1 Rationale

The Education Manegement Information System (EMIS) is an importanttool to enhance the governance capacity of educational managers Educationmanagement information system has been facilitating and involved in alleducation and training activities For a university like Hanoi University ofPharmacy, if there is an truly effective education management informationsystem, it will be extremely convenient for the university to collect and providesufficiently, timely and accurate information for management work

For the above-mentioned reasons, " Management of education management information systems (EMIS) in higher education institutions - A case study at Hanoi University of Pharmacy" was chosen as thesis topic

2 Aim of the study

On the basis of theoretical and practical research on the management ofeducation management information systems in higher education institutions ingeneral and Hanoi University of Pharmacy in particular, the thesis suggestsmeasures to manage the education management information systems inuniversities to improve the management efficiency of universities’ activities

5 Scientific hypothesis

The quality and effectiveness of training of higher education institutions ingeneral and Hanoi University of Pharmacy in particular depend on many factors,including the Educational Management Information System (EMIS) andManagement of this system in educational institutions plays a very important role.Currently, the management information management system at Hanoi University

of Pharmacy is still inadequate and limited in terms of developing and managingthe management information system: managing the setting up of data sources;database organization management; manage the data collection process for thesystem; manage the exploitation and sharing of data sources

If measures to manage the EMIS system with scientific basis, in accordancewith the reality could be developed and implemented synchronously at HanoiUniversity of Pharmacy, it would contribute to changing the status of storingprocesses, updating, processing and exploiting information to better serve themanagement and administration of activities in an educational institution in generaland Hanoi University of Pharmacy in particular, contributing to improving thequality of management, training effectiveness of Hanoi University of Pharmacy

6 Study tasks

6.1 Studying the literature review of the thesis, including: Basic concepts;Theories of education management information system in higher educationinstitutions and management of education management information system inhigher education institutions; Factors affecting the management of educationmanagement information systems in higher education institutions

6.2 Researching and assessing the situation of the educational managementinformation system and managing the educational management informationsystem in Hanoi University of Pharmacy in order to figure out strengths,weaknesses and causes of the situation

6.3 Proposing measures to manage the educational management informationsystem in Hanoi University of Pharmacy and pedagogical testing to confirm theresearch results of the topic

7 Scope of the study

- The thesis focuses on studying the EMIS management in higher educationinstitutions and proposes EMIS management measures in Hanoi University ofPharmacy

- The practical background of the thesis is limited based on the case study atHanoi University of Pharmacy

- Survey stakeholders: Managers, lecturers, staff and students of HanoiUniversity of Pharmacy

- Experimenting measures: The thesis only tests measures to enhance facilitiesand application of modern science and technology in the educational managementinformation system of Hanoi University of Pharmacy

8.1 Methodology

is necessary to innovate the management of EMIS

(2) The situation of EMIS management at higher education institutions stillhas shortcomings and limitations that need to be overcome to improve themanagement and administration efficiency

(3) Innovating management of EMIS at higher education institutions willimprove the management and administration efficiency of educationalinstitutions, contributing to improving the quality of training institutions,providing human resources to meet requirements and demand of the society

10.1 Theoretically

The thesis has developed a theoretical basis for EMIS management in highereducation institutions According to the approach of the information systemoperation, the thesis clarifies the content of EMIS management in highereducation institutions, contributing to clarifying and enriching theories on EMISmanagement at educational institutions in the present context

10.2 Practically

- Identify the situation of EMIS management in higher education institutions

by approaching the process of operating the information system in a highereducation institution; point out the limitations and limitations of EMISmanagement in higher education institutions through the case study at HanoiUniversity of Pharmacy in recent years;

- Propose measures to overcome the limitations in EMIS management inhigher education institutions in the future

LITERATURE REVIEW ON MANAGING EDUCATION

MANAGEMENT INFORMATION SYSTEM (EMIS) AT HIGHER

EDUCATION INSTITUTIONS

1.1 Literature review

1.1.1 Researches on education management information system

The modern education system has different characteristics and needs a lot ofinnovation compared to the current education system Modern education is moreopen and flexible, more flexible than the current education system, enablingpeople to learn throughout life, wherever they are, including schools andeducational levels Information, links with each other, modern education focuses

on building human quality according to the criteria of internationalization [13]

In order to meet these changes, it is necessary to restructure both the systemand content of education and training, to set new quality standards, internationalcooperation and especially to change educational thinking and educationalmanagement One of the points that need to innovate thinking is to renovateeducational management based on information and communication technology

In 1990s, researchers went into information operations and its effectiveness

in organizations, paying special attention to EMIS, the focus of research using anddistributing information, researching applications and positive impact ofinformation technology on the quality and efficiency of management [33]

1.1.2 Researches on managing education management information

system

The Ministry of Education and Training has set up an informationtechnology center for educational management and brought about initial results inthe construction of the EMIS system Some localities and educational and traininginstitutions have successfully set up the education management informationsystem and initially served for management work [44]

At Hanoi University of Pharmacy, it is the first unit in the pharmaciticalsector to have a complete EMIS on the Internet (e-EMIS) The management ofthe EMIS system at the university has initially achieved the desired results

According to some provincial educational managers, EMIS has initiallyobtained positive results and affirmed its superiority in the role of servingeducational management [12]

Besides strengths, there remain certain shortcomings of the EMIS Along withspecific action programs related to EMIS development, there are also topics on thisissue, but these are mainly theoretical, focusing on reviewing criteria and stillsubjective Scientific reliability and implementation is too simple, mostly biased oncomments, therefore, limits the effectiveness of research and practical evaluation.

1.2 Some fundamental concepts used in the Thesis

1.2.1 Management Information System (MIS)

1.2.1.1 Concept of system (System)

A system is a collection of closely interrelated elements, interacting in aregular way to form a regime When the cohesion of the elements is a whole,there will appear new properties called emergence of the system, that is, createnew ones to ensure the performance of certain functions that each The individualelements are absent or included but not significant On the other hand, the entitieswill create constraint, that is, reduce the degrees of freedom of the elements andcomponents of the system compared to when they are in an unconnected state.Referring to the system, is referring to the movement of inputs to obtain outputs(usually expected results - the goal of the system); It also refers to the structure ofthe system (which elements are it structured from) [21]

1.2.2 Education Managemetn Information System (EMIS)

1.2.2.1 The concept of EMIS

By definition, the EMIS (Education Management Information System) is anorganized group of information services and document collection, analysis, anddissemination processes for educational planning and management

An EMIS is a set of component parts consisting of output processing inputsand information sources integrated to achieve a specific goal An EMIS is asystem for managing large amounts of data and information that can be easilyretrieved, processed, analyzed and ready for use and dissemination

The above issues are the theoretical basis for the thesis to examine thecurrent situation of management of the management system of educationalmanagement at Hanoi University of Pharmacy in chapter 2 and propose solutions
