research, the thesis topic was used in combination with qualitative, quantitative and some other research methods In the process, the author has implemented specific methods: + Overview of relevant research available + Analysis of secondary data + Questionnaire + In-depth interview + Delphi method + Expert method + Group discussion + Method of observation, analysis, and synthesis + Statistical software and model, to analyze and process data collected Thesis’results: Based on the theoretical framework of the researchers, the thesis has the theoretical basis for development, human resource development, human resources and young researchers The thesis has identified the factors that influence the development of young human resources, especially the research environment is young researchers within Vietnam Academy of Social Sciences in particular From the arguments, the author sets out the standards associated with the objective reality of the researcher is the young researcher under the international standard and the set of criteria for the development of research for human resources in Vietnam Academy of Social Sciences Each researcher at national or international level needs to have specific criteria, specific to each field of study For researchers within the Academy at the request of international standard, the researcher has obtained 18 criteria, of which 13 criteria for young researchers and criteria for articles development lawsuit The main criteria required by the international researcher are requirements of research capacity, research methodology, foreign language proficiency and computer skills, which are the standard criteria needed to provide a solid foundation for the study results ii Thesis structure: The thesis VASS, the research capability criterion is a key factor, a solid foundation, a prerequisite for international researcher In addition, the experts assert that an individual who meets the international researcher requirements needs convergence of qualification standards, professional competence, and job fulfillment responsibilities 4.4General rating of the international researcher standard Based on the specific assessment of each set of criteria in terms of the perception of young professionals and researchers within the framework of Vietnam Academy of Social Sciences, the author sets out the standard of research Young international researcher, within the VASS, under 18 standards are evaluated and selected according to the principle of large numbers and scores selected by young researchers on to points Among 18 criteria, 13 criteria for young researchers required byinternational researcher and criteria for developmental conditions, as shown Table 12 follows: Table 12 Young researchers research environment at the Vietnamese Academy of Social Sciences This is applicable to some other related occupations; however, there should be flexible adjustment 72 Chapter 5.CONCLUSION AND SUGGESTIONS 5.1Thesis contribution 5.1.1 Results from literature review examination Based on the theoretical framework of the researchers, the thesis has the theoretical basis for development, human resource development, human resources and young researchers The thesis has identified the factors that influence the development of young human resources, especially the research environment is young researchers within Vietnam Academy of Social Sciences From the arguments, the author sets out the standards associated with the objective reality of the researcher These are the young researcher under the international standard and the set of criteria for the development of research for human resources in Vietnam Academy of Social Sciences 5.1.2 Research results Each researcher at national or international level needs to have specific criteria, specific to each field of study For researchers within the Academy at the request of international standard, the researcher has obtained 18 criteria, of which 13 criteria for young researchers and criteria for articles development lawsuit The main criteria required by the international researcher are requirements of research capacity, research methodology, foreign language proficiency and computer skills, which are the standard criteria needed to provide a solid foundation for the study results In the international researcher standard set, there are standard groups, group in professional capacity from STANDARD1.1 to STANDARD1.5, group in research capacity from STANDARD2.1 to STANDARD2.5 and group on research mission conducting capacity from STANDARD3.1 to STANDARD3.4 These standards are the basis for evaluating a researcher according to the international researcher, as well as a measure required by the VASS to measure the quality of individuals when recognized For the requirements by the researcher, standards should focus on five standards from STANDARD4.1 to STANDARD4.5, which support and promote individual research capabilities, i.e, in units participating in the work 73 5.2Suggestions and recommendations on how to develop young researcher resources at Vietnam Academy of Social Sciences on the basis of international standards Recommendation 1: Strengthen training, retraining and self-training  Training in multidisciplinary, interdisciplinary and cross-sectoral research methods;  Training on the application of information technology and specialized software in social sciences;  Training in foreign languages;  Training in writing skills;  Promote self-learning and continuous learning Recommendation 2: Create a strong competitive environment in professional activities  Study and develop a system of indicators reflecting the actual capacity of independent research staff with the degree, degree, and academic status available to provide an objective assessment of the research staff  The need for published articles, including advice or cooperation with outside parties, is one of the key indicators The units should publicly publish all the articles of the researcher in their unit on the internal network or in the library of the unit so that people can assess who has the article and how many posts in year as well as the quality of the posts  Strict and regular recruitment of qualified staff and dismissal of qualified staff;  The lack of capacity and no effort to improve incompetence is an unacceptable shortcoming at Vietnam Academy of Social Sciences;  Develop and implement a competitive selection scheme;  Develop a roadmap that obliges all researchers to use proficiency in foreign languages; Recommendation 3: Encourage, reward and emulate  Regulations on the small number of "emulative laborer" titles annually, the regulations on the number of "emulative laborer" are separated for the leaders (leaders of the units in the VASS should compete for this title) and the number of researchers who are not leaders; 74  There should be incentives for young researchers;  Assist resources in research on international research topics;  There are irregular emulation bonuses, which are not subject to prior registration, are reviewed annually in small numbers and with great material value to honor the authors of special scientific works;  Establish annual bonus funds for a limited number of high quality projects  Towards the recommendation of the National Assembly to amend the Law on Emulation and Reward in the direction of assessing the fact that individuals/groups have special merit in their work, streamlining the current developing researcher standards in research institutes This research aims to find out about the researcher standards required by international researchers Therefore, the purpose of this discussion is to discuss the criteria required for assessing researchers to meet the requirements of international researchers We hope the active participation of experts, you and also note that there is no right or wrong All your honest comments contribute to the success of this study We will in turn familiarize and discuss each group of researcher standards Main parts: I Researcher Standards According to International Researchers: What are the main tasks for young researchers in international research? Why you know the researcher needs to perform those tasks?
