although the education, professional knowledge, political theory of communal civil servants are raised, they are still low compared to the common ground of the province and the region; especially in communes, wards and towns The arrangement and use of the contingent of Khmer civil servants are not really appropriate; recruiting, training and retraining Khmer civil servants are not really associated with practice; attraction and treatment policies are not satisfactory The majority of Khmer civil servants tends to work in the party agencies, socio-political organizations, mass organizations and is less involved in the state administrative agencies The Mekong Delta is a region with a strategic and especially important position, the southwestern fence of the country, a rich agricultural region of the country In the Mekong Delta region, the Khmer is one of the most populous ethnic minorities, influencing the economic, cultural, political and social development of the region On the other hand, focusing on building a contingent of civil servants in general and ethnic minorities in particular is an urgent and long-term requirement, meeting requirements in the new situation, gradually building a more and more regular and modern national administration system From the above-mentioned reasons, the author has chosen the topic "State management on development of the communal contingent of Khmer civil servants in the Mekong Delta" for the Doctoral Thesis of Public Management Research purposes and missions a) Research purpose On the basis of theoretical research and assessment of the State management on development of the communal contingent of Khmer civil servants in the Mekong Delta, the thesis proposes views and solutions to complete the State management on development of the communal contingent of Khmer civil servants in the Mekong Delta b) Research tasks - Conducting general research on issues related to the thesis topic - Develop theoretical framework for researching the State management on development of the communal contingent of Khmer civil servants in the Mekong Delta - Conducting surveys, collecting and synthesizing information and data to serve the situation analysis, pointing out advantages, limitations and causes of limitations in State management on development of the communal contingent of Khmer civil servants in the Mekong Delta - Proposing views and solutions to perfect State management on development of the communal contingent of Khmer civil servants in the Mekong Delta Research subject and scope a) Research subject The contents of State management on development of the communal contingent of Khmer civil servants in the Mekong Delta b) Research scope - Studying the contents of State management on development of the communal contingent of Khmer civil servants in the Mekong Delta - Studying reality of State management on development of the communal contingent of Khmer civil servants from 2010 to present and vision to 2030 - Studying the State management on development of the communal contingent of Khmer civil servants in the Mekong Delta Methodology and research methods a) Methodology The thesis is researched on basis of Marxism-Leninism, Ho Chi Minh ideology and views of the Communist Party of Vietnam on the development of civil servants from ethnic minorities b) Research methods Document research, expert, questionnaire survey, analysis, evaluation, analysis, statistics, policy system evaluation In addition, the thesis also uses methods of comparison, practical research Research questions and scientific hypotheses a) Research questions How is the State management on development of the communal contingent of Khmer civil servants in the Mekong Delta working? What are the advantages and limitations of State management on development of the communal contingent of Khmer civil servants in the Mekong Delta? Factors affecting the development of the communal contingent of Khmer civil servants in the Mekong Delta? What needs to be done to improve the State management on development of the communal contingent of Khmer civil servants in the Mekong Delta? b) Scientific hypotheses The reality of the State management on development of the communal contingent of Khmer civil servants in the Mekong Delta has achieved certain results, but there are still limitations: the structural rate is unsatisfactory; the quality of the communal contingent of Khmer civil servants in the Mekong Delta is limited There are many reasons for this situation Therefore, if causes are studied, found out and pointed out, a system of solutions for State management shall be built suitably which helps to overcome the shortcomings and complete a number of policies on developing the communal contingent of Khmer civil servants in the Mekong Delta sufficient in number and strong in quality to meet the country's development requirements New contributions of the thesis a) Theoretically The thesis shall contribute to making more intensive the theoretical basis of state management on development of the communal contingent of civil servants from ethnic minorities, including: related concepts, subjects and objects managing the communal contingent of civil servants from ethnic minorities; contents related to state management on development of the communal contingent of civil servants from ethnic minorities; factors affecting the state management on development of the communal contingent of civil servants from ethnic minorities Some experiences in state management on development of the communal contingent of civil servants from ethnic minorities in the Northwestern and Central Highlands regions, drawing reference for the Mekong Delta b) Practically The thesis shall provide data, database on development of contingent of Khmer civil servants in the Mekong Delta., strengths, limitations and causes of limitations in the state management on development of the communal contingent of Khmer civil servants in the Mekong Delta The thesis results shall provide readers, managers with an overview of the human resource management situation regarding the development of the communal contingent of civil servants from ethnic minorities The thesis proposes some key solutions to perfect the state management on development of the communal contingent of Khmer civil servants in the Mekong Delta Meaning of the thesis - The thesis plays an important role in contributing to improving the effectiveness and efficiency of the State management on development of the communal contingent of civil servants from ethnic minorities in service of the cause of industrialization and modernization - The thesis results can be used as references for teaching and learning of learners in public service institutions, especially central-governed provincial and municipal political schools - The research results are valuable sources for policymakers, management agencies, officials and public employees to develop and implement policies and strategies more and more effectively, especially to complete the institutional system, policies on recruitment, use and state management on development of the communal contingent of civil servants from ethnic minorities in general and Khmer civil servants in particulars Thesis structure In addition to Introduction, Conclusion, Reference, the Thesis is structured into chapters Chapter 1: Overview of research situation Chapter 2: Scientific basis of State management on development of the communal contingent of civil servants from ethnic minorities Chapter 3: Current situation of State management on development of the communal contingent of Khmer civil servants in the Mekong Delta Chapter 4: Viewpoints and solutions to perfect the State management on development of the communal contingent of Khmer civil servants in the Mekong Delta Chapter OVERVIEW OF RESEARCH SITUATION 1.1 ACHIEVEMENTS The topic-related researches are approached by the authors in many different angles, creating favorable conditions for the thesis to build a theoretical framework for developing civil servants There are many contents the thesis can refer to such as the concept of communal civil servants, factors affecting the development of civil servants, views and policies of the Party and the State on the development of civil servants in current period Most of these works affirm that the development of civil servants must be associated with recruitment, employment and management Many authors also believe that the development of civil servants is influenced by many factors such as: socio-economic conditions; traditional social institutions of ethnic minorities in the region; inferiority thought and influence of psychology, old and backward habits The research works on Khmer people are also presented relatively comprehensively by the authors, from basic concepts to reality and solutions The above works all affirm the role and importance of the development of the contingent of Khmer civil servants The research works in foreign countries, most of the authors have studied the theoretical and practical issues on development of civil servants from ethnic minorities in a number of countries in the world that have similarities with the development of the contingent of civil servants from ethnic minorities in Vietnam 1.2 ISSUES NEEDING FURTHER RESEARCH The theoretical basis of communal civil servants is still insufficient, no author has studied intensively the development of Khmer communal civil servants, but mainly studied on building a contingent of cadres and civil servants in the current administration system Regarding ethnic minority cadres and civil servants, there has had many researchers with different approaches but the research on state management on development of the communal contingent of civil servants from ethnic minorities has not been conducted The Khmer issue has been mentioned by many researches, but often in terms of ethnography, philosophy, policy science almost no works have approached it in terms of management science, especially Khmer civil servants in the Mekong Delta 1.3 RESEARCH ORIENTATION OF THE THESIS TOPIC Building a theoretical basis for developing the contingent of civil servants from ethnic minorities, supplementing the concept of state management on development of the communal contingent of civil servants from ethnic minorities, the role and characteristics of the contingent of civil servants from ethnic minorities, factors affecting the development of the contingent of civil servants from ethnic minorities Surveying, investigating and evaluating the recruitment, use, training policies in order to improve the institutional system, recruitment, use and training policies for Khmer civil servants in the Mekong Delta Forming an information and data system that reflects reality of the state management on development of the communal contingent of Khmer civil servants in the Mekong Delta in the current period in order to effectively serve the state management on development of the communal contingent of civil servants from ethnic minorities in general and Khmer civil servants in particulars Suitably improving the proportion of communal civil servants from ethnic minorities, especially in Khmer areas, but not increasing the number of staff members assigned by competent authorities Chapter SCIENTIFIC BASIS OF STATE MANAGEMENT ON DEVELOPMENT OF THE COMMUNAL CONTINGENT OF CIVIL SERVANTS FROM ETHNIC MINORITIES 2.1 SOME GENERAL PROBLEMS ABOUT COMMUNAL CIVIL SERVANTS FROM ETHNIC MINORITIES 2.1.1 Some related concepts - Civil servants are those recruited and employed in the state apparatus, including: the Party, the State, socio-political organizations (from the district to the central level), in the People's Army and People's Police that are not officers, non-commissioned officers, professional armymen, defense workers, on payroll and receiving salaries from the state budget - Communal civil servants are Vietnamese citizens, recruited and in charge of specific professional fields at the People's Committee of communes, wards or towns, who directly advise the leaders of the People's Committee of communes, wards or towns in regulating, directing and implementing the Party's policies, the State's policies and laws, on payroll and receiving salary from the State budget - Communal civil servants from ethnic minorities are ethnic minority people, employed to hold a professional title under the communal People's Committee, directly advising leaders of the People's Committees of communes, wards and towns in regulating, directing and implementing the Party's policies, the State's policies and laws, on payroll and receiving salary from the State budget - The communal contingent of civil servants from ethnic minorities means the ethnic minority people, gathered into a unified force, employed to hold a professional title under the communal People's Committee, directly advising leaders of the People's Committees of communes, wards and towns in regulating, directing and implementing the Party's policies, the State's policies and laws, on payroll and receiving salary from the State budget - Capacity of managerial civil servants - Quality, capacity, qualification and ethics of the communal contingent of civil servants from ethnic minorities - Custom, tradition, culture of ethnic minority communities - Socio-economic conditions of each region, area and locality 2.3 EXPERIENCE IN STATE MANAGEMENT ON DEVELOPMENT OF THE COMMUNAL CONTINGENT OF CIVIL SERVANTS FROM ETHNIC MINORITIES IN THE NORTHWESTERN AND CENTRAL HIGHLANDS REGIONS AND REFERENCE VALUES 2.3.1 Experience of state management on development of the communal contingent of civil servants from ethnic minorities in the Northwestern and Central Highlands regions - The Northwest region has done well the training and retraining associated planning; performed well training and retraining - The management and development of the communal contingent of civil servants from ethnic minorities in the Central Highlands also has positive signals: Planning and creating sources of civil servants at communal level from ethnic minorities according to each title; Developing education - training, improving intellectual standards, fostering talents in ethnic minority areas; Implementing support policies for civil servants from ethnic minorities 2.3.2 Reference values for the Mekong Delta Firstly, perfecting the legal institutions related to development of the communal contingent of Khmer civil servants in the Mekong Delta Secondly, improving quality of planning communal Khmer civil servants in association with use, training demand in order to be proactive in staffing resources, rationally arranged by structure Thirdly, selecting young Khmer civil servants from localities; students from Khmer ethnic minority who graduate from universities to take training in professional skills, political theory and provide them with jobs Fourthly, paying attention on training and using contingent of Khmer civil servants satisfactory of quantity, quality and political and ethical qualities 11 Chapter FACT OF STATE STATE MANAGEMENT ON DEVELOPMENT OF THE COMMUNAL CONTINGENT OF KHMER CIVIL SERVANTS IN THE MEKONG DELTA 3.1 OVERVIEW OF THE MEKONG DELTA AND THE COMMUNAL CONTINGENT OF KHMER CIVIL SERVANTS IN THE MEKONG DELTA 3.1.1 Overview of the Mekong Delta 3.1.1.1 Socio-economic overview of the Mekong Delta The Mekong Delta is a part of the Mekong River Delta with an area of 39,734 km² It is located adjacent to the Southeast, bordering Cambodia to the North, the Gulf of Thailand to the Southwest, and the Southeast to the South China Sea The Mekong Delta has municipality known as Can Tho City and 12 provinces: Long An, Tien Giang, Ben Tre, Vinh Long, Tra Vinh, Hau Giang, Soc Trang, Dong Thap, An Giang, Kien Giang and Bac Lieu and Ca Mau The population of the Mekong Delta is 17.66 million people (General Statistics Office of Vietnam in 2016), accounting for about 19.59% of the national population The average population density of the region is 429 people/ km2 (1.6 times of the average population density of the whole country) 3.1.1.2 Culture, customs and traditions of the Khmer in the Mekong Delta In the provinces of the Mekong Delta, there are 31 ethnic groups, of which the Kinh people account for 92.5% of the total population, the ethnic group with the second largest number in the region is the Khmer, accounting for about 6.3% and Chinese people account for 1.2%, the rest are other ethnic minorities Khmer people always have a tradition of patriotism, community solidarity and democracy; customary law values are instrumental However, the traditional culture, customs, practices of the Khmer in the Mekong Delta have many positive traits, but also reveal the following 12 disadvantages: The closed nature in organization of traditional social institutions; "sentimental" mentality, handling work based on experience resulting in the social management of Khmer people in the Mekong Delta lacks dynamism, is subjective and ineffective; most of the Khmer people live in areas with low starting points and poor conditions for socioeconomic development 3.1.2 The communal contingent of Khmer civil servants in the Mekong Delta 3.1.2.1 Quantity and structure The communal contingent of Khmer civil servants in the Mekong Delta region are increasingly developing, the number of specialized civil servants increases over the years However, the quantity and structure of the communal contingent of Khmer civil servants are not guaranteed in accordance with regulations Table 3.1 Quantity of summarizes from provincial reports) 3.1.2.2 Qualifications, skills, political qualities, ethics, lifestyle - The capacity to perform public duties, the ability to organize practice of the communal contingent of Khmer civil servants in the Mekong Delta has been raised, contributing to completion of tasks, improving effectiveness and efficiency of state management However, there is still a part of the communal contingent of Khmer civil servants with limited 13 capacity to perform public duties and ability to organize practice and they have no independence, flexibility and creative training, cultivation and self-improvement 3.1.2.3 General assessment on the communal contingent of Khmer civil servants in the Mekong Delta region - Advantages: The Khmer communal civil servants of the Mekong Delta region is increasingly developing, the number of specialized civil servants increases over the years; The level of all aspects is raised step by step; capacity to perform public duties, ability to organize the practice have been raised; uphold the revolutionary ideological standpoint, uphold the moral quality, lifestyle, exemplary and leading in the movements, contributing to the socio-economic development of the locality - Disadvantages: The quantity and structure of the Khmer communal civil servants are not guaranteed in accordance with regulations; a part of the Khmer communal civil servants have low professional qualification, political qualification and state management qualification not meeting given requirements and duties They also have no independence, flexibility and creative application in given duties Some Khmer communal civil servants of the Mekong Delta region haven’t shown their enthusiasm and high responsibility yet Through analysis of the above situation, we can draw out some issues as follows: The number of Khmer civil servants is still low, the rate is not guaranteed according to regulations, not commensurate with the current Khmer population the quality of Khmer communal civil servants is not equal, their professional qualification is still low, does not meet the requirements of assigned duties, lacks knowledge of skills, conduct, serving attitude, etc 3.2 ANALYSIS OF THE STATE MANAGEMENT FACT ON DEVELOPMENT OF THE COMMUNAL CONTINGENT OF KHMER CIVIL SERVANTS IN THE MEKONG DELTA 3.2.1 The fact of developing and promulgating legal documents related to the development of communal civil servants in the Mekong Delta Through practical surveys, it shows that in recent years, especially from 2010 to the present, the legal system on developing the communal contingent of civil servants in general and Khmer communal civil servants in particular has become increasingly complete and quite adequate However, there are still some legal documents which are still inadequate, overlapping, not meeting requirements, and propaganda is still limited 15 Table 3.4 Results of a practical survey on the system of legal have paid attention to planning of the development of the communal contingent of Khmer civil servants; However, the planning is not associated with use, training and further training; In the training state management of recruitment, employment, training and further training to develop the communal contingent of Khmer civil servants in the Mekong Delta 3.2.3.1 The fact of recruitment of the communal contingent of Khmer civil servants in the Mekong Delta Recruiting the communal contingent of Khmer civil servants in the Mekong Delta gradually replaces recruitment through assessment to competitive examination to select people with professional qualifications suitable to the assigned job The form and content of the competitive examination for recruitment are increasingly specific and closer to the requirements and conditions of the position to be recruited; which is public and transparent, ensuré competitiveness and prioritizes ethnic minorities However, developing a plan to recruit communal civil servants at is still not close to the task requirements; in developing training need plans according to the system of recruitment in localities that have not yet linked the reports) 3.2.3.2 The fact of arrangement and use of Khmer communal civil servants in the Mekong Delta In recent years, provinces and cities in the Mekong Delta region have arranged the positions in accordance with the professional qualifications of 17 civil servants However, there are still Khmer civil servants in some communes, wards and towns with professional qualifications that are not suitable with the position and practical requirements of the work, so the working efficiency is not high Table 3.7 Leaders and managers’ assessment on compatibility between qualifications and capacity Khmer communa; civil servants in the Mekong Delta has had positive changes recently and gradually entered into order and stability However, development of training programs and plans is not linked to the use planning, nor associated with analysis and proper evaluation of training needs of civil servants; the training and further training programs and teaching methods aren’t suitable 18 3.2.4 The fact of statement management on finance to develop the communal contingent of Khmer civil servants in the Mekong Delta The financial work to develop the communal contingent of Khmer civil servants in the Mekong Delta has always been interested in implementation by the localities, however, the Mekong Delta has a low starting point, the budget is still poor, the investment in training and further decentralization on developing the communal contingent of Khmer civil servants in the Mekong Delta Some contents of the provincial People's Committee are decentralized: Develop a project of position and civil servant structure Recruitment and employment of civil servants; comment and evaluation of civil servants; approval, appointment and dismissal of civil servants Implementation of the regime of salary, severance, retirement and other incentive policies for civil servants Commendation and discipline Managing records of civil servants, Based on the decentralized content, the provincial People's Committees stipulate the decentralization of authority to manage civil servants in the province in order to clearly define rights and responsibilities of agencies in management of civil servants 19 3.2.6 The fact of inspection, examination and evaluation of law enforcement related to development of communal civil servants in the Mekong Delta Inspection, examination and evaluation focused on the programs, content, teaching and learning activities, implementation of regulations and internal rules in the training and further training In addition, the inspection, examination and evaluation of the law enforcement is related to leaders, managers, Khmer communal civil servants However, the inspection, examination and settlement of complaints and denunciations of Khmer civil ON THE STATE MANAGEMENT FACT ON DEVELOPMENT OF THE COMMUNAL CONTINGENT OF KHMER CIVIL SERVANTS IN THE MEKONG DELTA 3.3.1 Advantages - Development of plans to create sources for developing Khmer communal civil servants has made a clear change in perception of democratic and objective views, gradually overcomed the closed situation Annually review, adjust and supplement the plans - The recruitment and use of Khmer communal civil servants in the Mekong Delta are increasingly concerned The process of organizing competitive examinations for civil servants in particular has been based on legal documents on the competitive examination to deploy and comply with the regulations on processes, procedures, contents and forms strictly, in which the principles of publicity and objectivity are complied with - The quality of training and further training for Khmer communal civil servants in the Mekong Delta is increasing, many meaningful practical policies are applied - The financial work to develop the communal contingent of Khmer civil servants has always been cared by the localities, the capital allocation is higher than the previous year 20 3.3.2 Disadvantages - Development and promulgation of regulations, programs and plans to implement the development of the communal contingent of Khmer civil servants of the Mekong Delta is still embarrassing and untimely at various places from time to time; - Did not pay attention to implement the planning to create sources, plans for developing the communal contingent of civil servants in the Mekong Delta - Recruitment of Khmer communal civil servants of the Mekong Delta doesn’t meet requirements - Training and further training for Khmer communal civil servants of the Mekong Delta isn’t comprehensive, the efficiency is not high - Arrangement and use of Khmer communal civil servants of the Mekong Delta is not reasonable, there is still a situation of using civil servants in non-compliance with the trained profession - Investment funding for development of Khmer communal civil servants of the Mekong Delta is limited - Inspection and examination has not been regular, timely and continuous 3.3.3 Causes of disadvantages - The system of legal documents on the development of the communal contingent of Khmer civil servants of the Mekong Delta is not specific, has not met the requirements, is still inadequate and limited - Due to the limited capacity of civil servants, especially civil servants at grassroots level, the development of the communal contingent of Khmer civil servants in the Mekong Delta has not met the given requirements - The capacity to perform public duties, the ability to organize the practice of the communal contingent of civil servants of the Mekong Delta is still limited and lacks Independence and flexibility - Due to influence of culture, customs, traditions, regional characteristics of the Khmer 21 Chapter VIEWPOINTS AND SOLUTIONS FOR PERFECTING STATE MANAGEMENT ON DEVELOPMENT OF THE COMMUNAL CONTINGENT OF KHMER CIVIL SERVANTS IN THE MEKONG DELTA 4.1 VIEWPOINTS FOR PERFECTING STATE MANAGEMENT ON DEVELOPMENT OF THE COMMUNAL CONTINGENT OF KHMER CIVIL SERVANTS IN THE MEKONG DELTA - Perfecting state management on development of the communal contingent of Khmer civil servants in the Mekong Delta must thoroughly grasp the Party's viewpoints on development of the contingent of civil servants from ethnic minorities - Perfecting state management on development of the communal contingent of Khmer civil servants in the Mekong Delta must be associated with renovating the political system at the grassroots level - Perfecting state management on development of the communal contingent of Khmer civil servants in the Mekong Delta must be associated with the development of economy, culture, society, national defense and security, ensuring that it is suitable to the actual situation of the locality - Perfecting state management on development of the communal contingent of Khmer civil servants in the Mekong Delta must be associated with promoting the characteristics of regions, traditions and cultures of the Khmer - Perfecting state management on development of the communal contingent of Khmer civil servants in the Mekong Delta must be associated with synchronous implementation of personnel policies 22 4.2 SOLUTIONS FOR PERFECTING STATE MANAGEMENT ON DEVELOPMENT OF THE COMMUNAL CONTINGENT OF KHMER CIVIL SERVANTS IN THE MEKONG DELTA - Improving the system of legal provisions related to state management on development of the communal contingent of Khmer civil servants in the Mekong Delta - Improving the quality of planning to create sources, plan for training and further training to develop the communal contingent of Khmer civil servants in the Mekong Delta - Promoting the training and further training to contribute to improving the capacity of leading civil servants, the capacity to perform public duties, the ability of practical organization of the communal contingent of Khmer civil servants in the Mekong Delta -Innovating the recruitment, arrangement and use of evaluation in development of the communal contingent of Khmer civil servants in the Mekong Delta - Promoting the cultural traditions, habits, customs and regions in development of the communal contingent of civil servants in the Mekong Delta - Strengthening the inspection, examination and evaluation of law enforcement in state management on development of the communal contingent of Khmer civil servants in the Mekong Delta 23 CONCLUSION The thesis has achieved the following results: Firstly, evaluating the research works related to state management on development of the communal contingent of Khmer civil servants in the Mekong Delta Thence evaluating the contents that this thesis studies and the contents has not been studied or left open for further study Secondly, developing a theoretical framework of state management on development of the communal contingent of Khmer civil servants in the Mekong Delta with the concept of state management on development of the contingent of civil servants from ethnic minorities; pointing out the need of state management on development of the contingent of civil servants from ethnic minorities, factors affecting state management on development of the contingent of civil servants from ethnic minorities; contents of state management on development of the contingent of civil servants from ethnic minorities Thirdly, the thesis studies experiences of state management on development of communal civil servants from ethnic minorities in some provinces in the Central Highlands and Northwest From there, draw reference values for the Mekong Delta in state management on development of the communal contingent of Khmer civil servants Fourthly, the thesis assesses the fact of state management on development of the communal contingent of Khmer civil servants in the Mekong Delta The thesis has pointed out advantages, disadvantages, causes for disadvantages in state management on development of the communal contingent of Khmer civil servants in the Mekong Delta today Fifthly, based on assessment on the fact of state management on development of the communal contingent of Khmer civil servants in the Mekong Delta, the thesis proposes viewpoints of state
