ( subordinate ) - Scope of time: Time to study subjects : Since 1994 is the time when the Government issued Decree No 31-CP dated 4/4/1994 on the establishment of TNU - Spatial scope: Researching and implementing S&T policy within the scope of the National University and comparing it with other national and regional universities Methodology and research methods 4.1 Theoretical basis The thesis uses basic theories : Firstly, the theory of the role of science and technology for higher education institutions to clarify the concepts: science and technology, science and technology activities, higher education institutions ; Next, the author points out the role of science and technology as one of the basic functions of higher education institutions Researchers agree that every higher education institution in the world has three missions: training, research and serving the socio-economic development of the local and national The theory also points to the role of the Bayh-Dole Law of 1980 on the commercialization of American research results; Second, the theory of the national innovation system (NIS), which explores aspects of the role of S&T activities of higher education institutions in the National Innovation System (NIS From studies research by leading scholars on NIS such as C.Freeman , BA, Lundvall, R.Nelson and the concept of the OECD, this theory has highlighted the importance of science and technology in universities for innovation activities (Inovation) of a country, thereby highlighting the role of S&T policy implementation at TNU for local, regional and national socio-economic development Third, the theory of public policy implementation : Accordingly, based on the theory of public policy, implementation of public policy, the content of science and technology policy, the thesis shows: 1- Subjects and practical measures implement science and technology policies at higher education institutions; 2- Factors affecting the implementation of S&T policy at higher education institutions ; 3- The process associated with the content of implementing S&T policies at higher education institutions The author has inherited the research views of the authors: Vo Khanh Vinh, Ho Viet Hanh, Duong Xuan Ngoc and co-authors, Pham Quy Tho, Nguyen Xuan Nhat, Nguyen Huu Hai, Van Tat Thu, Dang Duy Thinh, Hoang Xuan Long These are the basic concepts that help build the theoretical framework for the implementation of the science and technology policy of the thesis 4.2 Research Methods 4.2.1 Document analysis method: The author collects and analyzes the following groups of documents: The first group is the research works of domestic and foreign authors on public policy, science and technology policy, and implementation of science and technology policy in higher education institutions and at TNU The results of the first group document study serve as a research overview in chapter ; The second group studies the scientific works of domestic and foreign authors as a theoretical basis for the research in Chapter ; The third group is the documents, documents, summary reports, scientific works, data sources , actual data on the implementation of science and technology policy at TNU as shown in the Political Report of the Party Committee of TNU The final report on the annual S&T activities of TNU, the documents on implementation, and regulations on S&T policy of TNU are reflected in chapter The fourth group is the reports and articles Science published on websites, online journals to serve as a basis for comparison and to provide a basis for perfecting solutions to implement S&T policy at TNU and its implications for regional universities are reflected in chapters and 4.2.2 Questionnaire survey method: In order to evaluate the results of implementing the S&T policy at TNU in an objective and scientific manner , the author has designed a data survey table (Appendix 2) With 500 votes distributed (out of a total of nearly 4,000 employees of UD, the sample accounted for one-eighth of the total) About sampling method: For S&T managers, take according to leadership and management positions related to S&T activities of the unit ; for officials and lecturers, randomly selected from the member units of TNU, each unit 50/7 units is 350 votes The survey period was from August 2017 to August 2019 Which focuses on subjects including : managers of units such as the Board of Directors of TNU, the Board of Directors of member units , lecturers, researchers, and officials S&T management department/department, staff of other departments/departments, leaders of specialized faculties, staff of centers for practice, experiments, information, libraries , other S&T services The research objective when distributing questionnaires is to clarify information on the level of understanding and satisfaction of the research subjects in the following issues: 1- Invest resources for the implementation of science and technology policy at the TNU, such as : human resources, organization, finance, facilities , investment information for S&T (questions 5-10 in the Questionnaire); 2- The results of implementation of S&T policy of TNU focused on implementing policies on S&T activities, including: Implementation of policies on formulation and implementation of S&T tasks; Implement the policy of cooperation on science and technology; Implement the policy of technology transfer and intellectual property at the current university As a result, 420 staff and lecturers of VNU participated in answering the question, the research results of this thesis are from the results of that data survey (Please see the survey results in Appendix of this thesis) judgment) 4.2.3 Comparative method: The comparative method is used in chapters and to compare the correlation of data, the current status of human resources, facilities , results in the main implementation Science and Technology books of NU with national and regional universities such as Hanoi National University, Da Nang University , Hue University The comparative results are presented through explanations, tables or charts in the thesis 4.2.4 In- depth interview method: In-depth interviews were applied to a number of S&T managers of TNU such as the interview with the Director of TNU about the assessment of facilities for S&T activities at TNU as shown in Chapter interviews with leaders and experts from the Department of Science, Technology and Environment of TNU; In addition, experts, lecturers and researchers were also interviewed at some S&T organizations under VNU, member higher education institutions The results of the interviews are shown in some of the contents of the study Research questions and hypotheses 5.1 Research question: Question 1: What are the current situation, results, limitations and causes in the implementation of the science and technology policy at TNU? Question 2: What orientation and solutions are needed to perfect the science and technology policy at regional universities from the current reality of the university? 5.2 Research hypothesis: Hypothesis : The implementation of science and technology policy at TNU is currently being implemented relatively well, reflected in three aspects: 1- The role of the subject implementing the S&T policy at TNU including the Party Committee of TNU, the Association The university council, the Board of Directors and the functional advisory boards have performed their roles well, flexibly applying implementation measures such as organizational-administrative measures, economic measures, non-governmental measures economy 2- The factors affecting the implementation of S&T policy at TNU focus on internal factors and external factors: External factors include: specific factors of regional universities compared to Vietnamese higher education institutions South present; institutional factors; socio-economic environmental factors of the Northern Midlands and Mountains and Thai Nguyen province; Internal factors include: Elements of organizational and human resources, finance, facilities and information to serve the implementation of science and technology policies of regional universities as well as private universities; 3The process of implementing S&T policy at TNU is standardized, including steps, including: Step Developing a policy implementation plan; Step Dissemination and propaganda of policies; Step Assign and coordinate the implementation of policies; Step Monitor, check and urge the implementation of the policy; Step Evaluate, summarize and draw experience; And this process is associated with the content of implementing policies: i- Developing and implementing S&T tasks; ii- Policy on cooperation in science and technology; iii- Policy on technology transfer and IP; The results of the implementation of the science and technology policy at the university are shown in the aspects of the results of the implementation of the policies on formulating and implementing the science and technology tasks, the cooperation policy on science and technology, the policy on technology transfer and intellectual property, with the most achievements identified as: 1- The policy implementer has well performed its roles, functions and tasks in formulating views, undertakings, strategies and plans to implement the S&T policy in the unit; 2- As for the factors affecting policy implementation, TNU has taken advantage of and exploited the advantages of the region's strengths, the local strengths of Thai Nguyen province, and made good use of preferential policies for with the State Regional University; 3- The policy implementation process associated with the implementation of policy contents has been implemented by the subject in a systematic, smooth and correct manner, ensuring the requirements on the content of policy implementation; 4- From the achievements in the synchronous implementation of the S&T policies, the results in the S&T activities of the University of Natural Sciences have made remarkable changes in both quantity and quality; Limitations in the implementation of S&T policy at TNU such as: 1- The subject of implementing the S&T policy at TNU is still overlapping, inadequate in the implementation role, especially the real power issue in the mechanism of the University Council in the field of science and technology develop strategies for science, technology and innovation in the unit; 2- Measures to implement science and technology policies, especially economic measures, are not really strong, there is no solution to promote activities to support financial resources for science and technology tasks, financial procedures for science and technology are still inadequate access; 3- The process of exploiting the strengths of the region and the locality, the elements of shared resources to implement the S&T policy are not really effective; 4- The process of implementing S&T policy at TNU also revealed some limitations and weaknesses, especially the coordination in implementing the policy was not smooth and synchronous; 5- Some contents of implementing the S&T policy have not yet brought into play the effectiveness, potential and strengths of regional universities, especially the contents of international cooperation, improving the international ranking capacity of TNU is still low; 6- The policy for recognizing the role and importance of IP at the National University of Education still reveals some limitations and weaknesses, there are no industrial property representative organizations to advise on the protection of IP rights for organizations organizations and individuals Causes of limitations in implementing S&T policy at TNU: 1- Due to the fact that the institution's model of the University Council from legalization to practical application is still new, there is still an overlap and no real authority ; 2- There are still some institutional influences on the implementation of S&T policies at the unit; 3- There is not yet a strong enough regulation to promote the shared S&T resources of the National University, the rational thinking, breaking away from the Regional University as a "mother" university still exists in some institutions Member higher education as a "child" university; 4- Awareness of the role and importance of the process and content of implementing a comprehensive S&T policy in all aspects of the National University is still limited, there is no coordination mechanism in the implementation of the S&T policy; 5Policies to encourage S&T activities, especially in international publication, IP are not strong enough, have not fully promoted the role of implementers in the norms of performing S&T tasks, there is still the status of public servants not complete the norm on scientific research in the school year Theory 2: Based on the guidelines of the Party and State on science and technology policy for higher education institutions, including regional universities, to point out the oriented building base and some viewpoints to guide the implementation of S&T policy towards regional universities from the current reality of private universities, and at the same time develop some solutions to improve the implementation of the current S&T policy of regional universities: 1- clearly the role of the Party Committee, University Council, Board of Directors in implementing the policy of science and technology; 2- Enhance the real power of the Regional University Council; 3- To improve the effectiveness of measures to implement S&T policies, especially economic ones, to have solutions to promote activities of supporting financial resources for S&T tasks, to remove difficulties and cumbersome tasks in science and technology financial procedures for S&T; 4Strengthening exploitation of regional and local strengths in service of scientific research and technology transfer, overcoming shortcomings and institutional limitations in order to well implement S&T policies; 5- Having clear mechanisms and regulations, promoting the exploitation of shared resources for the implementation of S&T policies; 6- Completing the process of implementing science and technology policies at regional universities, 7Solutions to perfecting the content of implementing policies on S&T activities at regional universities from the practice of private universities such as perfecting the implementation of policies on formulating and implementation of science and technology tasks, cooperation policy on science and technology, policy on technology transfer and intellectual property New scientific contributions of the thesis Firstly, it has generalized the "big picture" of the research situation on the implementation of S&T policy in higher education institutions, especially regional universities, from the practice of natural universities Secondly, the theory has been systematized about the role of science and technology in higher education institutions and the theory of public policy implementation, the implementation of science and technology policy at higher education institutions today includes: Highlighting the role of the subject and measures to implement science and technology policies at higher education institutions; Considering the factors affecting the implementation of S&T policy at higher education institutions, especially regional universities, including the characteristics of regional universities, institutional factors, regional and local socio-economic environmental factors and other factors factors of organizational and human resources of science and technology, finance, facilities and information for the implementation of science and technology policies at regional universities; Researching the process associated with the implementation of policies on formulation and implementation of S&T tasks, science and technology cooperation policies, technology transfer and IP policies at regional universities today Third, in practical terms, it has pointed out the role of the subject and measures to implement the S&T policy at TNU, pointed out the factors affecting the implementation of the S&T policy at TNU, outlined the process associated with the content and results of implementation of policies on development and implementation of science and technology tasks, cooperation policies on science and technology, and policies on technology transfer and intellectual property at the university Evaluation of achievements, limitations and causes of the implementation of S&T policy at TNU Fourth, has outlined orientations and solutions to improve the implementation of science and technology policies for private universities and policy implications for a number of regional universities in Vietnam today Theoretical and practical significance of the thesis Domestic and foreign studies on the implementation of S&T policy in higher education institutions , systematizing the theoretical basis for the study implementing S&T policy at higher education institutions , enriching the theory on organization and implementation of public policy in a specific agency or unit The thesis has practical significance when it points out the subject matter and measures to implement the S&T policy at TNU, the factors affecting the S &T policy implementation at TNU, the process associated with the content content of implementing S&T policy at regional universities, results, achievements, limitations and providing orientations and solutions to complete the implementation of S&T policy for TNU and policy implications for some universities study area RESEARCH SITUATION OVERVIEW 1.1.Research situation on public policy, science and technology policy, science and technology policy at higher education institutions 1.1.1 Group of research works on public policy, science and technology policy This group of scientific works has studied very clearly the theoretical issues of public policy, science and technology policy, issues of public policy implementation, and science and technology policy 1.1.2 Group of research works on science and technology policy in higher education institutions This group of scientific works has studied very clearly the theoretical issues of science and technology policy in higher education institutions, in which a) In the world: The works have studied and sketched the situation of S&T policy in higher education institutions in some countries around the world such as: UK, Malaysia, Thailand, Singapore; at the same time, highlighting lessons learned and solutions for implementing S&T policies at foreign higher education institutions  Group of research projects in the country The works have researched and clarified science and technology policies for domestic higher education institutions; thereby assessing the actual situation of policy implementation, the results achieved and the problems posed, and proposing solutions to improve the effectiveness of policy implementation of the Party and State 1.2 Research and implementation of science and technology policy in higher education institutions and Thai Nguyen University 1.2.1 Group of research works on factors affecting the implementation of science and technology policy in higher education institutions The works have focused on factors affecting the implementation of S&T policy at higher education institutions, especially internal resources such as: S&T organization and human resources, finance for S&T, facilities and S&T information 1.2.2 Group of research works on the content of implementing science and technology policy in higher education institutions Research works on the implementation of S&T policy at higher education institutions, focusing on groups of S&T policy activities, including: policy on building and implementing S&T tasks, policy on cooperation on S&T and policy on technology transfer and IP 1.2.3 Research on Thai Nguyen University and implementation of science and technology policy at Thai Nguyen University Studies have shown the situation of S&T activities at TNU, some results of S&T activities at TNU; some results of implementation of S&T policy at TNU and its member units However, studies on the implementation of S&T policy at TNU are still lacking 1.3 Assess the research situation and issues that need further research 1.3.1 The issues that have been clarified in the thesis can be referenced and inherited First, on the issue of public policy The focus of the thesis is to clarify the works discussing the organization of public policy implementation, focusing on the subjects and measures to implement public policy, the factors affecting the implementation of public policy public policies, processes and contents of public policy implementation Secondly, regarding the issue of science and technology policy and science and technology policy in higher education institutions : the research works have clarified the theoretical and practical basis, lessons learned on the implementation of the science and technology policy in the higher education institutions and abroad Most of the research works have clarified the lines and policies, highlighting the role of science and technology for higher education institutions Thirdly, regarding the implementation of S&T policy at higher education institutions : The studies all mention the influencing factors ; implementation process; achieved results as well as limitations and shortcomings in policy implementation; thereby proposing directions and solutions to improve the effectiveness of the implementation of S&T policies at higher education institutions Fourth , for S&T studies at TNU: These works are mainly interested in studying the role of S&T activities at TNU, the status and results of S&T activities at TNU Except for some studies of the author himself on the implementation of S&T policy at TNU, most of the research works of other authors have not mentioned the S &T policy and the implementation of S&T policy at TNU 1.3.2 Issues that have not been mentioned or mentioned but not clarified in the review works From the research situation at home and abroad , the author finds that the outstanding issues are: Firstly, there have been no in -depth and systematic studies on the implementation of S&T policy in Vietnam, especially approaching the organization and implementation of S&T policy from the perspective of policy theory labour human resources; 2- Financial policy for S&T; 3- Policy on investment, infrastructure development, material and technical facilities and information for S&T; 4- Policy on formulation and implementation of S&T tasks; 5- Policy on cooperation in science and technology; 6- Policy on technology transfer, commercialization of research results and establishment of IP rights for S&T products c) The concept of public policy implementation Public policy implementation is the process by which policy implementers use measures to realize policy content associated with a practical process in order to achieve policy objectives, placed under the influence of public policy environmental factors ” d) Concept of implementing science and technology policy at higher education institutions “ Implementation of S&T policy in Higher education institutions are the process by which policy implementers under higher education institutions use measures to realize policy contents associated with an implementation process suitable to higher education institutions, in order to ensure the implementation of policies The objectives and tasks of the S&T policy in the institution are placed in the influence of environmental factors inside and outside the higher education institution 2.2.2 Content, objectives and role of science and technology policy implementation in higher education institutions a) Contents of science and technology policies at higher education institutions The content of the S&T policy at higher education institutions is shown in contents: Policy on organization and human resource development of science and technology at higher education institutions: Financial policy for science and technology at higher education institutions: Policy on investment, development of infrastructure, technical facilities and information for science and technology at higher education institutions: Policy on building and implementing and Technology 21 In summary, in terms of orientation, in order to well implement the science and technology policy at the university in particular and the regional universities in general, it is necessary to first stick to the orientation and direction of the Party and the State in the field of higher education, science and technology to implementation organization 4.1.2 Some orientations to implement science and technology policies for regional universities from the current practice of Thai Nguyen University In order to have an orientation for the good implementation of the science and technology policy for private universities and policy implications for regional universities in particular, it is necessary to stick to the orientation of the socio-economic development strategy 2021-2030 that has been approved approved at the 13th Party Congress, the content of Science, Technology and Innovation is presented boldly, synchronously and throughout in all sections, from themes, development perspectives, strategic goals, and strategic breakthroughs to the direction, tasks and development solutions of the Socio-Economic Development Strategy 4.2 Some solutions to improve the implementation of science and technology policy at regional universities from the practice of Thai Nguyen University 4.2.1 Solutions related to subjects and measures to implement science and technology policies at regional universities from the practice of Thai Nguyen University a) Enhancing the real power of the Regional University Council as an implementer of S&T policy b) Improve the effectiveness of measures to implement S&T policies, especially economic measures 4.2.2 The complete solution is related to the group of factors affecting the implementation of science and technology policy at regional universities from the practice of Thai Nguyen University a) Increasing exploitation of regional and local strengths for scientific research and technology transfer, overcoming shortcomings and institutional limitations to well implement S&T policies b) Having clear mechanisms and regulations, promoting the exploitation of shared resources for the implementation of S&T policies 4.2.3 Complete solutions to process problems associated with the content of implementing science and technology policies at regional universities from the practice of Thai Nguyen University for formulating decisions direction and some viewpoints to orient the implementation of science and technology policy for the current university In addition, the thesis has focused on building a number of solutions to improve the implementation of S&T policy at regional universities from the current practice of private universities, focusing on three groups of solutions: 1- Solutions to complete problems on subjects and measures to implement S&T policies at TNU; 2- Complete solutions to the problems of factors affecting the implementation of S&T policy at TNU; 3- Solutions to complete the process problems associated with the content of implementing the S&T policy at TNU Practical solutions contribute to improving the effectiveness of the implementation of science and technology policies at TNU and implications for current regional universities CONCLUSION Stemming from the current practice of science and technology activities of TNU, this topic has achieved some remarkable results as follows: Firstly, the topic overviewed the situation of basic research on public policy, science and technology policy, science and technology policy at higher education institutions, implementation of science and technology policy at higher education institutions and research on private universities Second, has pointed out and systematized the basic theoretical basis of the role of science and technology in higher education institutions, especially regional universities, researched and systematized theories such as: Theory of organization and practice implementing public policy, the theory of the national innovation system to point out the role and importance of implementing S&T policy in higher education institutions in general and regional universities in particular for the socio-economic development tasks of the region and the country; Also in the theoretical basis, the topic has done well to reflect the role of the subject implementing the S&T policy in higher education institutions and in regional universities including the regional university party committee, the regional university council and the committee regional university director; It has been highlighted that the measures used by policy implementers at regional universities are organizational administrative, economic and non-economic measures At the same time, it also points out the factors affecting the implementation of S&T policy at regional universities, including characteristics of regional universities, institutional factors, regional socio-economic factors; The topic also links the process to the content of implementing S&T policy at regional universities Third, from the practice of implementing S&T policy at TNU, the topic has pointed out the role of the subject
