Giới thiệu về gói thầuKết cấu (Hố ga, CSO, cửa xả):Một hố tách dòng (CSO) cho lưu vực D sẽ được xây dựng tham chiếu theo bản vẽ LT2MS_OutD… Thêm vào đó 100 hố ga đặc biệt và điển hình sẽ được xây dựng tham chiếu theo bản vẽ LT13MSMHT… và LT2MSMHS… .Tuyến công chính:Ở gói thầu 2 các tuyến cống chính sau (cấp 1 và cấp 2) sẽ được xây dựng tham chiếu theo bản vẽ LT2MSPP…Tuyến cống cấp ba trong hẻm:Trong gói thầu 2 tổng chiều dài đường ống là khoảng 1.800 m sẽ được xây dựng trong tổng số ~ 15 hẻm theo bản vẽ LT2TNA .... Trong số 1.800 m khoảng 620 m là ống DN300 đến DN500 phải được lắp đặt trong giữa của các con hẻm và khoảng 1,400 m là ống DN200, cho đấu nối của một số hộp kết nối nhà dân đến ống DN300 đến DN500.Tuyến cống cấp ba trên đường:Trong gói thầu 2 tổng chiều dài là khoảng 6,350 m đường ống DN200 đến DN300 sẽ được xây dựng trên vĩa hè dọc theo các tuyến đường. Trong trường hợp có các chướng ngại vật ở vỉa hè ngăn cản xây dựng trên vỉa hè các đường ống sẽ được lắp đặt gần sát mặt của đường. Các khu vực chính cho thi công tuyến cấp ba dọc theo đường là lưu vực D, G, F và JN tham chiếu bản vẽ LT2TNS ....

effective performance of provisions under economic contracts The Manager shall have the right to coordinate the progress schedules, general construction quality at the site for arrangement and adjustment of tasks among units, coordinating works, mobilizing equipment and materials in the site in accordance with capacities of the units as well as ensuring the progress * Superintendent: Be fully responsible for implementation and assurance of the quality and efficiency Directly providing orders to construction units as well as ensuring the relationships with supervisors of the Employer and design agency * On-site Technical Department: Under the management of the Superintendent in terms of construction performance and construction management, including: method planning and implementation of construction measures * Quality Management Department: Quality Management Department shall manage all issues within the scope 3|Page of contracts relating to the quality, such as: - Organizing the quality management system for the site - Preparing project quality assurance plans and implementation monitor - Coordinating with the Employer, partners to supervise the quality management of works, ensuring the quality of the package * Administrative Department: Administrative Department shall be under the direct management of the Superintendent and implement the following tasks: - Performing administrative works of the Site such as document management; - Organizing and proposing the purchase of all materials for the project and material management - Carrying out external relations with government agencies and other relevant agencies and organizations * Safety Security Department: In charge of guiding, supervising and making the first-aid in case of accidents at the site through the first-aid stations Ensuring the labor safety activities as required in the contract and this requirement - Preparing detailed construction safety plans during the construction to submit to the Employer for approval and implemented during the construction period of the bid package * Laboratory: The Laboratory shall be responsible for testing and inspecting the quality, this Department is equipped with a full range of test equipment, measuring devices relating to the objects to be tested Material Testing Department and Quality Inspection Department have proper work-related equipment to control the quality of inputs from other suppliers * Environmental Management Department: Environmental Management Department is responsible for guiding and supervising construction activities that affect the environment according to requirements of the Project - Environmental Management Department shall, on behalf of the Superintendent, disseminate all directives and instructions related to the environmental impacts according to requirements of the Project * Department of materials, equipment and storekeeper 4|Page Department of materials, equipment and storekeeper is responsible for supplying materials and equipment to ensure that the construction items are in accordance with the design, procedures, current regulations as well as meet the highest requirements of the construction progress and quality of the works III Layout of construction site: The Contractor shall undertake the study of approved documents and receive the landmarks, elevation piles Based on actual conditions, the Contractor shall compare with the design documents, in case of defects, the Contractor shall submit to the Employer and Engineers for review and repair according to actual conditions at the Site Each specific duty shall be prepared in advance as planned to avoid overlapping works and ensure the construction progress as required The Contractor plans to arrange 01 Site Management Board, site-huts in convenient areas for the purposes of construction Auxiliary works include: Headquarters of the Project Management Board of the Bid Package, houses for staff, workers, information and living facilities, sports and entertainment facilities, material storehouses and gathering yards of materials, construction equipment etc Based on the actual terrain conditions, the Contractor plans to execute the works in a sequential way according to the progress assurance procedures and the quality of the works The work items of the Project Management Unit are constructed alternatively Include the following construction teams: + Survey team + Reinforced concrete team + Scaffolding team + Concrete construction team + Construction team of conduits including: construction team No 1, 2, 3… IV Arrangement of signs and barriers To ensure environmental sanitation To ensure labor safety for people, construction equipment and works To place signs, traffic signs, back-up generators to supply the power * Water Water for construction and firefighting is taken from wells to prevent long-term water loss VI Material sources: All materials used at the site must meet Vietnamese standards with quality registration of the manufacturer The Contractor undertakes that all types of materials used for the works shall be submitted to the Engineers regarding to the sources of supply and must be thoroughly tested in accordance with the requirements as stated in the Bidding Documents and approved by the Employer (Sources of materials are based on legal documents) List of current standards and regualtions; 8|Page PART – GENERAL CONSTRUCTION METHODS A/ PREPARATION: Taking over the site and inspection The Contractor shall take over the site after the Employer decided to hand over the site The process of taking-over and handover of the site shall be attended by all stakeholders including Employer, Design Consultants, Engineer, Constructor and cadastral management units After handing over the site, the Contractor shall receive the landmarks, including the boundary landmarks of the bidding package, landmarks of land clearance, landmarks of construction corridor, design landmarks, landmarks of design elevation and piles, if any), (central piles, curve piles, edge piles of talus etc.); After taking over the site and landmarks, the Contractor shall check current status In case of any difference between the current status and the design, the Contractor shall submit to the Employer and Engineer for review and repair in accordance with current status Constructing barriers, signs at the Site for each location Determining the elevation and driving piles for each work item Construction of site-huts, gathering yards of materials and equipment Based on the current site, natural conditions, climatic conditions, surrounding infrastructures and construction volume of the Bid package, the Contractor shall make specific calculations to arrange and construct site-huts, gathering yards etc in the most reasonable manner Construction works include the Headquarters of the Project Management Board of the Bid Package, houses for staff, workers, information and living facilities, material warehouses, gathering yards of materials, construction equipment etc The Contractor shall level these auxiliary works and backfilled by ballast with the thickness of 15cm and covered with mortar M75 with the thickness of 3mm For the access roads, the Contractor shall execute ballast with thickness of 15cm for the construction works Power sources for production and daily life are connected from current sources used for the construction site To prevent any interruption, the Contractor shall reserve 02 generators The water sources used for production and daily life are from the current water sources The Contractor shall use tankers to transport water to locations 9|Page where water is not available Management, relocation and positioning of piles at the Site: For piles, stakes, important details within the construction site, the Contractor shall apply measures to move to other locations and prepare positioning plans without changing during the construction process After completing the management plan for reallocation of piles, the Contractor shall hand over a set of documents to technicians and Engineers for supervision during the construction process Preparation and gathering of materials Based on construction volume, requirements of works and construction progress of the Bid package, the Contractor shall prepare and gather material according to types, quantity and time of use The Contractor shall mobilize materials and supplies based on the material mobilization schedule for the bid package The Contractor shall use high-quality materials and supplies in accordance with requirements of the Bid package and current regulations and standards of the State The Contractor shall only use materials and supplies for the Bid package in case of the quality certificate Before use, materials and supplies must be tested and approved by the Employer and Engineer The Contractor shall prepare sufficient quantity of materials to ensure fully and timely supply Preparation of construction equipment Based on construction volume, requirements of the works and construction progress, the Contractor shall prepare and gather construction equipment according to correct types, quantity and time of use The Contractor shall use modern machinery, equipment with high capacity to meet requirements of the works Prior to use, machinery and equipment must be approved by the Employer and Engineer To meet the continuity of the works, guarantee the quality and construction progress, the Contractor shall reserve equipment and machinery In case of failure, machinery and equipment must be stopped and replaced by others Preparation of construction procedures * The Contractor shall submit to the Employer the following procedures: 10 | P a g e Responsible for ensuring the quality of the project belongs to the contractor, from the project management unit, supervisors of the contractor to the site superintendent, construction points and skillful workers In short, quality is achieved by those who have direct responsibility for carrying out the work and inspected by those who not directly perform the work III MEASURES FOR WORKS MANAGEMENT AND QUALITY ASSURANCE Compilation of handbook on quality of the works: Based on the requirements of the Employer and bidding documents, and the contractor's experiences in carrying out other works with similar scope, we will promptly set up a "Handbook on quality with the procedures, provisions and guidelines The handbook on quality will contain specific testing instructions for each work, each inspection include an on-site checklist, the handbook on quality will be used daily by the contractor's supervisors and inspectors to maintain the daily quality standards, and the inspectors will report the daily activities in the prescribed form The contents of inspection consist of the following main items: general technical requirements, inspecting the actual workmanship, the construction regulations, the experiences drawn and the main measures Organization of quality inspection: The Project management unit will set up a Quality Management Unit (QMU) of the bid package and one of the deputy directors acts as the project manager The head of Quality Management Unit, who is in charge of quality programs, must coordinate with the project manager and the technical manager to confirm that all the work was done in strict accordance with quality standards The technical manager is in charge of maintaining an independent system and reporting the project manager on issues, plans and procedures for conducting quality inspection * The head of quality management unit is responsible for: Preparing, distributing and implementing quality inspection guidelines that are specifically developed for the project Establishing inspection checklists, inspection plans, providing appropriate testing facilities, and performing other tasks required to establish quality inspection for all activities in all areas Coordinating with the Employer and the Engineer to approve quality inspection plans, procedures, documents related to the project and organizing inspections Notifying the employer of all orientations from plan, schedule and method Examining the materials, assessing and training the inspectors to ensure effective quality inspection Coordinating with local agencies, local authorities, environmental organizations and other agencies 30 | P a g e Directing quality inspection teams, technical staff in the contractor's laboratory * Responsibilities of the leaders of quality control teams: Preparing handbooks on quality for each work Carrying out the plan and implementing the steps Developing inspection and testing plan Ensuring quality of work items in accordance with specifications, including inspection of suppliers and agents Detecting and correcting improper materials and equipment and the works which have not been performed properly Ensuring the capacity of the inspectors, maintaining and improving their competence Maintaining quality during the project performance, especially when there are complex or new construction items Monitoring quality documentation, verifying all construction and installation works in strict accordance with the requirements Managing inspection and testing activities, testing of measuring and experiment instruments Directing the quality appraisal and supervision Using quality as a management tool * Quality plan: As soon as the contractor receives the approval document, the contractor will submit a quality management plan for the work items to the employer and the engineer for approval, which is based on the specific type and allowable progress of the package The contractor will only really start work when the engineer approves the quality management plan in writing * Quality inspection progress: The proper arrangement of construction time is important to ensure the quality of the work The contractor will develop an appropriate project construction schedule, ensuring the supply of construction equipment, materials, and enough time for modifying the plans, technical documents, data (if needed) The inspection progress should highlight the milestones and allow enough time for correction as needed based on the results of the preliminary tests and indicate the corrective steps taken to obtain the quality assurance certificate * Inspection of materials and equipment for works: Prior to construction, the contractor will prepare a list of materials and equipment to be purchased based on the design drawing along with specifications and technical standard Based on this list, the contractor will place 31 | P a g e orders with the suppliers, the head of quality management unit will base on this list to check the accuracy and security Materials will be inspected after delivery to see whether the requirements are satisfied, the following information should be taken into operation: + Name of manufacturer, material number + Specifications + Material status Upon inspection and approval, materials will be logged in material slip and stored If the material is not approved, it will be marked and stored separately for disposal At the same time, the head of the quality management unit will make the records of wrong materials: + Description of wrong material + Quality inspection assessment + Disposal plan * Management of materials, equipment provided: All materials used for the project must be approved by the engineer Materials must have a quality certificate from the supplier, manufacturer and must be re-inspected by the contractor before construction All construction equipment mobilized by the contractor to the construction site must have a certificate of registration, equipment records and still quite modern Equipment for construction must be approved by Engineer before putting into use * Measurement and testing equipment: The contractor will be fully equipped with measuring and testing equipment The Head of Quality Management Unit is responsible for ensuring the operation and maintenance of all equipment of the contractor, planning the inspection and maintenance immediately after receipt and personally inspecting the results of the inspection, use, maintenance to ensure the safety and accuracy of measuring and inspection equipment The Head of QMU will develop inspection plan, checklists and instructions for all inspectors to inspect the construction items, the inspection results will be archived, checklists as well as daily reports of inspectors are also checked * Quality control by experiment: Checking quality by laboratory experiments and field testing is fully implemented according to the "Specifications" of the bidding documents and the instructions and supervision of the employer and engineer In special cases, the contractor will submit its proposals to the engineer before implementation All 32 | P a g e tests were conducted under the supervision of consultants monitoring and test results are approved by the engineer The contractor will perform inspection in accordance with specifications described in the bidding documents, international standards and standards of Vietnam standards respectively for specific works * Quality Reports: The quality management unit of the project will record the test results and test items These results indicate whether the works meet the quality specified in the approved plan and standards Reports include quality data and documents and estimates of adjustable numbers of days for re-inspection of defects These reports will be copied and sent to the project management unit, the employer, engineer and executive board at the construction sites Quality reports include: - Report on wrong materials: When construction material or any workload is found to be inconsistent with the drawings, quality standards or contract requirements, it will be recorded and stored separately from the other normal work Based on the records, the individual or joint responsibility will be allocated and plans for handling will be proposed Then the plan for handling will be discussed by the quality manager and technical manager to agree the plan It will be closely monitored and supervised to ensure that the misrepresentation has been resolved and it will not be repeated later for materials and work of a similar nature - Report on defects: Report on defects is a record of installation work identified during the inspection, which will be sent to the relevant parties for review and correction Defects will be recorded in the daily reports, when defects are identified, they will be attached to the daily quality control report and monitored regularly until the work is repaired - As-built drawings: The quality unit will maintain a set of design drawings to record the as-built data Upon completion of the work, the head of technical unit will record this information in the as-built drawings with references if there are any changes - Other reports: Other quality reports prepared by quality unit include: Construction supervision report, including daily quality inspection reports Test results: Design, construction, installation, supply of goods and materials, bidding documents, progress, construction drawings, etc Report on analysis of material sample and certificates 33 | P a g e Inspection plan, classification results Report on training results Inspection results of change Inspection report * Quality papers: - Construction diary: QMU will prepare construction diary, including instructions on how to record construction diary, number pages, books, construction drawings with lists of relevant drawings After checking, the head of QMU will unify the content, design with the engineer then submit to the employer to approval and seal After that, the construction diary is delivered to the parties concerned Recording of daily construction diary must be confirmed by the contractor and engineers - Other quality papers: QMU will have to receive, check and update all documents used for the project including technical drawings, quality certificates of construction materials, ordering units, test reports and other relevant documents: Subcontracts and orders after the supply of subcontractors must be inspected by the head of QMU in terms of the ability to meet technical standards and construction progress During the inspection process, the relevant documents for clarifying information will be copied and attached If any misrepresentation is detected, QMU will report and send to the compiler or document compilation unit, this report will be used as a basis to resolve the reinspection and re-submission Technical manager is also given a copy to keep track of the progress The documents submitted to the employer for review and approval will be recorded and confirmed in the dispatch – document book, the relevant documents will be transferred to the head of technical unit to copy and distribute to subcontractors, suppliers or agencies concerned One copy will be kept by the head of quality management unit * Site inspection and acceptance of completed work: All supplies, materials and equipment transported to the site will be monitored by QMU in terms of delivery, use, installation and protection during construction If there is any concern, it should be reported to the person in charge of each unit or responsible person to make the necessary changes Each stage, item of the construction will be recorded in a detailed quality inspection checklist by the contractor, which can be adjusted as required during the construction process This list is used to check the typical structure of the works from the beginning to the completion Organizing acceptance of completed items and handover shall be performed by QMU in coordination with the technical unit The head of 34 | P a g e technical unit will give the list of acceptance, implement commissioning procedures and support the employer in recognition of the existence and make recommendations for approval * Standards and principles applied to the project: Work items must conform to the standards set out in the specifications of the bidding documents The contractor shall, in preparing bids and before construction, have to gather all the relevant documents on the hydraulic, geological and construction conditions as directed by the technical and design documents Therefore, more research on alternatives should be proposed to the employer and engineer for better understanding of the actual conditions and reasonable construction methods Statement on construction plan and schedule will facilitate the continuous work, while ensuring the quality management and safety measures for each work The technical proposals of the contractor must be presented to employer and engineer for review and approval before implementation * Quality management and inspection: To ensure high quality of the contract, the contractor will organize the field tests in accordance with instructions of the bidding documents and in compliance with the principles of ISO 9000 The contractor will apply quality management system from the superintendent to the construction units The quality management unit is responsible for supervising the construction units, ensuring that the construction units perform the work according to regulations and quality standards set out in the technical requirements Engineers and staff working at the works site and construction site must be qualified, certified and experienced in the assigned tasks The workers must be certified their skills for specific works which are assigned to them on site Quality management system includes management of materials, equipment and labor in each item and the whole works The testing system in the laboratory will facilitate the quality control during construction The contractor must fully record the work done each day, including the name of the work item, the place and time, the volume of each specific work The work to be completed every day must be inspected to propose the plan for the next period so as to ensure the progress and quality of the contract The quality inspection unit must submit monthly summary reports to the contractor's management unit The report must be checked and certified by the engineer 35 | P a g e PART - WORKS WARRANTY We are committed to warranty of the works in accordance with the bidding required to study occupational safety, depending on the kind of work before working and learn once a month, with the slogan, internal regulations at visible places Health examination for workers before engaging in construction Workers must ensure their health before engaging in construction, especially those who work overhead Workers are fully equipped with labor protective equipment such as shoes, hats, clothes, gloves, safety belt Security medical network should be organized on construction site * Perform technical labor safety measures All work performed on the site must be subject to labor safety measures The technical staff in charge the work is responsible for developing safety measures for such work, disseminating and supervising the implementation of worker groups For overhead
