1 PREFACE Rationale to choose the thesis Party means the combination of many Party members while the Party’s guideline is made and realized by the Party member force Without the Party member force, the Party mustn't exist or develop As President Ho Chi Minh has ever asserted that: To lead the revolution, the Party must be strong and this depends on good branches Therefore, the build-up of the Party member force is always the hot, urgent, and directly decisive issue for the Party’s leadership strength and survival; it is also the regular & crucial top task by in the build-up of the Party Committees and organizations at all levels Over the past years with fluctuations in the world, regional, and national situation, requirements for the career of boosting up industrialization, modernization, and international integration; the destruction and resistance by hostile forces, especially the plot of “peaceful evolution”, “subversive riot”, and the promotion of “self-evolution & internal self-transformation” have been placing urgent needs to enhance the quality of the Party build-up in general and that of the build-up of Party member force in particular Army Party Committee is the part of communist Party of Vietnam Upon the Army’s requirements and tasks in the new context, the Party intends to build-up Vietnam People’s Army to get revolutionary, regular, elite, and gradually modern The Resolution 51-NQ/TW was promulgated on 20th July 2005 on “Continuation to accomplish the Party’s leadership mechanism, realize the mechanism of one commander in attachment with the one of political commissar and politicians in Vietnam People’s Army” That poses a requirement to build-up Party member force to get strong in terms of politics, ideology, and morality as well competence to participate in building the Party organization as pure and strong so that its leaders will be able to fulfill all assigned tasks At present, the task to build-up and regulate the Party upon the spirit of Resolution of the Fourth Conference, the 12th Central Party Committee and that of the 13th Central Party Committee is being strongly deployed from the Central level to local ones, including in Army Party Committee Besides the gained achievements, the build-up of Party member force has remained limited with many shortcomings, especially there have appeared cadres and Party members, even high-ranking cadres & generals with signals of so bad deterioration in political ideology and moral qualities that disciplinary actions must be applied to them If the shortcomings are not punctually overcome, they will make big impacts on the Army’s status and prestige So far, although there have been scientific works which generally mention the build-up of Party member force nationwide and at some Central & local Party Committees as well as that in the Army, there haven't been any scientific works which deeply or independently or systematically research the Army Party Committee’s leadership for the build-up of Party member force in the angle of History of Communist Party of Vietnam from 2005 until 2015 Upon the above-mentioned reasons, the author has selected the theme of: “Leadership by Army Party Committee for the build-up of Party member force from 2005 until 2015” as the Doctoral thesis on History, majoring in the History of Communist Party of Vietnam Research purposes and tasks Research purposes To clarify the leadership process by Army Party Committee for the build-up of Party member force from 2005 until 2015; upon which to make comments and conclusions of experience for references and application to the current reality Research tasks To reckon up the thesis theme-related research situation; To clarify influencers on the leadership process by Army Party Committee for the build-up of Party member force from 2005 until 2015; experience in build-up of Party member force in some works by Party Committees at levels can be referred to and applied to the reality whereas solutions to enhance the quality of Party member force have been proposed in some other works Upon researches and learning about scientific works presented in the overview, there haven’t been any works that profoundly study the process of “Army Party Committee’s leadership for build up of Party member force from 2005 until 2015” Therefore, this has remained one of the scientific “gaps” not having fully been studied, which requests the thesis author to profoundly learn about and clarify The systematization and reckoning of the above mentioned works play as crucial references to provide scientific arguments for the author to continue researching, building up, and accomplishing the thesis 1.2.2 Put-forward issues that need further researching in the thesis Firstly, they are the influencers on Army Party Committee’s leadership for build-up of Party member force from 2005 until 2015; Secondly, they are Army Party Committee’s policies and leadership for build-up of Party member force from 2005 until 2015; Thirdly, they 27 overcome their weaknesses so as to avoid breaches; simultaneously, to create a good environment so that each Party member shall enhance his own cognition for selfimprovement, practice, and discipline compliance Management of Party member force must be strict to detect and prevent chance elements from entering the Party; punctually detect Party members’ shortcomings, weaknesses, breaches, and restrictions to cultivate, educate or apply disciplines, making contributions to enhancing quality of Party members to protect and make the Party internality pure and strong During the years of 2010 – 2015, Party Committees and Party grassroots organizations in Army Party Committee had well performed the management of Party member force holistically and strictly to contribute to enhancing the Party member force’s quality, gradually meet requirements as political nucleus and units which well perform tasks 3.2.2.2 Practice work for Party member force Together with the management work for Party members, practice for them also plays a very crucial role to holistically enhance Party Committees, Party grassroots organizations‘ competence and combat power & Party member force’s quality Directives and instructions by Central Military Commission, General Political Bureau, and Party member force are thoroughly grasped and specified so that basic contents & great values of Ho Chi Minh Ideology, morality, and style will be profoundly perceived to create strong, intensive, and extensive changes in cognition, cultivation, and practice to enhance the revolutionary 28 morality, fight against wrong viewpoints; and push back the recession in political, moral, and lifestyle virtues Thanks to the good performance of management and practice for Party member force from 2010 until 2015, evaluation outcomes on Party member quality show 11.39% of Party members have brilliantly fulfilled their tasks; 78.96% of them have fulfilled their tasks and 9.28% of them have fulfilled their tasks Besides, some Party committees and branches’ management and practice for Party members haven't been strict; punctually grasped or made to know about cadres and Party members’ relationship, especially the management of Party members at their residential places 3.2.3 Development work for Party members 3.2.3.1 The work of creating sources and cultivating Party subjects The development work of Party members contributes to strengthening, building up, enhancing the Party’s combat power, leadership competence, rejuvenating the cadre and Party member forces to create sources of inheritance for Party grassroots organizations in Army Party Committee Army Party Committee’s policies on creating sources and cultivating Party subjects have been enforced The Report number 2072/BC-CT dated 28th December 2010 by General Political Bureau on orientation and tasks of the Party & political work in the armed force during years (2011 – 2015) determines that in addition to previously determined subjects, it is necessary to “Attach special importance to creating sources of cadres and Party members who are minority ethnic and religious people from non-commissioned officers and soldiers” Thanks to right cognition and relevant ways, Party Committees & branches have initiated to “strictly 29 organize the cultivation for Party cognition with quality” Cultivation mainly focuses on training professional officers and Military soldiers, (sub) captains, non-commissioned officers, and soldiers to get brilliant; to attach special importance to cultivation for source creation of minority ethnic people & soldiers in distant remote, disadvantageous areas to assure for right procedures, principles, quality; achieve and exceed annual plans 3.2.3.2 The organization work for admission of new Party members Criteria for entering the Party: Upon the determined orientation and goals, Army Party Committee focuses on guiding the work of creating sources and cultivating Party subjects With respect of procedures and principles to admit Party members: To guide for admission of new Party members in Army Party Committee strictly and in compliance with the Party’s principles & Charter About specific outcomes after years (2011 – 2015): About the quantity, Army Party Committee can admit 89,068 Party members 3.2.4 The check, supervision, and discipline work of Party 3.2.4.1 The check and supervision work To thoroughly grasp the Party and Central Military Commission’s policies, the check and supervision work in Army Party Committee has always been close to requirements for political tasks, Party build-up, and Party Charter (XI course), Inspection Committees at all levels will focus on making advice to Party Committees to work out specialized resolutions, plans for checks & supervision 30 th during the term On 06 March 2012, Central Military Commission promulgated the Directive number 141CT/QUTW on enforcement of Resolution of the Fourth Conference, 11th Party Central Committee; Some current urgent issues on Party build-up in the Army Party Committee Next, on 17th September 2013, the Standing Central Military Commission promulgated the Conclusion number 547-KL/QUTW on Continuation to build up Party Committees in the Army Party Committee to get pure and strong During the leadership process, the check and supervision work is always made by Army Party Committee with routines upon plans, process, and progress “581,387 Party members have been checked upon Point 2, Article 30 of the Party Charter and 300,958 specialized theses have been supervised” Check and supervision contents focus on enforcement of political tasks, compliance with the Party principles, preservation of moral virtues & lifestyle, especially Party members whose positions are significant 3.2.4.2 The Party’s discipline work The review and filtering work to dismiss unqualified Party members from the Party is significant and normative for the Party To thoroughly grasp the Party’s policies, on 17th January 2013, Central Military Commission promulgated the Decision number 50QĐ/ĐV regulating authority to enforce Party principles and making considerations over Military disciplines of Party organizations at all levels in the Army It is clearly presented in the regulations that Party’s disciplines must be applied rightly with authority in terms of disciplines for Party members and Party organization at Articles 36 31 and 37, Chapter VIII, Charter of Communist Party of Vietnam (XI Course); the Decision number 46-QĐ/TW dated 01st November 2011 promulgated by the Central Executive Committee with instructions to enforce the regulations on checks, supervision, and disciplines of the Party in Chapters VII and VIII of the Charter of Communist Party of Vietnam (XI Course) The enforcement of disciplines of the Party must be transparent, precise, punctual, and synchronous while disciplines of the Party won't replace Military ones or vice versa Conclusions in chapter In the complicated happenings in the world, regional, and national situations; to thoroughly grasp and rightly & creatively enforce the Party’s policy to build up Party member force; to continue upholding achievements and overcome restrictions in the leadership and guidance for build-up of Party member force during the years of 2005 – 2010; upon the Army’s requirements and tasks in the new context, Central Military Commission has focused on leadership and guidance to build-up Party member force in Army Party Committee to get strong in all aspects The reality of Army Party Committee’s leadership for build up of Party member force (2010 - 2015) shows Party member force’s remarkable development in terms of quality, structure, and components; simultaneously, it is the foundation for Army Party Committee to learn about experience and continue working out policies for relevant leadership for build up of Party member force in the next coming years Chapter COMMENTS AND EXPERIENCE 32 4.1 Comments on Army Party Committee’s leadership for build-up of Party member force (2005 - 2015) 4.1.1 Advantages and their reasons 4.1.1.1 Advantages Firstly, Army Party Committee has thoroughly applied the Party’s policies and closely applied them to the reality of the Army, punctually worked out the ones to build-up Party member force to meet requirements for tasks During the leadership process, Army Party Committee has “always profoundly and thoroughly been close to the Party’s viewpoints, guidelines, the State’s policies & laws, and the Army’s tasks in the new context”, etc., Secondly, Army Party Committee has always been close to the reality, made holistic leadership, and effectively synchronized aspects of build-up of Party member force; Standing Central Military Commission and General Political Bureau have regularly been close to the practical requirements for the Army’s tasks and punctually guided for good build-up of Party member force both in terms of quality and quantity, etc., Thirdly, in the leadership by Army Party Committee, the quality of Party member force has gained many positive changes About the Party member force’s political, ideological, moral, and lifestyle situations; About the management and practice quality for Party member force; About the quality of newly admitted Party members; 33 About the quality of Checks, supervision, and disciplines of the Party 4.1.1.2 Reasons of the advantages Objective reasons Subjective reasons 4.1.2 Disadvantages and causes 4.1.2.1 Disadvantages Firstly, leadership competence and combat power of few Party Committees & organizations remain limited, thus, in the fluctuations in the situation, they have still been passive and puzzled to determine relevant leadership policies for build-up of Party member force Some Party Committees and organizations, because of “not firmly grasping anticipation or evaluating the situation” and “leadership competence to overcome shortcomings and weaknesses, especially cognition of complying with disciplines and formal construction of some Party members hasn’t firmly changed so some serious breaches of disciplines have still been made, etc., Secondly, the leadership for build-up of Party member force in some quality contents hasn’t got high yet During the leadership process for build-up of Party member force, “the management, education, and practice work for Party members by some Party Committees hasn’t got firm or the Party Committees haven't punctually grasped or managed cadres & Party members’ relationships”, etc., Thirdly, virtues and competence of some Party members in Army Party Committee haven't met requirements for tasks 34 In the fast evolvement of the situation, tasks and bad side of the market mechanism, political bravery, competence, and exemplary pioneering of few Party members haven't met requirements for tasks, etc., 4.1.2.2 Causes of the disadvantages Objective causes Subjective causes 4.2 Experience from Army Party Committee’s leadership for build-up of Party member force (2005 - 2015) 4.2.1 Thorough and creative application of Party’s policies to build-up of Party member force to meet the Army’s specialized requirements The Party’s policies for build-up of Party member force are regularly & thoroughly applied to leading and guiding reality by Army Party Committee This means the crucial experience, etc., The Party’s policies are generally determined in the entire Party, however, each Party Committee in each locality, ministry, line ministry, and sector possesses its own specific traits and advantages Therefore, the Central Committee’s policies and guidelines must be thoroughly applied but not in a mechanical stereotype way They must be creatively applied to work out relevant policies and measures to specific conditions in each Party Committee With the profound & thorough application of the Central Committee’s policies, Central Military Commission takes initiatives to creatively apply the Party’s policies to relevantly lead for build-up of Party member force to specific requirements and tasks of the Military activities 35 It is necessary to well apply this experience and some of the following contents to the current stage: Firstly, to continue profoundly, seriously, and properly apply all of the Party’s policies, etc., Secondly, to uphold roles of proactivity and creativity of Party Committees at all levels, etc., Thirdly, to strictly combine the thorough enforcement of the Party’s policies with the work of preliminary and summary work, etc., To regularly & profoundly grasp the Party’s policies to show the Army’s absolute loyalty to the Party’s leadership This is the experience which reflects success during Army Party Committee’s leadership process for build-up of Party member force and it is necessary to be further upheld in the next coming time 4.2.2 Holistic build-up of Party member force, in which to respect its political, moral, and lifestyle stance &, ideology Holistic build-up of Party member force means the objective requirement originating from Party member force’s positions and roles as well as its build-up The Party member force in Army Party Committee shall directly participate in working out policies and enforcing those policies Therefore, holistic build-up of Party member force shall meet task requirements The holistic build-up of Party member force in terms of political & ideological stances with holistic knowledge, competence, methods, working styles, and cognition of discipline compliance has gained and fulfilled tasks in all conditions and contexts The holistic build up process of Party member force must attach special importance to building up political ideology 36 This is the top crucial virtue of Communists in general and Party members in particular, especially those Party members in the army Together with respects of building up political ideologies, Army Party Committee always respects build-up of Party member force in terms of morality and lifestyle The application of this experience in the current stage needs focusing on well performing the following issues: Firstly, to focus on build-up of Party member force in all aspects; Secondly, to attach special importance to practice for revolutionary political and moral bravery for Party member force through practical activities; Thirdly, to uphold Party member force’s spirits for responsibilities, exemplary pioneering roles, pro-activeness, positivity, self-study, and self-practice; Fourthly, to punctually detect, prevent, and resolutely handle Party members who make breaches During the current stage when hostile forces are trying to destroy the army with impacts caused by the market mechanism as well as the army’s higher & higher requirements and tasks, etc., this has imposed a requirement for Army Party Committee to continue making renovation in contents, methods, and forms to enhance quality & efficiency of build-up for Party member force in all aspects However, it is a must to respect education and build-up of political & ideological stances, morality, and lifestyle to make each Party member ready to undertake and fulfill all assigned tasks 4.2.3 Attachment of build-up of Party member force with that of organization for a pure and steadfast grassroots Party 37 Build-up of Party member force is the crucial content of Party Committees & Party organizations; good performance of education, cultivation, practice, management, and development of Party member force directly make contributions to building up and organizing the Party to get pure and steadfast so that the Party shall manage to lead bodies and units for good task fulfillment Thus, enhancement of Party member force’s quality means the very contributions to improving quality and efficiency in building up & enforcing the Party’s resolutions to make them enter the life During the leadership process of building the Party & Army Party Committee, Party Committees at all levels are always requested to closely attach build-up of Party member force with organization of Party construction This is the crucial experience learned from the reality of Army Party Committee’s leadership for build-up of Party member force during the years of 2005 – 2015 In the current stage with complicated happenings in the world and national situations;
