officially established diplomatic relations 34 years ago, on March 22, 1973 Vietnam and the Vietnamese people were still suffering of a war that had ravaged the country for several decades Immediately after the end of this war in 1975, the Belgian Embassy was opened in Hanoi and on October 11, 1977, our countries signed a General Agreement on “Economic, Industrial and Technical Cooperation” Other agreements followed of which the most important are the Agreement on Encouragement and Protection of Investment (1991), Agreement on Non-double Taxation (1996) and the Agreement on Scientific and Technological Cooperation (2002) Ever since, close relations have been established between Vietnam and Belgium and many programmes have been jointly set up and implemented Bỉ Việt Nam thức thiết lập and happy to see that over this period Vietnam and Belgium have built excellent relations based on mutual trust and cooperation This is confirmed by the many highlevel visits that took place between currently one of 18 partner countries of the Belgian development cooperation and the only one in Asia Programmes are implemented on a bilateral basis, through indirect channels such as NGOs and other population to alleviate the impact of the economic reform towards a market economy Currently cooperation efforts concentrate on support for strengthening the institutions, capacity building and improvement of the quality of life Over the years we have seen that Vietnam has made remarkable progress at all levels, economic as well as social The Socio-Economic Development Plan 2006-2010 affirms the vision of Vietnam becoming a middle-income country by the end of this decade Although still a lot remains to be done, poverty is being reduced at a fast pace and economic growth expands rapidly over the country, contributing to the development of the population Due to this evolution, Vietnam increasingly becomes a key actor in the region and an important partner of the regional organizations The accession to the World Trade Organisation in 2006 was a new milestone in the integration of Vietnam in the globalizing world On the occasion of 30 years of cooperation between Vietnam and Belgium, October 1977, not long after Vietnam’s reunification, the Government of Belgium and the Government of Vietnam signed the Framework Agreement on Economic, Industrial and Technical Cooperation, which was the basis for developing economic and trade relations between the two countries Vietnam has received a warm support by the Kingdom of Belgium both during the hard days of post-war rehabilitation looking back on the past 30 years, we can proudly affirm that the relationship between the two countries has expanded significantly, particularly in the economic and trade relations The two countries have exchanged a number of high-ranking delegations Many important agreements have been signed Joint Commissions between the Government of Vietnam and the Belgian Federal Government and the Belgian Regional Communities have been set up, creating a legal corridor to develop the relationship between the two countries The twoway trade has continued to rise and it is estimated to reach more than billion USD in 2007 (or 25 times higher than in 1991) The Kingdom of Belgium is ranked 33th among 80 countries and territories having Foreign Direct Investment in Vietnam with a total registered being a small country, Belgium has always shown its strong support to Official Development Assistance (ODA) to Vietnam To date, Belgian ODA to Vietnam amounts to 285 million USD, 60% of which is non-refundable aid and the rest is granted through soft loans In addition to the strengthened bilateral and regional relations between the two countries, the cooperation between the Government of Vietnam and Belgian organizations such as VVOB, VLIR, APEFE, and Belgian NGOs has also expanded considerably The Government and people of Vietnam highly appreciate and value the warm support rendered by the Government and people of Belgium and we have done our very best to assure that the Belgian-supported projects could function well Belgian-supported projects have to date actively contributed to the socio-economic development, poverty reduction and strengthening of the institutional capacity of the local governments of Vietnam, particularly in disadvantaged and poor provinces of northern and central Vietnam Clearly, these accomplishments could not be attained without the active support by the people of Belgium, the Belgian Parliament, the relevant ministries and agencies under the Government of the Kingdom of Belgium, particularly the Belgian Directorate General for Development Cooperation and the Embassy of Belgium in Vietnam as well as the Belgian colleagues and experts living and working in Vietnam I believe that with the great efforts by the people, the Parliaments and the Governments of both countries, the long friendship and fruitful cooperation between our two Socialist Republic of Vietnam to the Kingdom of Belgium Thirty years of Belgium-Vietnam relations: much to be proud of The diplomatic ties established on 22 March 1973 and continuing to the present day have provided the basis for a solid and deepening relation of friendship and cooperation between the Kingdom of Belgium and Vietnam - one held up as an example of successful North-South relations Belgium was the first country to offer Vietnam debt relief and remains at the forefront of efforts to settle disputes between Vietnam, third countries and international organisations This has not been forgotten and has earned the respect of the Vietnamese government and people The many visits made by senior officials from the two countries have helped to consolidate this bilateral relationship These include visits to Belgium by Prime Minister Vo Van Kiet, Prime Minister Phan Van Khai, Party General Secretary Nong Duc Manh, the President of the National Assembly and most recently by Prime Minister Nguyen Tan Dung in September 2006 Prince Philippe of Belgium has headed two major economic missions to Vietnam, while Mr Jean-Luc Dehaene as Prime Minister, Mr Armand de Decker as President of the Senate and Belgian Minister for Development Cooperation, Mr André Flahaut as Defence Minister, Mr Louis Michel as Foreign Affairs Minister and several other ministerial delegations have also on these objectives of change, we observed an increased capacity of our partners in stimulating the participation of farmers and workers in internal decisions and in dialogue with the authorities The non-governmental organisation for rural development, specialised in sustainable agriculture VECO Vietnam aims to contribute to viable livelihoods of organized family farmers in mountainous areas of Northern Vietnam and to contribute to building their capacity to lead more secure and fulfilling lives In order to achieve this, VECO facilitates groups of farmers to increase their income from FADO, started its operations in 1994 in Southern Vietnam in Can Gio with the Mangrove reforestation and credit project VECO, tiền thân FADO, bắt đầu hoạt động miền Nam Việt Nam từ 1994 Cần Giờ với dự án tái trồng đước tín dụng Between 2003 and 2007, VECO conducted the “Farmers’ Participation in Sustainable Agriculture and Poverty Reduction” programme The programme involved trials on innovative techniques in sustainable agriculture, like aquaculture, rice seed production, vegetable growing, the production of upland crops and pig raising In addition, small-scale credit funds were facilitated and a market assessment was done for a number of products Projects were implemented in close cooperation with the Provincial and District Department of Agriculture and Rural Development and in consultation with Project Steering Committees in which various stakeholders were represented In addition, an extensive advocacy programme was launched to increase awareness with farmers and districts authorities on global policies that influence the policy and institutional environment in which the farmers operate, like the introduction of genetically modified seeds and the effects of trade provincial/district/commune services and we were allowed to stay in the village or the commune on a permanent basis That was essential to enhance the training and backstopping of the Vietnamese staff to implement programmes in Lang Son and Phu Tho provinces PACCOM, the organization in charge of NGOs operating in Vietnam, facilitated access to local authorities, which allowed to develop relations
