in the association with the current social development and mode rnization In his proposal for Essential World English, Hogben suggests a global role for Englis h in which it se rve s cros s-country people as "a medium of commun ication about what will matter to most of us in what we hope will be the One World of Tomorrow " ( 1963 :7), a universal second langua ge "fo r informative communication across their own f rontiers about issues of common interest to themselves and others" (1963:20) Considerabl e changes in social life and achieveme nts in scie nce re se arch le ad to the need for an innovation in Engl ish teaching and learning, Answering this ca ll, the Ministry of Edu cation and Training (MOET) has nation ally launched a new serie s of textbooks for secondary level since the schoo l-ye ar 2002-2003, of which the English prog ram acquires hot objectives It aims to ex ploit real-l ife topics and communica tive situations familiar with Vie tnamese students Language activi
