erection, proper inspection and load test shall be conducted by a third party 7.2 Operation - To ensure the safety in operation, the tower crane shall be operated by qualified, trained and certified operator ENVIRONMENT, HELTH AND SAFETY The tower crane erection work is “high risk work”, involving the operation of a variety of plant and the use of certain skills Those workers operating cranes and other particular plant must have the appropriate license before anyone can perform high risk work For implement the erection work, we propose the method to control / minimize the injury or accident as following: METHOD STATEMENT FOR CONSTRUCTION OF TOWER CRANE FOUNDATION Page 11 SONG HAU THERMAL POWER PLANT PROJECT 2X600MW − Anyone who is being trained, in order to obtain a licence, must be directly supervised if operating the relevant equipment or carrying out specific works without a license, to ensure that the work is carried out safely All Crane Operator shall be fully experiences, skilled and always perform lifting in accordance with Crane’s manufacture recommendation while working − One of the most critical factors of lifting operation in planning is to ensure that selected lifting equipment for the job has been sufficient lifting capacity and reached to handle the intended load In the case of a tower, mobile, crawler or lorry crane, the lifting capacity is dependent on the load radius of the crane boom Hence, it is important in the selection of the crane that the distance from the load to the crane is known The loading and uploading points in the worksite must be carefully considered in relation to the location of the crane For lifting operations involving multiple loads of different shapes and sizes, the capacity of the crane shall be selected based on the weight of the heaviest load to prevent overloading − Tower crane erection works shall be carried out in accordance with approved Project Environment, Health & Safety Management Plan (Document No.SH1-DHI-P0ZEN-PMM01-PLN-0002.) and local environmental regulation − Carry out the work in such a manner as to minimize noise, vibration and other disturbance Comply with all current regulations and environmental controls − Necessary barricades, safety signboard and warning lamps shall be installed to warn on crossroad between public road and access road Signalman shall be directly involved in the works − Safety net will be provided and should secure enough quantity and install the safety net timely The quantity shall be calculated to cover the whole area considering each tier dimension − Safety activities shall be carried out according to the safety plan − All site engineers and workers will be trained as stated in the safety plan The contact numbers of the hospital, police stations and any other related authorities will be given to the foreman and the engineers to take required actions on the spots − All workers must wear the standard PPE in accordance with the relevant safety regulations − Standard PPE as site requirement should be worn while welding to avoid electric shock − Minimum safe distance from operating equipment shall be maintained − Any others in accordance with the relevant safety regulations − For safe lifting, please refer to Guidance in Appendix − To get the safety, communication between rigger and crane operator shall be done by walkie-talkie during lifting work METHOD STATEMENT FOR CONSTRUCTION OF TOWER CRANE FOUNDATION Page 12 SONG HAU THERMAL POWER PLANT PROJECT 2X600MW JOB SAFETY ANANLYSIS (JSA) JOB SAFETY ANANLYSIS Song Hau Thermal Power
