two members to be 11appointed by the Board of Governors of Rutgers, The State 12University from among its members; two members to be appointed 13by the Board of Trustees of Rutgers, The State University from 14among its members; two members of the Senate to be appointed by 15the President thereof, no more than one of whom shall be of the 16same political party; and two members of the General Assembly to 17be appointed by the Speaker thereof, no more than one of whom 18shall be of the same political party 19 20 All appointments to the commission shall be made within 30 21days of the effective date of this act Vacancies in the membership 22of the commission shall be filled in the same manner as the original 23appointments were made Members of the commission shall serve 24without compensation but shall be entitled to their actual and 25necessary expenses incurred in the performance of their duties 26within the limits of funds made available to the commission for its 27purposes 28 29 a The commission shall organize within 30 days after the 30appointment of its members and shall select a chairperson from 31among its members and a secretary who need not be a member of 32the commission 33 b Staff and related support services shall be provided to the 34commission by the Office of the Secretary of Higher Education 35The commission shall also be entitled to call to its assistance and 36avail itself of the services of the employees of any State, county, or 37municipal department, board, bureau, commission, or agency as it 38may require and as may be available to it for its purposes 39 40 It shall be the duty of the commission to study and make 41recommendations to the Governor and the Legislature concerning 42the governance structure of Rutgers, The State University 43(“Rutgers”) The commission shall identify and examine: 44 a current statutes and institutional policies regarding the 45governance of Rutgers; 46 b policies, practices, and board restructuring options that could 47enhance the effective and efficient governance of Rutgers; and A4341 WISNIEWSKI, DIEGNAN 3 c any other issue or matter that the commission deems 2necessary or appropriate The commission shall meet at the times and locations that it 5designates The commission shall issue a final report of its findings 6and recommendations, including any recommended legislation, to 7the Governor, and to the Legislature pursuant to section of 8P.L.1991, c.164 (C.52:14-19.1), no later than months following 9the effective date of this act The commission shall expire upon the 10issuance of the report 11 12 This act shall take effect immediately 13 14 15 STATEMENT 16 17 This bill establishes a commission to be known as the “Rutgers, 18The State University Study Commission.” The commission will 19consist of nine members as follows: the Secretary of Higher 20Education; two members to be appointed by the Board of Governors 21of Rutgers, The State University from among its members; two 22members to be appointed by the Board of Trustees of Rutgers, The 23State University from among its members; two members of the 24Senate to be appointed by the Senate President; and two members of 25the General Assembly to be appointed by the Speaker 26 Under the bill, the commission is charged with studying and 27making recommendations to the Governor and the Legislature 28concerning the governance of Rutgers, The State University 29(“Rutgers”) Specifically, the commission will identify and 30examine: 31 • current statutes and institutional policies regarding the 32 governance of Rutgers; 33 • policies, practices, and board restructuring options that 34 could enhance the governance of Rutgers; and 35 • any other issue or matter that the commission deems 36 necessary or appropriate 37 The commission is required to issue a final report to the 38Governor and the Legislature no later than months following the 39bill’s effective date The commission will expire upon the issuance 40of the report ...
