Ban an ninh nhà máy phối hợp với phòng nhân biên soạn thủ tục hướng dẫn cho an ninh nhân sự,đính kèm là: a Qui trình tuyển dụng nhân b Hệ thống xác minh nhân sự, c Kiểm soát nhân viên vào - Tổ chức hướng dẫn an ninh nhân cho công nhân định kỳ tháng /lần hướng dẫn an ninh nhà máy cho công nhân viên làm việc tai cơng ty - Viết sách quản lý ký hợp đồng lao động - Định kỳ hướng dẫn an ninh nhân cho phận nhân TUYỂN CHỌN,SÀNG LỌC NHÂN SỰ: a Bộ phận nhân thực kiểm tra lý lịch sàng lọc nhân thông qua kiểm tra hồ sơ xin việc đầy đủ yêu cầu thông tin sau:  Đơn xin việc có dán hình  Sơ yếu lý lịch có cơng chứng , xác nhận địa phương  Chứng minh nhân dân có cơng chứng  Giấy khám sức khỏe vòng tháng  Hộ công chứng  Giấy đăng ký tạm trú, tạm vắng (đối với người địa phương)  Giấy xác nhận hạnh kiểm có xác nhận Cơ quan cơng an địa phương  hình 3x4 Tất chứng từ phải có thơng tin trùng khớp với Yêu cầu ứng viên xin việc cung cấp chứng minh gốc thời điểm kiểm tra để nhân viên nhân kiểm tra chéo với CMND photo Một CMND hợp lệ phải rõ ràng, hình ảnh có đóng dấu giáp lai b Xác minh lại nhân thân/ hạnh kiểm/ q trình cơng tác người xin việc thông qua :  Địa phương người xin việc sinh sống tạm trú  Cơ quan, đơn vị cũ người xin việc làm c Phỏng vấn ứng viên : Nhân viên nhân hướng dẫn ứng viên điền vào form “Đơn xin việc” công ty hỏi số vấn đề liên quan đến công việc chuyên môn.Kiểm tra kỹ năng, tay nghề, yêu cầu chuyên môn theo yêu cầu công việc d Xác minh nhận dạng ứng viên đủ tuổi hay có tiền án tiền khơng e Q trình xác minh ứng viên hoàn tất Tiến hành huấn luyện Nội qui cơng ty sách cơng ty cho nhân viên viết giấy hẹn nhận việc f Kiểm tra hạn kiểm định kỳ cho tất công nhân làm phận nhạy cảm bảo vệ; cơng nhân khu vực đóng gói, kho ngun vật liệu, kho thành phẩm; nhân viên phòng nhân sự, kế tốn, xuất nhập khẩu…  Địa phương cơng nhân viên sinh sống/tạm trú  Định kỳ lần/6 tháng g Bộ phận nhân chịu trách nhiệm lưu trữ hồ sơ cá nhân người lao động XÁC MINH NHÂN SỰ VÀ QUẢN LÝ TRUY CẬP: Page of 12 a Việc nhận dạng công ty cần thiết xem xét người lao động vào công ty - Cơng nhân viên trình diện thẻ có mã số vào công ty - Nhân viên tuyển dụng phải đeo thẻ tạm công ty - Mã ID công ty không dễ dàng giả mạo trùng lặp - Nhân viên bảo vệ giám sát công nhân viên đến nhà máy, xác minh nhận diện rõ ràng nhằm đảm bảo có người có đeo thẻ nhân viên công ty cấp phép vào công ty - Thẻ ID bao gồm số ấn định, hình thức nhận dạng độc đáo chẳng hạn anh 3x4 - Phòng Nhân chịu trách nhiệm cấp, thu hồi thẻ nhân viên, kiểm sốt ID cơng nhân Soạn thảo thủ tục có liên quan , ghi chép đày đủ sổ ghi nhận cấp số ID nhân viên - Việc kiểm sốt phân phối thẻ đeo có mã số ID , quản lý chìa khóa / thẻ / mã số vào phòng ban nhà máy giới hạn quyền hạn cho số nhân viên phép b Qui trình, thủ tục thơi việc: - Phòng nhân soạn thảo qui trình thủ tục thơi việc hướng dẫn tới cơng nhân - Qui trình phải đính kèm u cầu cơng nhân thơi việc phải trả lại thẻ họ nghỉ tai công ty - Viết Báo cáo đầy đủ cho việc thu hồi thẻ sau công nhân từ bỏ rời khỏi công ty - Viết Thủ tục cấp, loại bỏ, thay đổi thiết bị truy cập (VD: chìa khóa, thẻ chính) phải ghi nhận lại - Qui trình truy xuất mã số nhân viên và/hoặc vơ hiệu hóa xâm nhập cần thiết để nơi làm việc cho tham khảo áp dụng - Danh sách công nhân thơi việc phải gửi cho phòng bảo vệ để kiểm soát cập vào nhà máy c Mất thẻ ID thiết bị truy cập vào phận nhà máy: - Thẻ IDs bị phải thay ghi nhận lại file hồ sơ cá nhân trước cấp phát lại thẻ - Mất thẻ ID hồ sơ tương tự hiển thị ID tích thay ghi nhận tích thơng qua thư khai nhận hay khai tường trình từ nhân viên nói thẻ họ bị đơn xin thay đổi - Chìa khóa bị bị đánh cắp phải thay ghi nhận /hoặc báo cáo cho ban quản lý nhà máy - Thủ tục cấp, loại bỏ, thay đổi thiết bị vào cơng ty (ví dụ, chìa khóa, thẻ chính) phải ghi nhận lại - Cập nhật đầy đủ báo cáo thể chìa khóa bị thay đổi chìa khóa khác - Nhân viên bảo vệ thơng báo trường hợp (tên, mã số CMND ) để ngăn chặn người không phận sử dụng IDs để xâm nhập trái phép vào khu vực hạn chê - IDs đặc biệt cho phép vào khu vực tập kết hàng đóng gói bốc dỡ hàng theo kết hợp điều sau • Mã màu • Mã số hóa • Bản đồ mã hóa • Mã hóa điện tử • Tại khu vực giới hạn, bảo vệ hệ thống lựa chọn để kiểm tra ID nhân viên để giám sát xâm nhập trái phép vào khu vực ĐÀO TẠO , HUẤN LUYỆN NÂNG CAO NHẬN THỨC AN NINH CHO NHÂN VIÊN: a Phòng nhân tiến hành huấn luyện định hướng cho nhân viên cập nhật báo cáo huấn luyện, danh sách công nhân huân luyện Nôi dung huấn luyện sau: • Mọi nhân viên phải đeo thẻ lúc nơi nhà máy bắt buộc • Tạm giữ lại báo cáo người lạ cho nhân viên bảo vệ quản lý nhân • Nhận thức âm mưu nội • Phát hoạt động trái pháp luật • Duy trì hàng hóa ngun vẹn • An ninh vi tính • Báo cáo thiệt hại an ninh, sở hạ tầng (cửa, khóa cửa hư hỏng Máy tính bị vi rút xâm nhập) • Nhận biết phát chất thiết bị nguy hiểm Page of 12 b Cơ sở soạn thảo chương trình nhận thức an ninh bao gồm nhận thức mối đe dọa khủng bố nay, xu hướng buôn lâu, xâu xát thực tế khu vực đảm bảo hướng dẫn nhân viên nhận biết nhận thấy hiểm họa mà khủng bố thực điểm chuỗi cung ứng : • Nhà máy có chương trình nâng cao nhận thức an ninh phận yêu cầu tất nhân viên tham gia đầy đủ trì báo kế hoạch đầy đủ • Cập nhật huấn luyện chương trình an ninh định kỳ yêu cầu tháng cho quốc gia có rủi ro cao 12 tháng cho quốc gia có rủi ro trung bình trì báo cáo • Các phương pháp tăng cường nhận thức an ninh dán áp phích ,email thông báo,bản tin, nhãn dán, họp, chứng nhận, công cụ huấn luyện điện tử, quảng cáo phim công cụ hiệu cho việc tạo mơi trường làm việc lành mạnh, an tồn hiệu cho nhân viên • Chương trình đào tạp nâng cao nhận thức an ninh chống khủng bố bao gồm huấn luyện khuyến khích nhân viên việc báo cáo việc bất thường , hoạt động nghi ngờ và/hoặc vi phạm an ninh thủ tục sử dụng sở nhằm `giải tình thơng qua sử dụng hòm thư góp ý, số điện thoại đường dây nóng • - Khen thưởng sử dụng phương pháp khuyến khích công nhân viên tới báo cáo việc bất thường Phần thưởng yêu cầu dự định phần thưởng tích cực để khuyến khích người dân tham gia kiểm sốt an ninh ngồi mong đợi cho việc tuân theo quy tắc an ninh cơng ty Ưu đãi thấp miễn phí có giá trị tiền tệ như: • Một người đại diện tập thể tham gia kiểm sốt an ninh (VD: Được cơng nhận họp nhân viên định kỳ nêu tên bảng tin cơng ty) • Giấy chứng nhận tham gia huấn luyện an ninh • Có khu vực riêng đậu xe ngăn lại với rào chắn cho giai đoạn thời gian sáng kiến đề nghị cho cải tiến an ninh - Factory Security Committee in collaboration with the HR department compiled manual procedures for security personnel, attached are:Qui trình tuyển dụng nhân d Employee-identifcation system, b Employee-access control -Tranning security for new employees (when received work )and old employees (every months) - Thee documented personnel security guidelines that apply to the hiring of contracted Đ - Tranning about personel security for HR room .PERSONNEL SCREENING: h HR departments perform background checks and personnel screening test through the resumes full inquiry as follows:  Applican form with photograph  Notarized CV  Notarized ID card  Health certificate (within months)  Notarized family book  Temporary resident certificate (for migrant employees)  Criminal record checks  photographs (size 3x4 cm) All information on required application doc must be match Check notarized ID card copy againts with Original ID i Verify the identity / behavior / process work through job applicants: :  Local employees living and staying  Agencies old unit did a job applicant j Interview candidates: Staff HR guide candidates fill out the form "Job application" of the company and asked a number of issues related to the investigation specialist skills, professional requirements but according to job k Candidate verification process is complete Conduct training on the company code of conduct and policies of the company for new employees and received the appointment letter writing l HR deparment will also call to reference people that candidate provided to update into their personal record m Check term testing period for all workers sensitive parts such protection; packaging sector workers, raw materials inventory, finished goods inventory; HR department employees, accounting, import and export…  Local employees living / staying  Every months n HR department is responsible for storing the profile of workers IDENTIFICATION SYSTEM AND EMPLOYEES ASSCESS CONTROL: a Company identifiation is required for entry of personnel Page of 12 - A company ID like card key (IC card) or company badge is required for the employees to enter into facility - Newly hired employees should have temporary passes - Company ID that cannot be easily tampered or duplicated - The ID includes a biometric indicator, i.e a unique physical identifir such as a facial photograph or figerprint - HR room designated department (e.g human resources or admin department) in facility to issue, retrieve and control the employee’s ID - The related written procedure or the record for issuance of employee ID shows that it is centralized and controlled by a specifi department - The control over distribution and inventory of employee ID badges and facility access keys/ cards/ codes is restricted to a limited number of authorized employees b Termination policy and procedures: - Documented Employee Termination policy and procedures in place to retrieve IDs and deactivate access as needed - Procedures for the issuance, removal, and changing of access devices (e.g., keys, key cards) must be documented - Procedures in place to retrieve IDs and/ or deactivate access as needed - List of terminated employees issued to security department or security guards - Facility must be able to demonstrate that access has been terminated such as posted notice in the main entrance c Lost IDs are replaced and recorded as missing in the employee’s personnel fie before a replacement badge is issued: - - Procedures for the issuance, removal, and changing of access devices (e.g., ID access cards) must be documented - Lost ID record or similar records showing the missing ID are replaced and recorded as missing such as letter or affiavit from employees stating that their IDs were lost or application for replacement - Lost or stolen keys are replaced and recorded as missing and/ or is reported immediately to the factory management - Procedures for the issuance, removal, and changing of access devices(e.g., keys, key cards) must be documented - Records showing reported missing keys and key replacement - The security staff informed of such losses (name, ID number, etc) to prevent unauthorized use IDs are required to access restricted areas - The security staff are informed of missing IDs through records or written notice - Restricted areas defied by facility and normally includes cargo handling such as packing, fiished goods warehouse, loading areas, IT room, etc - IDs specify access for loading/packing dock areas by any or combination of the following: ° Color Coding ° Numeric Coding ° Map Coding ° Electronic Coding - Where restricted areas exist, guards or system are adopted to check employee IDs to monitor access to these areas EDUCATION / TRAINING / AWARENESS: c Facility requires new employee orientation - New employee orientation training records and training materials that includes: ° Confiming that all onsite personnel are wearing IDs at all times while in the facility premise ° Challenging and reporting unidentifid persons to security or management personnel ° Recognizing internal conspiracies ° Detection of unlawful activities ° Maintaining cargo integrity ° Computer security Page of 12 ° Reporting compromised security infrastructure (broken locks, windows, computer viruses, etc.) ° Recognizing and detecting dangerous substances and devices - - The facility has a security awareness program in place and requiring all personnel to participate and maintaining training plan and records - Periodic security program update training required every six months for high-risk countries and twelve months for medium risk-countries and records maintained - Methods for increasing security awareness such as posters, e-mail bulletins, newsletter, stickers, meetings, certifiations, e-learning tools and TV ads are all effective tools for creating an environment in which employees actively participate in keeping the workplace secure - Threat awareness training program includes training and encouraging personnel to report irregularities, suspicious activity and/ or security violations and procedures used by the facility to resolve the situation through use of suggestion box, phone number or hotline - Incentives are used as a method to encourage personnel in reporting irregularities The incentive portion of the requirement is intended to be a positive reward to encourage people to participate in security controls beyond the basic expectations for personnel to abide by company security rules Incentives may be low or no cost or something with monetary value such as: ° Public notoriety for participation in security controls (e.g., recognition in staff meetings, or printed in company newsletters/ periodicals) ° A certifiate for participating in security training ° A reserved parking stall for a period of time for suggesting ideas to improve security - - Procedures for the issuance, removal, and changing of access devices (e.g., ID access cards) must be documented - Lost ID record or similar records showing the missing ID are replaced and recorded as missing such as letter or affiavit from employees stating that their IDs were lost or application for replacement - Lost or stolen keys are replaced and recorded as missing and/ or is reported immediately to the factory management - Procedures for the issuance, removal, and changing of access devices(e.g., keys, key cards) must be documented - Records showing reported missing keys and key replacement - The security staff informed of such losses (name, ID number, etc) to prevent unauthorized use IDs are required to access restricted areas - The security staff are informed of missing IDs through records or written notice - Restricted areas defied by facility and normally includes cargo handling such as packing, fiished goods warehouse, loading areas, IT room, etc - IDs specify access for loading/packing dock areas by any or combination of the following: ° Color Coding ° Numeric Coding ° Map Coding ° Electronic Coding - Where restricted areas exist, guards or system are adopted to check employee IDs to monitor access to these areas 16 EDUCATION / TRAINING / AWARENESS: e Facility requires new employee orientation - New employee orientation training records and training materials that includes: ° Confiming that all onsite personnel are wearing IDs at all times while in the facility premise ° Challenging and reporting unidentifid persons to security or management personnel ° Recognizing internal conspiracies ° Detection of unlawful activities Page 11 of 12 ° Maintaining cargo integrity ° Computer security ° Reporting compromised security infrastructure (broken locks, windows, computer viruses, etc.) ° Recognizing and detecting dangerous substances and devices - - The facility has a security awareness program in place and requiring all personnel to participate and maintaining training plan and records - Periodic security program update training required every six months for high-risk countries and twelve months for medium risk-countries and records maintained - Methods for increasing security awareness such as posters, e-mail bulletins, newsletter, stickers, meetings, certifiations, e-learning tools and TV ads are all effective tools for creating an environment in which employees actively participate in keeping the workplace secure - Threat awareness training program includes training and encouraging personnel to report irregularities, suspicious activity and/ or security violations and procedures used by the facility to resolve the situation through use of suggestion box, phone number or hotline - Incentives are used as a method to encourage personnel in reporting irregularities The incentive portion of the requirement is intended to be a positive reward to encourage people to participate in security controls beyond the basic expectations for personnel to abide by company security rules Incentives may be low or no cost or something with monetary value such as: ° Public notoriety for participation in security controls (e.g., recognition in staff meetings, or printed in company newsletters/ periodicals) ° A certifiate for participating in security training ° A reserved parking stall for a period of time for suggesting ideas to improve security -
