University of Transport and Communications Library INTRODUCTION Rationale of the Research Ho Chi Minh City has more than 300 years of establishment (development and is the leading center of economy, trade, science) technology and education of the whole country Currently, with the densely population of more than 10 million people, traffic system is often congested and unable to meet the development needs There are many problems of planning, construction investment, and traffic functions in general and especially at important interchanges in the city Therefore, the demand for investment in construction of interchanges not only is high but also must meet the requirements of fast construction time, less obstructing traffic, ensuring economic - technical requirements, aesthetic as well as convenience during exploitation, maintenance and reparation However, the analysis and evaluation of construction investment options are still qualitative and subjective, not applying advanced methods in evaluation, so many investment decisions are not really reasonable and effective results in construction investment in Vietnam in general and in Ho Chi Minh City in particular One of the current trends in the world is the study of applying Analytic Hierarchy Process method (AHP) combining with Analytic Network Process method (ANP) and other methods to develop evaluation procedures with criteria system quantified by specialized software Therefore, this trend is a topical issue of scientists in the world and in Vietnam That is the reason why PhD student choose this topic to research Name of the PhD thesis: “Research on reasonable assessment of solution for construction of different levels interchanges in Ho Chi Minh City” Objective of the Research Research and development of a system of criteria and a model for evaluating alternative interchange solutions suitable to the planning; Investment period and specific conditions of Ho Chi Minh city Significance of the Research - Subject of the research : Criteria for evaluation and selection of construction investment plans - Scope of the research: The system of criteria, models, and procedures for evaluating span structure solutions for building interchanges at level (Evaluating and choosing alternative interchange construction solutions) in Ho Chi Minh City Research Methodology Theoretical research methods such as: analysis and synthesis theory; diagram method and mathematical statistical method; Practical research methods: Using a combination of survey methods, expert methods, analytical methods and summarizing experience Scientific, practical signifcance and contribution of the thesis - Scientific significance of the thesis: The thesis has good scientific significance in assessing the rationality of technological solutions, has built and proposed evaluation models of other interchange construction solutions levels in Ho Chi Minh City according to the set of quantified indicators, from which it is possible to make selection decisions based on the above criteria and evaluation models - Practical significance of the thesis: The evaluation model according to the set of indicators quantified in the thesis has high practical significance because it can be used immediately and promptly to evaluate a number of new projects to build interchanges different levels in Ho Chi Minh City as well as specific projects have been developed to consider their validity - New contribution of the thesis: + The thesis has applied the advanced theory of Analytic Hierarchy Process method (AHP) combined with Analytic Network Process method (ANP) to research and develop quantified indicators in comprehensive assessment and technological structure solutions and organization of construction of interchanges at different levels in specific conditions in Ho Chi Minh City + The thesis has built an evaluation model and selected the application of open software Super Decisions to evaluate interchange projects at different levels in Ho Chi Minh City according to three levels: 1) Evaluation of planning, selection of investment projects list; 2) Assess and select the list of key projects by phase; 3) Detailed assessment of solutions and technologies of design alternatives for construction of interchanges at different levels + The thesis has applied the evaluation model according to the set of criteria set and the open software Super Decisions to evaluate some interchange projects that have been implemented in Ho Chi Minh City Ho Chi Minh Initial evaluation results show the effectiveness of the proposed toolkit + Some research results of the thesis can be used as references in the evaluation of alternative interchange construction options in Ho Chi Minh City Ho Chi Minh and in other urban areas have similar conditions Contents of the thesis The thesis includes: Introduction, chapters, Conclusion and recommendation as follow: Chapter 1: Overview Chapter 2: Researching the theoretical basis to evaluate and select reasonably for different interchange construction solutions Chapter 3: Develop a system of criteria and a model to evaluate and select appropriately the solution of constructing interchanges at different levels in Ho Chi Minh City Chapter 4: Apply reasonable selection of solutions to build different interchanges for some projects invested in Ho Chi Minh City Conclusion and Recommendation CHAPTER OVERVIEW 1.1 Overview of specific conditions, current status and planning of interchanges at different levels in Ho Chi Minh City Ho Chi Minh City has the coordinates 10 ° 10 '- 10 ° 38' North and 106 ° 22 '- 106 ° 54' East, the North borders Binh Duong Province, the Northwest borders Tay Ninh Province, the East and Northeast borders the Province Dong Nai and Southeast borders Ba Ria - Vung Tau province, West and Southwest borders Long An and Tien Giang provinces Located in the transition zone between the Southeast and Southwest, Ho Chi Minh City today consists of 19 districts and districts, total area of 2,095.06 km² The official population (on April 1, 2009) was 7,162,864 people (accounting for 8.34% of Vietnam's natural conditions, Ho Chi Minh City has become an important transport hub of Vietnam and Southeast Asia, including roads, railways, waterways and airways [1] and [2] However, Ho Chi Minh City is facing the problems of a large city whose population is growing too fast In the inner city, roads become overloaded, often congested Public transport system inefficient The city environment is also being polluted by transportation, construction sites and manufacturing industries [1] 1.2 Overview of the research to select different interchange construction solutions The philosophy of design - construction and research and development direction of this technology is to make ready-made bridge components of slender, light, durable size easy to transport and quickly assemble at the site; or completely built span structure at a place other than the construction site, then transport the whole span by self-propelled modular transporter (SPMTs) and then install it into the span where the abutment has been constructed [5], [6] , [7] Construction technology using components and assembled structures has become popular in the US and Europe for more than 20 years In recent years, many countries are studying and considering the application of construction technology to solve bridge construction problems in urban areas In Vietnam, for the past 15 years, along with the development of science and technology and the need to build bridges for socio-economic development, there are also a number of sample design and design documents, construction drawing for construction project according to Standard 22 TCN 272-05; a number of master's theses, doctoral theses, scientific research projects at all levels and articles have initially applied research, improvement, evaluation and selection of reasonable solutions and technologies for works road bridges in general and bridges and overpasses in urban areas in particular According to the data of the interchange projects that are different from the ones already built in Ho Chi Minh City, stored at the Construction Management Department of the Department of Transportation and Communications of Ho Chi Minh City [41]; in general, construction solutions in the world In fact, many individual or institutional decisions are made on multiple grounds Therefore, a Multi-attribute utility theory (MAUT) was created to assist decision makers in decision making MAUT has two types of problems: the issue of discrete replacement criteria and the problem of optimal criteria (multiple criteria discrete alternative problems and multiple criteria optimization problems) Analysis and evaluation of relevant scientific works in Vietnam: Subject: "Research and assess multi-criteria solutions for designing and constructing concrete bridges to meet the requirements of sustainable development" by Assoc Prof Dr Bui Trong Cau gave the implementation method and sequence implementing the application of AHP (Analytic Hierachy Process) in the multi-criteria evaluation of design solutions of Lai Xuan bridge project [43] Project “Application of GIS and AHP to locate BRT bus stops: Vo Van Kiet - Mai Chi Tho route,Ho Chi Minh City ”, the topic focuses on identifying the optimal locations for establishing bus stops for BRT The scientific article “Application of GIS and Analytic Hierachy Process (AHP) to create landslide risk map of Xin Man district, Ha Giang province, Vietnam [45] 1.4 Issues thesis can be inherited and needs to be addressed In order to study and apply fast construction structure and technology to Ho Chi Minh City area, the thesis can inherit the achievements of previous studies in the world and Vietnam: in many ways, the previous research has gained significant results on structural solutions and fast construction technology that can be applied to the construction of interchanges at different levels in Ho Chi Minh City that the thesis can inherit However, in order to apply this technology to the characteristics of Ho Chi Minh City, it is necessary to research, adjust, supplement and evaluate the options accordingly, helping investors and appraisers have the evaluation tool in order to select a reasonable plan to invest in building interchanges of different levels in Ho Chi Minh City 1.5 Objective of the thesis Studying and developing a system of criteria to evaluate and select rationally the solutions for building interchanges at different levels in the city Ho Chi Minh is suitable with the planning, investment period and characteristics of the city with high traffic density, narrow construction ground, weak ground; meet the requirements of fast, safe, beautiful construction, reduce traffic congestion, reduce environmental pollution, have financial plans and reasonable prices, convenient maintenance From that, propose an evaluation model with a quantified criteria system to evaluate the reasonable choice of solution for constructing interchanges at different levels in Ho Chi Minh City and in other urban areas which have the same situation 1.6 Research Methodology Using theoretical research methods such as: analysis and synthesis theory; diagrammatic methods to conduct an overview study and a theoretical basis for the construction of a system of criteria and a structure model of the evaluation process, and a reasonable selection of construction solutions; Using a combination of survey methods, expert methods, analytical methods and summarizing experience to conduct practical research on the model of rational selection and evaluation of alternative interchange construction solutions in Ho Chi Minh City organizations around the world make better decisions, faster and more transparent [46]; software KlMSG (Business Performance Management Singapore, 2013) by Klaus [47], However, these software are only based on hierarchical analysis method (AHP) and have not combined ANP method yet The open software SuperDecisions supports the evaluation and decision making of the solutions based on both hierarchical analysis methods (AHP) and the advanced network analysis (ANP) method of Thomas L Saaty (1926–2017) This software was funded by the Creative Decisions Foundation (1996, USA) of the Thomas L Saaty family [48] Therefore, the thesis proposes to use the open software SuperDecisions to support the evaluation and make a decision to select reasonable interchange construction solutions 2.3 Research outcome of the Chapter The method of constructing a set of weights for the set of criteria for evaluating interchange construction solutions other than the application of the AHP algorithm is an effective tool for calculating the multi-criteria weighting set, by dealing with a series of pair comparisons, which help to bring together both subjective and objective aspects of an assessment In addition, AHP incorporating ANP is a useful technique to test the suitability of expert reviews, thereby reducing bias in decision making Building a set of weights for multi-criteria evaluation and evaluation of interchange construction solutions using AHP algorithm and ANP method also allows the synthesis of many experts' evaluation on the priority order of common criteria through the real value of the set of weighted criteria for quick construction evaluation The thesis proposes to choose to use the open software SuperDecisions to support the evaluation and make a reasonable decision to select interchange building solutions based on hierarchical analysis method (AHP) combined with analytical method Advanced Network (ANP) by Thomas L Saaty (1926–2017) 11 CHAPTER DEVELOP A SYSTEM OF CRITERIA AND A MODEL TO EVALUATE AND SELECT APPROPRIATELY THE SOLUTION OF CONSTRUCTING INTERCHANGES AT DIFFERENT LEVELS IN HO CHI MINH CITY 3.1 Assessment model of rational selection of solutions to build interchanges at different levels Evaluation level 1: Planning and selecting investment lists At this level, interchanges across the city will be assessed as a whole to be consistent with the city's planning, guidelines and investment decisions of the Government; From that, the list of interchanges will be determined at the next level Evaluation level 2: Select the list of key projects in different stages At this level, the interchanges approved from level will be assessed on the level criteria system in order to select the investment order of the interchanges See which interchanges will be in the short, medium, and long-term portfolio From there, interchanges will be classified Evaluation level 3: Detailed evaluation, rational selection of construction solutions From interchanges that have been assessed at the second level, each interchange will be assessed in detail for the construction solution As a result, we can know which option is the most optimal for that interchange Evaluation level 4: Adjustment when incurred (extension of the model) - Adjust the construction progress closely to the plan: when the construction progress is delayed due to some objective factors such as natural disasters, construction errors with designs or some unforeseen causes, measures must be taken promptly to the planned schedule - Technical adjustment: When the construction deviates from the design, due to natural disasters, traffic collisions, damaging the building or when the actual construction has different elements compared to the first survey, the design is wrong It is necessary to make timely and appropriate adjustments to suit the conditions of Ho Chi Minh City, while ensuring project progress - applying the data processing model combining AHP and ANP to evaluate the construction of interchanges in Ho Chi Minh City, the thesis obtained an overall weight for each method project, from which to compare and draw the best plan, most suitable for each specific interchange 3.5 Research outcome of the Chapter Previously, the criteria for technical design evaluation in the project selection evaluation measures must be independent and not closely linked to each other However, the reality shows that the evaluation of independent indicators is difficult compared to when there is interaction with each other Therefore, in this model, the criteria allow interaction and correlation with each other to create unity in the structure The evaluation of construction design solutions is also a fuzzy multiattribute decision-making problem, so the methodology of evaluating 16 construction design solutions that are presented can be completely applied to evaluate the design solutions Construction plan to choose the best solution Because the evaluation of construction design solutions has a number of specific characteristics, the application of the evaluation method also has its own characteristics of evaluating construction design solutions and criteria for selecting good solutions most, typical evaluation criteria and the methodology to apply the method for evaluation 17 CHAPTER APPLY REASONABLE SELECTION OF SOLUTIONS TO BUILD DIFFERENT INTERCHANGES FOR SOME PROJECTS INVESTED IN HO CHI MINH CITY The thesis has conducted a pilot evaluation of construction solutions in Hang Xanh, Truong Son and Hoang Hoa Tham interchange projects in Ho Chi Minh City Evaluation results were collected during the meeting on March 31, 2018 at the Department of Transport of Ho Chi Minh City The expert's evaluation is evaluated through available forms, the evaluation is conducted in level 3: Detailed evaluation, reasonable selection of construction solutions The selected plan is based on the criteria that have been evaluated and evaluated by experts 4.1 Introducing the construction solutions of the thesis Solution 1: Normal I beam Solution 2: SCP beam (Steel-Confined fully evaluated with the most necessary economic-technical criteria as possible The thesis proposes a table of criteria to evaluate and select reasonably the construction solutions of interchanges at interchange When evaluating construction methods at Hoang Hoa Tham interchange - Ho Chi Minh City Technical criteria are considered more important, accounting for more than half of the weight compared to the average weighted average The criteria of aesthetics and traffic impact also constitute a large weight in the evaluation results Economic criteria 21 constitute a negligible part of the total weighted average From the evaluation results, Solution A1- SCP beam is considered to be the most optimal Solution and there is a difference from the Solution applied in addition to the fact that using the combined Steel box girder beam 4.5 Application of evaluation model on Trường Sơn interchange When evaluating the construction methods at Truong Son interchange Ho Chi Minh City, the technical criteria are still high in weight, but at this interchange, the aesthetic and impact on traffic during the construction process be considered highly valued Then consider the economic criteria From the results of the evaluation, Solution A3 - Combined Steel is considered to be the most optimal Solution and has a homogeneity compared to the Solution that is applied in addition to the fact that using intersection construction solutions at a level suitable to the planning; investment period and specific conditions of the HCM city, the thesis has used the theoretical research method combined with practical research methods to analyze and find out outstanding problems Specifically, the thesis has studied the application of hierarchical analysis methods (called AHP-Analytic Hierarchy Process) combining advanced network analysis methods (referred to as ANP-Analytic Network Process) and methods Other in the field of construction investment to propose an evaluation model with a system of quantified criteria to evaluate and select the option of constructing intersections at different levels in the HCM city according to three levels: 1) Assessing the planning, selecting the list of investment projects; 2) Assess and select the list of key projects by phase; 3) Detailed assessment of solutions and technologies of design alternatives for construction of intersections at different levels From the research results, some general conclusions in the thesis can be drawn as follows: The thesis has systematized theories related to the research scope of the topic The system of theoretical studies has been combined with the practical knowledge foundation to successfully build a new model that allows a comprehensive assessment of technology structural solutions and construction organization intersection level in specific conditions in the HCM city Application of the model proposed by the thesis in evaluating a number of typical projects in HCM city shows very noticeable points, namely: - When evaluating construction methods at Hang Xanh intersection, technical criteria are considered most important, accounting for more than half of the weight compared to the average weighted average The beauty criteria also account for a large proportion in the evaluation results The economic, and transport impact criteria account for a negligible part of the total weighted average From the evaluation results, Option A3- Combined steel is considered to be the most optimal plan and there is a difference from the plan that is applied outside the reality is to use evaluation results Therefore, the research results of the thesis can be used as references in the evaluation and selection of alternative intersection construction options in HCM city and in other urban areas have similar conditions In the future, the research results of the thesis may be more complete to meet the requirements of accuracy in the evaluation of the proposed model, on that basis of scaling up and increasing practical applicability The issues raised in the thesis's research show the urgency and also indicate the feasibility in developing highly scientific and quantitative
