Community Consultation Proposal for a primary school and associated residential development at Thorne Farm We are keen to hear the views of your community and ensure local residents are involved in the development process for the site The primary school included within this proposal relates to a new school site to enable the relocation of Tipton St John Church of England Primary School ± (c) GetMapping Plc and Bluesky International Limited (2019) Proposal for a primary school and associated residential development at Thorne Farm Historic and ongoing flooding issues in Tipton St John Location Plan 0.375 0.75 ´ 1.5 Kilometers Devon County Council has been working for a number of years to find a solution to the significant flood risk present at Tipton St John Primary School Flooding has affected the school on numerous occasions, most recently in 2016, 2015, 2014, 2012 and 2009 Following flooding in 2008 the school had to relocate to the village hall while significant repair works were undertaken Tipton St John Primary school and extent of flood zone ´ Main school site Car park Tipton St John is a 10 minute drive from Ottery St Mary Tipton St John primary school is in high flood risk area The extent of flood zone and its relationship to the school is shown on the plan to the right Flood zone is the Environment Agency’s highest risk category for flooding The severity of the flood risk at the school and the level of threat to pupils and staff has been recognised by the Environment Agency as presenting a risk to life In order to address this issue, the most sustainable option is to move the school to a new site outside of flood zone Village hall Upper school site Deep fast flowing water on main roads during flood events Legend © Crown Copyright and database right 2019 Ordnance Survey 100019783 Extent of Flood Zone © Crown Copyright and database right 2019 Ordnance Survey 100019783 The existing school site presents a risk to life ‘The present risks give rise to life threatening flood risk to all users of both (school) sites and these risks are predicted to increase It is important that every effort is made to relocate the school to a site that is located in flood zone (Low Probability) of flooding, at the earliest opportunity’ Environment Agency Proposal for a primary school and associated residential development at Thorne Farm Recent flood events in Tipton St John Proposal for a primary school and associated residential development at Thorne Farm Why can’t the school remain in Tipton St John? There are a number of reasons why it is NOT possible for the school to remain in Tipton St John: 7 7 Redevelopment of the lower school site is not possible because of its location within flood zone Number of children attending Tipton St John Primary School by area 100 80 The upper school site is too small and does not have any of the support accommodation needed in a school There are no suitable or available alternative sites within Tipton St John 60 33 44 50 58 59 63 70 68 53 46 45 35 36 28 19 21 40 20 Even if a site were to be found, this would not address the significant funding shortfall to provide a new school Current and future numbers of primary aged children in Tipton St John are very low It is unlikely this will change in the future 2012 2013 2014 2015 2016 2017 2018 2019 Number of out of area children attending Tipton St John Primary School Number of in-area children attending Tipton St John Primary School Proposal for a primary school and associated residential development at Thorne Farm Ottery St Mary Primary School Why Ottery St Mary? • A significant proportion (43%) of children attending the school live in Ottery St Mary • The existing primary school in Ottery St Mary is full and this is expected to be the case for the foreseeable future There are more children living in the school catchment area than there are spaces available at the school.The school can’t be expanded because of constraints on the site • Travel distances would be reduced for the majority of pupils 10% 3% 24% Other school catchment areas Tipton St John Church of England Primary School • The proposed site is owned by Devon County Council, meaning it is free of charge • Development on the remainder of the site will meet the funding shortfall for the new school 43% West Hill Primary School Percentage of primary pupils attending Tipton St John Primary School and the designated area they live in (Spring Term 2019) 8% Sidbury Church of England Primary School 7% Newton Poppleford Primary School 6% Sidmouth Church of England Primary School Proposal for a primary school and associated residential development at Thorne Farm Solving the funding shortfall Total cost: £7,200,000 Government £750,000 A fundamental challenge to building a replacement school is the availability of funding The cost of a new 210 place primary school is estimated at £7.2 million To date, £2.25 million has been secured This means there is currently a £4.95 million shortfall in funding with no obvious funding from government The proposed solution to meet this funding shortfall is to develop land around the replacement school for housing Funding raised through the sale of the wider development site can then be invested in the construction of the new school Diocese £1,000,000 Funding gap £4,950,000 Developer contributions £500,000 “Due to the urgent need to relocate the school and without a funding stream to support the relocation, Devon County Council has considered how best it can use its limited resources to bridge the significant gap in funding.” Councillor James McInnes Devon County Council Cabinet Member for Children’s Services and Schools Proposal for a primary school and associated residential development at Thorne Farm Why 210 places? • There are already more children living in the Ottery St Mary catchment area than can attend the school The school is full, with over 60 pupils in of the year groups There are children in the local learning community being transported due to a lack of capacity A new 210 place school would address this issue • Future pupil cohorts also exceed the school’s published admission number of 60 reflecting an ongoing need for additional places within the town Recent examples of new schools built in Devon The detailed design of the school remains to be decided but there are a number of examples of modern school buildings recently built across Devon • Value for money - The King’s is a highly popular school and is oversubscribed annually The school is full and has high numbers in the sixth form However, around 20% of children allocated a place at the school each year are from outside the school’s catchment area The King’s School has a published admission number of 180 and its current feeder primary schools have published admission numbers of 150, which allows an additional 30 spaces for pupils living in the catchment area This proposal in no way changes The King’s School catchment area In area 80% Out of area 20% Devon County Council, in its role as Education Authority, has ongoing discussions with The King’s School and is content the current published admission number meets local needs The school supports this position and sees no immediate need for expansion However, 0.2 hectares of land is safeguarded for potential future secondary education provision if required in the longer term Pupils allocated places at The King’s School (3 year average Cadhay Lane and provide the main route through the site The County Council is proposing that part of Cadhay Lane is designated for access only This will improve the safety of pupils at the Kings School as traffic is diverted away from the school A secondary vehicular access point will also be provided from Exeter Road In addition to changing part of Cadhay Lane to access only, further improvements will be made beyond the site boundary to enhance safety and improve the experience for pedestrians A new pedestrian crossing will be provided along Exeter Road close to the eastern access point of the site, along with an extended footpath connecting across Cadhay Lane adjacent to the recent Bovis development, where Exeter Road transitions into Barrack Road towards the town centre visual impact In developing the design proposals for the site, the impact upon the landscape has been carefully considered A series of photo montages have been produced to indicate the impact the
