defined in the Law on Commerce 2005, logistics services (hereafter being interpreted as logistics) shall be construed as the economic activities including transportation supply activities, warehousing services, cargo handling, port services, ICDs, custom declaration services, import and export Generally, logistics is the economic link of whole production process, goods circulation and distribution In the world, logistic services have been developing for the long time and playing an important position in the modern economy as adhesion factor for all stages from supplying input materials, distribution of the final products to the consumers It has been developing as the backbone of international trading activities The integration of logistics services shall accelerate the linkage among production sectors in each country as well as the countries in the global economy Currently, logistics activities account for 10 - 15% GDP of almost countries in Asia and America The development of logistic services is closely associated with the development of multimodal transportation Its fundamental basis is associated with the development of the technical infrastructure including the seaports, airports, railways, motorways, river, and others facilities such as warehousing, handling system, communication system Among the transportation means, seaway transportation has dominant advantages in terms of costs, transport volume, environmental factors Therefore, the seaports have been considered as the most important infrastructure for the development of logistics services functioning as the focal point, gathering, connecting all transportation means including railway, road, river, seaway, airway and pipeline In the port infrastructure, the container terminals play a significant role for the development of logistics services, as the basis to deploy logistics activities In those terminals, goods shall be transferred from seaway transportation means to other transportation means and vice- verse, or be stored, collected, packed, splitted, labeled to transport to the final destination Obviously, those activities cover almost logistics chain operation’s activities The development of container terminal promotes not only the exporting, foreign trading but also directly supports logistic activities Therefore, to some extents, container terminal is the important place for the logistics operation Vietnam has many favorable factors to develop logistic services with 3,260km coastal line, 4,639 km border line located in the strategic location of South East Asia which might be considered as available natural investment for Vietnam logistics business enterprises In Vietnam, logistics services have been developing since 1990 including freight forwarding, warehousing services Currently, there are 1,300 on-going enterprises supplying logistic services, including 20% state-owned companies, 70% company limited and about 10% private DEPARTMENT OF TRANSPORT – BA RIA – VUNG TAU PROVINCE CÁI MÉP HẠ LOGISTICS CENTER CONCEPT DESIGN REPORT companies Those companies mainly are agencies or outsourcing companies who are in charge for some specific steps in the whole logistics chain of international logistic companies Meanwhile, there are more than 25 multi-national enterprises operating in Vietnam which accounts for 70-80% shares of national logistics services supplying The reasons of the weak and low competiveness of Vietnam logistic sector are due to the poor infrastructure, overlapped management, lack of cooperation among transport business enterprises and shortage of professional staff working in logistics sector as well as limited logistic operation capability In the context that Vietnam joined WTO and the economy has been integrating deeply into the world economy, the exporting activities has been growing and the domestic trading has been more and more expanding, the demand of logistics services has been increasing Therefore, it requires special attention and solutions to limit our weaknesses and to improve our competiveness of the logistics services which is considered as the “infrastructure” of the economy and plays an important role in the economic growth and economic re-structuring As mentioned above, the fundamental basis to develop logistics sector is the seaport infrastructure, especially container terminals Under the Decision ref 1037/QD-TTg dated 24/6/2014 by the Prime Minister regarding the approval of Vietnam port system planning by 2020, with a vision toward 2030; Vietnam port system has been categorized into groups The South East port group (Group 5) including Vung Tau Port, Dong Nai Port, Ho Chi Minh city Port has achieved the most rapid development of pace and scale The freight volume of Group (excluding transit and forwarding goods) is about 238 ÷ 248 million tons/year by 2020 and 358,5 ÷ 411,5 tons/year by 2030 as expected Currently, the total volume of goods through the Port Group accounts for 40% of the country seaport; especially, the container cargo account for over 60% of the national port However, the logistics system of the Southeast region remains weak and undertakes only some steps of the whole process of logistics operations; inland container depots are mainly concentrated in the city area Inland container depots (ICD) are located mainly in Ho Chi Minh City, Dong Nai, Binh Duong but have not been developed into new areas such as the Cai Mep - Thi Vai (Ba Ria - Vung Tau) and Hiep Phuoc (Ho Chi Minh City) In Vung Tau port, there are many port projects which have been implementing with the strong participation of the world leading groups in the field of transportation and port operation Especially, Cai Mep – Thi Vai port project using ODA loan has been promoting the investment in port in the region The terminals of Vung Tau port have been completed and operating such as: Tan Cang Cai Mep (TTCT&TCIT), SP-PSA international container terminal, Posco terminal, SITV terminals, CMIT term, Cai Mep- Thi Vai International terminals (ODA loan), SSIT international container terminal Construction work of other terminals/ports has been urgently implemented i.e, Gemadept Terminal Link port is expected to complete its construction in one or two years later Besides, dredging works has been DEPARTMENT OF TRANSPORT – BA RIA – VUNG TAU PROVINCE CÁI MÉP HẠ LOGISTICS CENTER CONCEPT DESIGN REPORT completed in Vung Tau- Thi Vai navigation channel to enable the vessels with the loading capacity of 80.000DWT in Cai Mep area, and vessels with the loading capacity of 75.000DWT in Phu My; In May 2010, the container ship with loading capacity of 116.000DWT, length of 367m has been navigated and departed safely from SP-PSA terminal On 19/12/2011, the ship with loading capacity of 157,092 DWT carrying 13.830 TEUs has entered and departed from CMIT terminal Currently, CMIT terminal has been studying and cooperating with the authorities to enable Triple E container ships (18,000 TEUs) to enter and handle the cargos in the terminal This is the key basis to study the development planning of regional Cai Mep – Thi Vai port to receive the ships with the loading capacity up to 100,000 DWT for the international transshipment for the South of Vietnam and other countries in Mekong – Sub-region area Under the Decision ref 3327/QĐ-BGTVT dated 29/8/2014 by the Ministry of Transport regarding the approval of the detailed planning for seaport in the South East (Group 5) by 2020 and the orientation toward 2030, Vung Tau port is the national general port and an international gateway (type IA) functioning as international transshipment The capability of the port might meet the demand of freight transportation of 101,6÷109,2 million tons/year by 2020, and 161,8÷195,5 million tons/year by 2030 It is expected that the containers shall be 3,58÷4,17 million TEU/year by 2020 (accounting for 37÷40% total cargo volume of containers in Group 5) and 7,58÷9,42 million TEUs/year (accounting for 44÷46% total cargo volume of container Group by 2030 Hence, it presents the container cargo movement trend in the Group and the future role of Vung Tau seaport to the seaport system in the Group as well as the development demand of logistic services in this area Vung Tau seaport – port 1A type as the international gateway in the South of Vietnam shall handle cargo exporting/importing of long shipping routes of the whole South region Therefore, it is necessary to study, formulate the basic conditions of infrastructure, and organize the operation, management, financial and banking services and other specific required services to strengthen the competiveness, attract international cargo transshipment in the region The comphrensive development strategy of service sector in Vietnam by 2020 has been approved by the Prime Minister in the Decision ref 175/QD-TTg dated January 27th, 2011 Accordingly, the basic development orientation of the logistic services sector covers: (i) Considering logistics as the key factor to promote the production, distribution system of other service sectors and to develop the domestic goods circulation and exporting/importing activities (ii) Formulating the full 3PL package (integrated 3PL); developing e- logistics and e-commerce and effectively and friendly managing the supply chain (iii) Achieving the growth rate of logistics sector at 20 - 25% year; The ratio of outsourcing logistics is 40% by 2020 On 02/6/2011, the Government Office issued the Notice ref 132/TB-VPCP, announcing the conclusion of the Prime Minister Nguyen Tan Dung in the Government Standing Meeting DEPARTMENT OF TRANSPORT – BA RIA – VUNG TAU PROVINCE CÁI MÉP HẠ LOGISTICS CENTER CONCEPT DESIGN REPORT regarding the implementation of the detail planning of the port Group 5, emphasizing: “It is requested in next years to mobilize resources to invest, construct the deep water seaport in Lạch Huyện - Hải Phòng belong to Port Group and Ben Dinh –Vung Tau terminal in port group in Cai Mep port, to pay attention to the development of seaport together with infrastructure investment such as connecting infrastructure, goods distribution centers, logistics services and specific preferential policies for operation of port in convenient and consistent manner and modern management to formulate the regional and international centers to meet the demand of long distance sea trip of Vietnam and to attract international and national in-transit goods” The Prime Minster assigned the Ministry of Transport to “Coordinate with the locality, especially the provinces, cities in the Port Group to strictly manage the land development fund for the sea port and infrastructure system connecting to the seaport, logistics and goods distribution service centers, seaport services, harmoniously organize the traffic in the seaport urban area, ensuring no conflicts in transportation connection between the port and urban traffic” Therefore, the establishment of one logistic services center in Vung Tau is a necessary and subjective requirement, especially for the micro-management level to promptly develop provincial logistics services and to prioritize the development of other economic sectors, to achieve the socio-economic development target and economic integration plan of the Province as well as the Southern economic strategic region, and to enhance the competitiveness of goods exporting/importing and services The Prime Minister issued the Decision ref 1113/QĐ-TTg dated 09/7/2013, regarding the approval of the revised urban master plan of Phu My urban area, Ba Ria – Vung Tau by 2030 Accordingly, Cái Mép Hạ Logistics Park has the total area of 815 This is the important basis to implement the detailed zoning planning of Cai Mep Ha Logistics Center (scale of 1/2000) under the Law on Construction ref 50/2014/QH13 by the National Assembly and the Decree ref 44/2015/NĐ-CP by the Prime Minister In order to implement the planning and construction investment of Cai Mep Ha Logistics Park, Ba Ria – Vung Tau Province People’s Committee/ Department of Transport has organized the international competition on concept design for 1/2000 subdivision planning for Cai Mep Ha Logistics Park as the basis to select the Consultant to implement
