residential land, production land and dailylife water have not been basically solved Policies to support poverty reduction often have big goals, but the implementation time is short, the support level is low; funding is not sufficient, slow and asynchronous, so the implementation has not been effective Many poverty reduction programs/projects have to extend their implementation time Poverty reduction programs and projects are managed by many ministries and branches, with different management and operation mechanisms, limiting the integration of policies and balancing common resources
