Vietnam considers the development of education a top national policy, fundamental and comprehensive renovation of education towards standardization, modernization, socialization, democratization and international integration In the context of international and domestic innovation as well as tremendous changes in socio-economic life, more than ever, the quality of education and training become a vital issue, determining the success or failure of a country in terms of integration, the deciding factor for the quality of higher education is the educational program, one-course program, one-subject program After the establishment of Vietnam Buddhist Sangha in November 1981, education and training for monks and nuns were set up as a central mission Vietnam Buddhist University in Ho Chi Minh City is a key school in the Buddhist education system of Vietnam, a major center for training monks and nuns The mission of the University is to train Buddhist monks with a Buddhist and postgraduate degree, to provide lecturers for all educational levels of the Vietnam Buddhist Sangha from Beginning Buddhist Studies, Intermediate Buddhist Studies, to lecturers of Academies; educational specialists, educational managers, scientific researchers serving the Sangha's departments, branches and research institutes; fostering pedagogical skills for monks and nuns at the grassroots level, abbots of temples and monasteries in order to well implement the Buddha's propaganda The process of more than thirty years of building and developing the University is associated with the development of the country; generations of managers, lecturers, monks and nuns of Vietnam Buddhist University in Ho Chi Minh City have overcome many difficulties and challenges to maintain and develop the glorious tradition of the University In recent years, with the attention of the Party and the State, but directly of the Ministry of Education and Training, the Ministry of Science and Technology, the close cooperation of prestigious research and training institutions (such as Vietnam National University - Ho Chi Minh City, University for Religious Studies, University of Philosophy), Vietnam Buddhist University in Ho Chi Minh City have guided the University's strategic directions as: Combining training and scientific research, connecting religion with life, building the University into a key Buddhist research and training center of the Sangha and the country Curriculum management is the first element in the quality assurance of higher education Management of training programs in educational and training institutions is shown in the administration in training institutions, closely linked to the training process The current Vietnam Buddhist University's training program is based on the basis of Mahayana, Hinayana and some general subjects prescribed by the Ministry of Education and Training There are also some updated subjects that are essential for the development of a very extensive curriculum Since 2005 Vietnam Buddhist University in Ho Chi Minh City has developed and renovated its training program compared to the other Institutes in the country However, it is only the beginning step for the University to gradually go into a stable order and develop towards the scope of other Buddhist schools in the regional countries as well as in the world, which will bring the name of Vietnam Buddhist University to many students The actual situation of the training program taught at Vietnam Buddhist University in Ho Chi Minh City in recent decades has shown that, with the specific nature of Buddhist training in the Buddhist Universities, training institutions have taken advantage of the intellectual potential of the lecturers coming from different training fields but have rich practical experiences, and capability in management and leadership, the lecturers have undertaken a large amount of theoretical and practical training at Vietnam Buddhist University in Ho Chi Minh City‟s training program Due to the demand of learners in practice, there has been a relatively rapid development in terms of training scale, forms of training at Buddhist training institutions in recent years, reflected in the number of Buddhist institutes across the country training Buddhist Studies, making a conflict between quantity growth and the requirements on quality assurance The rapid development in terms of training scale is also showing inadequacies and limitations in some components of the training process which is providing too much academic knowledge but lack of practical skills This makes it difficult for monks and nuns to fulfill their local religious and belief responsibilities after graduation The fact indicates that it is necessary to have new scientific researches on curriculum and curriculum management, helping the Buddhist Institutes to have the necessary solutions to manage the training program better, with higher quality and efficiency From the above reasons, the author choosed the topic: "Management of the training program at Vietnam Buddhist University in Ho Chi Minh City” Research purpose and tasks of the dissertation 2.1 Research purpose Based on theoretical and practical research, the dissertation proposes a number of solutions for managing the training program at Vietnam Buddhist University in Ho Chi Minh City, contributing to improve the training quality of the University in the current period 2.2 Research tasks Overview of research works related to training program management at Buddhist University Researching the theoretical basis of curriculum management at the Buddhist University Researching the current situation of managing the training program at Vietnam Buddhist University in Ho Chi Minh City Proposing solutions for managing the training program at Vietnam Buddhist University in Ho Chi Minh City, testing the proposed solutions Research subject, object and scope of the dissertation 3.1 Research subject, object: Research subject: Solutions for managing training program at Vietnam Buddhist University in Ho Chi Minh City Research object: The process of managing the training program at Vietnam Buddhist University 3.2 Research scope: In the scope of this dissertation, I chose the undergraduate program for Buddhist Studies at Vietnam Buddhist University in Ho Chi Minh City as the subject for survey and research Considering Vietnam Buddhist University as a national higher education institution, managing the program at the micro level, that modern society and the current development trend of higher education, the management of training programs in Vietnam is still inadequate If the proposed curriculum management solutions are consistent training programs, contributing to improving training effectiveness at the University Research questions What are the characteristics of the training program management at Vietnam Buddhist University? Which theoretical system forms the basis for managing the training program at Vietnam Buddhist University? How is the situation of managing training program at Vietnam Buddhist University in Ho Chi Minh City? What are the advantages and disadvantages? What are the reasons? Is there any solution for managing the training program to improve the effectiveness of the training program implementation at Vietnam Buddhist University in Ho Chi Minh City? Methodology and research methods of the dissertation 6.1 The guiding viewpoints of the research Viewpoint based on management functions: building training plans, organizing the implementation, directing, examining and evaluating the results of managing the training programs at Vietnam Buddhist University, Tyler approaching perspective: training objectives, contents of the training program, training methods, and offering proposed solutions serving for the management of the University's training program in accordance with the current training program of the Ministry of Education and Training Systematic viewpoint: to meet the educational innovation at Vietnam Buddhist University before the requirements of society, the trend of the times, managing training program is viewed by the systematic management method including the following elements: goal management, contents of the program, methods, forms of organizing the implementation of the training program, the teaching management of the lecturers through self-assessment, through management units and training support units so that the basic subjects which are lecturers and monks and nuns can improve the effectiveness of teaching and learning bit by bit The elements of the system are interrelated, interacted and operated in an environment of constant innovation Historical - logical viewpoint: The quality of training program management satisfying the requirements of education innovation at Vietnam Buddhist University in Ho Chi Minh City is always considered in a dialectical relationship with the historical development process, in accordance with the new and practical requirements, in accordance with the "impermanent" rule of Buddhism Criteria for teaching in a positive way and managing conquer the challenging real life Therefore, elements of the teaching process in university and equivalent levels are constantly being supplemented, updated and perfected 6.2 Research methods Group of theoretical research methods: in order to collect theoretical information to build up a theoretical basis of the topic, including: Methods of document analysis - synthesis; Method of classifying - generalizing, systematizing, concretizing documents, structuring theoretical issues related to the topic, documents on education policy and religious policy guidelines of the current Party and government, from there, form the theoretical basis of the dissertation Collecting, analyzing and synthesizing documents related to the training program management model and the current situation of the training program management system being applied at the University and other research projects on the field of domestic as well as foreign education related to the topic in order to build the foundations for theory and solutions Group of practical research methods: aiming to build a practical basis for the topic Including: Survey method; Methods of summarizing educational experiences; the theorical aspects The dissertation builds a theoretical basis for managing the training program at Vietnam Buddhist University in which: Building the basic concepts of the topic and analyzing the characteristics and elements of the Buddhist training program, identifying the requirements set out for Vietnam Buddhist University‟s training program In particular, developing the content of the training program management at Vietnam Buddhist University, which focuses on managing the construction and implementation of training program 7.2 Contribute to the practical aspects The dissertation surveyed and assessed the current situation of training program management at Vietnam Buddhist University in Ho Chi Minh City in two main areas, namely the current situation of training program and management of training program at Vietnam Buddhist University in Ho Chi Minh City, analyzed on the core factors that are: making management plan, implementing and directing the implementation of the training program, and inspecting and evaluating the implementation of the training program In addition, it also analyzes the advantages and disadvantages of the situation and points out the weaknesses and the causes, in which the dissertation has analyzed two basic causes: objective and subjective causes The dissertation has proposed solutions to manage the training program at Vietnam Buddhist implementation of the program suitable for learners and in accordance with the University's conditions (4) Establishing quality assurance conditions for the implementation of the training program; (5) Evaluating the outputs and organizing the inspection and supervision of the implementation of the training program on solutions to meet the requirements of improving the quality of training at the University in the current period Theoretical and practical meanings of the thesis On theoretical aspects: Clarify the concepts and enrich the theory of training program management at Vietnam Buddhist University The characteristics of training program management at Vietnam Buddhist University will serve as the basis for further studies related to the management of the Buddhist training program The dissertation has pointed out the contents of the training program management and the groups of factors affecting the management of the training program at Vietnam Buddhist University‟s locations On practical aspects: Results obtained from the analysis of the current situation of training program management at Vietnam Buddhist University in HCM City serve as the practical basis for proposing the solutions given in the dissertation as well as the practical basis for other studies to improve the effectiveness of the training program implementation at Vietnam Buddhist University in HCM City The identified solutions in the dissertation are applicable to managing training programs at Vietnam Buddhist University in HCM City Research results of the dissertation, can be used as a reference for the research topic, helping us to have an overall view, suitable in building a theoretical basis for curriculum management at Vietnam Buddhist University in particular To the extent permitted, the University 1.2.1 Research abroad 1.2.2 Domestic research Summary of Chapter On the basis of an overview of research related to the topic at home and abroad in a selective manner on the training program, in the management of training programs at institutions of higher education, institutes and the same, some comments on issues not mentioned in the research were drawn as follows: * Issues of training programs in general, management of training programs at Vietnam Buddhist University in particular are addressed in many different perspectives on the basis of educational management science Managing the training program in each university training is a vital issue, deciding on the quality of output, creating prestige and imprints and related to the vital issue of a training institution University has been mentioned but it is only suggested by the articles, review of the situation and individual proposals through seminars, no in-depth case studies Therefore, this is a new and practical issue that needs intensive research to apply the improvement in education and training at Vietnam Buddhist University, contributing to affirming the position of the University as well as enhancing the role of Buddhist education in the education of the country Chapter RATIONALE FOR MANAGEMENT OF THE TRAINING PROGRAM IN VIETNAM BUDDHIST UNIVERSITY 2.1 Some basic concepts of the topic 2.1.1 Management concept 2.1.2 Training program From the above studies, it can be understood that university training programs are: The official document specifies the goals, objectives, requirements, content of knowledge and skills, overall structure of the subjects, class plans and internships for each academic year, the ratio of subjects, between theory and practice, stipulating the mode, method, means, facilities, certificate and graduation diploma of the higher education institution 2.1.3 Management of the training program Thus, it is possible to understand that training program management is a set of intentional impacts of management subjects on management subjects to carry out activities of planning, organizing, controlling, inspecting and evaluating the implementation of training programs in order to achieve the training institution's objectives 2.1.4 Management of training program at Vietnam Buddhist University The management of the training program at Vietnam and interact with each other giving rise to management situations Therefore, managers must regularly monitor, evaluate and handle deviations to promptly adjust them to make education, training and schools continuously develop Managing the training program at Vietnam Buddhist University is the impact of managers in the University on learners from planning, implementing and directing, checking and evaluating the components of the training program On the basis of the theoretical system of research issues, the dissertation has come up with the related basic concepts, especially the tool concept of the dissertation In particular, analyzing the basic components of the Vietnam Buddhist University's training program includes: training objectives; training contents; training methods; training evaluation The core content of training program management at Vietnam Buddhist University is built on the management function including: Training planning; Organizing the implementation of Ho Chi Minh City in recent years show that the training program management has made positive changes, reflected in the aspects of strategic planning, methods, forms of training, etc However, based on the practicality of the dissertation, it is clear that there are limitations and weaknesses in direction planning, organizational structure and 11 vocational training evaluation The above situation is caused by many factors affecting both subjective and objective factors This fact poses many challenges, requiring the management of the training program at Vietnam Buddhist University in Ho Chi Minh City to be considered and perfected on the basis of devising appropriate directions and solutions Chapter SOLUTION TO MANAGE THE TRAINING PROGRAM AT VIETNAM BUDDHIST UNIVERSITY IN HO CHI MINH CITY 4.1 The principles of proposing solutions 4.1.1 Principles to ensure the training goals of Vietnam Buddhist University 4.1.2 Principles to ensure the regulations for training Buddhist bachelor degrees 4.1.3 Principles of ensuring inheritance and development 4.1.4 Principle of ensuring flexibility 4.2 Solutions to manage the training program at Vietnam Buddhist University in Ho Chi Minh City 4.2.1 Solution 1: Improving and raising awareness for lecturers and students of Vietnam Buddhist University about the role of the training program for nuns of the University Making managers, lecturers and monks and nuns master the implementation of the training program Solutions help managers to master the setting of goals and contents to the method, from which to plan and direct the implementation of the 12 Buddhist training program is of the main meditation practice Therefore, students have many opportunities to experience the spiritual life and beliefs of the lecturers, and have just learned the meditation practice experience of the lecturers 4.2.3 Solution To direct the implementation of the program suitable to learners and conditions of the Vietnam Buddhist University After the student's mission, vision and core values are clearly defined and the institution is established, based on the needs of the stakeholders and the organization's pursuit expectations, the next step is to realize the mission, vision and core values into results that meet the goals 4.2.4 Solution 4: Establish conditions for material and financial facilities to ensure the quality of the implementation of the training program Material and financial facilities are essential conditions for training and other activities in the university Ensuring the conditions for implementing the training program is an important content in the training program management The objective of this management solution is to ensure the facilities and financial resources, contributing to meeting the basic requirements of the training program at the Vietnam Buddhist University in Ho Chi Minh City 4.2.5 Solution 5: Organize the evaluation of outputs and supervise the implementation of the training program to meet the requirements of improving the training quality at the University Manage to evaluate the results, inspect and supervise the implementation of the training program to evaluate and determine the implementation of the Academy's objectives, programs and training content based on the regulations of the University and Buddhist Sangha of Vietnam have issued, helping students to self-assess and perfect the conditions to ensure the effective quality of the training program Thereby, informing the society about the quality of the University so that learners and everybody can know and it is also the basis for managers to have appropriate adjustment policies to improve the quality of training in the University Evaluation, inspection and supervision are considered as methods and solutions that managers often apply regularly and proactively, with the purpose to monitor and observe the process of the implementation of the training program Help the University improve and enhance the quality of the training program 4.3 Explore the necessity and feasibility of the proposed solutions In order to investigate the necessity and feasibility of these solutions, the author surveyed 50 managers of the "guideline" for action and are very focused on organizing the implementation of the training program according to the plan The results showed that all solutions were assessed at a high level of monks and nuns' training program ( =2.88) - feasible and very feasible The solution “Directing the implementation of the program to suit the learners and conditions of the Vietnam Buddhist University” ( =2.78) ranks 2nd in feasibility Besides, the solution “Establish conditions for material and financial facilities to ensure the quality of the training program implementation” is rated as the least methods in the next term Thus the results of monk and nun students in this term got higher The average of all criteria fell in “good” and “very good” in 20 which “very good” was dominant: criteria had their average points from 2.70 to 2.96 The result of the experiment carried out among the selected monk and nun proved that clear purpose and positive teaching approach would result in a much better lecture However, the lecturer cannot be fully evaluated without the added information from managers, officer management Department, Peer evaluation with colleagues, results of monk and nun student after graduate Therefore, the lecturer‟s teaching ability was recorded according to the comment of monk and nun students in two experiments The experiments‟ result reaffirmed the effectiveness of measurement we used to assess students and teachers It encouraged students to tackle and fix the weak points as well as let lecturers learn from their own mistake, thus stimulate their confidence and eager to train students in the following terms and perfect their teaching skills Short Summary Chapter According to the given solutions and the survey among leader boards, lecturers, students, leaders of Buddhist Sanga of Vietnam, the author appreciate the significance of upgrading the curriculum and teaching methods and renovating the teaching format as well as evaluation tools in the Buddhist University and other Training establishments It is necessary due to its role in heightening the educational quality of Buddhist University and the society in general in the period of international integration Therefore, Buddhist Sanga of Vietnam set novel targets and requirements that each agency should be in their bid to fulfill The results of the practical survey of curriculum management at the Ho Chi Minh City Buddhist University, in chapter 4, the thesis has proposed the appropriate solutions to manage the curriculum at the Ho Chi Minh City Buddhist University synchronized, meeting the basic requirements of the curriculum to improve the quality of training This system of management solutions is built on the principles of legal, systematic and uniform, inherited, effective and feasible; at the same time ensure flexibility in accordance with the curriculum of the training management program at the Ho Chi Minh City Buddhist University In order to assess the necessity and feasibility of five proposed solutions in improving the quality of curriculum management at Ho Chi Minh City Buddhist University in the current period The thesis has conducted experiments of experts related to curriculum management at Ho Chi Minh City Buddhist University in the current period The results show that the proposed solutions are absolutely necessary and practicable to implement in the actual conditions of the current Buddhist University of Ho Chi Minh City and the next stage At the same time, the thesis has also tested the solution "Directing the 21 implementation of teaching activities", specifically on the fourth criterion "Teaching capacity of the professor" to prove the feasibility of the solution In this dissertation, the author only wants Ho Chi Minh City Buddhist relaxed atmosphere to bring better results Students and teachers together enjoy the taste of a truth, ideal enlightenment and liberation CONCLUSION AND RECOMMENDATIONS Conclusion The management of the curriculum in general and the management of the curriculum at the Buddhist University in Ho Chi Minh City in the current period in particular play an important role In the study on the topic solutions to both support and have their own directions to develop the University Attaching importance to the management of curriculum is a crucial issue to the existence and development of the University; Each stage must have its own quality objectives in which each goal has a different implementation path The application of the solution needs constant improvement to improve quality standards as well as complete the implementation process Unlike universities, Buddhist University has its own characteristics which is flexibility, free; self-responsibility, so it can quickly make decisions to improve curriculum On the basis of research on the theory, good results have been found from current situation, solutions, specific thesis Based on the overview of domestic and foreign studies, inheriting the research achievements, the thesis has built a theoretical basis for the research topic on concepts, clarifying the theoretical system on curriculum at the Buddhist Academy in the current period The research results show that in order to manage the curriculum at the Buddhist Academy in the current period, it is necessary to perform well the management functions, including: 1) Planning the implementation of the curriculum at the Buddhist University; 2) Organizing the implementation of curriculum at Buddhist University; 3) 22 Directing the implementation of curriculum at Buddhist University; 4) Examining and evaluating the implementation of curriculum at Buddhist University The management of curriculum at the Buddhist Academy is influenced by many factors, in which we need to pay attention to the subjective and objective factors The results of the research on the status of managing the curriculum at the Buddhist Academy in Ho Chi Minh City show that, in addition to the advantages of the content, method and form of the curriculum The management of curriculum has many limitations regarding awareness Managers need to be aware of the limitations from the study, in which the highlights are: The organization of the training management of the curriculum manager and the implementation of the teaching activities are still inadequate Special accesses have not yet established conditions to ensure that the curriculum and assessment of outputs and to monitor and supervise the implementation of the curriculum to meet the requirements of improving the quality of training at the University in the present period is still formal The systematic and synchronous solution of curriculum management has emphasized the planning and announcement of the general management document system as the basis for the solution to improve the quality of curriculum Based on the theoretical basis and practical limitations, the thesis proposes solutions to improve the effectiveness of curriculum management at the Buddhist University in Ho Chi Minh City in the current period including: ) to raise awareness for teachers and students of the Buddhist Academy on the goals, tasks and role of education and training for monks and nuns; 2) Carry out a learner‟s demand survey to adjust the curriculum to suit learners; 3) Direct the implementation of the program in accordance with the learners and the Academy's conditions; 4) Establish conditions for facilities and finance to ensure the quality of the implementation of the curriculum ; 5) Assess the outputs and organize the inspection and supervision of the implementation of the curriculum to meet the requirements of improving the training quality at the Academy in the current period In order to increase the reliability of the proposed solutions, the project has tested a content in curriculum management for "Teaching capacity of lecturers" in the solution: "Directing the program implementation teaching activities” An initial positive result through two measurements shows that the second measurement of the group of experiments has improved significantly after the management effects to improve teaching capacity However, progress is slow because the interval between the two measurements is just over a 23 month Still, this result is the evidence for us to have more solid confidence in our later recommendations
