and Rural Development has also issued a list of 13 key agricultural products at the national level to prioritize income attracting businesses to invest in agriculture and rural areas (Decree 57/2018/ND-CP), including pangasius and brackish water shrimp In addition, a group of key product value chains at the provincial level has gradually formed with the special attention of the People's production and consumption of products in Vietnam's aquatic industry from 2013 to 2018 and proposes solutions to improve the policy by 2030 3.2.4 Research subject The thesis focuses on researching cooperation and linkage policies between the following subjects: - Producers: (1) tuna fishers in key provinces with the most developed tuna fishing in the country, namely Binh Dinh, Phu Yen, Khanh Hoa; (2) Households/Enterprises/THTs/Cooperatives cultivating aquaculture (2 subjects are brackish water shrimp and pangasius) in provinces in the Mekong Delta, namely Bac Lieu, Soc Trang, Ca Mau, An Giang and Dong Tower - Seafood processing and export enterprises in Ho Chi Minh City, An Giang, Dong Thap, Khanh Hoa - Some organizations related to seafood production and export activities such as the Directorate of Fisheries (D-Fish), the Association of Seafood Exporters and Producers (VASEP)… Research methods and approaches 5.1 Approaches The PhD student applies the system approach, the institutional approach, the value chain approach and the participatory approach to clarify the current situation, policies and solutions to promote the development of various forms of cooperation and linkage in the production and consumption of aquatic products 5.2 Methods + Choosing a research site To study the influence of policies promoting forms of cooperation and association in the production and consumption of aquatic products, the PhD student selected the research areas as the most developed coastal provinces and cities countries about tuna exploitation - processing - export (Binh Dinh, Phu Yen, Khanh Hoa), and provinces in the Mekong Delta (Bac Lieu, Soc Trang, Ca Mau, An Giang and Dong Thap) are the locally developed two objects of pangasius and brackish water shrimp In which Bac Lieu is the capital of industrial shrimp, Ca Mau is the capital of ecological shrimp In addition, the PhD student collects primary documents and related information from survey subjects such as aquaculture households, aquaculture cooperatives, fishing teams, fishermen, seafood processing and export enterprises , traders/traders, other related organizations + Methods of collecting primary and secondary data The PhD student used the socio-economic survey method, the rural participatory interview and assessment method (PRA) in which to conduct direct interviews with the people, representatives of the cooperative, THT, production teams at sea, enterprises, representatives of local authorities, managers to collect necessary information and data + Expert method: The PhD student THEORETICAL ISSUES AND INTERNATIONAL EXPERIENCE ON POLICIES FOR PROMOTIONING FORMS OF COOPERATION AND LINKS IN PRODUCTION - CONSUMPTION OF PRODUCTS IN THE FISH INDUSTRY 1.1 Some concepts and roles of cooperation and association in production and consumption of products 1.1.1 Concepts, forms and principles of cooperation in the production and consumption of products 1.1.1.1 The concept of cooperation Cooperation in Economic is a form of voluntary, cooperative and mutually supportive relationship between economic actors, combining the strength of each member with the advantage of collective strength to better solve the problems of each member production, business and economic life in order to improve the operational efficiency and benefits of each member Cooperation has many forms with different characteristics, properties and levels: random, temporary cooperation; regular and stable cooperation; labor cooperation as Marx analyzed the three stages of industrial capitalism's development; cooperation between units and sectors; etc Cooperation in the field of agriculture in general and fisheries in particular is an objective need That is the inevitable development path of the farmer household economy 1.1.1.2 Forms of cooperation The reality of Vietnam and many countries around the world shows that the above relationship can be implemented in the following forms: * Simple cooperative economy a Professional groups and associations In the field of agriculture and rural areas in our country, there are currently many types of nests and professional associations such as beekeeping nests, gardening nests, fish farming nests, shrimp farming nests, afforestation nests, bonsai planting groups, etc Professional groups and associations are formed on the voluntary basis of independent economic entities with the same form and purpose of business activities, in order to collaborate, exchange experiences and help each other in activities production-business, product consumption, for the purpose of maximizing the profit of each member (here not talking about groups and associations that operate, for the sake of pleasure, there is no profit target) Currently, this form is developing and has good effects in the fields of agriculture and rural areas, including: agriculture, forestry, and fishery (aquaculture and exploitation) in many localities throughout the country b Teams, cooperative groups This is a simple type of cooperative economy that is voluntarily established by independent economic entities, based on the needs of its members Cooperative groups and groups operate on the principle of voluntariness, joining or leaving groups, establishing or dissolving organizations, democratic management, and mutual benefits Teams and cooperative groups are very diverse with many different names + "Single-purpose" cooperative groups and groups: are cooperative groups and groups of similar business entities, such as afforestation groups, mushroom growing groups, cage fish farming groups, etc + "Multi-purpose" cooperative group and group: is a type of cooperative group or group of subjects engaged in general production and business activities, such as cultivation combined with animal husbandry, processing, and providing services, etc + Small-sized cooperative groups and groups (from 5-10 members): the cooperation relationship is not stable on a regular basis, there is no written operational regulation, no legal character, no legal status c Economic cooperation group, often referred to as "cooperative group" This is a simple cooperative economy with a larger scale, usually from to 30 member households The cooperative relationship is stable and regular, with an organizational structure and leadership apparatus * Cooperative Cooperative is a type of cooperative economy that develops at a higher level than a simple cooperative economy In the Cooperative Law of many countries as well as some international organizations, there are definitions of cooperatives Although, there are many different definitions of cooperatives, as well as differences in characteristics, organizational mechanisms, operating modes, etc of cooperative models in countries around the world, but All types of cooperatives have the following common characteristics: Cooperative is an economic organization formed by economic entities voluntarily contributing capital The cooperative's activities are mainly aimed at serving the economic activities of the participating members with the motto of helping each other (also helping yourself) In addition, the cooperative's activities are also of the social community nature mutual assistance and assistance to the community Therefore, profit is not the sole objective of cooperatives (Cooperative Law, 2003) The basic principles of cooperatives are voluntariness, equality, mutual benefit and democratic management 1.1.1.3 The essence of cooperation Basically, the nature of cooperation is reflected in the type of economic organization and economic relations in the form of cooperation Regarding the economic relations and heterogeneity of linkages in the cooperative model, cooperatives have two attributes that describe a special type of vertical integration: (1) union between members and cooperatives and (2) all members co-ownership of the cooperative Regarding the type of economic organization of the cooperative: the nature of the cooperative is an economic organization emphasizing the collectivity Cooperatives in Vietnam basically fully embody the criteria of identity, values and core principles of the concept of cooperatives like ICA The Law on Cooperatives (2012) has shown the nature of “co-ownership” allowing to confirm the difference in the nature of economic organizations cooperating with other types of enterprises 1.1.1.4 Nguyên tắc hợp tác In Vietnam, the Law on Cooperatives (2012) clearly states principles of linkage According to the Dictionary of Modern Economics, “economic linkage refers to the situation when different sectors of the economy, usually the industrial and agricultural sectors, work together effectively and in a coordinated manner interdependence is an element of development” 1.1.2.2 Linkage forms Based on the linking function, according to Ho Que Hau (2002) there are types of linkages: (1) Exchange links, (2) Force linkages, (3) Divisional linkages and (4) Joint linkages mandate agreement Based on these classifications, we can distinguish the participating functions of the parties the supply and demand of products in the market, avoiding the crisis of "oversupply - shortage" of products 1.1.3 The role of cooperation and association in the production and consumption of products Cooperation and association in the production and consumption of products is an inseparable process, especially with the production of agricultural commodities because the relationship of cooperation affecting the formation of forms of cooperation and association in production - consumption of products 1.1.4.1 Perceptual thinking of product producers and consumers towards cooperation and creates dynamism for all entities participating in the association 1.1.4.4 Technology Technology is one of the factors that directly affects the success of forms of cooperation and linkage along the value chain in the process of international economic integration 1.2 Content of policies to promote forms of cooperation and association in the production and consumption of products in the fisheries 1.2.1 Concept of policies to promote forms of cooperation and association in the production and consumption of products in the fisheries In the 2000s, policy researchers continued to introduce new concepts of policy such as: Policies are part of a framework of opinions, through which they are rationally regulated, among the various dimensions of life (Colebatch 2002) Policy is what the government does, or refuses to (Klein & Marmor 2006); Policy is the process by which a society creates and enforces what behavior is acceptable and what is not (Wheelan 2011); In Vietnam, the Vietnamese Dictionary defines "policy" as "a specific strategy and plan to achieve a certain goal, based on the general political line and the actual situation." Thus, it can be understood: "Policy is a set of views, goals, principles and tools that the government usually gives and applies to a field (economic, social, ), a commodity industry .to serve the development of the country in a certain period.” Analyzing the concept of "policy", it is found that: - Policy is made by an authority or management entity; - Policies are issued based on the general political line and actual situation; 10 - The issued policy always aims at a certain purpose; to achieve a certain priority goal; Policies are issued with a clear calculation and purpose From the above analysis, in this thesis, the concept of "policies to promote forms of cooperation and association in production - consumption of products" can be understood as follows: Policies to promote forms of cooperation linkage in production product consumption is the totality of views, goals, principles, tools and measures that the government (central and local governments) promulgates and implements to facilitate develop forms of cooperation and association in production - processing consumption of products in order to achieve the set economic and social goals 1.2.2 Functions and roles of policies to promote forms of cooperation and association in the production and consumption of products in the seafood industry 1.2.2.1 Functions of policies to promote forms of cooperation and association in the production and consumption of products in the fisheries industry a Orientation function Policy is an important tool contributing to the behavior of economic and social actors Policy reflects the state's attitude and behavior towards an issue, so it clearly shows the trends of the state's influence on actors in society, helping them to mobilize to achieve similar values future sectors d The function of creating a suitable environment for cooperation and association activities Policies are the specific and indispensable tool that the state uses to manage the macroeconomics, they have the common function of creating the stimulus large enough needed to transform the strategic direction of the ruling party rights into reality, contributing to unifying the thoughts and actions of everyone in society, accelerating and effectively promoting the progress of activities belonging to the department's goals towards which the policy is directed, and realizing the common goals of national economic development 1.2.2.2 The role of policies to promote forms of cooperation and association in the production and consumption of products in the fisheires Contributing to ensuring mutual benefits in the production and consumption of products, consistent with the goals pursued by the State Policies to promote forms of cooperation and association in the production and consumption of products should be created in a favorable legal environment, reflected in the high unity between implementation goals and diversity of policy enforcement measures 1.2.3 A number of policies to promote forms of cooperation and association in the production and consumption of products in the seafood industry Economic development cooperation and association is a major policy, forming a system of regulations to enforce linkages and cooperation in practice In recent years, the legal framework system related to the fisheries sector has been promptly supplemented for integration and sustainable development such as the Law on Fisheries 2017, the Law on Planning 2017… The above laws gradually create a legal system measures to ensure the development of industries in the field of seafood in Vietnam 1.2.3.1 Land preferential policy Land is a means of production, an indispensable input factor for production and business activities of organizations and individuals, directly related to cooperation and association in agriculture 1.2.3.2 Policy to support infrastructure Nfrastructure includes: technical and material facilities, works, vehicles existing on a certain territory used as production and living conditions in general, ensuring continuous operation , smooth flows of material wealth, information and services to meet the needs of production and life 1.2.3.3 Credit support policy Capital is a prerequisite for conducting economic activities However, the difference between the ability and the need for business capital is a common situation of economic actors 1.2.3.4 Investment support policy Investment support policy is a collection of viewpoints, principles and tools, providing a number of preferential mechanisms and policies, providing
