Area School District Dear Mr Poprik: Palumbo Skibinski is pleased to submit, in accordance with your RFP dated May 4, 2015, its qualifications for Professional Services for Building Assessments Palumbo Skibinski provides comprehensive architecture, engineering and interior design services to higher education, secondary and elementary education, commercial, institutional and industrial clients These services include programming, architectural design, interior design, civil engineering, site development, storm water management, utility infrastructure, building engineering (structural, mechanical, electrical, plumbing, fire suppression), information technology and construction administration Projects range in size and complexity from feasibility studies to conceptual design through contract documents and construction related services We have an established history with many of our clients, such as the State College Area School District, the Scranton School District, The Pennsylvania State University and Bloomsburg University, to name a few This has enabled our staff to develop an intricate working relationship with our clients' facilities management departments Our involvement with these personnel allow us to tailor our services to meet the exact needs of the institutions while making important provisions for facilities maintenance requirements, project budget restrictions, condensed project time schedules, construction phasing - especially during day to day operations, and integration of faculty design requirements We greatly appreciate the J Skibinski, PE Page PROJECT APPROACH / SCOPE OF SERVICES INTRODUCTION The State College Area School District (SCASD) is seeking proposals for design professional services to prepare Building Assessments for the 88,978 SF Fairmount Avenue Building and the 14,000 SF Central Office Building, both located in State College The anticipated project start date is June 15, 2015 with completion on or before August 15, 2015 The intent of the scope of work for this proposal is to provide the District with advanced planning tools to help guide future decisions related to space allocation and usage of the Fairmount Avenue Building and the Central Office Building These assessments will aid in developing the feasibility of renovations Although no potential programming information is available, these building assessments will provide value to the SCASD by beginning to establish building conditions which may inhibit or promote some future uses of the buildings It will also provide potential costs associated with possible ADA and/or structural upgrades, modifications and additions that may be needed to support accessibility or to provide structural load capacity The existing mechanical, electrical and plumbing (MEP) systems will not be considered part of these assessments, since they are at the end of their useful lives and will be replaced in their entirety if a renovation project(s) takes place Our team will identify other concerns found during our physical survey of the buildings, including any limiting factors or obstacles to a full MEP replacement Palumbo Skibinski will serve as the prime consultant to the SCASD for all work under this contract Our team organization provides strong leadership in the person of Thomas J Skibinski, PE, as Project Manager Mr Skibinski is a Principal with the firm and has worked with the SCASD on both the Schematic Design and the West Bleachers Project for Memorial Field His assignment to the team is an indication of our commitment to this project and his involvement will assure that staff requirements are met and appropriate personnel and our consultant are coordinated We will be utilizing Urban Engineers as the structural engineering consultant for this project They have a branch office in State College We are confident that their inclusion on our team will be extremely beneficial to the project The professional personnel that will be assigned to this project will consist of architects and engineers registered in the Commonwealth of Pennsylvania Several personnel have attained LEED accreditation Our team brings to the project previous experience with the SCASD along with professional experience directly related to the scope of services required for these building assessments Our collective Skibinski, PE Page PROJECT APPROACH / SCOPE OF SERVICES Our project approach/scope of services for both the Fairmount Avenue Building and the Central Office Building Assessments is based upon the Request for Proposal developed by the SCASD, our review of available information, site visit and discussions with SCASD representatives SCOPE OF SERVICES General Conduct a project kick-off meeting with the SCASD and the design professional team Develop a Time and Event Schedule highlighting the major tasks associated with this project This schedule will be updated periodically to reflect changes, additions, and/or deletions to the project’s scope Meet with the SCASD as required throughout the project Attend one evening meeting with the SCASD’s Board of Directors to present the findings of the report and answer questions Structural Assessment Urban Engineers will be preparing the structural assessments for both the Fairmount Avenue and Central Office Buildings Their scope of work for this task follows Review all existing drawings, specifications, work-orders and other information related to the buildings structures, maintenance and past renovations While structural drawings may not be plentiful or available at all, there is often valuable information that may be gleaned from drawings and notes on other discipline sheets Determine the number and location of selective demolition sites to allow access to view the structures The District will provide staff or a contractor to remove ceilings, walls etc., provide any needed abatement, and repair the areas Perform a visual condition assessment to determine the condition of floors, beams, columns, foundations, roof decks and structures Additionally, faỗade assessments will be performed Photographs will be taken and used to present conditions It should be clearly noted that this is a visual inspection only While the overall condition may be assessed in this method, no structural calculations will be performed Describe the buildings’ structural systems, indicate design loads (if available) and floor construction Develop "color coded" block plans of each building’s floors depicting this information on loadings on the buildings The need for elevators, shafts and other accessibility related needs will be assessed for structural impact Provide an answer to the over-riding question of Is the buildings structural system and faỗade capable of providing adequate future service”? Any specific concerns will be presented and their impacts on future use will be discussed Develop estimates of probable costs if it is determined during the assessments of the structural systems and faỗades that there is some level of structural modification necessary for the buildings to be effectively used in the future While there is no established future plan for these buildings at this time, general building uses can be discussed and potential structural modifications needed to reach those uses can be estimated Although the MEP systems are excluded from this analysis, upgrades to these systems will be more economical if shafts are provided to distribute these systems This task will consider this and explore locations, sizes and structural impacts to the buildings ADA Assessment The anticipated scope of work for the ADA assessments for both the Fairmount Avenue and Central Offices Buildings is described below Obtain and review all existing drawings and related information for both buildings Conduct a physical survey of both buildings to document existing doors, door hardware, existing bathroom facilities and potential barriers to ADA accessibility Develop diagrammatic building plans from the existing buildings’ information Evaluate the feasibility of attaining ADA accessibility for both buildings Items to be addressed include: elevators and ramps, bathroom updates, door and hardware modifications, and other barriers that may limit or preclude ADA access Evaluate the need for additional restrooms to meet accessibility and other building codes Determine if any part of the buildings can be left “inaccessible” due to use or hardship Develop a range or magnitude of costs associated with the report’s ADA recommendations for each building Although MEP systems are not being addressed as part of this report, necessary plumbing modifications to accommodate new ADA restrooms will be included in the cost scenarios 1698 Sheffield Court ● State College, PA 16801 Evaluate the possibility of selectively demolishing sections of the building based upon its multiple construction dates and possible structural systems Identify the “base” or main portion of the building that would need to remain as part of any renovation project Determine those section(s) of the building that could be feasibly demolished if excess square footage is identified based upon future program needs Develop estimates of probable costs for each section that could potentially be removed Miscellaneous Identify other areas of concern found during the surveys of the both the Fairmount Avenue and Central Office Buildings that may impact their future use Notate any limiting factors or obstacles to a complete MEP renovation of each building Proposal Exclusions The physical surveys that will be conducted at each building for the building assessments are not to be construed as “as-built” surveys Roof evaluations are not part of this proposal Asbestos and/or lead paint testing is not part of this proposal No testing of concrete, steel or other structural materials is included in this proposal If it is determined that any of these tests are needed, upon agreement with the SCASD, this testing and structural engineering can be performed at additional cost Deliverables A separate Building Assessment Report will be prepared for both the Fairmount Avenue Building and Central Office Building These reports will summarize our findings and provide recommendations for ADA accessibility, structural modifications, the potential for selected demolition of section(s) of the Fairmount Avenue Building, other concerns discovered during the course of this study, along with diagrammatic drawings, photos, photo logs, other related information, and estimates of probable costs as outlined in this scope of work The building assessments will be delivered to the SCASD in electronic (PDF) format only Paper copies will not be required 1698 Sheffield Court ● State College, concrete, steel, masonry and timber structures His diverse experience includes field and laboratory testing of structural materials, expert testimony and failure analysis of structural materials, leading structural and faỗade assessment and rehabilitation projects located around the country, and leading design teams for new and renovation projects Representative Projects: Parking Garage Rehabilitations – Gannon has been involved to some extent in almost every Parking Garage Rehabilitation project at Penn State (University Park, Hershey Medical Center and campuses) over the last
