Revision Z:\Clients K - O\Norgas\PCSOPEP\Vessels\Norgas Carine\002_SMPEP_Norgas Carine.doc Date 20.12.2004 NORGAS CARRIERS M/V NORGAS CARINE – SHIPBOARD MARINE POLLUTION EMERGENCY PLAN Page of 94 pages INTRODUCTION • This Shipboard Marine Pollution Emergency Plan is written in accordance with the requirements of Reg 26 of Annex I and Reg 16 of Annex II of the international Convention for the Prevention of Pollution from Ships, 1973 as modified by the Protocol of 1978 relating thereto • The purpose of the Plan is to provide guidance to the master and the officers on board the ship with respect to the steps to be taken when a pollution incident has occurred or is likely to occur • The Plan contains all information and operational instructions required by the Guidelines For The Development of Shipboard Oil Pollution Emergency Plans (Res MEPC 54(32) and their amendments in IMO Resolution MEPC 86(44) as well as with the requirements of MEPC 85(44): Guidelines For The Development Of Shipboard Marine Pollutiion Emergency Plans For Oil And/Or Noxious Liquid Substances The appendices contain names, telephone and telefax numbers etc of all contacts referenced in the Plan as well as other reference material • This Plan also contains specific response management provisions to address spills in United States waters in light of liabilities attributed to potentially responsible parties by the Federal Oil Pollution Act of 1990 (OPA’90) and various USA state statutes, and in Canadian waters in accordance with the provisions of the Canada Shipping Act • This Plan has been approved by Germanischer LLoyd and, except as provided below, no alteration or revision shall be made to any part of it without the prior approval of Germanischer Lloyd • Changes to Sect and the Appendices will not be required to be approved by Germanischer Lloyd The Appendices should be maintained up to date by the Owners, Operators and Managers • The plan shall be regularly revised and updated by the responsible person onboard and the Owners/operators at intervals not exceeding 12 months Recording of changes to this manual to be made in the form on the following page • To ensure the best coordination in emergencies close reference and coordination should be maintained between this Plan and the Shipboard Contingency Manual and the Office Contingency Manual • As the Plan is intended as a practical tool on board the language shall be the working language of the Master and the Officers Please note: Without interfering with shipowners’ liability, some coastal States consider that it is their responsibility to define techniques and means to be taken against an oil pollution incident and approve such operations which might cause further pollution, i.e lightening States are in general entitled to so under the International Convention relating to the Intervention on the High Sea in Cases of Oil Pollution Casualties, 1969 ( Intervention Convention ) Z:\Clients K -
