A regional, multi-modal transportation planning agency created by federal law to: • provide a forum for project selection by local officials • set policy and guide the transportation planning process • develop a multi-modal, 25-year Metropolitan Transportation Plan (MTP) • develop a multi-modal, four-year Transportation Improvement Program (TIP) AAMPO Committees Transportation Policy Board Executive Committee 21 voting members Generally meet on the 4th Monday members Meet as Needed Technical Advisory Committee (TAC) 19 voting members Generally meet on the 1st Friday Bicycle Mobility Advisory Committee (BMAC) Pedestrian Mobility Advisory Committee (PMAC) 22 voting members Generally meet on the 2nd Wednesday 17 voting members Generally meet on the 3rd Wednesday Land Use & Regional Thoroughfare Subcommittee Freight, Rail & Transit Subcommittee Traffic Incident Management Subcommittee Public Information Officers Meeting MPO Funding Categories • MPO has discretion over three categories of federal funds: Surface Transportation Block Grant (STBG) • Improve roadway operations • Add roadway capacity • Improve public transportation • Construct bike and/or pedestrian facilities • Improve safety Transportation Alternatives (TA) Congestion Mitigation & Air Quality Improvement (CMAQ) • Improve safety and mobility for people bicycling and walking • Shown to generate a emission reductions directly (i.e replacing heavy-duty vehicles) or indirectly (i.e improves roadway operations) What is CMAQ? Congestion Mitigation & Air Quality Improvement Program • Federally reimbursable funding program • Supports transportation projects that generate emissions reductions • Targets areas that aren’t meeting national air quality standards for ozone, carbon monoxide and/or particulate matter 2018 Nonattainment Designation • Bexar County has violated the National Ambient Air Quality Standards and was designated marginal nonattainment for ozone • Other counties in the San Antonio-New Braunfels MSA were designated attainment/ unclassifiable CMAQ Funding • $60 million is estimated to go to our region over Fiscal Years 2020, 2021 and 2022 (contingent upon federal funding) • Funding is expected to cease the fiscal year after air quality standards are met 2020 2021 2022 Improvement Program CMAQ Funding • Funds are allocated by a formula based on population and severity of air quality exceedance • Dallas/Fort Worth, Houston and El Paso already receive CMAQ funding Division of CMAQ Funds in Texas (beginning FY 2020) El Paso AAMPO Houston Dallas / Fort Worth Technical Score Scoring Criteria Reduction in emissions (NOx and VOC) Cost Effectiveness ($/(ton of NOx and VOC reduced over project life) Congested corridor project (Congestion Management Process corridor in need of improvement) Overmatch at 30% or higher Multiagency partnerships or multimodal projects/programs % for Proposals or Proposal Selection Process • The MPO’s Technical Advisory Committee (TAC) will develop an initial funding recommendation, considering: – Emissions reductions and technical score, project readiness, priority of implementing entity, and public input • All submitted projects will be presented to the Transportation Policy Board • The Transportation Policy Board will select the CMAQ funded projects for inclusion in the Transportation Improvement Program and Metropolitan Transportation Plan Schedule 2018 2019 October November December Presentations to TAC and TPB Presentations to TAC,
