departures at Shipper's request so L/C is accepted and the Shipper can receive money from Consignee Because HBL is issued by Forwarder, editing to Shipper's request is quick and convenient However, HBL still has some defects: if there is a risk (such as lost goods / incorrect quantity and quality of goods, etc) Shipper cannot bring HBL to the Shipping Line to prosecute Therefore, the Shipper should use HBL when realizing that Forwarder is capable enough to take responsibility for their order MBL: Shipper requires Forwarder to use MBL: Forwarder doesn’t have enough trust (Forwarder can Company and Consignee's information is overseas Forwarder Agent 2.3 Problems and Solution 2.3.1 Failure of preserving products cold temperatures The need of maintaining the cold temperature of the Pangasius fillets is extremely crucial but it’s not easy for logisticians to make sure that the product can be maintained well at a freezing point There are two cases that the temperatures of the cargo can’t be preserved The first case is when labors load the product from Shipper’s warehouse onto the container The second case is when the container is delivered at the discharge port, at that point the container will be placed in the CY where the temperature is extremely hot The first case has materially affected the temperature of the products when picking and loading goods onto the container The optimal solution is keeping the container’s temp at -18 degree Celsius before loading products and designing warehouse’s discharge location and provisions The warehouse discharge should be equipped with loading pits, loosen or assembled loading boards, mobile ramps, lifting tables and especially are dock shelter and dock leveler so that it can guarantee the temperature of the cargoes always in the “safe” point The second case has a dramatic effect on Pangasius fillets in the container An ideal solution is that the Logistic Agent needs to create a Release Documentation to transport the container to cold warehouse in order to preserve it Release Documentation mean any and all agreements, documents, terminations, discharges, releases and other similar instruments, including any and all of the foregoing as may be reasonably requested by the Buyer, evidencing the termination of all commitments and releases of all obligations under or in connection with the Master Promissory Note 2.3.2 Cold container air conditioner system malfunction To be concerned with logistics, potential risks can be happened unavoidably, especially with frozen goods because they are related to not only inside quality but also technical problems 25 In sea freight, there are many unsystematic risks that logisticians can’t fore seen and make plan in advance Normally, cold container air conditioner system malfunction is one of the most common problems happened in each cargo shipping process Maintaining the cold temperature in the container is extremely crucial because it is very crucial that the Pangasius fillet must be preserved at -18 degree Celsius If the temperature get higher, the product quality will definitely be ruined which greatly affecting to Shipper’s revenue, prestige and quality of Logistic company, etc There are some helpful advices for Logisticians to reduce the percentage of technical problem When choosing container in ICD, Logistician should prioritize the container which has high quality, for example it should be a new container with good generator systems, all reefer containers must have Pre-Trip Inspection (PTI) according to IICL and when considering between Carrier Global Air Conditioning and Star cool Air conditioning of the container, it is recommend that Logistician should choose Carrier Global because they have more modern technology and more common in Vietnam than Starcool which is easy to repair and maintain the machine One more useful advice is that Logistician should choose Shipping Lines who have strengths in transportation from Vietnam to Europe PTI service (Pre-Trip Inspection): is actually an extensive check of both the container and the machinery This inspection ensures that the reefer machinery is running properly at correct settings and that the container is clean and undamaged In here, we listed some criteria for Logisticians in the demand for choosing a suitable Shipping Lines There are six main Shipping Lines including WHL APL, ONE, CAM, HY and Caeser are major in USA and Canada route If you need to transport cold cargoes in Asia region, SITC Shipping Lines will be a good choice Otherwise, CMA, HL, Hamburg Sud and APL are fairly popular for South America route On the other hands, if Forwarders have booking service which consignees are countries surrounding the Mediterranean, they should consider between MSC and UASC because these two Shipping Lines have the lowest prices in this route With Japan route, there are many options for Forwarders If they need to transport cargoes directly to Japan they can choose among ONE, RCL, HL and NYK or in transit route with TS and WHL carrier Besides, you may want to book Evergreen Shipping Lines for Taiwan route because Evergreen Marine Corporation is a Taiwanese container transportation and shipping company MCC, which also known as Maersk subsidiary and Hubline, 26 Samudera, Cosco are very famous for East Asia route Cosco, CMA and ONE are not only popular in East Asia, South America and Japan but they are also quite well known in Australia route The final available option of China route is Chinese Line Logisticians need to be flexible about booking carrier among many shipping lines, also, creating good relationships with Shipping Lines is very crucial to have a good deal from carriers For example, Shipping Lines are always in full of space on board condition on peak season but your cargoes are in urgent need of transport, there is still a B plan having other carrier instead Basically, having a pre-existing relationship with Shipping Lines definitely brings many financial benefits for 3PL’s company Normally, there are two cases that the air conditioner system usually malfunctioned The first stage is at Shipper’s warehouse and the second stage is from Shipper’s warehouse to CY • First case: Air conditioner of cold container break down at warehouse Step 1: The driver will check to determine the damage, then report to the warehouse manager as well as the forwarder, who are representatives hiring the driver The forwarder will report back to the shipper so they can capture obviously their flow situation Step 2: Warehouse manager needs to take photos and recording videos of the air conditioner then send it immediately for the shipping line’s technician in case we can fix the air conditioner right away With more serious damage, the forwarder will send the booking to SI, which can be the same company or different one depending on the geographical location convenient for receiving At the same time, forwarder hire trailer tractor truck to pull another cold container to the warehouse in order to load products on the new container Step 3: Forwarder will update new information of new seal numbers and container numbers on the electronic customs declaration, the shipping line will automatically update MBL after we take new container • Second case: Air conditioner of cold container break down on the road (from Dong Thap to Vung Tau) There is a temperature tracking device in cold container, driver is responsible for checking temperature frequently If the temperature increased unusually, driver need to report this situation to forwarder Likewise, the forwarder will book another container 27 from SL to CY or the nearest Derpo to cut the seal for exchange Then, forwarder must update the new seal numbers and new container numbers To ensure transparency, all transitions from damage to new refrigeration should be recorded as evidence when the loss of goods happens 2.3.3 Optimize the exchange of information confirming booking In the platform, big data plays an important role in managing customer data because it provides solutions to improve CS (customer service) solution, analyses company resources and development strategies Through the statistical report, the company can rank which company is high priority long-standing customer Although there are many economic benefits from the platform, it still exists some considerable risks for company As the platform develops, this will be a good prey for 28 hackers to attack and profit by extorting money They may access system in order to destroy information and data which causes business difficulties and stall operations This leads to information loss of both our company and customers, the data might be even transmitted out, company information and customer data can be sold, which definitely have a devastating impact on both sides There are two main solutions for dealing with the risk which are physical security and logical security Physical Security describes security measures which are designed to deny unauthorized access facilities, equipment and resources, also, to protect personnel and property from damage or harmfulness (such as espionage, theft, or terrorist attacks) For example: A thief breaks in to company, access to the system and release data to motion sensors, heat sensors, anti-theft alarms to prevent unauthorized intrusion Logical Security consists of software safeguards for an organization's systems, including user identification and password access, authenticating, access rights and authority levels These measures are to ensure that only authorized users are able to perform actions or access information in a network or a workstation It is a subset of computer security For example: Give each customer a unique ID and authorize them to only access specific areas, they cannot access to the information of other customers On a daily basis at 11am and 4pm, weekly and monthly, employees will download all data and store in another hard drive in case hackers might attack, they will not lose the available data 29 CHAPTER EVALUATION 3.1 The method of control temperature to preserve high quality of goods The temperature change of goods reduces the quality of products to consumers That is a fundamental problem that needs to be solved Building a warehouse system with Dock system and knowledgeable about the container is also essential, this reduces the cost of the technician with not too bad conditions With more severe conditions, you should contact the technician or report to the shipping company to prepare a new replacement, to avoid the situation of not checking the container before loading the container, which causes additional costs To keep things under
