WEST HIGHWAY AND WATER ENVIRONMENT PROJECT MANAGEMENT UNIT OF HO CHI MINH CITY HO CHI MINH CITY WATER ENVIRONMENT IMPROVEMENT PROJECT PACKAGE D - CONVEYANCE SEWER CONSTRUCTION AND EXISTING COMBINED SEWER IMPROVEMENT SHIMIZU CORPORATION ENVIRONMENTAL MANAGEMENT PLAN BRIEF DESCRIPTION OF THE PROJECT 1.1 General Specification Overview of the Project Ho Chi Minh City has rapidly urbanized and expanded over the last 20 years whilst neglecting development of city infrastructure, particularly urban drainage and sewerage systems Water pollution in canals and rivers, caused by direct discharge of domestic and industrial sewage, has resulted in what can be considered as a very environmentally unfriendly situation Low ground level combined with inadequate drainage systems results in periodic flooding in certain areas In addressing the problems highlighted above the Ho Chi Minh City Water Environment Improvement Project aims to contribute to the improvement of the urban drainage and sewerage systems of Ho Chi Minh City The Project covers an area of 3,065ha and a sewerage development area of 914ha, which includes the central part of the city and the outlying areas of Thanh Da 15.4ha, Ben Me Coc (1) 70.9ha and Ben Me Coc (2) 46.0ha for the pump drainage improvement area The main elements of the project are summarised as follows: - Tau Hu - Ben Nghe canal improvement of 7.3km - At Thanh Da (15.4ha), Ben Me Coc (1) (70.9ha) and Ben Me Coc (2) (46.0ha) for pump drainage improvement - Existing combined sewer improvement of 9.5km - Interceptor sewer of 12.2km - Conveyance sewer of 3.5km - Intermediate wastewater pumping station with a total pumping capacity of 133m3/min - Wastewater treatment plant with capacity of 141,000m3/day; Contract Packages The Project has been divided into packages for the purposes of implementation as follows: - Package A: Tau Hu - Ben Nghe canal improvement - Package B: Pump drainage improvement - Package C: Interceptor Sewer Construction, Intermediate Wastewater Pumping Station Construction, and Procurement of Sewer Cleaning Equipment - CONVEYANCE SEWER CONSTRUCTION AND EXISTING COMBINED SEWER IMPROVEMENT SHIMIZU CORPORATION - Package E: ENVIRONMENTAL MANAGEMENT PLAN Construction of Wastewater treatment plant Scope of Work for Package D The main elements of the proposed Works to be completed by the Main Contractor are as follows: Element CONVEYANCE SEWER CONSTRUCTION EXISTING COMBINED SEWER IMPROVEMENT (INCLUDING SECONDARY INTERCEPTOR SEWER) Main Scope of Work (a) Conveyance sewer construction comprising the construction of approximately 3.0 km of a double cell (each 1200 mm x 1300 mm) reinforced concrete sewer supported on timber piles and concrete piles between interfaces with those portions of the conveyance sewer constructed by others (b) Construction of approximately km of road works comprising m wide inspection and maintenance road along the route of the sewer and a 7.5 m wide access road for inspection (a) Construction of approximately 7,127 m of additional sewers of 1000 mm diameter, and 2500 mm x 2000 mm precast box culvert section sewers and; (b) Replacement of approximately 2,396 m of 2000 mm x 2000 mm and 2500 mm x 2000 mm precast box culvert section sewers (c) Construction of approximately 1,014 m of secondary interceptor sewers including diversion chambers In addition to the above, there are interfaces with those of the other construction work packages as detailed hereunder: (a) At three locations where secondary interceptor sewers constructed under this Package D connect with the main interceptor sewer constructed under Package C; (b) At the defined interface with that portion of the conveyance sewer constructed under Package C; (c) At the defined interface with that portion of the inspection and maintenance road constructed under Package C; Page of 48 EAST - WEST HIGHWAY AND WATER ENVIRONMENT PROJECT MANAGEMENT UNIT OF HO CHI MINH CITY HO CHI MINH CITY WATER ENVIRONMENT IMPROVEMENT PROJECT PACKAGE D - CONVEYANCE SEWER CONSTRUCTION AND EXISTING COMBINED SEWER IMPROVEMENT SHIMIZU CORPORATION ENVIRONMENTAL MANAGEMENT PLAN (d) At three defined interfaces where sewer lines constructed under this Package D join into the downstream portions of those lines constructed under the East-West Highway Project; (e) Where the access road meets the northern abutment of the bridge across the Tac Ben Ro canal constructed under Package E; (f) At the defined interface with that portion of the conveyance sewer constructed under Package E; (g) Along the route of the conveyance sewer between Chenh Hung Road and the proposed bridge across the Tac Ben Ro Canal, where the Contractor for Package E will construct a temporary access road in the reserve for the future, Phase 2, conveyance sewer 1.2 Project Location Existing Site Condition: (a) Conveyance Sewer and Road construction The site of the conveyance sewer and road is low-lying and swampy, relatively undeveloped and involves construction through water courses The general surface level of the existing ground is around to 1.4m above datum (b) Existing Combined Sewer Improvement The site of the works is built-up with high traffic volumes The general surface level varies between 1.6 and 5.9 m above datum; Location and Area of the Site The Site of the Works is located in Ho Chi Minh City in the Socialist Republic of Vietnam The Site of the Combined Sewer Improvement portion of the Works is located in Districts 5, 10 and 11 of the city and that of the Conveyance Sewer portion is located in District and the adjacent rural District of Binh Chanh For a pictorial representation of the Area of the Project location reference is made to Appendix No attached hereto Existing infrastructure provisions are described hereunder:  Existing Roads The existing combined sewer improvement works (including the portions of secondary interceptor sewers) are to be constructed under existing city roads The conveyance sewer site is accessible by existing roads and bridges across the Tau Hu and Page of 48 EAST - WEST HIGHWAY AND WATER ENVIRONMENT PROJECT MANAGEMENT UNIT OF HO CHI MINH CITY HO CHI MINH CITY WATER ENVIRONMENT IMPROVEMENT PROJECT PACKAGE D - CONVEYANCE SEWER CONSTRUCTION AND EXISTING COMBINED SEWER IMPROVEMENT ENVIRONMENTAL MANAGEMENT PLAN SHIMIZU CORPORATION Doi Te Canals There are no existing roads along the route of the majority of the conveyance sewer  Water Supply, Power and Telephone Facilities The above utilities are readily available in the vicinity of the Site (except for the conveyance sewer portion which is more remote)  Spoil disposal Excavated material unsuitable for reuse as fill or surplus to requirements shall become the property of the Main Contractor who shall dispose of it in an appropriate manner  Source of Material, listed for information only, to be satisfied as to the suitability of such sources [Extracted from Sub-Clause 1.2.4 of Section 1, Volume - WEST HIGHWAY AND WATER ENVIRONMENT PROJECT MANAGEMENT UNIT OF HO CHI MINH CITY HO CHI MINH CITY WATER ENVIRONMENT IMPROVEMENT PROJECT PACKAGE D - CONVEYANCE SEWER CONSTRUCTION AND EXISTING COMBINED SEWER IMPROVEMENT SHIMIZU CORPORATION ENVIRONMENTAL MANAGEMENT PLAN  Construction of approximately 671 m of reinforced concrete pipe sewers of 600 mm and 800 mm diameter including diversion chambers;” [Extracted from Sub-Clause 7.2 of Section 7, Volume Specifications] “Care of Water  The Contractor shall design, construct and maintain all temporary diversion and protective works which are necessary for construction and to prevent surface, drainage and groundwater from entering excavations and shall furnish all materials required therefor  All construction operations are to be carried out under dry conditions The Contractor’s method of removal of water from foundation excavations shall be subjected to the approval of the Engineer.” [Extracted from Sub-Clauses 2.2.1 and 2.2.3 of Section 2, Volume - Specifications] “Excavation  The Contractor shall provide and operate all necessary excavating, lifting, hauling, transport and other equipment to deal with any type of material encountered  Where necessary the sides of all excavations shall be properly shored up and supported with strutting and planking, and the sides shall be close sheeted where necessary to prevent the entry of running sand, mud and the like  When any excavation has been completed and trimmed, the Engineer shall be informed so that he may make a formal inspection.” [Extracted from Sub-Clauses 3.3.1.1, 3.3.1.2 and 3.3.2 of Section 3, Volume - Specifications] “Backfilling  The work shall consist of the furnishing of necessary materials and selecting, stockpiling and blending if required, transporting, placing, spreading, adjustment of moisture content, compaction, shaping and doing incidental items of work to construct the finished fill to the lines, grades and profiles as shown on the Drawings or as directed by the Engineer Page of 48 EAST - WEST HIGHWAY AND WATER ENVIRONMENT PROJECT MANAGEMENT UNIT OF HO CHI MINH CITY HO CHI MINH CITY WATER ENVIRONMENT IMPROVEMENT PROJECT PACKAGE D - CONVEYANCE SEWER CONSTRUCTION AND EXISTING COMBINED SEWER IMPROVEMENT SHIMIZU CORPORATION ENVIRONMENTAL MANAGEMENT PLAN  Materials to be used for the various types of fill, backfill or bedding shall conform to the requirements specified in the Specification or as approved by the Engineer  Fill shall be spread and compacted in approximately horizontal layers of uniform moisture content and uniform compacted thickness as provided for in SubClause 3.4.4  For deeper trenches, where sheet piling support has been used, backfilling shall be completed upto the subgrade level before sheet piling is withdrawn.” [Extracted from Sub-Clauses 3.4.1, 3.4.2, 3.4.4 and 3.4.8 of Section 3, Volume - Specifications] “Diversion Chamber  Manholes, diversion chambers and inlet pits shall be constructed in the locations and to the lines and levels shown on the Drawings or as directed by the Engineer Care shall be taken to ensure a complete seal of the cast-in-situ concrete of the manhole, diversion chamber or inlet pit with the existing sewers or new precast concrete pipes which join the structures  All manholes, diversion chambers and inlet pits shall be constructed such that they are watertight  Concrete work shall be in accordance with Section  Metal work shall be in accordance with Section 8.” [Extracted from Sub-Clauses 7.3 and 7.7.2 of Section 7, Volume Specifications] “Road Reinstatement  Reconstruction and reinstatement of those portions of roadways which have been disturbed by the works for the improvement of the existing combined sewers in the city area  Road reinstatement shall conform to the adjacent undisturbed pavement.” [Extracted from Sub-Clause 6.1 of Section 6, Volume Specifications] Page of 48 EAST - WEST HIGHWAY AND WATER ENVIRONMENT PROJECT MANAGEMENT UNIT OF HO CHI MINH CITY HO CHI MINH CITY WATER ENVIRONMENT IMPROVEMENT PROJECT PACKAGE D - CONVEYANCE SEWER CONSTRUCTION AND EXISTING COMBINED SEWER IMPROVEMENT PROCEDURE NO 11 SHIMIZU CORPORATION  The Weekly Inspection Notes are required so that the information contained therein can be used to prepare the Weekly Summary Sheet If required by the Engineer, the Employer or other Relevant Authority this Summary Sheet can be submitted In addition the supporting checklist documents may also be submitted if so required  The Environmental Management Plan and the implementation thereof must be reviewed and documentary evidence must be available to demonstrate compliance therewith These Weekly Check Sheets and Summary Sheets can also be used as supporting documentation in this instance  The Weekly Summary Sheets are also intended as an aide memoir to Site Staff It is envisaged that care of the Environment in which the Contractor works and the respective procedures that are in place shall become standard practice  Completion, collation and filing of the Inspection and Summary Sheets shall be the responsibility of the Environmental Engineer  The Inspection and Summary Sheets shall be available for inspection at all times by any interested party who may possess sufficient jurisdiction in such matters Page of 16 Attachment No EAST -
