INTRODUCTION

1 Reasons for choosing a topic

Financial Assistance Programs/Financial Aid Programs (FAP) include many forms, such as grants and scholarships, student loans, student employment opportunities, and other support contributions The types of financial cooperatives for students are believed to have been born and began to develop strongly in the late 1950s (Woodhall, M., 1990) Since the inception of these first student education programs, there has been an expansion in both the number and quality of programs, thereby demonstrating its important role in the higher education system and the urgency of research on this topic

Particularly in Vietnam, financial cooperation programs for university students have been showing more and more important roles in both theoretical and practical aspects as well as the current research on this topic

Theoretically, cooperative programs have a very positive role in improving educational efficiency in many aspects In practical terms, the state is investing more in preschool and general education with a lot of support; with higher education, the state is and will play a role in regulating and managing it through mechanisms and policies and

in the future will let schools be autonomous in all aspects In order to well implement 3 goals: Empowering autonomy and self-responsibility for units; To implement the policy

of socialization in the provision of training services to society; Toensure that disadvantaged subjects are provided with better and better services according to regulations, the promotion and implementation of different forms of financial cooperation for students is an urgent policy, suitable for conditions In the two groups of cooperative programs that the school is implementing, the group of programs under the management

of the school and managed by the school as a whole or managed by the school shows a more important and clear role of the school in management, requiring a positive and strong initiative and creativity from higher education institutions Therefore, research

on the management of cooperative programs for students of higher education institutions has practical significance for schools With the time of formation and development of financial cooperation programs for students in Vietnam is still relatively short, the current research on financial cooperation programs for students and the management of financial cooperation programs for students in universities is still very modest in terms of scale, scope of research and research contents

Stemming from the theoretical and practical needs as well as the current situation

of the above research, I decided to choose the topic "Management of financial aid programs for higher education students in the context of university autonomy in Vietnam" as my doctoral thesis in education management

2 Purpose of the study

On the basis of theoretical research on the management of financial aid programs for students in the context of university autonomy and the practice of managing financial aid programs for students in the context of university autonomy in Vietnam, the thesis proposes solutions for the management of financial aid programs for students in the context

of university autonomy in Vietnam, contributing to promote the socialization of education,

increasing the autonomy and rights of higher education institutions (HEI), including public universities and academies, to ensure fairness in access to higher education

3 Subjects and objects of study

3.1 Subjects of study:

Financial Aid Programs for Students of the University/ Non-State Financial Aid Programs for Students (Developed and Managed by the Higher Education Institution)

3.2 Subjects of study:

Manage various types of financial aid programs for students at public higher

education institutions in Vietnam

financial aid programs for students in the context of university autonomy on scientific

approaches, and at the same time organize a survey, analysis, and objective evaluation

of the current situation of management of financial cooperation programs for students

in the context of university autonomy in Vietnam, according to those scientific

approaches, it is possible to propose solutions to manage financial support programs for students in the context of higher education institutions in Vietnam in accordance with objective laws, meeting the development goals and characteristics of public higher education institutions, contributing to improving the effectiveness of the program, bringing many meanings and positive impacts

5 Research content

- Develop a theoretical basis for educational management for financial aid

programs for students in the context of university autonomy;

- Surveying, analyzing and evaluating the current situation of management of

financial aid programs for students in the context of current university autonomy in Vietnam;

- Proposing solutions to manage financial aid programs for students in the context

of university autonomy in Vietnam; testing the solutions proposed in the thesis

6 Scope of study

6.1 Limitations on research access

The research thesis is on the management of financial aid programs for students in the current context of university autonomy in Vietnam according to the approach of the management object (which content to manage) and the management function (how to manage)

Aspect of university autonomy as a research background: The thesis researches the management of financial aid programs for students in the context of financial autonomy

6.2 Limitations on management subjects

The management body in the thesis topic will be limited to public universities and academies, including departments in the university in a coordinated relationship

with subjects participating in the management of the university's financial aid programs such as organizations, unions, businesses and beneficiaries including parents and students

6.3 Limitations on survey subjects

Investigate and survey by questionnaire for subjects related

to program management, including officials of the Financial Planning Department/Division, Political Education and Student Affairs Department/Division or officials of the Learner Management Department/Division, lecturers and students In addition, the project conducted interviews with education experts with theory and experience in the management of financial education programs for students, including members of the school Board of Directors (Principal, Vice President of the school, officials of the Department/Department of Science and Technology, officials of the Department/Department of Political Education and Student Affairs or staff of the Department/Department of Learner Management, lecturers and students at a number of public higher education institutions in Hanoi

6.4 Limitations on research areas

The research thesis is within the scope of a number of public universities and academies, which are implementing autonomy according to the roadmap in Hanoi

6.5 Limitation of study time

The data and information used in the thesis are data and information about existing student financial aid programs under the management of the university Primary data, figures, and live interview content were collected in the period 2019-2023

8.1 Research gaps in the theoretical basis have shown the need for research on financial

aid programs for students and the management of these programs in higher education institutions Applying scientific approaches (management object approach, management functions approach) to build a theoretical framework on the management

of financial aid programs for students will help the process of managing financial aid programs for students more effectively

8.2 Practice shows that the management of the implementation of financial aid

programs for students in the context of the current university autonomy still has many limitations and inadequacies Applying the theoretical framework that has been built scientifically and systematically to conduct surveys and analyze the current situation will help point out the strengths as well as the shortcomings and limitations in the management of financial aid programs for students in schools today

8.3 The proposed solutions will overcome the limitations and weaknesses in the

management of financial support programs for students in the context of university autonomy, contributing to improving the efficiency of higher education, meeting the requirements of higher education institutions and demonstrating the role and mission of higher education institutions in the country's education system

9 New contributions of the thesis

9.1 Theoretically

- Contributing to clarify the scientific theoretical basis for the management of

financial aid programs for students in general, delving into the management theory of implementing financial aid programs for students at public higher education institutions

- Develop a theoretical framework for the management of financial aid programs for students in HEI, with the management subjects being universities

9.2 In practical terms

- Describe, assess the current situation and analyze the causes of the current

situation of management of financial aid programs for students in universities in the context of university autonomy Detecting the gap between the objectives in the management of financial aid programs and the actual management results of these programs in schools today Develop a report on the current status of management of FAP for students according to the analysis: strengths, weaknesses, existence and causes

- Build a system of synchronous solutions to manage FAP for students in the context that the university autonomy has achieved a high level of consensus and a high level of trust of experts

The research results in the thesis are a reference for education management agencies and higher education institutions

CHAPTER 1 THEORETICAL BASIS FOR THE MANAGEMENT OF FINANCIAL AID PROGRAMS FOR STUDENTS IN THE CONTEXT OF

UNIVERSITY AUTONOMY 1.1 Overview of problem research

1.1.1 Studies on financial aid programs for students in the context of university autonomy

1.1.1.1 Research on the content, nature and classification of financial aid programs for students

Ronald (1993) used the term "Student Financial Aid Programs" to name the program for students The author defines this as a financial management tool in education The author points out two classifications: Classification by type of

support/program content and Classification by funding sources of programs Baum and Payea (2003) with the term "Student Aid" provide statistical information on the results

of the implementation of financial aid programs for students in the United States, including the main types of grants, credits and work-study support Marcucci and Usher (2011) describe financial assistance programs for students as "Student Financial Assistance" and conclude: Governments provide financial assistance mechanisms for students in three forms: Grants, Student Credit, Forms of indirect support such as subsidies for parents, etc subsidies through income tax Bouchard St-Amant (2020), uses the term "Financial student aid" and divides student welfare programs into 03 main types, namely: Student Credit, Grants and Tuition Support Policies

In Vietnam, Dang Thi Minh Hien (2013) put forward the view that types of cooperative programs for students play a role as forms of support when implementing cost-sharing in education between participants and having a scientific basis in the field of economics Trinh Hong Ha (2007) has also affirmed that some types of financial aid programs are solutions to implement and ensure finance for higher education

1.1.1.2 Studies on the benefits and impacts of financial aid programs for students

a Research on the Impact of Increasing Coverage of Financial Aid Programs for Students

Many studies affirm that financial aid programs, especially need-based financial aid programs, help increase the number of students enrolled, increase access to higher education in general and increase the ability to attract students to universities in particular In the United States, studies from the period before 1987 have confirmed this positive impact of FAP Studies after 1987 largely confirmed these results Studies after

For the types of Non-Refundable Assistance (scholarships and grants) alone, some studies also confirm positive impacts The same is the research trend for Student Loan alone

b Impact of financial aid programs on learners' academic outcomes and achievement

Financial aid programs are not only expected to help access and increase university enrollment but also to improve academic achievement – in terms of persistence, grades, courses completed, graduation grades and graduation time – and post-university outcomes – i.e., income, welfare and happiness Studies on one type or combination of types of financial institutions that have an impact on academic outcomes and achievement have been conducted Overall, the evidence indicates that the FAP for students has more positive impacts on achievement and academic outcomes

c The positive and socially significant impacts of financial aid programs for students

Social impacts and implications include helping to increase access to higher education; ensure fairness in access to higher education and help disadvantaged groups

in society Increasing the accessibility and coverage of higher education of FAP also means that students with difficult conditions and in disadvantaged groups are also given

the opportunity to access education, thereby contributing to ensuring equity in access and bringing social meanings

d Student financial aid programs that help secure costs and provide financing to the education system

Some studies confirming this result can be mentioned such as: the textbook on

the Economics of Education in India (2011), the study of the International Handbook

on the Economics of Education by Geraint Johnes, Jill Johnes (2004), and the study

of Albrecht and Ziderman (1992)

1.1.1.3 Research confirms that the student financial aid program is an inevitable solution to achieve university autonomy

When universities implement university autonomy, it is inevitable to implement financial autonomy And in order to implement good financial autonomy, one solution that researchers often propose is to innovate and improve tuition policies, scholarships, student credits and other forms of financial support, both at the national level and within the university, in both state and non-state program categories Studies around the world have focused on in-depth analysis of the relationship between FAP for students and university autonomy, affirming that FAP are a way to implement financial institutions

In Vietnam, many practical studies on the implementation of student financial

support programs at autonomous higher educational institutions, including reviewing

and evaluating financial support policies at a specific university when the university implements financial autonomy; thereby proposing solutions to improve the effectiveness of financial support for students at universities

1.1.2 Studies on the management of financial aid programs for students in the context

of university autonomy

1.1.2.1 Research on management of building the organizational structure of the financial aid program for students

In the United States, within the framework of the NASSGAP Spring Conference

2006, a study on the level of decentralization of the management of financial assistance programs for students with state participation was published In Denmark, Clausen (2020) researched to answer the question: What are the advantages and disadvantages of switching from decentralized management to centralized management with cooperative programs for students Albercht and Ziderman (1992), authors in a study funded by the World Bank, have found that in many cases, replacing the credit mechanism for students with direct subsidies costs less state and social costs, suggesting solutions for planning and policy development for the program

In Vietnam, a number of authors have conducted research to propose solutions to manage financial aid programs for education management agencies and higher education institutions in the context of university autonomy Pham Tung Lam (2013) researched solutions to develop the management of student support services at public universities in Hanoi, including financial support services

Some of the research focuses on establishing an organizational structure with the Student Credit program alone Studies such as: Salmi (2003), Dynarski

(2014), Ziderman (2006), Talasophon (2011) in the world and Nguyen Thi Minh Huong (2008), Nguyen Mai Huong (2019)in Vietnam

Compared to the type of refundable support, the type of non-refundable support has only been studied to a limited extent, such as some studies such as Dynarski & Clayton (2013), Pham Thi Thuy Duong (2018)

1.1.2.2 Research on Management of Mobilization, Use and Maintenance of Financial Funds for Student Financial Aid Programs

Among the types of student financial aid, the type of student credit is the type with the highest flexibility in terms of funding Therefore, research on fund management focuses largely on this type Ziderman (2006) conducted a study on different subjects of public education program management in 05 countries and territories in Asia Salmi (2015) studies the management of the student loan program by studying the components

of the management, including the Fund for the student loan program (Funding) Robert Fomer said that the construction of the money fund provided for the student loan program and the maintenance of financial stability for the program through inspection, evaluation, repair and supervision of the obligations of managers and recipients of support in the category of Financial Fund Management are 2 out of 5 management objects that need to be focused and strengthened most when managing credit programs for students Sadiq (2015) emphasized the importance of appropriate lending interest rates to promote the effectiveness of the student loan program in increasing access to higher education to achieve the social significance of the program Albrecht and Ziderman (1992) have made new findings in the management of the financial fund of the student loan program, such as the interest rate supported by the state in a significant way, the high bad debt ratio and the high management costs are the reasons for the low capital repayment rate Shen and Ziderman (2009) also conducted a study on the debt collection management content of TDSV programs Similarly, Leunig and Wyness (2011) jointly studied the content of debt collection and said that this measure is inappropriate because those who pay loans early are often poor students and pay small amounts in installments Talasophon (2011) analyzed and assessed that during the period

of formation and development, the Thai TDSV management system had shortcomings in terms of incomplete capital recovery, bad debts and bad debts still existed; affirmed that

a number of solutions need to be given

Many domestic studies have selected banks and local credit agencies to manage lending and debt collection activities for students under the state's student loan programs managed by the Bank for Social Policies in the regions, thereby proposing measures to meet the goal of improving the efficiency of credit and lending activities of banks It can

be mentioned the studies of Cam Ha Tu (2015); Ho Tien Linh (2018); Nguyen Thanh Tuan (2015); Nguyen Quyet Thang et al (2017), Tran Thi Minh Tram (2016)

1.1.2.3 Research on Management: Selection of beneficiaries of support and allocation of financial support

The content of selection of beneficiaries of support and allocation of financial support is more commonly studied with the type of student loan Ziderman (2006)

conducted a study on the different subjects of public student loan program management, including loan selection and loan allocation Salmi (2003) researched the management

of the student loan program by studying the components of the management, including the Distribution of Loan Talasophon (2011) has studied and evaluated the allocation of loans in the management of student loan Sadiq (2015) emphasized the importance of the procedure for registering and participating in the student loan program to ensure simplicity in order to promote the effectiveness of the program in increasing access to higher education to achieve the social significance of this program Dynarski & Clayton (2013) researched solutions to overcome problems in Participant Selection to improve access to and completion of higher education programs

1.1.2.4 Research on Information Management, propagation and consultation for related subjects about the financial support program for students

Salmi (2003) research on the management of the student loan program by studying the components of the management work, including the work of information and promotion about the student loan program (Promotion) McKinney & Roberts (2012) targets a team of financial counselors who provide information and advice on financial literacy programs to students and parents, helping them understand how to pay for their college education at universities in the United States Clayton (2012) pointed out that information management, propaganda and consulting activities help solve a major failure

of the higher education service delivery market According to Dynarski and Clayton (2006), in fact, the poor implementation of propaganda, counseling, and promotion for financial cooperative programs brings consequences to the higher education system Separately researching information and propaganda for the student loan program, Fomer said that the introduction, promotion and propaganda of the student loan program is 1 of the 5 management objects that the author emphasizes the need to focus on and strengthen the implementation of program management activities Sadiq (2015) emphasized the importance of informing, promoting, propagating and introducing relevant audiences about the program and creating trust about the program for beneficiaries in order to promote the effectiveness of the student loan program in increasing access to higher education in order to achieve the social significance of the program

1.1.3 Comment, evaluate and determine the research content of the thesis

In conclusion, domestic research on the management of financial cooperation programs for students has achieved certain results, but there are still some gaps that need

to be researched The gaps that exist and are suggestions for research directions in the coming time include:

- Theoretical and practical basis for subsidy programs, scholarships, job support programs in particular, the system of FAP for students in general

- Benefits and impacts of FAP for students in Vietnam

- FAP for students are developed and implemented by higher education institutions themselves

- Some subjects of management of the FAP for students in Vietnam such as: Organizational structure system, selection and allocation of support, information and promotion and propaganda about policies/programs

- Managing financial aid programs for students of the management entity being higher education institutions in the context of implementing university autonomy in Vietnam

1.2 Theory of financial aid programs for students in the context of university autonomy

1.2.1 The context of university autonomy and the requirements for financial aid programs for students

- University autonomy poses a need to mobilize and expand financial resources for higher education, which in turn requires sharing the cost of education

- University autonomy poses a need to strengthen solutions to ensure the expansion of the scope education, ensuring social justice and increasing access to higher education for disadvantaged groups of students

1.2.2 Concept and nature of the financial aid program for students

Concept: The financial aid program for students is a plan to realize policies on student support, in which students will receive financial support in many forms: Non-refundable or refundable assistance, monetary assistance or incentives, or assistance through job creation for additional income; provide direct or indirect support to students

to cover expenses during the study process until the completion of the study program

Essence: According to the approach from the "Demand" side of education, that

is, the learner side, financial aid programs are a "channel" of financial support for them

to cover the individual's learning expenses at the university level According to the approach from the "Supply" side of education, that is, on the side of education management agencies and schools, this is a "channel" to help mobilize finance, ensure finance and at the same time ensure fairness in access to higher education for students

1.2.3 Classification of financial aid programs for students

1.2.3.1 Classification by program type

Based on the results of the research review, the authors summarized the types of financial support in Table 1.1:

According to this classification, there are 2 types of programs mainly based on 2 sources of funds for student cooperative programs (Ronald, 1993; Baum & Payea 2003), which are:

- State-owned student financial aid programs, including the following types: + National government student financial aid program, funded by the government and nationally

+ Financial aid programs for provincial/local students, funded and managed from the provincial budget, local

- Non-state financial aid program for students, including the following types: + The financial aid program for students of educational institutions includes financial support sponsored and managed by educational institutions and applied to students of these institutions In some cases, HEIs partner with commercial banks to manage and distribute funds

+ The financial aid program for students of private foundations or organizations outside the HEIs includes financial aid funded and administered by NGOs, companies/employers, or commercial banks

1.2.3.3 Classification limits of financial aid programs for students used in the thesis

Within the framework of this thesis, please use the 2 classification methods mentioned above, namely: Classification by type of financial institution and Classification by capital source and management agency as a basis for researching the contents of the thesis Specifically:

- In terms of capital sources and management agencies: The thesis focuses on the group of FAP for students developed and managed by the HEI itself

- In terms of program type: The financial cooperation programs of the university developed and managed by the university are studied in the thesis including the following types of programs: Scholarships, Grants, Employment Support, Student Credit

1.2.4 Objectives of the financial aid program for students

According to Ziderman (2006), the general objectives of the financial aid program for students (both state and non-state programs) include:

- The goal of creating a budget and providing finance for the university

- The goal of promoting the process of expanding the scope of the university and

of higher education in general

- Social goals, contributing to improving social justice and increasing access to higher education for the poor

- Meeting the needs of human resources

- Aiming to support students, improve students' knowledge and skills

- Aim to improve the competitiveness, fairness and quality of the higher education system

1.2.5 Contents of implementation of financial support programs for students

The contents of implementation of financial support programs for students in autonomous higher education institutions are summarized in the table below:
