VSBPE Date: April 4, 2019 Item: UVM Request to Use CAEP Approval in Lieu of ROPA in 2025 ITEM: Shall the VSBPE accept UVM’s request to use their current CAEP approval in lieu of ROPA approval in 2025? AGENCY RECOMMENDED ACTION: That the VSBPE does not accept UVM’s request to use their CAEP approval in lieu of ROPA approval at this time BACKGROUND: Per VSBPE Policy N17, Policy on National Accreditation, “The Vermont Standards Board… will consider accepting national accreditation as a substitute for a ROPA review at the formal request of an institution made two years in advance of a program’s regularly scheduled review.” UVM submitted the attached request for the Board’s consideration RATIONALE: The office recommends that the Board wait until 2023 to make this determination, or even possibly until after UVM’s next CAEP review in 2024 Determining six years in advance that UVM will not need to participate in a ROPA review in 2025 seems premature, as many things can change in that span THE UNIVERSITY OF VERMONT EDUCATION AND SOCIAL SERVICES To: Vermont Standards Board for Professional Educators (VSBPE) From: Barri Tinkler, PhD, CAEP Coordinator Scott Thomas, PhD, Dean, College of Education & Social Services RE: Licensure Program Review Request Date: January 19, 2019 In accordance with VSBPE policy N17, the University of Vermont’s College of Education and Social Services is making a formal request that the national accreditation processes for all of our educator licensure programs that go through a national review process be accepted in lieu of a ROPA review for the next ROPA review cycle (Fall 2025) All of our teacher licensure programs are reviewed by our national accrediting body, the Council for the Accreditation of Educator Preparation (CAEP) Data from each of our licensure programs is included in the CAEP self-study, and each program is included in the site visit We have attached the CAEP letter of accreditation and action report that we received on Nov 14, 2017 These letters were provided to the Agency of Education on Dec 4, 2017 (see attached email and letters from CAEP) In addition, most programs go through an additional review by a specialized professional association (SPA) that is specific to that discipline The table below notes the SPA review process for those programs that have a SPA review Finally, our school counseling program and speech language pathology program are nationally accredited by the accrediting bodies specific to their fields that are recognized by the Council for Higher Education Accreditation (CHEA) The school counseling program, housed in the College of Education and Social Services, is accredited by the Council for Accreditation of Counseling and Related Educational Programs (CACREP) Attached is the most recent CACREP letter of accreditation The school counseling program will be undergoing their next national accreditation review in Spring 2020 The Speech Language Pathology program, housed in the Department of Communication Sciences and Disorders in the College of Nursing and Health Sciences, is accredited by the Council on Academic Accreditation (CAA) in Audiology and Speech-Language Pathology of the American Speech-LanguageHearing Association (ASHA) Attached is the most recent CAA letter of accreditation The Communication Sciences and Disorder program will be undergoing their next national accreditation review in Spring 2020 We are requesting that the national accreditation processes for all of the programs listed in the table below be accepted in lieu of a ROPA IP and site visit, annual report, and 2-year report moving forward In addition, we are requesting that the speech language pathology program be exempt from any additional reporting as a follow-up to the 2018 ROPA review, including the ROPA annual report and 2-year report, since they will be completing similar reporting for their national accrediting body and will be going through national review in Spring 2020 We understand that under the requirements of VSBPE policy N17 that all of our licensure programs will need to undergo a rules check prior to the ROPA review in Fall 2025 We appreciate your consideration of our request and look forward to your written response Name of Program Program Type Review Process Individual Program Status Next Review Art Education (Grades PreK12) Initial: -
