Hue province coastal area, the specific objectives are identifying the relationship between the factors generating coastal inundation, building a high resolution DEM for flood models from PRISM data, monitoring flood extension from PALSAR and AVNIR data and predicting flood risk assessment modeling Anticipated significance of project is contributing to controlling flood, preventing and mitigating its damages and testing possibility of ALOS data application for the flood research in Vietnam condition The ALOS panchromatic, multi-spectral and microwave data will be used simultaneously Remote sensing, GIS and ground truth data will be combined The algorithm will be used for DEM extraction, SAR data analysis, GIS, change detection; hydrology and risk assessment The anticipated results are thematic maps, models and technical report including the srrategic recommendation for coastal flood and inundation management including 608718 damaged damaged economic ecosystem Vietnam Center coastal zone consists of low narrow alluvial plains, lagoons and river mouths locate between high mountains with step slope and big sand dunes along the coast This area suffers many typhoons and heavy rain concentrated from September to December Catchment forest has been destroyed heavily by war and landuse for cultivation River mouths and lagoon inlets are inundated by flood water into the sea and sedimented by long shore sand drift Thus, flood and inundation usually happen irregularly, quickly and in largely and it's damages are heavily However, until now prediction and monitoring of flood have been still very limited Project will be carried out has an actual mean for controlling flood, preventing and mitigating damage caused by flood and inundation and contributes to sustainable management of Vietnam Center coastal zone Objectives QPONMLKJIHGFEDCBA 1 I o I I g t e r m o b j e c t i v e s Determination of the relationship between rainfall on watershed, change in land use/cover, situation of river mouths and lagoon inlets from satellite data allow to understand process of flood spring and predict the flood happening tendency Digital elevation model with high resolution can make map with scale of 1:25000 that is available to classify flood level and determine flood risk area These research results will be used for' controlling flood and inundation, preventing and mitigating damage by flood and inundation, and contributing to sustainable management of Center Vietnam coastal zone through key area ofThua Thien - Hue Build capacity for application of remote sensing for coastal flood and inundation management, contribute to sustainable development in Vietnam coastal zone Contribute to building flood and inundation GIS database for coastal zone management S p e c i f i c o b j e c t i v e s To identify the relationship between rainfall, landuse/cover, and state oflagoon inlets (open or close), scale and intensify flood and inundation and their happening Build a high resolution digital elevation model (DEM) for hydrological and flood models from ALOSIPRISM data Monitor flood extension from ALOSIP ALSAR and A VNIR data Build hydrological model for flood prediction and flood risk assessment model for Vietnam Center from remote sensing and others GIS layer data, main point to coastal area of Thua Thien - I Iue province Significance in the research 600 people died, 41 100 houses swept, house submerged., 51000 rice field Thua Thien - Hue province was heaviest with 350 people died Not only social loss but also environment was polluted and was damaged heavily, Project will contribute an experience to application of ALOS satellite for building high resolution digital elevation model in sand coast topography with sand dunes, lagoons, inlets, and river mouths This is an opportunity to integrate panchromatic, multi-spectral and microwave remote sensing data to study problems in term of LOICZ (Land Ocean Interaction in the Coastal Zone) as open of inlets due to flood flow and close of inlets due to sedimentation by long shore sand drift generated from wave action, and interaction between ocean - river dynamic factors causing coastal flood.tsrqponmlkjihgfedcbaZYXWVUTSRQPONMLKJIHGFEDCBA field Coastal zone in Vietnam Center usually is flooded and inundated every year Count for only Thua Thien Hue province, exclude every year flood, over last fifty year there have been seven heavy floods happened The historical flood happened in early of November 1999 with six days long, impacted on seven provinces in Vietnam Center, created very terrible damages -1- J Methodology QPONMLKJIHGFEDCBA R e m o te s e n s in g Flood boundary and shoreline will be extracted from PALSAR and ANNIR data Comparing JERS SAR data with PALSAR data will be made to analyse temporal change in flood level SAR data will be used for checking GIS flood simulation model Risk assessment method will be used to assess the damage by flood d a ta JERS, MOS-l and ADEOS-ll data will be used for extract cover information of basin PIUSM data will be use to build DEM A VNIR data will be used to extract land cover information and flood boundary PALSAR data will be used to determine water boundary and monitor the extension of flood area in rainy season Algorithm DEM extraction algorithm will be used to build digital elevation model SAR data analysis algorithm O th e r d a ta Coastal dynamic, meteorological and hydrological data, topographic map in scale I :50,000 and 1:25000 will be use for geometric rectification of images, population and infrastructure maps and socio-economic data will be also used in this research 3 P r in c ip a l to be used will determine the boundary of flood area, coastal line Temporal change detection algorithm will be used to analyse land use/cover changes and to determine the extension of flood area GIS model will simulate potential flood area Hydrological modeling algorithm will estimate volume, dynamics and balance of water in lagoons and determine the relation between land cover, rainfall, water runoff Risk assessment algorithm will be used to assess the hazard damage caused by flood m e th o d Historical landuse/cover maps will be extracted from MOS, JERS and ADEOS/A VNIR data These maps wiII be used to analyze the changes in landcover of watershed The historical floods' observed from JERS and others satellite data will be compared with floods will be observed from ALOS satellite data Anticipated I n te r p r e te d PRISM data will be analyzed to create digital elevation model (DEM) for flood prediction model DEM extraction method will be used to build digital elevation model Landuse/cover interpretation of A VNIR data will make landuse/cover maps Temporal change detection method will be used to analyze landuse/cover changes results im a g e s a n d a n a ly z e d d a ta They are landuse/cover maps and change analysis results, morphology of coastal line and its changes, flood maps of rainy season Digital elevation model, flood level classification map, hydrological model and flood prediction model are expected Hydrological model will estimate volume of water runoff, river flow condition and dynamics of river mouths and lagoon inlets from DEM, rainfall, landuse/cover data layers Model will simulate potential flood area and flood level classification from DEM and hydrological pattern T e c h n ic a l report Data, methodology and results of remote sensing image interpretation, relation between rainfalltsrqponmlkjihgfedc 011 watershed, land use/cover and state of river mouths and inlets, and it's relation to flood spring and happening will be described Morphological dynamical characteristic of flooded coastal area, risk assessment of potential damage by flood based on classification level flood map, prediction of flood area and strategic recommendations for controlling, preventing and mitigating damages caused by flood will be included Flow chart of processing ALOS data for coastal flood monitoring Population Mld jnfrastructure data, socioeconomic data Product Utilization Plan Digital elevation model (DEM) will be used for many purposes of disaster and environmental modeling Result of coastal flood monitoring will be used by local manager Remote sensing data set will be used for many research fields related to disaster mitigation and sustainable coastal zone management for Vietnam Center GIS datebase· Flood prediction model will be used to predict flood happening and to mitigate damage caused by flood and inundation -2- -
