and order Urban security and order is a safe, stable and orderly state in all aspects of urban society, established on the basis of the provisions of law to ensure the rights and benefits The law of people is not abused, all activities of the State, organizations and individuals are strictly implemented in accordance with the law, creating a sustainable urban environment according to certain principles 2.2 Concepts, characteristics, roles and methods of state management on urban security and order 2.2.1 The concept of state management on urban security and order Analyzing different scientific perspectives on state management, urban security and order, the author's thesis concepts: State management on urban security and order is the impact of organization, in state power, on the are both positive and negative The rapid urbanization process along with the socio- 13 economic development has brought positive impacts However, the negative side of the urbanization process has also caused negative impacts that significantly affected the sustainable development of Hanoi, has caused negative impacts on urban security and urban in Hanoi 3.2 Reality of law on state management on 3.3 Actual status of organization in implementing state management law on urban security and order in Hanoi 3.3.1 Results in organizing the implementation of laws on state management of urban security and order in Hanoi Organization of implementing law on state management on urban security and order in Hanoi has actively served in social management, socio-economic development, protection of legitimate rights and interests of agencies and organizations, protection of legal rights and interests of citizens The state management on urban security and order in Hanoi work has served the country's sovereignty, unity and territorial integrity, upholding the Party's leading role, promoting economic development, creating an advantageous international environment However, the state management on urban security and order in Hanoi still has many weaknesses such as: The law on urban order and security is still not synchronous, slow in penetrating into life, always changing, many laws have een promulgated but circulars on directing the law application and implementation are still late; a large part of cadres, civil servants and organizations and individuals still violate the law; The tasks of grasping, forecasting the situation, resolving some cases of order and security are not highly effective, showing embarrassment due to the lack of appropriate legal regulations, as well as the ability to apply unrealistic laws operate on some state management on urban security and order areas The causes are: The legal system of security and order in our country is still not synchronous and inconsistent; the capacity, professional qualifications and management of cadres and civil servants in the process of implementing the state management on urban security and order in Hanoi are still limited; the state management on urban security and order responsibilities of ministries, branches, urban authorities of Hanoi and heads of state administrative agencies have not been enhanced; The leadership and direction roles of the Party committees and Hanoi city authorities for the inspection and examination of the implementation of the law on state management on security and security have not been paid regular attention 18 Chapter VIEWPOINTS AND SOLUTIONS TO ENHANCE THE STATE MANAGEMENT ON URAN SECURITY AND ORDER IN HANOI 4.1 ViewpointS to strengthen state management on safety 4.2 Solutions to strengthen state management on urban security and order in Hanoi The thesis recommends some of the following major solutions: 4.2.1 Strengthen the promulgation of legal documents on state management on urban security and order In order to overcome the limitations and shortcomings, the further study of supplementing and completing the law on state management in general and security in general and the state management on urban security and order in Hanoi in particular should well implement the following contents: Firstly, it is necessary to agree on the Party's views, ideologies and guidelines in supplementing and improving the law on state management on security and order Secondly, promote the social intelligence gathering in building and perfecting In the new condition, the renovation of the state management on urban security and order mechanism should be conducted in the following direction: Firstly, rationally decentralizing the state management on urban security and order activities between the central government and urban authorities Secondly, clearly defining the functions and tasks of the People's Committee, police agencies, branches and levels in the state management on urban security and order Thirdly, building really clean and solid state management on urban security and order in Hanoi agencies to well perform the
