According to the financial information from the Vietnam Textile and Apparel Association, 2014, textile industry is a high growth rate of exports In year of 2000, it reached 1.89 bilion USD, reached 4.77 bilion USD in 2005, reached 11,2 bilion USD in 2010 and reached 22 bilion USD in 2013 (11 times higher than in 2000) Vietnam is a country having strength textile industry through cheap labor cost, high skill and the ability for producing high quality items and a large scale in a short time as well as the government utmost to facilitate and support the garment business Our company realized the potential development of Vietnam's garment industry is very high Besides, to meet the demand of our traditional customers and new customers, the Board of directors decided to invest construction project "Textilegarment factory - S.Power (Vietnam) Textile Co., Ltd, Phase 1" at Lot A13, C1 road, Thanh Thanh Cong industrypark, An Hoa commune, Trang Bang district, Tay Ninh Province The project is divided into 03 phases Within the scope of this EIA, the report only assesses the first phase with products including the knitted fabric 11,000 tonnes/ year; clothing 19.2 million pcs/ year; cartons 100,000/year, 100 tons of plastic bags/ year; 150 tons of clothing materials /year Thanh Thanh Cong Industrial Park with the advantage of infrastructure planning is synchronized and closed, security conduct environmental assessment, monitoring and management of activities related to environmental protection our company Also report environmental impact assessment is also the scientific basis for our solutions deployed limited negative impact on the environment during the operation of the plant 1.2 The agency approved investment projects S.Power (Vietnam) Textile Co., Ltd approved the investment report of this project 1.3 The relationship of the project with the relevant planning Project "Textile-garment factory - S.Power (Vietnam) Textile Co., Ltd, Phase 1" located at Lot A13, C1 Street, Thanh Thanh Industrial Zone, An Hoa Trang Bang district, Tay Ninh province The project will be invested in Thanh Thanh Cong industrial park, including the precincts of textile-garment industry and supporting industry that are approved 278 hectares (including 113 hectares in phase 1; 165 hectares in Phase 2) by PPC 1.4 The project is located in an industrial zone Project is located in Thanh monitoring program Environmental monitoring diagram is attached in Appendix The monitoring of environmental quality is one of the important tasks of environmental management and is also a very important part of environmental impact assessment The investor coordinate with the specialized agencies for programming environmental pollution monitoring The company implementate monitoring program of environmental quality in the process works as follows: 5.2.1 Environmental monitoring during construction Monitoring garbage Volume of garbage will be daily statistics Periodically (every months / analysis and assessment shows that the investment project "Textile-garment factory - S.Power (Vietnam) Textile Co., Ltd, Phase 1" by S.Power Textile Co., Ltd (Vietnam) as an investor is essential for the development of companies and industrial zones The project brings a positive impact on the economic of the Trang Bang district and Tay Ninh province Project activities and facilitate employment opportunities for thousands of local workers, increasing revenues for the state budget Besides the activities of the project also cause some negative impacts to the environment as follows: - Air pollution, noise and dust - Pollution caused by wastewater - Pollution by Solid Waste - Environmental incidents As described in Chapter and 4, the construction phase and operation can generate many negative effects on the environment (soil, water, air) However, if fully implement these measures seriously in technology and management, will minimize the negative impact However, the identificating and assessing project impacts and mitigation measures proposed in the report can not be perfect due to many reasons So to control and limit pollution and minimize the impact of the project on the environment, since its establishment and began hands-on construction until the project went into operation, we apply measures to limit pollution at source pollution arising as discussed in Chapter IV of the report Recommendations With the benefits of social and economic and having measures to limit environmental pollution of the project, the investor respectfully request that the Page 157 IEA Report S.Power (Vietnam) Textile Co., Ltd Department of Natural Resources and Environment and the relevant authorities assess and submit EIA for People’s Committee of ta Ninh Province for approving EIA report soon Commitment S.POWER Textile Co., Ltd - project owners would commit to: - Compliance with the Environmental Protection law and Sub-Law document - Seriously implement measures to control sources of pollution arising from the activities of the project in accordance with the technical plan outlined in the report on environmental impact assessment and the request to approve the report environmental impact assessment - Ensure the investment schedule and the deadline of completing polutant treatment plan (wastewater collection system) System will be checked by the authorities, confirmed before operation - Ensure the investment cost of environmental treatment facilities (wastewater collection system) as well as funds for implementation of environmental monitoring programs -
