Propose solutions to perfect state management of tourist accommodation business in Haiphong, contribute to improving the effectiveness of tourist accommodation business, developing Haiphong tourism.
1 PREAMBLE 1. The urgency of the subject Along with Vietnam’s tourism development, Haiphong tourism has thrived and become one of the current country’s tourism hubs. Haiphong is one of the 3 poles of the North’s economic growth triangle which has great potentials for tourism development. The city has advantages in various and diversified natural resources, such as Do Son and Cat Ba sea resorts, which have a wide range of precious marine species and beautiful beaches, and Cat Ba national park the world biosphere reserve. With these advantages, Haiphong tourism soon developed and was selected as an important strategy for the city’s social economic development. The constant year on year rise in the number of local and international tourists has promoted the development of tourist accommodation businesses with various and special services, contributing to diversifying the city’s tourist accommodation services However, the robust development of tourist accommodation business activities has revealed shortcomings. This leads to the fact that tourist accommodation business system and the state management has not paid due care to the control of quality and amount. The planning for investment and development of tourist accommodation businesses is not really effective; the city’s management over tourist accommodation services still reveals many inadequacies. The collaboration among state management agencies of tourism such as the city’s Department of Tourism, Vietnam General Department of Tourism and the city’s authority is not tight and unanimous. The city’s system of policies and regulations for tourist accommodation business management is not inadequate and lack of control. In which, the state management of tourist accommodation business activities has only paid attention to highranking establishments, low ranking tourist accommodation businesses have not received due attention The quality of tourism human resources is still limited, particularly foreign language skills International cooperation and tourism promotion have not proved effective. Functional sectors and branches have not conducted regular inspections over the operation of tourist accommodation businesses; several tourist accommodation establishments do not have good quality. This has affected the prestige as well as general development of the tourism sector. In addition, in the process of reviewing international and local researches which relate to the thesis topic, most of the researches concentrated on several issues, such as systematizing basic theoretical issues on hotel business; accommodation business, developing sustainably tourist accommodation business in the Northern tourist sites, raising the competitiveness of Vietnamese hotels However, till now, there has been no specific and systematic research on tourist accommodation business in Haiphong which was completed from the perspective of central and local state management agencies This requires an indepth study to clarify the research questions related to the subject of the thesis From this analysis, the study of “ the state management of tourist accommodation business in Haiphong” is practical and essential. It not only has practical significance, but also supplements the theoretical issues on the state management of tourist accommodation business activities at provincial level in the current period 2. Secondly, state management agencies should uphold their role in tourist accommodation business Thirdly, it is necessary to enhance the state management role in interdisciplinary coordination to manage tourist accommodation business activities in Haiphong. Fourthly, it is necessary to enhance the state management role in international and interregional coordination in tourist lodging industry in Haiphong. Fifthly, the city should step by step build and perfect the contigent of state management officials in charge of tourist accommodation business 4.2.5. Boost international cooperation and tourist accommodation promotion There should be stable, regular and appropriate funding for international cooperation and tourist lodging business promotion; improve the effectiveness of international cooperation and tourism promotion in foreign countries; conduct largescaled, professional and scientific market surveys, study and assessment; perfect and raise the competence of the state management of tourist lodging promotion activities in Haiphong; strengthen international, regional and interdepartmental associations in tourist lodging promotion in Haiphong; Haiphong management agency in charge of tourist accommodation promotion should hold the key role in connecting travel businesses in tourist accommodation promotion activities; concentrate on building and perfecting a database to serve international cooperation and tourist accommodation promotion activities 4.2.6 Complete management process of tourist accommodation business registration and class ranking verification Granting of business licenses and certificates It is necessary to complete regulations on functions, powers and coordination mechanism among functional agencies in managing the granting of business licenses to tourist accommodation businesses in Haiphong, specifically between Haiphong Department of tourism and Haiphong Department of Investment and Planning. In details, Haiphong Departments of Tourism, Investment and Planning should closely associate in giving detailed instruction to enterprises about license granting process, check, supplement and modify regulations on conditional trading fields and conditional granting of business licenses to be more simple and convenient for tourist accommodation businesses as well as state management of tourist accommodation business in Haiphong They need to conduct quick appraisal and licensing procedures, reduce waiting time of tourist accommodation businesses 24 Revoking of business licenses and certificates Functional agencies should pay more attention to the revoking of business licences and certificates of tourist accommodation businesses Beside granting business licenses to tourist accommodation establishments, the state management agencies also manage and supervise the number of tourist accommodation businesses which are not eligible for operation or no longer operate in the city Process and procedures for revoking business licences are carried out according to Article 158 of the Law on Enterprises, Article 38 Circular No. 01/2013/TT – BKHĐT and Article 60 Decree No. 43/2010/NĐ – CP. In addition, there should be close interdepartmental coordination in inspecting the activities of tourist accommodation establishments to decide on revoking their business licenses and certificates or not 4.2.7 Strengthen inspection, supervision of tourist lodging business, discover and handle violations, settle complaints in tourist accommodation business activities Firstly, it is necessary to check and complete legal system of inspection and supervision contents and procedures for tourist accommodation business activities. Secondly, there should be more interdepartmental inspections of tourist accommodation establishments Thirdly, it is important to step by step build and perfect the contigent of specialized inspectorates for tourist accommodation business activities in Haiphong Fourthly, it is necessary to strengthen the sanction and measures to handle violations of inspectorates who have not complied with the law provisions on inspection and supervision Fifthly, it is necessary to raise the efficiency in receiving and resolving complaints of related sides in tourism activities 4.3. Petitions for Haiphong People’s Committee 25 CONCLUSION The thesis has contributed to clarifying the role of the state management agencies in Haiphong for tourist accommodation business activities, as well as factors affecting the city’s tourist lodging business. Via the research process, the thesis has concentrated on solving issues set in the research targets and tasks. Firstly, the thesis has given theoretical systematization in terms of state management of tourist accommodation business of a locality at provincial level as well as factors affecting the state management of tourist accommodation business. Basing on the analysis of the nature of tourist accommodation business, the thesis has introduced the concept of tourist accommodation business and state management of tourist accommodation business. Secondly, the thesis has concentrated on assessing and clarifying the status of the state management of tourist accommodation business in Haiphong, found out reasons for successes and limitations, factors affecting the state management of tourist accommodation business in Haiphong, then made a more comprehensive and profound assessment of the state management of tourist accommodation business in the city. Thirdly, on the basis of a comprehensive analysis of the condition of state management of tourist accommodation business in Haiphong, forecasts, view of point, targets and orientations for state management of tourist accommodation business, the thesis has proposed solutions to perfect the state management of tourist accommodation business activities in Haiphong Besides the successes, the thesis still has some objective limitations that have not been studied deeply. The thesis has not given a deep and thorough research on the state management of tourist accommodation business Therefore, hopefully, the issues that have not been completed in the thesis will continued to be studied in another scientific research in the future References 1.
