Báo cáo của Ủy ban Giao dịch và Chứng khoán Hoa Kỳ năm 2008 này đã xem xét các hoạt động của 3 tổ chức xếp hạng tín dụng (NRSRO): Fitch Ratings, Moody’s Investors Services và Standard & Poor's Ratings Services, sau khi thị trường chứng khoán hỗn loạn do các khoản cho vay thế chấp dưới chuẩn (subprime) năm 2007. Báo cáo kiểm tra các chính sách, quy trình, hoạt động của 3 NRSRO, cũng như các vấn đề tiềm ẩn trong mỗi công ty.
