SECRETARY-GENERAL THE ASSEMBLY, TAKING NOTE that the Council on 14 November 1984, recognizing the exceptional competence, diligence and dedication with which the affairs of the Organization had been conducted, decided by acclamation to renew the contract of Mr Chandrika Prasad Srivastava as Secretary-General of the Organization, in accordance with Article 22 of the Convention, APPROVES the renewal of Mr Chandrika Prasad Srivastava's contract as Secretary-General of the International Maritime Organization for a further period of four years; EXPRESSES its warm gratitude and deep appreciation for the exceptionally effective, sincere and dedicated service rendered to the International Maritime Organization and to the world maritime community by Mr Chandrika Prasad Srivastava during his present and previous terms of office Res A 592( 14) RESOLUTION A.592(14) Adopted on 20 November 1985 Agenda item 23 BUDGET FOR 1985 THE ASSEMBLY, RECALLING resolution A 555( 13) by which the Assembly at its thirteenth session voted appropriations for the financial period 1984-1985, NOTING Council resolution C.(67)53 which, as authorized by paragraph of resolution A 555( 13), approved a recalculation of the appropriation for 1985, NOTING ALSO that expenditure in 1985 may exceed the appropriation by a small margin but that the final outcome is still uncertain, NOTING FURTHER that excess miscellaneous sufficient to cover any excess of expenditure, income is however likely to arise and be TAKING INTO ACCOUNT IMO financial regulation 13.2, APPROVES the use of excess miscellaneous income to finance any excess of expenditure in 1985 over appropriations 204 Res A.593(14) RESOLUTION A.593(14) Adopted on 20 November 1985 Agenda item 23 WORK PROGRAMME AND BUDGET FOR THE FOURTEENTH FINANCIAL PERIOD 1986-1987 THE ASSEMBLY, RECALLING Article 15 of the Convention on the International Maritime Organization and in particular paragraphs (f) and (g) thereof with regard to the functions of the Assembly in relation to the work programme and budget, NOTING that the provisions of article III of the Financial Regulations with regard to the preparation of the budget estimates, including details of the work programme and appropriate information annexes, have been complied with, RECALLING that, in accordance with resolution A.1 OO( IV), the disposal of any amount standing to the credit of the Printing Fund at the end of the financial period shall be decided by the Assembly, APPROVES the work programme submitted by the Secretary-General, by the Council; as recommended DECIDES that: (a) For the financial period 1986-1987 purposes: appropriations are here voted for the following $ I Meetings and travel II Personnel 18,630,300 III General services IV Publications 2,252,800 and public information V Other budgeta ry provisions 8,111 ,900 29,700 1,034,300 30,059,000 (b) The appropriations voted in subparagraph (a) above shall be financed by contributions from Member States after adjustment for miscellaneous income (estimated at $2,194(000), for a transfer of $3,000,000, from the cash surplus in the General Fund as at 31 December 1984 and for a transfer of $282,000 from the surplus in the Printing Fund as at 31 December 1984; (c) Transfers of uncommitted balances of appropriations to the same section of the budget in the second calendar year other than those authorized by article IV of the Financial Regulations, and transfer of appropriations between sections of the budget, shall only be carried out with prior concurrence of the Council; 205 Res A.593(14) (d) In respect of each of the calendar years 1986 and 1987 covered by the financial period, the approved meetings shall be as shown in Annex 1, the approved posts as in Annex 2, and the appropriations shall be those indicated under the relevant headings as in Annex 3; (e) The amount standing to the credit of the Printing Fund at the end of the financial period 1984-1985 shall be carried forward to the Printing Fund for the financial period 1986-1987, less the transfer noted in subparagraph (b) above; (f) A sum of $1,200,000 shall be transferred from the surplus in the Technical Cooperation Overhead Account as at 31 December 1984 to establish a Technical Cooperation Fund with effect from January 1986, the interest income from which shall be used to assist the technical co-operation programme of the Organization in accordance with proposals approved by the Assembly in the biennial budgets; AUTHORIZES recalculation of the budgetary situation movements on the the Council at its fifty-seventh session to approve any necessary 1987 budget and assessment figures in the light of exchange rate and at that time, taking into account in particular the effect of exchange rate 1986 budget; FURTHER AUTHORIZES the Council at its fifty-seventh session to consider the appropriate use of the unallocated amount of $979,508 from the cash surplus in the General Fund as at 31 December 1984; INVITES the attention of the Council to the above-mentioned provisions; REQUESTS the Secretary-General to ensure their application while endeavouring to effect the maximum economies in the INTERNATIONAL YEAR OF PEACE 1986 THE ASSEMBLY, HAVING NOTED the Secretary-General's report on relations with the United Nations and the specialized agencies as well as the intended contribution of IMO to the programme for the International Year of Peace 1986, ANXIOUS to promote international co-operation the objectives laid down in the IMO Convention, in the maritime field in accordance with AWARE that the decisive prerequisite for achieving these objectives and for meeting the challenges of technological and scientific progress facing IMO and every Member State today is not only a secured peace but also a favourable political climate, free of international tensions, ACKNOWLEDGING that IMO can significantly contribute to this process, being the most important international organization in the field of maritime transport, RECOGNIZING that the International Year of Peace 1986 offers an opportunity to peoples and Governments, intergovernmental, non-governmental organizations and others to express in practical terms the common aspiration of all peoples for strengthening peace, understanding and co-operation, NOTES WITH SATISFACTION the proclamation of the International Year of Peace 1986 by the General Assembly of the United Nations at the ceremony to mark the fortieth anniversary of the United Nations on 24 October 1985; NOTES WITH APPROVAL the intended active contribution Year of Peace; of IMO to the International INVITES all Member States to co-operate with the Secretary-General in contributing to efforts to achieve the objectives of the International Year of Peace 1986, in accordance with the relevant resolutions of the General Assembly; REQUESTS the Secretary-General to keep in close contact with the United Nations, other international organizations and Member States in ensuring IMO's support of the International Year of Peace and in carrying out measures within the framework of the International Year of Peace; FURTHER REQUESTS the Secretary-General to submit the present resolution to the Secretary-General of the United Nations for his information 209 Res A.595(14) RESOLUTION A.595(14) Adopted on 20 November 1985 Agenda item 27 RELATIONS WITH NON-GOVERNMENTAL INTERNATIONAL ORGANIZATIONS THE ASSEMBLY, RECALLING part XV of the Convention on the International in particular Article 62, Maritime Organization and RECALLING that rule of the Rules Governing Relationship with Non-Governmental International Organizations requires that consultative status granted by the Council to such organizations be subject to approval by the Assembly, RECALLING FURTH ER that rule 10 of the same Rules provides for periodic review by the Council of the list of non-governmental international organizations in consultative status with IMO and for a
