ABSTRACT

The trend of mobile subscriber development in Vietnam is becoming saturated The operators of mobile networks are making effort to increase their revenue by providing value added services on mobile phones The appearance of lottery results supply services through SMS on mobile phones will help increase the revenue and numbers of customers for lottery companies, mobile companies, value added services providers and help raise the convenience for users

INBOX Technology and Communication Advisory JSC is one of the value added services providers on mobile phones in Vietnam The Company has provided the value added services on mobile phones since 2006 with such services as: providing ringtones, logos, market informations on gold price, currencies, football information, etc The research “Setup a Process to Provide Information on Vietnamese Mobile’s Lottery results of INBOX Company” plays a very important role This helps ensure the usage convenience, create good prestige on the customers, and bring higher economic efficiency The research aims at forming “Management procedures for lottery result supply service through SMS on mobile phones” to provide the lottery results to the customers in the most rapid and correct way

This thesis applies qualitative methods The research issues will be proved through specific data under a large-scale survey on mobile phones Sampling method means selecting interviewed 100 phone numbers in random out of 800 of highest frequency of usage from January to June/2008 of INBOX Company

Chapter 1: Introduction

1.1Research Background

Lottery Companies at provinces/cities allover Vietnam, through their form of supplying lottery entertainment services, mobilizes people to make significant contribution to the national process of construction and development

In terms of economic aspect, many welfare projects are annually built from the lottery revenue

In recent years, Capital Lottery Company has cooperated with organizations to issue lottery campaigns, for the huminatarian and charitable purpose and has collected dozens of Vietnam Dong billion to built welfare works and houses of gratitude for families with contribution in the Revolution It often participates in charitable activities such as to sponsor: grant mutual fund, fund for Capital young talents, and fund for poor people, blind association, or people in natural disaster, flood areas At present, the Company is taking care of Vietnam heroic mother Do Thi Thang in Quang Nam.[1]

Take Hanoi as examples, many projects have been invested into and come into operation such as: Yen Hoa Kindergarten (Cau Giay District), Tu Liem Medical Center, Xuan La Primary School (Tay Ho District), Hoan Kiem District Youth Aptitude Training School

general consulting rooms in the area, and district hospitals have been sponsored with the fund for budget of the Lottery Company of Tien Giang Province such as: Binh Xuan Secondary School, Go Cong town, Binh Dong High School, General consulting room in Binh Dong area, Go Cong Town [2]

In terms of social benefits, basing on the social demand, Lottery is necessary to be created as a form of entertainment to mobilize capital for the state budget as well as bringing lottery winning opportunities for buyers Lottery activities have created so many job opportunities for thousands of people

Higher development of society brings about higher demands of people To business and compete in doing business, supplying good services and properly meeting increasing demand of the clients are considered the key factors

Due to saturation of mobile phone development trend, service suppliers have to find other sources to increase revenue through value-added services supplied on mobile phone Accordingly, developing lottery result supplying services through SMS message is necessary for sustainable existences and development of lottery companies as well as mobile phone service suppliers, which not only creates commerce civilization in the field of lottery entertainment but also brings great profit to telecommunication companies and conveniences to clients

INBOX Telecommunication and Technology Consulting Joint-Stock Company is one of companies trading in and providing value-added services on mobile phone in Vietnam The Company has supplied value-added services on mobile phone since 2006 such as ring tone, logos, information on gold price, exchange rate, football., etc At present, INBOX Company is also providing lottery information service through SMS on mobile phones The research “Setup a Process to Provide Information on Vietnamese Mobile’s Lottery results of INBOX Company” is very necessary to ensure addition of usage conveniences, aiming at creating prestige with clients to get higher economic efficiency

1.2Research Motive

This research is conducted under the following reasons:

- The study is desired to lay foundation to bring into use a process on management of lottery information to meet the client’s demand on enjoying the best service

1.3 Research Objectives

- The writer chooses this study in the hope of providing lottery results to clients through mobile phone which is one of services that INBOX Company is preparing to deploy to provide for clients;

- The study shall help INBOX company to organize management of lottery information on mobile phone in Vietnam;

- The study shall enable the company to provide a high quality service to meet demand of usage of the clients:

+Setting up a management procedure of information service on lottery results through SMS on mobile phone to ensure quality of Lottery Service via 8x85, 8x77, aiming at minimizing technical problems and maximizing the stability

+Striving to get targets “Lottery results to client through SMS mobile phone are at quick and accurate manner” Thanks to this, numbers of clients of this service are stable and increasing, making contribution to increase prestige and revenue of the Company

results to clients quickest and most accurately This thesis is useful to deal with followings problems arising from the research:

1 How does quality of provided services on lottery result information affect the clients?

2 What need to be done to provide quick, accurate, stale, and technical problem restriction lottery result information service to meet demand of the clients?

By application of quantitative research, the studied issues need verifying with fixed data At first, I conducted a general survey through telephone (Refer to the information of questionnaire in Appendix 1) The sample-selecting method is to interview 100 of 800 subscribers with highest using frequency since January to June/2008 at random One hundred clients of selected subscribers will be called Contents of questionnaires developed by the writer basing on the prior researches on value added services on mobile phone which were verified by experts on the field of value added services on mobile phone of Vietnam Post and Telecommunication Group

After data is collected, SPSS software shall be applied for manage and analyze data Based on the analyzed results, the reports shall be made to deal with the two problems above

2.1 Concept and role of information system:

2.1.1 Distinguishing the concepts: information, data and information system:

“Data are the events or things which are observable in real life and not changed or repaired for any other purpose”.[Phan Van Thanh, 2006]

“Information is data which are altered so that they are really significant to the user”.[Phan Van Thanh, 2006]

Information has eight features including Quantity, Scope, Suitability, Relevance, Accuracy, Timeliness, Compatibility, and Presentation

“Information system consists of such functions as information collecting, processing, storing, distributing and feedbacking in order to serve demands of people”.[Phan Văn Thanh,2006]

Information system is a collection and combination of hardware, software and communicative networks which are developed and used to collect, generate, regenerate, distribute and share data, information and knowledge in order to serve the objectives of an organization The organizations may have various information systems for different purposes.[5]

Information system is generally made up of the following basic components: Hardware: consisting of computer or computer system, input devices, output devices, and devices for processing information

Software: consisting of system software, manager software, applied software Data: consisting of necessary data in various forms such as text, image and sound

Human involved in information system: consisting of those who use, develop and operate the information system

As shown in the figure above, an information system represents an internal interaction as follows:

+ Input: including data collection and input into the system for processing + Processing: consisting of procedures for processing and transforming inputs into outputs, that is, the transformation of mixed data into the form significant to the user

+ Output: including components generated in the processing stage, serving the end use, that is, distributed to the people or activities requiring that information

+ Storing: Field, file, database

+ Feedback: checking, re-evaluating and completing the system

2.1.2 Role of the information system:

2.2 SMS and the Information system providing SMS in Vietnam of INBOX

2.2.1 SMS

Short Message Services (SMS) is telecommunication protocol which allows to send message in form of short text (not exceeding 160 letters) This protocol is integrated in almost cell phones and some PDAs with capability of wireless communication SMS is a service which is being used very commonly.[5]

To use the Short Message Service, users need the relevant subscriptions and hardware, specifically:

a subscription to a mobile telephone network that supports SMS

use of SMS must be enabled for that user (automatic access to the SMS is given by some mobile network operators, others charge a monthly subscription and require a specific opt-in to use the service)

a mobile phone that supports SMS

knowledge of how to send or read a short message using their specific model of mobile phone

a destination to send a short message to, or receive a message from This is usually mobile phone [7]

2.2.2 The information system providing SMS in Vietnam of INBOX Company

+ INBOX are cooperating with seven GSM providers in Vietnam including Mobifone, Vinaphone, Viettel, SFone, EVN, HT Mobile, Cityphone to provide the services

In order to establish an information system providing SMS, the following factors should be involved:

- Human factors in the system: including technicians responsible for designing, developing and exploiting as well as operating the SMS system

- Information processing devices: including computer, peripheral devices, electronic information carrier

- System software and specialized software for managing and providing the services

- Data: establishing and managing database to serve the customer

The system provided by INBOX Company aims at connection and interactions solutions between service providers and mobile phone end-users Thus, this system will allow two-way information exchange (mobile originated (MO) and a mobile Terminated (MT)to the end-users):

MO: Mobile Originated (SMS from end-user to provider) MT: Mobile Terminated (SMS from provider to end-user)

2.3 Lottery results and the provision of lottery results via mobile phone network in

high sentivity, operated by many countries in the world for the recreation demand of the public, increasing the state budget In Vietnam, lottery is also a specific service named constructive lottery exclusively managed and operated by the State with the motto "For country, for people"

Lottery result is the information of rewarding result of lottery company announced after the issuance of ticket

Lottery tickets are issued daily or weekly depending on the schedule of companies After the lotto procedure, the results will be announced on massive media by which the customer knows and compares with the information in ticket to see whether he/she wins or not (Refer to the information of lottery result in Appendix 2)

Today, the information of lottery result is just notified via television, newspaper, leaflets, etc The notification of lottery result via mobile phone will add more utilities for the customer

2.3.2 The notification of lottery result via mobile phone in Vietnam

2.3.2.1 Foundation for developing the information system providing lottery results

via mobile phone

The previous study see that cell phone market in Vietnam is in blooming stage with sharp increase in the number of subscriber Until August 2009, there will be about 70.4 million mobile subscribers nationwide.[8] However, the number of companies providing value added services via mobile phone is still limited, about 50 providers only.[9] This confirms that the expansion of SMS system is very necessary to diversify kinds of services in the market and increase profit of the company

- Pursuant to the direction of the Government "It is permitted to implement the policy on improving the technology applied to constructive lottery operations, including technologies of foreign countries", at dispatch No.7213/KTTH dated December 15, 1995

- To comply with Decree No 87/CP and Instructions No.814/TTg dated December 12, 1995 of Prime Minister on strengthening the management, order of cultural activities and services, promoting the abolishment of serious social evils, increasing the profit from lottery activities combined with the prevention of gambling activities

- Referring to scientific research document, topic "Research on the development of value added services via mobile phone" [Le Tanh (2005) Code: 098-2004-TCT-RDP-QL-74]

The author of Research “Development of lottery results providing procedures on mobile phones in Vietnam of INBOX Company” bases on the inheritance of SMS providing system available in INBOX Company The research aims at offering solutions for establishing a lottery results providing system to minimize errors as the information is provided to customers such as:

+ Slow replied messages + Wrong replied messages + No replied message + Other errors

2.3.2.2 Lottery results providing system

The Research “Development of lottery results providing procedures on mobile phones in Vietnam of INBOX Company” firstly studies the system of providing lottery results on mobile phones In order to establish lottery results providing system, the following factors need to be considered:

Personnel of the system: They are professional staffs which are responsible to design, establish, exploit and operate the system of providing lottery results

Devices of information processing: includes computers, peripheral devices, and electronic information carriers

Data: Lottery results

Telecommunication media: Connected to Internet, Local area network, mobile phone network, information sharing

2.3.2.3 The advantages of lottery results providing system

There are now 64 cities/provinces in Vietnam each of which has their own existing and developing lottery company with high growth rate and lottery diversification provided to customers Each lottery company has thousands of lottery agents Lottery is a kind of entertainment to mobilize the capital for State budget In order to provide the lottery result quickly, accurately and unlimitedly to the customers when they want to get lottery results, the development of lottery results providing service is very useful The deployment of lottery results providing service on mobile phones allows the customers to get the lottery results everywhere and at any time

The advantages of lottery results system are as follows:

- Fundamental advantages: Reducing transaction costs, increasing the information Quality, Quantity, Scope, Suitability, Relevance, Accuracy, Timeliness, Compatibility, and Presentation

Direct economic advantages: easily detecting errors and seeking for new customers of the service

- Raising Revenue for the Company: The development of service of supplying lottery result through SMS allows any mobile phone users, which shall create more revenue for the Company

- Creating More Information Channels for Client: Currently, checking lottery results still remains limited because the client must directly go to lottery Company or ticket agency to watch the result The purpose of INBOX Company is to provide necessary information on lottery results to them immediately after the Lottery Company released the new results everywhere The clients can receive the quickest and most accurate lottery results with this service

Chapter 3: Research Methodology

3.1 Research framwork

The society is more and more developed, resulting in information technology advances among which the development of mobile information and digital content can not be ignored The provision of information to the customers using mobile phones requires the development of software satisfying the requirements of processing and providing the information to customers

Nowadays, the customers hold diversified information demand and increasing wish of demand satisfaction With system of lottery results provision on mobile phones, the customers can receive the information quickly and accurately every where and at any time

A system of lottery results provision on mobile phones consists of the following basic components: Personnel of the system They are professional staffs which are responsible to design, establish, exploit and operate the system of providing lottery results; Devices of information processing: including computers, peripheral devices, and electronic information carriers; System software and specialized software used in managing and providing lottery results; Data: Lottery results data; Telecommunication media: Connected to Internet, Local area network, mobile phone network, information sharing

3.2 Research assumptions:

1 How does quality of provided services on lottery result information affect the clients?

2 What need to be done to provide quick, accurate lottery result information service to meet demand of the clients?

In order to address these above issues, the author offers several hypothesis as follows:

1 Delay response message may cause negative influence on service of company INBOX

2 Incorrect response message may reduce belief of client in service of company INBOX that causes bad effect on service’s quality of company

3 No response may make client boring and no intention to use service This is also among factors influencing on service’s quality

4 It is necessary to improve information supply system consisting of building up hardware, software for management of service information, setting up website for upload of lottery result

5 Proposing procedures and guidelines for administrators, persons in charge of digitalization of lottery result, application of Information Technology into management and operation of lottery result service control system via mobile phone

3.4 Research methodology

In order to find out basis proving the above hypotheses, following research methods are given:

(1) Content analysis: Collecting, analyzing data and material provided about lottery result information and SMS service of INBOX

(2) Questionnaire survey: Conducting quantitative research with 100 questionnaire leaflets for users who utilize SMS on the system of INBOX company Investigating data shall be processed with software SPSS (Statistic Package for Social Studies)

Questionnaire survey has logic, concise and simple structure, beginning with an introduction about survey purpose and general guidance The questions are arranged according to information type needed to collect.Questionnaire was divided into three sections as follows:

Part 1: Information of customer

Part 2: Comments on service demand and factors affecting to service quality Following types of question are used: questions with 01 answer, questions with more 01 answer All the questions are logic and clear

Chapter 4: Analysis and Results

4.1 Descriptive statistics

4.1.1 Desciption of surveyed sample

The survey will focus on individuals interested in Company’s SMS service and knowing how to use mobile phones Large scale interview via mobile phones will be selected and applied The sample selection will also focus on faithful and potential customers for the Company’s services

Samples are taken at random from Top 800 list of mobile phones with highest frequency of using lottery service from January – June, 2008

A number of samples: 100 subscribers

Because many subscribers are not available, only 100 questionaires are taken from the Top 800 list

4.2 Data Analysis and Results

The research used 100 questionnaires to analyze information for the result of this study Statistical analysis was used to analyze collected data from survey questionnaire Answers to these surveys were converted into numbers to analyze The information helped to understand about the study Data were put in the SPSS program Statistical tools for data analysis that were used for this study are:

• Frequency: is the organization of raw data in table form, using classes and

• Percentage: is a part of frequency distribution, will divide the data set into 100

equal groups

• Graphs and charts: is a graph that displays the data by using contiguous vertical bars of various heights to represent the frequency of the classes

• Chi-square Test: is the test between Nominal (Independent variable) and Nominal (Dependent variable)

Chapter 5: Conclusions

5.1Conclusions

The thesis of “The development of management procedures for lottery result supply service through SMS on mobile phones in Vietnam of INBOX Company” is built with the aims of developing diversified service types, minimizing errors which lead to incorrect and pending replied message Thus, number of customers is more stable and increasing, making contribution to raise the Company’s prestige and revenue *Proposal on developing the services of customers’ interest, including:

Lottery result information (52%)

* Note solutions to the following problems: Response speed, accuracy level, stability, service quality

The study shall help INBOX company to organize management of lottery information on mobile phone in Vietnam

Through the thesis, procedures on supplying lottery's result via mobile phone has been established, including:

+ Updating lottery result

+ Management of message processing system

5.2 Proposal of solutions

5.2.1 Deployment of application of information system management into service of

The methodical deployment by investing into facilities from server, client computer, network, software system of each service is quite cost consuming, of which expense for maintenance is not inconsiderable Full deployment of capacity of server and client computers for SMS service of INBOX Company is not always necessary The investment also creates coincidence of services

On the company’s systems, it is possible to deploy other inconsiderable and separated services which need to be re-equipped to serve their assistance purpose In addition, training of qualified staff having ability to properly run the process to provide contents and handle provided information through a new service, lottery result information If this task is not properly taken, limited knowledge of staff in running systems shall reduce service quality

To overcome those challenges, basing on the available system of the company, it is necessary to upgrade and supplement hardware as well as install software system in order to meet the demand of being provided information of the clients

5.2.2 Solutions to upgrading system:

Upgrading server system, adding computers connected with Internet and with system of providing lottery result information, through this service, SMS is sent to mobile phones of the clients

5.2.3 Requirements on information management software to provide lottery result

on mobile phone

5.2.3.1 General requirements on information management software to provide

It is necessary to bring into practice a comprehensive solution to service management, of which lottery result management software must be a system possibly creating a workspace permitting other departments in the company to collaborate with each others consistently with handling process in reality

5.2.3.2 Requirements on functions of information management software to

provide lottery result on mobile phone

In order to meet this demand, information management software on lottery result must be set up in the form of disaggregating into smaller modules Each module shall maintain a specific function with its interface and the user shall be granted rights

This group of module can be referred to related database in other sources Group of Module:

(1) Lottery result updating module:

This module shall undertake updating lottery result with requirement as follows: Permitting record of changes related to lottery results in the system; include receiving new results, amending available results, deleting available results in the system Information need to be recorded as follows:

+ Time

+ Updated changes in the system

Being able to display updated contents and to amend lottery result information on website

(2) Data handling module:

Being able to connect systems of other mobile phone service providers in Vietnam Upon receipt of request of the clients, the system must generate relevant lottery result information and re-send SMS containing accurate result in case of providing inaccurate results in advance

(3) Recording module:

This module shall undertake recording in management of service with requirement as follows:

Recording all received SMS by the client, sending SMS upon request of the clients…

Recording contents of any updated changes in the system as well as time of such changes

Being able to total up errors in the system

Being able to generate report as soon as finding errors in the system

5.2.3.3 Setting up service code to guide the clients to send SMS for lottery result

Contents of the SMS sent by the clients for lottery result shall coincide with service code of the system, which help the client find correct information to avoid receiving information on currency, gold price… instead of lottery result

5.2.3.4 Setting up mode to update lottery result into database

The mode also plays an important role in updating lottery results including website for updating lottery results, fax machine for receiving lottery result Upon receipt of the fax containing result, that result shall be updated in the system

5.2.3.5 Setting up mode to send lottery result to mobile phone of the clients

SMS containing lottery results to mobile phone shall be in text (letter and number, not include capital); each SMS to the client does not exceed 160 characters

5.2.4 Application of software

Works need to be done as follows:

Deploying server system installed with information management software of lottery result to assist computerization of process of providing service Server shall contain all data of service and all activities shall be taken through server connected with systems of mobile phone service providers in Vietnam in order to meet the demands of the clients using mobile phone

Preparing computers for updating online result of the experts which are installed web browser and connected to the Internet enabling them to upload lottery result to the system

5.2.4.1 Lottery result updating

Building up a website connected to the hosting server Website is able to login via internet with following features:

Updating and recording lottery result, correcting lottery result on website

Building up message processing software As receiving a certain code indicated by the the company, the system responses the message automatically on client’s request

It is able to re-send the message to the client in case of incorrect message

Updating, testing, detecting and correcting errors shall be completed in 05 minutes since the recipient of lottery results or fax

5.3 Research Limitations

This research is conducted to supplement new service which is service of lottery result supply of I.N.B.O.X Communications and Techonology Consulting Joint Stock Company

The research is only applied in service development of I.N.B.O.X Communications and Techonology Consulting Joint Stock Company Officers have rights to supplement and modify the process in conformity with the actual situation

Internet transmission line and system of mobile networks developers in Vietnam: Stability of and efficiency in services of providing lottery results largely depends on quality of ADSL transmission line and mobile network systems of partners such as Vinaphone, Mobifone, etc However, the thesis didn’t cover certain requirements on quality of ADSL transmission line and on conditions in which ensure that lottery results from system of INBOX Company through mobile network to subscribers stay quick and correct without congestion

5.4 Suggestion and Futher Study

This study is conducted because of demand of the increase in company’s revenue, service diversification, the increasing demand of customers about lottery results at anywhere and anytime

research trend should focus plan advertising services, price service, and services information about the duration of appearance times of a random number; forecast lottery results How long have Top 10 highly frequent Number xx appeared,? How long can Number yy be used continuouslly? Thus, there needs to additional researches on evaluation on quality of ADSL transmission line and of systems of mobile network users to meet the connectivity and information transmission from INBOX Company to subscriber’s telephone
