Plan(PECP) Package 7: chainage from 0+000 to In this Project Environmental control plan, the Bidder will present the measures to minimize environmental impact of the construction works and the Bidder will submit the plan of the Engineeer’s approval Although a guide for whole view and some detail measures of environmental management are mentioned in this PECP, more concrete measures will be discussed in Method Statement for each construction work when carry-out project PECP will be reviewed and revised by responsible person such as Environmental officer whenever law changes or any need arises 2.1.2 Method of Promoting Environmental Awareness To promote environmental awareness both amongst on site staff and to the surrounding community such that an awareness of the measures implemented to minimize impact is promoted, the Bidder will carry out following procedures: Repetitive and continuous education for the site staff to have them to be recognized the significance of environmental protection Continuous effort of environmental approach to improve the site condition to minimize the impact To appeal the effort and consequence, the community to be notified the outcome 2.1.3 Specific Procedure for Achieving the Environmental Performance Requirements Comply with the requirements in the relevant legislation; the Bidder will carry out following procedures: Conforming to the Socialist Republic of VietNam’s Laws on Protection of Environment(NLEP) and other relevant legislation Reponsible for ensuring that no debris is deposited on public or private right of way as a result of its operations, including any deposits arising from the movemnet of Construction Plant or vehicles The Bidder will ensure that all existing stream courses and drains within, and adjacent to, the Site are kept safe and free from any debris anf any excavated materials arising from the works The Bidder will ensure that chemicals and concrete agitator washings are not deposited in the 7: chainage from 0+000 to All water and waste products arising on the site will be collected, removed from the Site via a suitable and properly designed temporary drainage system and disposed of at a location and in a manner that will cause neither pollution nor nuisance The Bidder will construct, maintain, remove and reintate as necessary temporary drainage works and take other precautions necessary for the avoidance of damage by flooding and silt washed down from the works It will also provide adequate precautions to ensure that no spoil or debris or any kind are allowed to be pushed, washed down, fallen or be deposited on land adjacent to the Site In the event of any spoil or debris from construction works being deposited on adjacent land or any silt washed down to any area, then all such spoil, debris of material and silt will be immediately removed and the affected land and areas will be restored to their natural 2.2 Water Transportation Systems, Irrigation Systems Aquaculture Training and Rice Field 2.2.1 Impact The project's North South Expressway construction will cross many rivers and canals in the project area, most of the rivers and canals are used for traffic waterway The construction will not interfere with proper operation and water transport Surface water contamination by soil dust emissions from construction sites, due to water leaking acid from contaminated soil digging alum (ASS), by preventing, blocking the flow channels and may affect fish, shrimp ponds and rice fields, affecting production from these sources of income, residents along the route of the project and lead to financial difficulties for farmers and business on the aquaculture lakes 2.2.2 Impact Management Relating to irrigation activities, water transport and protection of aquaculture lakes will be calculated for maximum protection to minimize impacts The Contractor will set up environmental management following the Government’s EPM 2.3 Air Pollution control To avoid air pollution, sufficient air pollution control and quality monitoring will be made 2.3.1 Technical Schedule Related Regulations Environmental Protection and Management Plan Page of fixed transfer point, three sided-roofed enclosure with a flexible outran across the entry shall be provided Exhaust fans shall be for this enclosure and vented to a suitable fabric filter system batch plant ite with volume of greater than 50m3 shall be enclosed on three sides wit walls extending above and beyond the stockpile The Bidder will not install furnaces, boilers or other similar Plant or equipment which use fuel that may produce air pollutants till written approval as stated above is obtained Under the circumstances of installation of such equipment of facilities, the Bidder will install proper type of protector such as filter or acceptable method with continuous monitoring Request for minimizing area of surfaces of bare gruond during the construction period and temporary surface protection procedure may be required to execute as one of the mitigation measures for dust control Water spray will be provided on site as a routine procedure 2.3.3 Corrective action In case dust amount exceeds the permitted level, the Environmental Staff shall require the construction teams, sub-Contractors to take corrective actions in order that air pollution level will be minimized To work out specific corrective measures and causes of any works, the method will be discussed with the Engineer, and the works will be set out after his approval Technical Schedule Environmental non-conformance problem, the Bidder will immediately notify the Engineer who will advise the Bidder for the next course of action to be taken the Bidder will response to the Engineer’s instruction on the rectification of the situation in some of the situations 2.3.4 Preventive action The Bidder will require all vehicles to turn off the engines when not operation The Bidder will chack all equipment and machinery on the site and make all necessary corrections and/or repairs to ensure compliance with safety and air pollution requirements The Bidder will provide construction walls in locations where strong winds could cause the blowing of dust and debris Continuous quality monitoring will be taken based on the frequency required Environment Staff on site who directly deals with construction activities will intruct Sub-Contractors to maintain the equipment against pollution on regular basis Environment Staff shall check any works emitting dust on site so that Subcontractors can be reminded to carry out minigation measures for air pollution Careless and topsy-turvy works with possible impact to the environment shall be prevented Works creating dust shall be carried out neatly Periodic air quality monitoring will be made For each environmental conservation criteria, the Bidder will propose each conservation target, as the values should not exceed the statutory requirements However, the present ambient data in some Project sites have already exceedes the statutory requirements Therefore, conservation targets of this Project should be set based on these data monitoring records, which will be conducted before the Project Construction works 2.4 Water Pollution Control The Bidder will provide sufficient measures on the water pollution control and quality monitoring to prevent water contamination 2.4.1 Related Regulations TCVN 5942- 1995: Water quality-surface Water quality standards 2.4.2 Potential Impacts and Mitigation Measure Table shows the potential impacts it checked weekly and ensure that all equipment oil and lubrication replacements are peformed only in bounded maintenance and repair areas Sediment tanks of 6-8m3 capacity shall be constructed at suitable site for sedimentation of waste water prior to disposal Waste Water arising from excavation works shall be discharged to storm drains via sediment tanks Technical Schedule 23 Environmental maintenance areas, plant servicing areas and vehicle wash areas shall be discharged via a pentrol interceptor Hoarded site boundaries shall be erected for the construction of piers to prevent any waste water discharging directly to the environment Waste water shall be collected and disposed off site after oil/grease removal and settlement of suspended solids Any water and liquid waste products arising on the site shall be collected and removed from site via a suitable and properly designed temporary drainage system with the disposal at a location that will not cause pollution Sewage and waster water from site toilets and kitchens shall be discharged into a septic tank and soak-away system Grease traps shall be installed for canteen waste water to be collected with a capacity of at least 20 minutes retention during peak flow, prior to discharge 2.4.3 Corrective action In case of non-conformance problem, the Bidder will immediately notify the Engineer who will advise the Bidder to take the required action the Bidder will repose to the instruction from the Engineer to rectify the situation During construction stage, if the drainage and waste water treatment facilities happen to break down or not work well, Environment Staff shall inform the Site Engineer who will carry out the necessary action with report to his senior The Bidder and Sub-contractors have to jointly ensure that sufficient precautionary measures are taken to prevent pollution during the Project If such incident occurs, the Bidder and sub-contractors must also ensure the required repairing works to the damages are carried out sarisfactory Environment Staff shall ensure that all necessary precautionary measures are taken to prevent water pollution under the supervision/observation of the Bidder and Subcontractors Drainage and water treatment systems shall be regularly maintained The Construction site shall be checked regularly to prevent impacts to the environment The Environmental Officer shall study constantly on the site surface arrangement for limits of water pollution the Bidder and Sub-Contractors will follow his recommendations to ensure no-pollution 2.4.4 Technical Schedule Preventive Action Environmental Protection and Management Plan Page 11 of 23 NORTH SOUTH EXPRESSWAY CONSTRUCTION project-bidding document HO CHI MINH CITY – DAU GIAY SECTION 2+000 Package 7: chainage from 0+000 to Ensuring that no tool or machinery is washed in ally water source or areas which will flow into an existing watercourse, stream, or canal The Bidder will check all equipment and machinery on the site and make all necessary corrections and/or repairs to ensure compliance with safety and water pollution requirements Drainage and water treatment systems shall be regularly maintained The Environmental Team Leader shall study constantly on the site surface arrangements for limits of water pollution the Bidder will follow his recommendations to ensure non-pollution Routine instrumental monitoring of water quality and runoff from site areas, constructions camps, staging areas and labor camps etc, shall be conducted For each environmental conservation criteria, the Bidder will propose each conservation target, as the values should not exceed the statutory requirements However, Pre-construction water quality monitoring to establish baseline conditions, will be undertaken to locations which are likely to be subject to water quality impacts or significant 2.4.5 Otherwise in this Project, we shall apply as follows additional method to control Surface Water Pullution 2.4.5.1 Impact According to the assessment of surface water quality in both areas in Ho Chi Minh city and Dong Nai provinces to base on analysis of samples collected in 2006 that indicated the following characteristics: • Brackish water sampling stations in the Ho Chi Minh city and Dong Nai in the construction project is influenced by the tide • Lower dissolved oxygen standards for the water resources of Government of Vietnam; • No concern about heavy metals, all samples were taken from stations lower than the standard limit for water; • Consideration is that major turbidity and suspended solid concentrations are higher during the dry season, the value exceeded the permitted standard; • Oil pollution index is determined exceed the permitted standards in some locations Technical
