resource in development Each country and nation wants to have a breakthrough development upwards, wants to step up to the glory of standing shoulder to shoulder with civilized countries, progress cannot help but start with innovation,breakthrough development in thinking and theoretical thinking Theoretical thinking, which basis is philosophical thinking, for our country important is even more today, as it is necessary to meet the urgent requirements of national renewal in a comprehensive and synchronous manner Therefore, in Vietnam's socio-economic development strategy for the period of 2021–2030, our Party pays special attention to the exploitation and promotion of the intellectual potential, innovation ability, and thinking capacity of Vietnamese people, considering it a resource and driving force for rapid and sustainable development of the country The first view on the development of our country from now to 2030 identified by the XIII National Congress of the Party is: Innovate thinking and action, pro-actively and actively participate in the Fourth Industrial Revolution associated with the process of international integration, timely grasp and make effective use of opportunities to develop the digital economy and digital society Rational thinking is formed and developed based on the capacity for rational thinking The ability to think reasonably plays a very important role in all fields of activity, particularly in the teaching of political theory It is the capacity for theoretical thinking that has a great and direct influence on the quality and effectiveness of research and teaching of political theory, political and ideological work in the school system in our country Therefore, upgrading the capacity and level of theoretical thinking for the theoretical staff, including the teaching staff of provincial political schools in the Mekong Delta provinces – who directly contribute to the process of thinking innovation, improving intellectual capacity for cadres, Party members and people, especially in localities and grass-roots areas, are of particular importance Because, in the current situation, every cadre and party member needs to have not only ethical capacity, but also real intellectual capacity Such intellectual capacity includes both professional and scientific reasoning knowledge The reality of life proves that without the necessary professional knowledge, the officer will not be able to complete the task Without theoretical knowledge, especially political theory the direct theoretical basis for planning national development guidelines, viewpoints and orientations - we will lag behind the region and the world Accordingly, our country can hardly maintain the socialist orientation in the process of reform.On the other hand, the process of accelerating industrialization and modernization associated with the development of the knowledge economy and the expansion of international integration of Vietnam requires cadres who know how to actively approach and master knowledge, and who are always creative in both awareness and action In order to that, cadres from the grassroots level must enhance their thinking theoretical capacity first This depends in no small part on the training provided by provincial political schools Currently, the requirement to improve the theoretical thinking capacity of the teaching staff of political schools in the Mekong Delta region is not only important but also more urgent than ever, as the capacity and intellectual level, thinking capacity, and theoretical thinking of these cadres in many aspects are not up to par with the requirements of the task revolution.This situation has had and may continue to have an effect on many aspects for the subjects themselves, for learners at provincial political schools, as well as negatively impacting the process of thinking renewal, the comprehensive and synchronous reform of the country, and the process of rapid and sustainable development in the Mekong Delta region – an important economic hub, dynamic development in the south of the country.Therefore, it is necessary to deeply study and appreciate the strengths and weaknesses of the theoretical thinking capacity of the teaching staff of political schools in the Mekong Delta today, in order to determine directions and solutions to improve the theoretical thinking capacity of these cadres Since then, the study of the topic "Improving the theoretical thinking capacity for Lecturers of Political Schools in the Mekong Delta Region in the Current Period" has been of both theoretical and practical significance, both basic and urgent Not only is it a requirement to build a contingent of cadres to research and teach political theory in the current situation, but it is also necessary to ensure that the process of renewing the thinking of cadres, Party members, and people is deeper and more thorough Research purposes and tasks 2.1 Purpose of the thesis Based on clarifying some theoretical issues regarding the theoretical thinking capacity of lecturers at provincial political schools, and generalizing the current status of the theoretical thinking capacity of lecturers at provincial political schools in the Mekong Delta, this thesis proposes a number of requirements, basic directions, and solutions to improve the theoretical thinking capacity lecturers of at political schools in the Mekong Delta region in the near future 2.2 Research tasks In order to achieve the purpose of the study, the thesis performs the following tasks: - Analyse and clarify theoretical issues regarding thethe theoretical thinking capacity of lecturers at provincial political schools - Analyse and assess the current situation and causes of the weak the theoretical thinking capacity of the teaching staff of provincial political schools in the Mekong Delta region - Propose and explain the scientific basis for basic requirements, directions, and solutions to improve the theoretical thinking capacity of lecturers at political schools in the Mekong Delta region in the coming time Subjects and scope of research 3.1 Subjects of study Research thesis on the theoretical thinking capacity for lecturers at political schools in the Mekong Delta 3.2 Scope of research - As a rule, the teaching staff of provincial political schools in the Mekong Delta region consists of organic lecturers and part-time and visiting lecturers This thesis focuses solely on improving the theoretical thinking capacity of organic teaching staff - The current status of the theoretical thinking capacity of lecturers of political schools in the Mekong Delta region was studied from 2015 to 2021 in 12 provinces of the Mekong Delta The proposed solutions are meaningful up to 2030 Theoretical basis and research methodology The thesis is based on the theoretical and methodological foundations of dialectical materialism and historical materialism, particularly the principles of cognitive reasoning and Marxist logic The thesis is also based on Ho Chi Minh's thought, incorporating the views of the Communist Party of Vietnam, and utilizing the results of research works of domestic and foreign authors related to the thesis topic In order to conduct their research, the thesis author used a synthesis of methods such as information collection, analysis and synthesis, historical and logical combination, questionnaire surveys, and statistics Additionally, during the research, the thesis author also employed group discussions, consulted expert opinions, used statistics, comparison, generalization, and abstraction New contributions to the science of the thesis - Contribute to clarifying the concept, structure, and criteria for evaluating the theoretical thinking capacity of lecturers as well as the of political schools Clarify the specific manifestations of the theoretical thinking capacity of lecturers of provincial political schools and the factors affecting the theoretical thinking capacity of the team - Contribute to clarifying the current situation of the theoretical thinking capacity of lecturers at provincial political schools in the Mekong Delta region - Propose and explain the scientific basis for basic requirements, directions, and solutions to improve the theoretical thinking capacity of political schools Thinking, theoretical thinking, and the theoretical thinking capacity have received deep attention from researchers in our country and other countries in recent years Many books, articles, and presentations at seminars have addressed this issue from different angles Besides, there are research works related to the problem of thinking innovation in our country today Researchers have posed and solved the problem of the backwardness of theoretical thinking in our country prior to the period of innovation, pointing out the causes of the backwardness of theoretical thinking and ways to overcome it Overview of foreign research works on thinking, theoretical thinking, and thinking capacity, we can draw the following basic research results Firstly, foreign authors assert that thinking can be directed either at understanding the actual situation or at achieving practical results Based on the conception of the basic substantive aspects of thinking, we can generalize the basic views of thinking as follows From the perspective of the relationship between thinking and experience to evaluate the content of thinking, it is necessary to distinguish between empiricism and rationalism Rationalism takes experience and opposing thinking In this view, experience either does not provide an understanding of reality (Plato), or it gives a "vague" understanding which needs to of the topic is to systematically and deeply study the theoretical thinking capacity and the problem of improving the theoretical thinking capacity in our country today 1.2 Research works on the current state of theoretical thinking and the current state of the theoretical thinking capacity of political theory lecturers in the Mekong Delta provinces 1.2.1 Research works on the current state cadres and lecturers have not been studied deeply and systematically Moreover, assessing the current state of the theoretical thinking capacity of political theory cadres and lecturers, especially in provincial political schools in the Mekong Delta, as well as identifying requirements to improve it in the current renovation cause, is still a new issue; although since the VI Party Congress (1986), many authors have studied deeply on thinking innovation, analysing poor factors in the capacity and level of theoretical thinking Thus, although there have been some results in the study of the current situation, objective and subjective conditions affecting the capacity of theoretical thinking, the study of specific directions, perspectives and solutions to enhance the capacity and level of theoretical thinking for political theory lecturers in provincial political schools said In general, in political schools in the Mekong Delta provinces in particular, there is little systematic research, especially from a philosophical perspective 1.2.2 Research works on the current status of the theoretical thinking capacity of lecturers of provincial political schools in the Mekong Delta In Vietnam, it can be said that there are only a few works that indirectly mention the problem of the theoretical thinking capacity for lecturers of MarxistLeninist theory in provincial political schools in general, typical works such as: PhD Nguyen Dinh Trai's thesis in Philosophy on "Improving the theoretical thinking capacity of Marxist-Leninist theory lecturers in provincial political schools" The work had collectively assessed the current state of theoretical thinking in universities in our country The book of the National Political Publishing House "Summary of the implementation of Resolution 01-Resolution/ Central Committee of the Politburo on theoretical work in the current period" The book also presented the issue of political theory training, issues in political theory training, content innovation, methods to improve the quality of teaching political theory subjects to students of universities and colleges The authors also emphasized the need to renew political theory training to improve students' theoretical thinking capacity 1.3 Research works related to requirements, directions and solutions to improve theoretical thinking capacity for lecturers of political schools in the Mekong Delta region Research works related to requirements, directions, and solutions to improve the theoretical thinking capacity have been analysed to clarify the positives and limitations of promoting and improving theoretical thinking capacity, pointing out the basic causes of limitations, that is, weakness Scientists have made contributions to point out the main directions and solutions to develop human thinking, especially intellectual talents It could be seen that related works and research topics have made important scientific contributions to help thesis authors access, research, refer to, and serve the research topic 1.4 Issues that have been studied and issues that require further research Through the overview of the research situation related to the topic, it can be seen that the above-mentioned works and many others have contributed to clarifying the following issues from a philosophical perspective: - More and more clarifying, deepening the basic concepts from a philosophical perspective such as: perception, thinking, theoretical thinking, empirical thinking, the relationship between theoretical thinking and empirical thinking, dialectical thinking - The study of the role of theoretical thinking in human cognitive and practical functioning Many works have deeply studied the role of theoretical thinking in scientific research activities, learning and teaching activities, leadership and management activities at administrative levels such as central, provincial, district and grass roots levels - Study the current state of theoretical thinking, the capacity, the level of theoretical thinking, dialectical thinking of target groups such as students, lecturers, leaders, and managers at all levels Related to this study, many works also expand the problem, deepening the study of the impact and influence of objective and subjective factors on the capacity and level of theoretical thinking of the target groups above Studies of this kind contribute to clarifying the causes and sources of achievements, as well as the limitations in the capacity and level of theoretical thinking of the target groups - Researching on directions, viewpoints and solutions to develop theoretical thinking, upgrading capacity and level of theoretical thinking of some groups mentioned above The above research results are an important theoretical and practical basis, valid scientific arguments, practical suggestions for thesis authors to choose topics and develop their research contents Thus, the research topic: "Improving the reasoning and analytical capacity of lecturers of political schools in the Mekong Delta region in the present stage" is an issue that has not been fully researched, especially in terms of systematic, comprehensive and deep enough research Therefore, the author of the thesis has chosen this topic and directed the research to the following main issues: Firstly, the analytical thesis clarifies theoretical issues about: thinking; theoretical thinking; capacity for theoretical thinking.the theoretical thinking capacity will be deeply analysed in issues such as: structures, factors affecting theoretical thinking capacity, roles of the theoretical thinking capacity in teaching activities and improving the quality of teaching in provincial political schools Secondly, the thesis researches and analyses the current status of the theoretical thinking capacity of lecturers of political schools in the Mekong Delta region, clearly showing the causes of limitations and weaknesses in the theoretical thinking capacity of lecturers of political schools in the Mekong Delta region Thirdly, based on the theoretical research and the current status of the theoretical thinking capacity of lecturers of political schools in the Mekong Delta provinces, the thesis proposes, analyses requirements, basic directions and 2.1.3 Theoretical thinking capacity *The concept of capacity for factors and training through learning and practical activities However, to clarify what thinking capacity is, we need to find out in a more specific way First of all, it could be remarked that theoretical thinking is also a part of thinking in general, so the capacity of theoretical thinking is also closely related to the capacity of thinking in general Therefore, we must learn about thinking capacity firstly Theoretical thinking capacity is the synthesis of intellectual qualities of subjects that meet the requirements of detection and perception at the theoretical level quickly, correctly and creatively for practice, thereby making sharp and accurate proposals that contribute to improving the efficiency of human practical activities *Components of theoretical thinking capacity The capacity for theoretical thinking has a multifaceted structure The constituent elements of reasoning capacity can be approached from two angles: a process-based approach and a functional approach to theoretical thinking Thus, it can be affirmed that, at its core,the theoretical thinking capacity is a unified combination of materialist dialectical and logical thinking capacities, otherwise known as the unity between dialectical and logical thinking capacities *Level of theoretical thinking The level of thinking is a demonstration of a certain thinking capacity Thinking capacity is expressed as a corresponding level of thinking The level of thinking is mainly determined by the content and methods of thinking However, when it comes to the level of theoretical thinking, it is not only about the capacity and method of thinking, but also the content of the thinking results - that is, the knowledge of conceptual systems, categories and laws that thinking acquires 2.1.4 Factors regulate the capacity for theoretical thinking As noted above, human thinking is formed and developed based on the dialectical unity of two sides: nature and society In other words, thinking has its biological and 11 social basis Therefore, when considering the factors affecting the capacity of rational thinking, it is necessary to mention the influence of the biological and social basis of thinking *The biological impact on the theoretical thinking capacity *The social impact on the theoretical thinking capacity 2.2 Theoretical thinking capacity with political theory teaching activities of lecturers in provincial political schools in Vietnam today 2.2.1 The essence and specificity of teaching political theory activities of lecturers in provincial political schools in Vietnam today *The essence of teaching activities in provincial political schools In order to see the role of the theoretical thinking capacity in the teaching of provincial political schools, it is necessary to recognize the nature of this teaching Firstly, the teaching political theory in provincial political schools in Vietnam today is aimed at contributing to the formation of world-view and scientific methodology for learners Secondly, the teaching of political theory in provincial political schools is aimed at contributing to the transformation of knowledge into scientific beliefs and revolutionary ideals Thirdly, the teaching of political theory in provincial political schools is aimed at building for learners the ability to properly and creatively apply MarxismLeninism, Ho Chi Minh’s thought, the Party's guidelines and views, the State's policies and laws in awareness as well as in practical activities Fourthly, the teaching in provincial political schools is intended helping learners form their political and moral qualities *The specificity of teaching activities in provincial political schools From analysing the substance of teaching in provincial political schools, we had more or less noticed its peculiarities Firstly, the teaching of political theory in provincial political schools is carried out by special subjects Secondly, teaching in provincial political schools is teaching the science of political theory that is abstract and generalized Thirdly, lecturers in provincial political schools are often few in number, assigned to prepare and teach many subjects, often concurrently with other tasks, so they not have the necessary expertise for professional work as lecturers in 12 schools, political academies under the system of the Ho Chi Minh National Academy of Politics 2.2.2 The role of theoretical thinking capacity in teaching political theory activities of lecturers in provincial political schools in Vietnam today Theoretical thinking capacity plays an important role in the whole of teaching and learning activities in general, teaching and learning political science subjects in our country in particular Here, we address the role of the theoretical thinking capacity in the teaching of provincial political schools, mainly in teaching activities, with the subject being lecturers in provincial political schools Sub-Conclusion Theoretical thinking is a specific form of thinking which is formed based on knowledge premises and subjective psychological axioms of humans The premise of knowledge here is understood as a system of knowledge generalized from practice, reflecting essential relationships and the laws of the objective world This premise determines how the problem-solving process is implemented in practice for the subject's thinking CHAPTER THE CURRENT STATUS OF THE TEAM'S THE THEORETICAL THINKING CAPACITY LECTURER IN PROVINCIAL POLITICAL SCHOOLS MEKONG DELTA 3.1 Overview of political schools in Mekong Delta provinces and activities to improve the theoretical thinking capacity for lecturers 3.1.1.Overview of the current situation of political schools and teaching staff of political schools in the Mekong Delta provinces The Mekong Delta is a delta area located in the southernmost region of the country, with the largest area and number of provinces and cities in the country, with city directly under the Central Government and 12 provinces including: Can Tho City, Long An, Tien Giang, Ben Tre, Vinh Long, Tra Vinh, Hau Giang, Soc Trang, Dong Thap, An Giang, Kien Giang, Bac Lieu and Ca Mau Currently, all provinces and cities in the Mekong Delta region have established provincial political schools, including Can Tho City, Long An Provinces, Tien Giang Provinces, Ben Tre Provinces, Tra Vinh Provinces, Dong Thap Provinces, Hau Giang Provinces, Soc Trang Provinces, Kien Giang Provinces, Ca Mau 13 Provinces, Pham Hung of Vinh Long Provinces, Ton Duc Thang of An Giang Provinces and Chau Van Dang of Bac Lieu Provinces Basically, political schools in the Mekong Delta region have received attention and investment in facilities from local committees and people's committees Currently, 100% of provincial political schools have offices and equipment to ensure the teaching and learning process However, there are still some politics that are in the process of building and completing works and facilities for teaching and learning that are not synchronous, so they more or less affect the operation of schools 3.1.2 The requirements and tasks of political schools in the Mekong Delta region in the current period * Training and fostering high-quality leaders and managers in the Mekong Delta region and the task of renovating and developing political schools and cities in the region * Building facilities, teaching facilities and operating funds at political schools in provinces and cities in the Mekong Delta region * The development of education and training tasks at political schools of provinces and cities in the Mekong Delta region 3.1.3 Activities to improve the theoretical thinking capacity for lecturers of provincial political schools of Party committees, authorities, and political schools in the Mekong Delta region The capacity for theoretical thinking is the product of the subject's development in a certain socio-historical context, despite being influenced by natural-biological factors The capacity for theoretical thinking is gradually accumulated in the thinking process, reflecting the thinking method of the subject The subject's capacity for theoretical thinking is formed in the process of learning, self-training and in the process of practical activities of each subject Therefore, all thinking individuals in general, and lecturers of the provincial political school in particular, need to continue training to improve their capacity for theoretical thinking, in order to best serve the life activities and professional pursuits of each individual Up to 94.6% of respondents affirmed that lecturers of political schools in Mekong Delta provinces themselves need to continue to apply effective measures to enhance their capacity of theoretical thinking 3.2 Strengths and limitations in the theoretical thinking capacity of lecturers of political schools in the Mekong Delta region in recent years 14 3.2.1 Strengths in theoretical thinking capacity of lecturers of political schools in the Mekong Delta region over the past time *The ability to remember and reproduce Those who have been trained at the university level or higher, working in a specific environment – local party schools where learners are cadres, party members, key grass-roots cadres, lecturers of provincial political schools in general, and lecturers of provincial political schools in the Mekong Delta region, are motivated, The purpose is to strive to become exemplary teaching staff, pioneering soldiers striving for the victory of the socialist revolution The most important political task of lecturers of political schools in the Mekong Delta region is good teaching and good scientific research In order to successfully complete the important tasks assigned by the Party and the State above, they must study and improve their qualifications every day and hour In particular, they must regularly read books, newspapers, scientific documents, conduct practical research, attend scientific conferences and seminars In their daily professional activities, they often have to use concepts, categories, rules, and scientific knowledge systems of Marxism-Leninism and Ho Chi Minh's thought It is through these professional activities and the motivation and purpose of the lecturers of provincial political schools that they have gained the ability to remember and reproduce knowledge quite well Practice shows that the vast majority of lecturers of political schools in the Mekong Delta provinces are able to store and reproduce images, information, events, phenomena, and problems quite well, especially concepts and events obtained from books, documents *The capacity for abstraction, generalization The teaching staff of political schools in the Mekong Delta provinces have the ability to abstract and generalize – a fundamental competency in theoretical thinking That competence, on the one hand, is the result of the learning and training process through training and retraining at school as well as through practical work On the other hand, it is this ability that creates favourable conditions for the teaching staff to continue researching and mastering the scientific content of Marxism-Leninism, Ho Chi Minh's thought, views and lines of the Party as well as absorbing other cultural and scientific knowledge to constantly enrich their intellect * The ability to synthesize old knowledge to create new knowledge 15 In order to successfully fulfil the task of teaching, lecturers of provincial political schools must have broad and deep knowledge, usually, the knowledge of the field being taught must be much higher than that of learners That knowledge includes: Basic scientific knowledge; special/specialized knowledge; teaching methods, knowledge, understanding of economics, politics, society, guidelines, policies, and laws The above knowledge and understanding of lecturers of provincial political schools in the Mekong Delta region have, in fact, been increasingly improved, meeting the teaching requirements of provincial political schools here thanks to their regular self-study, self-research or fostering, training and participation in long-term training courses at graduate and doctoral levels *The ability to apply knowledge to practical situations As a person working in the field of education and training, the ability to apply knowledge of lecturers of political schools in the Mekong Delta to practical situations is actually the ability to apply knowledge and understanding to develop and perfect pedagogical activities such as: a lesson plan preparation and teaching activities, teaching design and organization activities; situational activities in teaching… * The general methodological competence Unlike
