Long Thanh Expressway Project Package A5 Civil Works Km 32+450 to Km 35+900  I GENERAL, CONTENTS AND ORGANIZATION CHART General and Content The Contractor shall comply with the Decision No 04/2006/QD-BGTVT dated 9/01/2006 “Regulations on traffic safety during construction within the area for roadworks”, Decision No 2525/2003/QD-BGTVT dated 28/08/2003 “Regulations for construction on roads in operation” and Law On Inland Waterway Navigation Ref No 23/2004/QH11 Issued by The National Assembly dated June 15, 2004 and the relevant guidelines under this law, also comply with Circular No 40/2010/TT-BGTVT dated 31 December 2010 “Regulations on Ensuring of Safety Regulatory Control and Prevention of Collisions on Inland Waterways” Circular No 23/2011/TT-BGTVT dated 31 March 2011 “Regulations on Management of Inland Waterways” The Contractor shall submit a Traffic Management Plan detailing how he intends to comply with the requements the Conditions of Contract, applicable local laws and regulations, and the requirements of the local authorities and police concerning the management of traffic affected by the Works The plan shall be submitted to the Engineer for his consent not later than 30 days after the date of commencement or days prior to the start of significant work, including temporary works, on site, whichever is sooner It is expected that the initial plan will be supplemented by specific plans for particular parts of the Works at appropriate times during the construction The Contractor’s traffic management plans shall ensure that necessary care is taken at all times during the execution of the Works to ensure the convenience and safety of the travelling public on any public highway, footway or waterway that may be affected by the Works and of residents along or adjacent to the Works on any public highway, footway or waterway that may be affected by the Works Such roads, footways and waterways shall include those directly affect by the Construction of the Works and those used by the Contractor for access to and from the site and the supply or removal of materials to and from the site Public roads, footways and waterways shall be kept open for the duration of the Contract or until such time as they are diverted onto completed parts of the Works Where necessary, traffic plans shall include phases to maintain traffic flows by the provision of diversions or detours for roads, footways and waterways that require rerouting as a consequence of the works However the plans shall ensure that the existing number of traffic lanes and the same traffic capacity are maintained at all times during the Works Notwithstanding the above, and subject to the prior agreement of the local authorities and the police, the Engineer may give his consent to reductions in traffic capacity Any such consent will be subject to the Contractor demonstrating a specific need for the PHUONG THANH TRANCONSIN GMS Ben Luc - Long Thanh Expressway Project Package A5 Civil Works Km 32+450 to Km 35+900  reduction and that the reduction will not cause excessive delay to traffic In order to avoid excessive delay it is anticipated that the period when the reduction in capacity may be applied will be limited to off peak traffic periods and that the reduction in capacity will be removed during peak periods for the traffic movement under consideration Traffic plans shall include where necessary and in accordance with local traffic regulations suitable traffic signs, lights, flares, barricades, cones, traffic lights and temporary traffic ramps and other necessary facilities Where requừed the Contractor shall station trained, competent flag-men whose sole duties shall consist of directing the movement of traffic through or around the Works Any street lighting affected by the works shall be relocated as necessary to maintain the same standard of lighting during the course of the works until new lighting facilities are brought into operation The Contractor shall provide all plant labour and materials necessary to execute his traffic management plans on site and to maintain all traffic management systems in a clean sound condition The Contractor shall ensure the safety of vessels and boats passing through or adjacent to the Site during the construction of the Works The safety measures for waterborne traffic maintenance includes the installation of buoys, signboards, signal lights and other auxiliary devices, aiming to direct the navigation of vessels operating on inland waterways; and the system of inland waterway signs and warning system including but not limited to: - Channel signs, which indicate the channel limits or the directions for ships to proceed; - Dangerous position signs, which indicate the places where exist obstructions or other dangerous positions on channels - Notice sign, which display ban notices, restriction notices or instructions on circumstances related to channels Where required by the maritime safety agency, the Contractor shall provide safety boats stationed at the worksite Payment for traffic management in part of this section will be made as follows: Construction of diversion / detour roads and maintenance and protection of road traffic for footpaths and minor roads shall not be measured and paid separately Construction of diversion / detour roads and maintenance and protection of road traffic for National Roads, or Provincial Roads shall be paid under a provisional sum The unit rates to be applied for the works carried out wider the provisional sum shall be the unit rates for relevant items in the priced bill of quantities Where a suitable rate, in the sole opinion of the Engineer, does not exist, the work shall be measured and paid using Dayworks rates PHUONG THANH TRANCONSIN GMS Ben Luc - Long Thanh Expressway Project Package A5 Civil Works Km 32+450 to Km 35+900  By way of clarification, it is noted that payment under these pay items includes the cost of construction of detour and diversion roads for use by the public In contrast, the pay item for Construction and Maintenance of access and temporary roads (under Mobilization) covers the cost of roads for use by the Contractor The work of Maintenance and protection of waterway traffic shall not be measured and shall be paid under a lump sum with payment made in equal monthly instalments over the original contract period The Contractor shall be responsible for coordinating with the regulating authority to agree the scope of works required Main contents of General Traffic Control Plan shall include followings: - Works for Traffic Control - Materials for Traffic Control Devices - Maintenance of Equipment and Devices for Traffic Control - Traffic Control during Non-Working Hours - Traffic Control during Nighttime - Traffic Control Conserving Existing Traffic - Number of Lanes for Traffic Control - Vertical Clearance PHUONG THANH TRANCONSIN GMS Ben Luc - Long Thanh Expressway Project Package A5 Civil Works Km 32+450 to Km 35+900  Organization Chart The Organization Chart for General Traffic Control Plan will be as follows: Project Manager Vice-Project Manager Head of Safety / Traffic Vice Head of Safety / Traffic Leader of Construction Team SITE ENGINEER SAFETY INSPECTIONTEAM Worker Worker PHUONG THANH TRANCONSIN SUB-CONTRACTOR (B) Worker SUB-CONTRACTOR (A) Worker GMS Ben Luc - Long Thanh Expressway Project Package A5 Civil Works Km 32+450 to Km 35+900  Traffic control works are responsibilities of all relation subdivisions Head of Safety / Traffic who will be main responsible for all traffic control issues in the site.Head of Safety / Traffic have experience in traffic management and safety management II PROPOSED FOR GENERAL TRAFFIC CONTROL Work for Traffic Control Prior to the start of construction operations, based on his approved Traffic Control Plan, the Contractor shall furnish, erect and maintain (at prescribed points) warning and guide signs, barricades or barriers, temporary fences (2.0 m height), and other traffic control devices as established in the approved Traffic Control Plan, the Vietnamese Standards, these specifications were directed by the Engineer As necessary for proper control of traffic, or when/where directed by the Engineer, the Contractor will furnish and station competent flagmen whose sole duties will consist of directing the movement of traffic through or around the Works Materials for Traffic Control Devices Retro-reflective Material: Sign panels, barricades, cones, vertical panels, and flagged paddles shall have retro-reflective sheeting meeting the minimum requirements for retro-reflective material noted in Specification “Road Signs” of the Technical Specifications Sign Panels: Sign panels shall conform to Specification “Road Signs” of the Technical Specifications and shall be in orange color with black legend(or white with blue) Sign Posts: Sign posts shall be fabricated from untreated softwood Signs shall be capable of remaining in position during normal traffic flow and wind conditions Barricades: Barricades shall be constructed of wood Cones: - Cones shall be in accordance with the Vietnamese Standards for “Roads Sign and Signaling Regulations” (Article 91) with a minimum of 60 cm in height and a broadened base and shall be capable of withstanding impact without damage to the cones or vehicles All cones shall be orange/white colored and highly visible both in daylight and darkness - Cones will be capable of remaining bright and in position during normal traffic flow and wind conditions in the area where they are used Lamps for cones shall be suitable for the purpose Temporary Fence: Temporary fence shall be fabricated in panels with timber framework and galvanized metal panels The panel face towards the traffic shall be painted PHUONG THANH TRANCONSIN GMS Ben Luc - Long Thanh Expressway Project Package A5 Civil Works Km 32+450 to Km 35+900  Vertical Panels: Vertical panels shall be constructed of wood Maintenance of Equipment and Devices forGeneral Traffic Control The equipment and devices provided to satisfy the requirements of this Specification Section will be maintained and kept in good condition of operation all the time Any equipment or devices that are lost, stolen, destroyed, or deemed unacceptable while their use is required on the Project, shall be replaced by at the Contractor expense Devices for traffic control shall be operated only when necessary Traffic Control during Non-Working Hours During non-working hours and following the completion of a particular construction operation, all warning signs, except those necessary for the safety of the public, shall be removed or entirely covered with either metal or plywood sheeting so that the sign panel will not be visible Traffic Control during Night Time Nighttime operation shall be illuminated by a lighting system approved by the Engineer The lighting system shall be positioned and operated to preclude glare Incandescent lights will not be permitted Retro-reflective sheeting on signs, barricades, and other devices shall be kept clean and in good condition The Contractor shall promptly correct stretches, rips, and tears in the sheeting Retro-reflective sheeting shall have a maintained retro-reflection When applicable, street lighting shall be relocated as necessary to maintain the same standards of lighting in the course of the Works until new lighting facilities are put into operation Traffic Control Conserving Existing Traffic When the construction is going to affect an existing road (feeder roads or others) where traffic closing is not permissible, the Contractor shall keep that open to traffic during the execution of the Works, provided that when approved by the Engineer the Contractor may bypass traffic over a detour The Contractor shall at all times keep roads and footpaths, affected by his operations, free from soil and material spillage and properly repaired at his expense if the road is damaged by those operations The Contractor keeps the length of the Project construction areas in such condition that traffic will be accommodated safely Traffic control devices and services shall be provided and maintained both inside and outside the Project limits as needed to facilitate traffic guidance should this be necessary PHUONG THANH TRANCONSIN GMS Ben Luc - Long Thanh Expressway Project Package A5 Civil Works Km 32+450 to Km 35+900  Number of lanes for Traffic Control The existing number of traffic lanes of the roads that may be affected by the Project must be maintained at all times during the work execution and if diversions are provided these must be of the same traffic capacity as the original road The detailed of Temporary road for each section shall be design and submit to the Engineer Vertical Clearance In general any temporary works placed over roads or diversions used by public traffic should have a vertical clearance specified by the Vietnamese Standards TCVN572997, TCVN4054-85, 22TCN210-92, TCVN5729-97 and 22TCN210-92, as follows: - Expressways and Highways Class I, II and III at least 4.75 m - Highways Class IV, V and VI at least 4.50 m - Rural Roads Class A at least 3.20 m - Rural Roads Class B at least 2.70 m Where required by the Engineer, the Contractor shall erect and maintain suitable approved check-gates, fitted with warning signs indicating the vertical clearance III TRAFFIC CONTROL PLAN(TCP) Before Construction Before carrying out the construction, the Contractor shall implement procedures to ask for construction permission of Relating Authorities and procedure for handing over Construction site for Construction since date of receiving site plan, the organization, construction individual shall be responsible for managing, ensuring the smooth and safe traffic and orderly implement all measures for ensuring traffic safety during duty implementation period; At latest 28 days from the construction commencement, the Contractor shall submit a plan for traffic control including facilities, measures which are planned by the Contractor for reasonable and orderly traffic control during the time of project implementation During Construction Process During construction stage, the Contractor shall fulfill all agreed options, measures, working schedule; ensure smooth and safe traffic according to regulations and avoid causing damages to existing road constructions, not level, deposit soil, if not for purpose of Construction, within road corridor The Contractor shall regularly check the implementation of regulations for ensuring the safe traffic during construction stage according to the permission and law During construction time, there shall be an outguard for directing traffic, when PHUONG THANH TRANCONSIN GMS Ben Luc - Long Thanh Expressway Project Package A5 Civil Works Km 32+450 to Km 35+900  construction halt, there shall be safe signal following regulations such as: guide sign, flags and red light in the night time The outguard for directing traffic will bear a red band on the left arm and will be equipped with signal flags, whistle, red light in the nighttime Name of Construction unit, construction station, address of the site office, telephone number and name of construction site leader will be note on both ends of Construction road sections The construction leader shall bear a badge The workers working on the road will wear on the job protection clothing according to the regulation Construction machines on the road shall be installed sufficiently safe equipments and painted with colors according to the regulation Out of construction time, construction machines shall be gathered in the parking lot In the case of having no parking lot, they shall be parked on the road shoulder where is easily detected and equipped with warning signal For broken down machines, the Contractor shall at any ways bring them to the road shoulders and there shall be signal according to the regulation While construction on the roadbed, road pavement, bridge surface, we will reserve a part of road base, pavement or bridge surface for passing of vehicles, pedestrians, as the following: - Reserve at least one traffic lane if the pavement with less than lanes - Reserve at least lanes if the pavement with more than lanes - In the event that one lane is not wide enough, it may be cause traffic jam, we will first enlarge one side to the level as high as the exiting road and traffic can travel on a part of existing pavement and newly built pavement to support the construction of the remained part - In the case of excavating for enlarging road base, where is cut there shall be immediately backfilled In the case of construction on the soft soil, excavating for lowering the road base, or filing up the pavement higher than m, special measures will be done for ensuring traffic, approved by the Engineer and the Employer Solution when raining will be prepared - In the case of culvert construction without by pass, it is allowed to construct on 1/2 pavement and leave the remained part for traffic If one lane width could not attain, enlarging embankment will be carry out to reach one traffic lane We will erect fencing around excavating hole and firm barricades away from each side 30m - While construction on streets, solutions and construction time shall be suitable for each street characters to avoid traffic jam Traffic safety corridor for pedestrian shall be ensured PHUONG THANH TRANCONSIN 10 GMS Ben Luc - Long Thanh Expressway Project Package A5 Civil Works Km 32+450 to Km 35+900  Construction materials will be delivered to the Site only sufficiently for construction sections and depositing length does not large than 300m for each of construction section The material will be placed only on one road shoulder side, not parallel deposited on both road sides to make narrowness of road surface Materials disorderly deposited is strictly prohibited to avoid hindering and loosing traffic safety While chopping down trees on road sides, warning signs and guard on both sides will be performed; Do not let trees falling down on road surface to cause traffic jam In the unavoidable situation that trees shall be fell down on road surface, it shall be quickly move down trees to the road sides When chopping trees in any part of road, roots of trees shall be taken away and recover the original conditions Activities to plunge any object from the high to road bed, road pavement is severely banned At the bridge repair positions keeping on traffic, traffic signs will be set up, including: narrow road, speed deceleration, roadwork, etc; establishing guard barrier, appointing traffic controller all day; materials, construction equipments shall be tidily put behind barrier separating the part for construction and the part for traffic; Electric and water supply systems for construction shall be controlled regularly for avoiding any accident In the circumstance that the implementation of both construction and traffic maintenance is unable , the detour shall be built Completion of Construction After completion of a road section not longer than 1km or a bridge or a culvert, the Contractor shall clear all obstacles for ensuring smooth and safe traffic Before hand-over, the Contractor shall clear all unnecessary materials, displace all machines, remove all obstructions and repair all defects of road caused by construction process Characters of the Construction Alignment The Contract Package passes through dense inhabitant region with high traffic volume, hence, traffic safety on the whole projected line will be specially taken care The Contractor shall tightly observe regulations No 2525/2003/QD BGVT dated 23/3/2003 issued by Ministry of Transport Due to encountering difficulties in traffic maintenance during construction process, the construction instruction shall be tightly and implement in details, have the close combination of units participated in construction to suitably organize by daily or even by hourly so that vehicle may travel on each section and the entire alignment Traffic Safety Assurance Regulations Because the Contract Package is an important traffic route of Can Tho city, the vehicle density is very high During construction process, the Contractor shall severely comply with required regulations of the Employer and the Engineer about traffic PHUONG THANH TRANCONSIN 11 GMS Ben Luc - Long Thanh Expressway Project Package A5 Civil Works Km 32+450 to Km 35+900  maintenance on the whole projected alignment as well as assurance of labor safety, closely incorporate with pertinent authorities to effectively coordinate the traveling on the entire alignment, detailed as following: - The Contractor shall conform to requirements in the Bidding documents; - Road signs and prohibited signs, etc will be setup in compliance with the Standard in order to guide vehicle moving in the right lane, avoid jamming and blocking traffic; - The Contractor shall consecutively clean up the plan to permit vehicle moving; - Since executing roadbed, the Contractor shall tightly cooperate and discuss with the Engineer and relative units to ensure absolute safety for people and vehicles working on the alignment section as well as inhabitants around working position; - At two ends of the working section, the Contractor shall appoint flagmen to guide, protect people and vehicle passing by - Therefore, traffic maintenance to be uninterrupted and safety during construction process will be taken special care right after receiving the construction plan to call vehicles moving on this alignment section for their attention Traffic Maintenance Assurance Solution Prohibitory signs, informatory signs etc will be placed in conformity with current regulations; During construction process, flagmen dressing in reflective cloths will be arranged to ensure traffic at two ends of the section being constructed; At night, warning lamp will be installed; The existing pavement will be maintained to ensure traffic during construction process, the adjoining side between the new road and the existing road will be laid barricades, etc applied reflective paint and tied reflective papers so that at night vehicles will run safely; For Existing pavement sections The Contractor shall arrange each construction section less than 300 m long to construct on a half of pavement apart The Contractor shall submit plan to Engineer for approval before construction commencement as follows: - Contractor shall arrange a picket line separating construction area and area for public traffic Besides, we will use cone pickets if necessary; - At both sides of construction section, site signs, speed limit signs, sign of narrow road, signal light etc will be set up; arranging qualified flagmen with PHUONG THANH TRANCONSIN 12 GMS Ben Luc - Long Thanh Expressway Project Package A5 Civil Works Km 32+450 to Km 35+900  signal flag for directing traffic; - All machines, equipments, materials for construction, the Contractor shall gather within construction area neatly, reasonably by reasonable and scientific organization After completion of a haft of section (L < 300 m) and the structure reaches load bearing capacity and there is space large enough for traffic, the Contractor shall channelize traffic flow for shifting construction lane and execute the remained side as mentioned above For bridges The Contractor shall arrange existing bridge shall be used to ensure traffic on road, construction will be carried out on part of bridge nearby existing bridge Upon completion of this part bridge, existing bridge shall be demolished; During the time of rush construction, Contractor shall arrange traffic controllers for directing traffic The river transport will be streamlined by directional buoys and signs PHUONG THANH TRANCONSIN 13 ... the traffic movement under consideration Traffic plans shall include where necessary and in accordance with local traffic regulations suitable traffic signs, lights, flares, barricades, cones, traffic. ..
