development was for a period the main line of China’s development The main driving force of economic development is economic growth, but simply using GDP that reflects economic growth to measure economic growth is not sufficient in current theoretical development and realistic development background The author believes through the analysis above that if understanding from the perspective of input, the development of economy, politics, society, culture and ecology all needs input of resources (labor, material and fund), while the general meaning of total factor productivity (TFP) represents the development and utilization efficiency of resources, the sources of total factor productivity include technical advancement, system reform, organizational innovation, factor optimization and allocation, enhancement of labor quality, etc Abramovitz (1993) indicated that at early stage of industrialization, the degree of technical advancement highly focused on the using direction of material capital The rapid expansion of market encouraged large-scale production, and encouraged large-scale investment in plants and urban infrastructure Therefore, by dissolving the factors of economic growth at the stage of early industrialization, it can be found that there were huge contribution of capital accumulation and relatively low TFP growth However, once the first stage of industrialization is completed, the technical advancement focused on material capital would decrease, and technical advancement would focus on the use of intangible capital, so as to generate relatively high TFP growth.1 For the estimation of total factor productivity of China since the reform and opening-up, it is already a relatively mature research, for instance, Liu and Li (2011) believed that the main factors of the rapid growth of China’s total factor productivity include technical advancement, system reform, factor optimization and allocation, opening-up, foreign direct reform and opening-up, especially after 1990, the increase of TFP contribution was very significant (as shown in Table 34.1) Zhao and Yang (2011) believed that technical advancement was the main cause of the change of total factor productivity since the reform and opening-up, especially the role of system change since 1994 on economic growth promoted the growth of capital and labor to the growth track of total factor productivity, but there are still certain problems, for example, although the research and development expenditures have been growing in each year, the direct effect was only to greatly increase the stock of technical knowledge, rather than effectively transform into the enhancement of total factor productivity.2 In China, the enhancement of total factor productivity is correlated with economic transformation, correlated with system construction and correlated with human development The author believes that it can be assumed in this way: the scope and influencing factors of development cost are also correlated with these aspects, the decrease or increase of development cost may influence the change of total factor productivity But there is always one fact, in order to examine the effect and result of economic growth, on one hand, we need to use total factor productivity to research internal structural change and optimization, and on the other hand, we also 9th Issue in 2011 Chapter 35 Benchmarking of Scientific Achievement View The so-called benchmarking means finding gap by targeting benchmark, scientific achievement view stresses taking maximization of net welfare as priority, plus stable increase of total factor productivity and reasonable decrease of development cost The calculation of The Cost of Development in China should be compared with the development cost in other countries, find the countries with relatively high net welfare level, stable growth of total factor productivity and rational development cost to redesign scientific achievement view We should consider development as a means of objective-based regulation, integrate “Development Cost” into the full process of planning design, policy formation and supervision management, establish the coordinated mechanism between development cost and economic growth and development, establish its organic connection with political development, social development, cultural development and ecological development, actually only input of cost could create fortune, but the structure of cost input is different and the structure of fortune and welfare are also different Similarly, this book proposed another perspective, which is also called price, price means loss of opportunity cost, and also a negative externality, these price-type costs are worth to be noted by system builders and reformers Because they are usually hidden, or have always been ignored, hidden, amortized or accumulated (Table 35.1) The government is the leader and promoter of system construction and reform, as well as the main bearer of the calculation of “Development Cost” Governments on different levels should actively bear the accounting work of “Development Cost” of the respective regions, provide scientific reference for establishing low-cost development strategy, so as to provide inseparable data basis for the establishment of a systematic and sustainably developing policy system, we should devote ourselves to designing low-cost strategy system in long term, include comprehensive view of development cost into scientific development practice, which is
