important issue for each country Vietnam is a potential country, with abundant human resources, abundant resources and a strong team of intellectuals Vietnam, a country that is in the period of economic opening to make full use of its comparative advantages Especially when Vietnam joins the WTO, our trade and trade issues have many advantages, foreign trade policies in the direction of opening up, reducing and moving towards abandoning tariff barriers and non-tariffs Countries will erect more sophisticated protection fences, because of the stricter quality requirements, the level of competition in the market is fiercer In particular, the food industry plays a very important role in providing food sources for the domestic market but also penetrating foreign markets Because Vietnam has many favorable conditions in terms of terrain, climate and comes from a longstanding agriculture Products of the industry today are increasingly quality, high competitiveness in the market Vietnam's food industry has achieved a lot of success in solving jobs for workers as well as contributing to the overall export turnover of the country, has gradually made our country the second largest rice exporter in Vietnam Tan Long Joint Stock Company is one of the imports and export companies with a position in Vietnam In particular, the company's rice exports over the years are constantly increasing But besides that, there are still difficulties such as facing difficult customers, facing fierce competitors and problems with raw materials To get a better understanding of the driving forces that drive the company's growth, as well as the shortcomings that hinder the development of the company Therefore, I chose the topic “ANALYSIS OF CURRENT SITUATION AND SOLUTIONS TO PROMOTE THE EXPORT OF AGRICULTURAL PRODUCTS AT TAN LONG JOINT STOCK COMPANY” my graduation thes With the purpose of an overview of the company's export activities, thereby seeing strengths, weaknesses as well as opportunities and challenges Moreover, I proposed solutions to make Tan Long one of the leading rice exporters in Vietnam and it is to enhance the position of Vietnamese rice grain in the world rice market, the growth rate of import and export is forecasted as follows: Regarding rice import growth: The growth rate of rice imports is uneven between high-income countries and developing countries While rice imports in high-income countries tend to slow down because: (i) low population growth, even negative population growth causes demand for food to decrease; (ii) in the long term, the economy recovers and increases incomes as well as living standards will reduce demand for ordinary goods, including rice products, developing countries have higher import growth, an average of 6.2% per year Central and North African countries, the Middle East and East Asia will have high rice import growth of 8.3% per year, 7.3% per year and 5.2% per year, respectively Export growth: Rice exports of companies are forecasted to grow soon Countries such as Thailand, Vietnam, Pakistan, India will increase production as well as the value of rice trade for export in the period 20-19-2020; for example, Vietnam will maintain exports of 4.5 to million tons, India will average about 4.0 million tons per year, especially Pakistan will rise to the position of the world's third largest rice exporter, with output from 4.0 to 4.5 million tons Price trend: In contrast to the downward trend in most goods soon, the price of exported rice has been highly volatile but will generally remain high agricultural development International integration through bilateral and multilateral trade agreements, participation in regional and international economic institutions will create favorable opportunities to bring Vietnamese rice into the international market The process also creates tangible pressure to innovate the production process, applying new achievements of science and technology to promote the advantages of tropical agriculture, diverse biological resources, and abundant human resources of rural Vietnam b Increasing value for rice exports Firstly, the integration of the world economy will help Vietnam's agricultural sector and specifically the rice industry attract investment capital to improve product quality, reduce costs and costs in vain (ii) Vietnam's rice products have affirmed their position in the international market; (iii) agriculture and rural areas are areas encouraged by the State of Vietnam to invest, therefore, they receive high investment incentives; (iiii) international integration promotes the improvement of the investment environment, creating peace of mind for investors Strong investment from abroad in the field of domestic rice production will create a modern and intensive production industry, products processed from high quality rice, processed through many stages will increase the value of exported rice Secondly, international integration creates a thrust that forces farmers as well as exporters to make long-term calculations Not only producing to meet domestic demands, Vietnamese farmers and exporters also must produce and accumulate rice for export to markets around the world, with complex and strict requirements on rice quality, time and delivery volume In the process of promoting rice exports, these Vietnamese topics must be self-aware of the importance of factors beyond the value of consumption as a common food of 43 rice, such as prestige, product brand, promotion and marketing of products, support services Thirdly, international economic integration creates opportunities for rice export activities to receive transfer, develop skills, advanced and effective operating models Deeply ingrained in international economic life, Vietnam will have favorable opportunities in receiving transfers and developing technical and technological capacity to exploit the enormous potential of rice-paddy agriculture With the forms of receiving and transferring capacity, Vietnam's rice exporters can apply management models from production – procurement – processing to export effectively, reducing intermediary costs and risks through direct procurement contracts with farmers 3.1.3 Challenges for rice exports In addition to the great opportunities when international integration, rice export activities will also face significant challenges Firstly, the challenges of natural disasters and objective factors will continue to affect rice production and exports, which are heavily dependent on natural conditions Natural disasters cause heavy damage to agricultural production in general, rice in particular, erosion of degraded cultivated land, environmental pollution, depletion of forest resources Facilities for forecasting, prevention and remediation of natural disaster consequences are still poor backwards This situation can cause instability in the development of Vietnam's rice production and affect the implementation of international commitments Secondly, in the process of international economic integration, Vietnam has been and will participate in a series of regional and world economic institutions (ASEAN Free Trade Area - AFTA, ASEAN Free Trade Area - China; U.S.-Vietnam Trade Agreement; World Trade Organization - WTO ) Each institutions have specific requirements and commitments to agriculture, but they all gather to strengthen regulations and laws to adjust agricultural policies according to the contents, one of which is the non-government subsidies 44 for agricultural exports For countries that currently provide export subsidies, they must commit to reducing the type and value of subsidies These requirements require Vietnam to cut subsidies for rice exports, put this export sector on the common playing field, be equal, and accept the risks and fierce competition that can be severely damaged, even broken World economic integration will create challenges for domestic regulations and subsidies as well as export subsidies For example, the policy of buying and storing million tons of rice on the floor price or the role of Stateown enterprises in maintaining the minimum selling price of farmers is still very modest compared to rich countries, but international pressure can force Vietnam to limit these policies Moreover, due to the large volume of rice exports, the Government does not have many tools to intervene and maintain a minimum price So far, Vietnam has been applying price interventions separately from the procurement of rice relief for victims in disaster areas Although Vietnam's rice trade mechanism is now very open (without quotas and export licenses), in the coming time, Vietnam is unlikely to significantly increase the number of exports or increase the price of rice exports Consumers are becoming more and more demanding, the level of competition in the world market is increasing Meanwhile, Vietnamese rice is of low quality and dosing, unclear origin, processing technology and post-harvest reserves are still quite backward and therefore, the quality of Vietnam's rice exports is still low Moreover, exporters not organize and control the entire business cycle from seed selection, planting, processing, warehousing, and selling to be able to meet the high needs of importers According to the FAO (United Nations Food and Agriculture Organization) the competition of rice exporting countries in the world is getting fiercer and the price of rice in the world market in the short and medium term does not allow optimistic producers The rice export market is very small so the economies and farmers of the main rice exporting countries are more vulnerable 45 to market fluctuations 3.2 View and orientation of rice export of Tan Long company 3.2.1 General view on Vietnam's rice exports The Party and the Government have developed orientations for economic development and trade exchange in general, On the government side, MARD is actively shifting its focus to improving the quality of agricultural products, improving economic efficiency and competitiveness, instead of following the target of orientation in the past It is a harmonious coordination between the requirements of ensuring food security and exports, gradually shifting to exporting highquality rice bringing great added value, increasing investment not only for production but also for market research and forecasting to be proactive in the face of erratic changes of the international rice market , not to let the embarrassment in export administration, implement the WTO accession roadmap not only eliminate the government's obstructions and support, but also move towards gradually reducing and ending the State's imperative measures for rice exports 3.2.2 Orientation on the functions and role of economic sectors in rice export activities a The State organizes and manages rice exports To create an environment for the market to consume agricultural products in general, rice in particular, the role of the State is to promote many components to participate in rice export activities, simplify licenses, abolish rice export quotas In parallel with these activities, the State must also complete the system of agencies managing rice export activities to protect domestic production and combat the war of sale in foreign markets causing damage to national interests At the macro level, the State conducts information on propagation of knowledge about international economic integration and commitments in the agricultural sector of Vietnam when joining the WTO for farmers and rice exporters, thereby creating a new mindset in rice production and organization 47 At the same time, the State also researched and soon applied solutions in agricultural subsidies in accordance with Vietnam's commitments and WTO regulations to create the right legal basis to boost Vietnam's rice exports b Strengthening coordination between the State and enterprises in expanding the market Determine the state's function in rice export activities (trade negotiation creates legal corridors, market information, trade promotion ) The State does not intervene directly with the tools of ordinances into market activities, ensuring the ernes of enterprises in rice export activities Connecting management agencies with exporting enterprises in the process of trade information promotion, policy support, land, credit, dispute resolution The trend of establishing industry associations (Vietnam Food Association) along with proactively developing business strategies and market strategies of enterprises to enhance export activities 3.3 Solutions to enhance rice export activities of Tan Long Company 3.3.1 Group of solutions to support rice export activities a Policies on credit finance, insurance and export support Credit policy: The allocation of export credit capital is very important implementing open trade policies Secondly, diversifying consumption channels with many different levels to export rice circulation smoothly, fastest at the lowest cost from the exporter Thirdly, to attach importance to the role of markets and commercial gatherings in rural areas through the construction and development of economic - cultural, technical - commercial - service clusters in the regions; interested in small and medium-sized entrepreneurs; encourage domestic enterprises to work together to build strong economic corporations to participate in rice export, creating competitiveness in the world market Fourthly, developing trade promotion, export promotion from central to local level, to exchange information, exchange science and technology, anticipate domestic
