Necessity In the globalized economy, the commodity and service of each country are over the bounder and integrate in international flow The process of exchanging goods and service contribute to expand world market share and boost the international economic relationship Along with stage, imported and exported good activity have more important role with Vietnamese economy in particular and world economy in general Especially, this operation helps for making the solid foundation to develop a national capacity in the period of Industrialization and Modernization In the imported-exported activity, cargo can be damage, broken or loss… So that, for resolving dispute and having external evidence to determine responsibility of related parties along with solving other issue in forwarding, payment or handling cargo…., the inspection organization is one of the third parties for checking the actual cargo condition and it is the tool for each party dividing responsibility From the essential role of inspection, this service is crucial activity for international trade However, Joining the World Trade Organization (WTO) and signing Free Trade Agreement (FTA), competition of Vietnamese inspection market increasingly fierce, between domestic inspection organizations, between domestic and foreign inspection organizations In the recent years, Vietnam garment industry has a large potential for trading The reason for this is that Vietnam has a huge labor force resource with young population structure so the incearse in cost for this resource not much as the rapid of garment trading growth Furthermore, Vietnam has a stable investment environment with signinficant growth leading to attract foreign partner According to the study of Promoting of trading for developing country to EU (CBI) of Holland Foreign AffairMinistry, Vietnam growth rate of garment trading in period of 2005 and 2011 was in the first place with 32% while China reached 15% and other state as Malaysia and Thailand followed by 7% In April 2013, export turnover of Vietnam was 5.1 billion USD with growth rate of 20.3% With the intergration, TTP agreement will become a potential chance for garment industry of Vietnam Besides, the development of science and technology led to the requirement for the higher inspection service quality There are huge problems of assessment Pham passed for stuffing Photo-taking at field during stuffing: Ms Huyền takes the photo during this step - 02 shots of container condition when seal is opened, empty container to - ensure cleanliness and odorless 02 shots during stuffing by factory in which indicate that goods/products are - hanged on bars/strings as Standard Packing 02 shots when completion of stuffing, including 01 shot for entire view of container when sealing and 01 shot for view of seal number - 04 shots for entire view of container external and roof for no presence of - rusty or damage For each photo taken inside container, an A4-size paper to stick inside for number reference  Completed Inspection After finish of stuffing, when container was completely sealed (with the seal MLVN 2094794), Ms Huyền and representative of stuffing factory to mutually sign on inspection record attached to check-list (seen as sample attached hereunder) - After Inspection record is duly signed, container shall be delivered to HaiPhong port - An inspection report in breakdown including inspection results, recommendation and field photos shall be submitted to Maersk Line a Certifying Making container suffing report(Ms Nguyễn Thị Lan and other officers take responsible for this step) Container stuffing report was made and sent to surveyor and enterprise representator for signing It was granted in November 14th, 2015 The report was granted following DaiVietControl form The content of report is that the container was in normal visual condition (dry, clean, odourless and lighttight)for stuffing The good quantity is 4660 pcs and it is stuffed in container The packing of goods covered by PE and the container had silicagel inside.The process was assessed by representation of company Pham Thi Thu Trang – GMA 02 Page 38 figures of this inspection type fluctuated regularly Revenue increased by 536526531 VND in 2011 then decreased by 283305106 VND in 2013 because of the bad effect from world economy leading to decrease in consumption as well as trading activity After this, revenue increased then falling 10% in 2015 The cost and profit also fluctuated when increasing in Pham Thi Thu Trang – GMA 02 Page 39 2014, the cost rose by 372324961 with 18% while profit felt by 31%.The reason for this decrease is falling in the number of inspection case with 20% of growth rate in 2014 2.3.1.2 The ratio of revenue over cost The ratio of revenue over cost = Total revenue/Total cost The indicator indicates that one unit of cost creates how many unit of revenue The result is high when total cost is low If the ratio is positive, the company operates effectively The larger ratio means greater profits and vice versa Figure 2.11 showed that from 2010 to 2014, unit of cost created 1.85 unit of revenue The value The rate of profit over revenue The rate of profit over revenue = Total profit/Total revenue This indicator reflects company business results and expresses the relationship between rates of return on Joint Stock Company how many unit of profit If the ratio is positive, the company operates effectively The larger ratio means greater profits and vice versa Figure 2.12 illustrated that in the period of 2010 and 2014, unit of revenue created from 0.46 unit of profit This mean the company has profit with their business operation The profit increased reflecting the good sign in business activity of company The reason for these results is that the main revenue comes from general goods inspection The assessment of general cargo is easy to work and doenst require professional skills (the job of packaging, counting, condition inspection… of cargo and container), so the machinery and labor costs were less Thus, Daivietcontrol reduced costs, resulting in reduced inspection fees and attracted garment hanging container inspection accounted from 30% to 60% comparing to the total case of cargo inspection This shows that garment hanging container inspection brought revenue for the company Namely, in 2010, revenue of garment hanging container inspection was 3292126217 VND (50% of cargo inspection revenue) This figure still remained from 2011 to 2013 with the same percentage of revenue However, in the next year, this figure felt by 20% compared to 2013 The reason for this decrase is that the customer orders less with this type of cargo inspection because there is not much damage in garment hanging container stuffing process while the transportation cost increased steadily 2.3.2 In terms of inspection process 2.3.2.1 Method and procedure of inspection Through the inspection process, any step of DaiViet Control Joint Stock Company is complied with TCVN ISO/IEC 17020:2012 from beginning of receiving and checking inspection order to certifying Survey Report More than 70 are followed byTCVN ISO/IEC 17020:2012 The company always applies these standards effectively and tries to improve and change for adapting with development of economy and technical sciences 2.3.2.2 Recordkeeping The company implements effectively in making profile and recordkeeping followed the standard of Vietnam Inspection Accreditation Scheme (VIAS) 2008 The standard requires profile that it must maintain profile system accordance with actual condition and other related regulation Profile must include enough information in order to have the most accurate result in inspection operation 2.3.2.3 Container stuffing report The report of Daivetcontrol appropriates with requirements of TCVN ISO/IEC 17020:2012 This standard shows the requirements of survey report in Chapter 1: Part 1.1.2 and 1.2.4 2.3.2.4 The implementation of field work There are some usual mistake in assessment of cargo in general and garment hanging container in particular In stage 1, when the customer order requirement, sometimes company still answer slowly and it affects to sign contract This show the capacity of company is not good enough in re-acting the customer information The reason maybe the unskillful staff and they cannot evaluate the feasibility of contract The mistakes that company often have in the stage when conducting inspection at field Sometimes the staff is late so it impacts to the work Some cases are late 30 minutes with schedule when the assessment is only in one and a half hour or two hours It impacts to factory not only in time but also in the whole process The cause can come from the staff of the cooperation among shipping line, customer and the inspection firm itself This person waits for the others and they have no beak up plan, leading to extending inspection time and affecting the departure time of shipment In the steps of certifying, although company has a lot of success in this job, there is still having the mistake For example, the report has errors in quantity and number of cargo or using wrong word when translating into another language to describe cargo status Sometimes the report provided for customer is lately because of staffs’ overloaded work person who takes only responsibility for documents, the specialization with this job is not high so it can affect to service quality in long term Although the process provides the job for each person with epuipment specifically, the time for each step was not counted So, company cannot comput productivity to optimize operation Sometimes, the mistake is not only in step of certifying but also in other steps related to another paper 2.3.2.5 The qualification of staff a The qualification of foreign language and using information technology The company has the young staff with strong enthusiasm; they also have the qualification in English and Information Technoloy (with 500+Toeic), adapting for reading and writing Enghlishdocument as well as communication and reaction with foreign customer b The qualification of professional skill at field With the job of garmnet hanging container inspection, it requires not much professional skill because of the work characteristic mainly conservasing, checking and taking picture.The staffs can both working and studying at the same time They can improve their qualification through implementing work This is the reason why there are people reaching standard of TCVN ISO /IEC 17020:2012 – general standard of inspector inwhile no one reaching standard of TCVN ISO/IEC 17025:2005, Article 5.5 – standard about inspector in laboratory and the staff reach standard of TCVN ISO /IEC 17020:2012 – general standard about inspector are people (about 15%); the implementation of field work still has effectiveness c The qualification of managing human resources The company doesnot have intermediate inspector between the step at office and step at field When problem happens in the middle steps, the inspector can be in passive situation for finding solution or must wait for fixing these problems because they have not enough skill for resolving or not equipped beakup plan In terms of remuneration, the regulation in contract is not tight, the remuneration policy for skillful staff is not much and effective leading to “brain drain” in company Some senior leaders changed to other company which has high salary Pham Thi Thu Trang – GMA 02 Page organizing and loose these good leaders 2.3.2.6 Equipment and facility With the process of inspecting garment hanging container, equipment for this procedure is enough because it includes simple equipments and not much special The inspector has their own camera with other stationeries like pen, paper and marker pen The facilities and working condition in office meet the need for officer as RECOMMENDATIONS FOR IMPROVING GARMENT HANGING CONTAINER INSPECTION ACTIVITY IN DAI VIET INSPECTION AND SERVICE JOINT STOCK COMPANY 3.1 In terms of personnel management 3.1.1 Recruitment The company should have the recruitment policy adapted with recruitment demand of inspection organization For example the candidates must have at least the College degree Daivietcontrol has priority for person who has the experience in inspection field or study in this field The firm can also recruit labor force who graduates from Vietnam Maritime University, Foreign Trade University, Trade University, Foreign Language University… and other university related to inspection field 3.1.2 Training Human is one of the most important factors to decide the success of company Therefor, Dai Viet inspection and service joint stock Company must have a labor force with skillful staff For having these, the firm must focus on training as additional knowledge for labor force regularly, especially with the leadership team in order to become the main force for the company Beside this, daivietcontrol also need to innovate in management technical skill, continue training incordance with standards, provide proffesional knowledge for inspector, encourage employee studying and updating related information in assessment field and foreign language proficiency The firm also should has the one more person who check the paper in each step for ensuring the accuracy of this document, avoiding mistakes and then fixing them to save time and money The company should cooperate with universities, colleges and vocational schools such as Haiphong University, Hanoi University of Industry, Vietnam Maritime University… to train inspector force poffesionally Further more, the firm also enhance cooperation, building the collaborate relationship with the leader company in domestic and foreign country as SGS, NKKK, OMIC, APAVE, INCOK, Cargo Control and other assessment organization of England, Australia, their inspectors and exchanging experience in imported-exported cargo inspection activity and improving assessement skill 3.1.3 The distribution of laborforce Company should have the plan for distribution of laborforce specifically The specicalization in job can help to avoid overloaded work and minimize the mistake in working of staff For example, Daivietcontrol hasnot intermediate inspector between the stepsat office and steps at field so they need to have one person take the responsibility for managing and controlling the step as resolving problem when these occur Besides this, the firm needs experts who has English skill in inspection field for managing the report because sometime the mistake appears in document and they need to fix it for adapting with English version This person also checks the document before and after receiving full set and the job of managing these papers can be more effectively 3.1.4 Salary and remuneration policy Basing on general regulation of company, the management department should have clear regulation of wage policy, bonus requirement for excellent assessor in order to encourage the spirit and develop the capabilities of employee and creating active working environment With the inspectors who make mistake or violate of the company provision, they should give the sanction timely Thus, company can keep their skillful and professional worker, avoiding “brain drain" situation when the expertise person leaves to another company 3.2 In terms of facility Daivetcontrol should improve the quality of physical facilities, equipment for inspection activity in order to meet the need of customer in fastest time The firm also takes care for investment in physical facility with suitable plan, especially with upgrading equipment (for example the camera with more features or sharpness to have the best quality of picture) at field and handling devices as well as modernizing facilities for inspectors Besides these, company should build laboratory incordance with standard of TCVN ISO/IEC 17025:2005 to conduct the analzing the sample and other complicate inspection methods Building the laboratory is the target for order, keeping the firm prestige along time, having high business efficiency, the service quality must to focus The quality is ensured in many sides; however, it is showed in Daivietcontrol slogan “accurate, honest and timely” The company needs to improve assessment operation activity is the top priority There fore, training program must to pay attention carefully and focus on training cooperation with prestige domestic as foreign inspection organization For implementing these targets, beside the organization, human resources, equipment, physical facility and technical skill…Daivietcontrol must abide by quality management system (ISO 9000, ISO 17025, ISO 17020, VILAS) in inspection process, management and stricly control assessment process The firm also always improves quality management system, inspection operational management and considers that is the foundation to create quality service 3.4 In terms of customer policy Customer is a prerequisite for the success of company Thus, Daivietcontrol should have the good relationship with customer, support and consult their in order process and implementing assessment as well as these next steps In business activity, the firm always focuses on creating favorable conditions for customer in inspection procedure and maintaining good attitude, making the good feeling for customer Daivietcontrol also need to have some particular regulations for infringement case in customer relationship, helping for fix these problems timely For improving the survice quality in order to meet the need of customer, Daivietcontrol must keep the customer information tightly so the firm can determines whether adapt for customer requirement or not then having appropriate changing with customer demand For example, when inspecting imported-exported cargo before, company just implement at warehouse; however, assessment activity is not only at warehouse but also at transportation mean (when the cargo is loaded on
